No plan to impose President's rule in Andhra Pradesh, Shinde says

NEW DELHI: Government on Saturday ruled out imposition of President's rule in Andhra Pradesh in the wake of continuing street protests against Telangana and said a note for the creation of the separate state would be presented before the Union Cabinet soon.

"There is no question of President's rule in Andhra Pradesh," Home minister Sushilkumar Shinde told reporters when asked whether there is any move to impose Central rule in the state as protests against the decision to create Telangana continued.

Shinde said the home ministry was preparing a note to be presented before the Union Cabinet for the creation of separate Telangana and it will be brought soon.

"The Congress Working Committee had taken a decision on Telangana and asked the government to prepare a resolution. One process has been completed. Now, it has come to the government and the second stage has started. It will come soon," he said.

On Tuesday too, home minister Sushilkumar Shinde had said that a note for initiating the process of carving out Telangana would be presented before the Union Cabinet in the next 20 days.

Asked whether there is any plan to turn Hyderabad into a union territory, Shinde said there were two-three options before the government but no decision has been taken on it.

He, however, refused to specify whether making Hyderabad a union territory is one of the options.

"We cannot say at this stage. All issues have to be taken care of," he said.

The home minister replied in the negative when asked whether Andhra Pradesh chief minister N Kiran Kumar Reddy had offered to resign from his post.

Rajya Sabha lost 44 hours of work due to disturbances: Ansari

NEW DELHI: Rajya Sabha was adjourned sine die on Saturday after a month-long monsoon session which saw passage of 18 legislations, including the landmark Food Security Bill and Land Acquisition Bill, but lost 44 hours of work due to disturbances over various issues.

"There were spells of calm and fury," chairman Hamid Ansari said, summing up the proceedings of the session, which was extended by six days beyond its term that was to originally end on August 30.

The House lost about 43% of 98 hours of scheduled time due to disturbances over Telangana issue, missing files of coal block allocations, land deal linked to Sonia Gandhi's son-in-law Robert Vadra, Chinese incursions and killing of five Indian soldiers by Pakistani troops on the Line of Control in Jammu and Kashmir.

The issue of killing of a social activist in Maharashtra, 84 Kose Yatra by VHP, government's move to fill up two vacancies in JPC on 2G spectrum and deletion of remarks of leader of opposition in the House Arun Jaitley made during the statement made by Prime Minister also figured prominently in the House.

The session also saw day-long suspension of two TDP members three times for continuously disrupting the House by protesting against creation of Telangana state.

The question hour could not be taken up on 8 days due to pandemonium and interruptions in the House over one or the other issue.

An apparently unhappy Ansari observed, "The Question Hour continued to remain a casualty. It could function only on 6 of the stipulated 14 days. Only 28 out of 300 Starred Questions were answered orally while about 2,300 unstarred questions were provided written answers."

Modi should make speeches only from replicas of Red Fort, Digvijaya Singh says

RAIPUR: Congress general Secretary, Digvijaya Singh, has said that it would be in the best interest of the country that Gujarat chief minister, Narender Modi, makes his speeches from the replicas of the Red Fort rather than the real one.

Reacting to Chhattisgarh government's "gimmick" to project Modi as the prime ministerial candidate by making him address the concluding event of chief minister Raman Singh's Vikas Yatra from a replica of the historic Red Fort, the Congress leader said, "I want that he should make his speeches from such imaginary 'Quilas' (forts) only."

Ridiculing Modi for making "false and tall" claims about Gujarat's progress, Singh said contrary to the general perception, the state was under a debt of over Rs 1.34 lakh crores. "Gujarat's debt has increased from Rs 24,000 crore in 2002 to Rs 1.34 lakh crore, making every resident of the state indebted to the tune of Rs 23,600", he said.

Taking a dig at Raman Singh, the Congress leader said the "chawal wale baba" (name acquired by the chief minister for subsidizing rice to Rs 2 per kg) was trying to take credit for various welfare schemes mooted by the Centre. "The Centre provides a subsidy of Rs 22 by providing rice at the rate of Rs 3 per kg to Chhattisgarh government. The chief minister has added a subsidy of only Rs one to it and is projecting himself as the baba", he said.

Lauding the role of the UPA government in bringing the Food Security Act, Singh criticized the Chhattisgarh government for opposing it. He also accused the Raman Singh government of being neck deep in corruption and demanded that the courts should take cognizance of the Indira Cooperative Bank manager's narco-analysis test in the cooperative bank scam in which he had accused the CM and his four ministers of accepting bribe.

Uttarakhand: 166 bodies recovered in third round of combing operations

DEHRADUN: As many as 166 bodies have so far been disposed of in Kedar valley in the third round of combing operations, which went on in full swing on Saturday with the weather remaining clear.

The operations were relaunched in Kedar valley on Tuesday and 68 more bodies were yesterday recovered from Garurchatti, Gaurikund and Rambada areas.

A clear weather also lent pace to the repairing of damaged road network and disaster management and mitigation officials said if the weather continues to be clear, the roads are likely to be restored before the end of this month.

The work to restore traffic on Rishikesh-Badrinath, Rishikesh-Kedarnath and Rishikesh-Gangotri highways, which are still blocked at a number of places, went out in full swing today, they said.

A total of 47 roads, including Rishikesh-Badrinath and Gopeshwar-Pokhri road, are obstructed by debris in Chamoli district whereas 12 roads are blocked in Rudraprayag district, including the Rishikesh-Kedarnath national highway.

The weather was largely dry in the state today, with light to moderate rains occurring at isolated places, particularly in the Kumaon region, the Met office said.

Munsayari received the maximum 14 mm of rains in the last 24 hours followed by Pithoragarh 11.8 mm, Haridwar 7.2 mm, Almora 4 mm and Champawat 3 mm, it said.

Afghan woman MP released after three weeks in Taliban captivity

KABUL: A female Afghan parliamentarian held captive by Taliban for three weeks has been released in a prisoner exchange, Taliban and government officials said on Saturday.

Fariba Ahmadi Kakar, a member of the Afghan lower house, was kidnapped on August 13 when travelling by car through the restive eastern province of Ghazni.

She was the second female parliamentarian to be attacked in Ghazni in less than a week, and her abduction highlighted concerns about a recent spate of often deadly assaults on women working in state institutions.

A Taliban spokesman, Zabihullah Mujahid, said Kakar had been exchanged for four female and two child relatives of Taliban officials held by the government.

"Today, the Islamic Emirate handed (Kakar) back over to her relatives via a prisoner exchange," Mujahid said, referring to the name the Taliban used during their 1996-2001 rule in Afghanistan.

A Kakar family member, who declined to be named, also confirmed that the MP had been released.

Restoring women's right has been a cornerstone of the Western-backed government of President Hamid Karzai, but the recent spate of attacks is fuelling concern that such rights are eroding as international forces prepare to withdraw next year.

Centre to take up issue of communal polarization with concerned states

NEW DELHI: Concerned over the communal polarization reported from states like Uttar Pradesh, Bihar and Madhya Pradesh, the Centre is meeting the chief secretaries of seven to eight affected states here on Friday to sensitise them on the need to nip communal tension in the bud.

Cabinet secretary Ajit Seth is reviewing the communal situation across states including UP, Karnataka, Bihar, Madhya Pradesh and Bihar, where a series of clashes along religious lines have left scores injured and even caused a few deaths in the recent months.

Flanked by Union home secretary Anil Goswami, Seth will talk to the chief secretaries to identify shortcomings in village and district-level machinery to address communal issues at the initial stage itself.

The Centre is concerned that the recent communal incidents may be part of a larger political design by certain groups to fan communal tensions in a bid to polarize votes ahead of general elections next year.

The recent communalisation of chaurasi kosi parikrama by VHP and the tough response from the SP government in UP is widely seen as an attempt at votebank politics with an eye on 2014 polls.

Seth, MHA sources told TOI, will be asking the state governments to ensure that their respective anti-communal setup is well-oiled and the local peace committees hold regular meetings to sort out day-to-day issues between key communities and prevent small incidents from flaring up into full-fledged riots. The chief secretaries will also be instruct their district administrations to deal with communal flare-ups with an iron hand and without any loss of time.

According to an MHA official, an analysis of violence across the aforesaid states has shown that most flare-ups had their origins in minor, local disputes and snowballed into major incidents possibly by design.

Communal incidents have been reported in the past months from Muzaffarnagar and Shamli in UP; Seoni, Indore and Raisen adjoining Bhopal in Madhya Pradesh; and Nawada, Motihari, Hajipur, Jamui, Munger and Gaya in Bihar.

UP roadways to pay Rs 47.69 lakh compensation to victim's kin

The tribunal directed UPSRTC, through its regional manager of Meerut region, to pay Rs 47,69,900 compensation to the kin of 45-year-old Harish Sharma who had died on March 3, 2011 after a UP roadways bus rammed into his two-wheeler near inter state bus terminal (ISBT) here.

"It is prima facie proved that Harish Sharma died due to injuries suffered in road accident caused due to rash and negligent driving of respondent number one (bus driver)," MACT Presiding Officer Dinesh Bhatt said.

The order came on a plea filed by Sharma's family members seeking compensation saying that he had died in the accident due to negligent driving.

They said on the day of the accident, Sharma riding pillion on a motorcycle near ISBT at Ring Road here and the two wheeler was hit by a roadways bus due to which he received grievous injuries. He was rushed to a nearby hospital where he succumbed to his injuries during treatment.

Contesting the plea, the bus driver claimed Kamal Gogwani, who was driving the two-wheeler, was riding at a high speed and in zigzag manner and the accident was caused due to his negligence.

Gogwani, who was an eye witness to the accident, told the court that he was driving his motorcycle and was hit from behind by the offending bus. He denied that he was driving his motorcycle in a rash manner.

CAG slams environment ministry for favouring Reliance Power

NEW DELHI: The CAG has pulled up the environment ministry for extending "undue favours" to Reliance Power-owned Sasan Power Limited in Madhya Pradesh and highlighted "deficiencies" in permitting diversion of forest land in the state.

SPL, a special purpose vehicle created for development of Sasan Ultra Mega power project, was a wholly owned subsidiary of Power Finance Corporation (PFC) but in August 2007 it was transferred to Reliance Power Limited.

In its report on Compensatory Afforestation in India, tabled in Parliament, the government auditor said that SPL, according to guidelines and clarifications for diversion of forest lands for non-forest purpose under the Forest (Conservation) Act, 1980, had to provide equivalent area of 1384.96 hectare of non-forest land for the compensatory afforestation.

It noted that Madhya Pradesh chief secretary issued a certificate of non-availability of non-forest land in Sidhi district instead of a certificate of non-availability of non-forest land for the entire state.

"Based on this ineligible certificate issued by the chief secretary, the ministry exempted Sasan Power Limited from providing non-forest land of 1384.96 hectare in case of Ultra Mega Power Project and for the coal mining project in violation of the Forest (Conservation) Act, 1980," the CAG said.

As far as possible, the non-forest land for compensatory afforestation had to be identified contiguous to or in the proximity of Sidhi district and in the event that non-forest land for compensatory afforestation was not available in the Sidhi district, non-forest land could have been identified anywhere else in Madhya Pradesh, it noted.

The CAG said that "not only did the ministry not exercise due diligence in ensuring compliance with conditions it also inexplicably overlooked the deficiencies in the certificate pointed out by a subordinate authority in the Ministry while granting exemption in the instant case."

"The MoEF had insisted for compensatory afforestation over the non-forest land in latest project of the same company in nearby location in Madhya Pradesh, which clearly illustrates that in earlier two cases undue favour were extended to M/s Sasan Power Limited."

Omar Abdullah slams separatists for opposing Zubin Mehta's concert.

SRINAGAR: Jammu and Kashmir chief minister Omar Abdullah on Friday accused separatist groups of double standards for opposing a concert here by renowned conductor Zubin Mehta, saying no one protested when Pakistani band Junoon performed in the city.

"These (separatists) people are selective. This is not the first music concert in Kashmir. If music is anti-Islam, against the issue of Kashmir, how come Junoon came and performed here," he said.

"Nobody raised any voices on that ... Then there should have been a shutdown for Junoon also," he told reporters after reviewing arrangements for Mehta's concert on Saturday (September 7) at Shalimar Mughal Garden on the banks of Dal Lake.

The Pakistani band had performed in the city in May 2008.

Omar said the controversy about the concert has been blown out of proportion.

"We are obviously very selective in what we want to oppose and what we want to support. As far as I am concerned, this is a concert that is exposing the people of the state to this type of music and it also exposes the larger world to Jammu and Kashmir. This cannot be a bad thing," he added.

Separatists have opposed the holding of the concert in which Mehta will conduct the Bavarian State Orchestra, saying it will be used by Government of India to "cover up the human rights violations and weaken the Kashmir issue".

Omar said since there were security and other issues involved with the event, he "felt it necessary to go and see myself how things are".

HC pulls up Tamil Nadu govt on irregularities in appointments of watchmen, sweepers

MADURAI: The Madurai bench of the Madras high court on Friday pulled up the school education department for the alleged illegal appointments to the post of watchman and sweeper based on recommendations of the functionaries of the ruling party.

The court directed additional advocate general (AAG) K Chellapandian to furnish details of the person who would probe the irregularities in the appointments.

The illegal appointments came to light after a disabled man, who was denied posting, sought information under the RTI Act about basis of the appointments.

K Ganesan of Thiruparankundram, who moved the court through advocate S Balamurugan last week, said according to information obtained under the RTI Act, out of thirteen vacancies to the posts of watchman, only two appointments were made on merits and the remaining were given to candidates recommended by cooperation minister, Madurai North MLA, Usilampatti MLA and the Madurai district secretary of the ruling party.

In the case of the appointments for the posts of sweeper, only ten out 24 postings were made on merits. Others were appointed on the recommendations of cooperation minister, Madurai South MLA, Thotiyam district secretary, Usilampatti MLA, Tirumangalam MLA and Madurai North MLA, the petitioner stated.

Stating that the appointments were illegal, the petition urged the court to quash them.

When the matter came up for hearing on Friday, joint director of school education S Kannappan, former director of school education K Devarajan, chief educational officer of Madurai C Amuthavalli and district educational officer of Usilampatti S Ravikumar appeared before the court.

Expressing dissatisfaction over the issue, Justice S Nagamuthu posed various questions to additional advocate general. The judge said that the court was not satisfied with the method followed in the appointments.

The AAG informed the court that the government had appointed an IAS officer to conduct a probe into the irregularities in appointments. However, the judge suggested that an IPS officer would be the right person to conduct the probe since he or she is well-versed in technicalities.

Following it, the AAG sought time to get instructions from the government. Accepting it, the judge directed the AAG to furnish details by September 11.

It may be recalled that chief minister J Jayalalithaa sacked education minister P Vaigaichelvan on Thursday, a few days after the petitioner moved the court.

Judicial bill in Rajya Sabha: Govt, opposition unite to attack judiciary

NEW DELHI: Government and opposition were united in criticising the functioning of the judiciary on Thursday while seeking to scrap the collegium system of appointing judges to higher courts, saying it is essential to restore the delicate balance of power which has been disturbed.

As Rajya Sabha took up a bill to amend the Constitution to set up a Judicial Appointments Commission replacing the collegium system, law minister Kapil Sibal, leader of opposition Arun Jaitley and several other members were of the view that the present system of appointing judges to Supreme Court and high courts lacked transparency and accountability.

Moving the Constitution (120th Amendment) Bill, 2013, Sibal said the judiciary "rewrote Constitution" in 1993 when the collegium system of appointing judges to higher courts was adopted which disturbed the delicate balance between the judiciary, the legislature and the executive.

"Sometimes moments come in the life a nation when you have to revisit the past and embrace the future. One such moment has come today," he said.

Sibal, a renowned lawyer, noted that it was in 1993 that the Supreme Court sought to change the procedure of appointment of judges in higher judiciary with an interpretation of Article 124 (2) by bringing in a collegium system.

"With greatest respect to Supreme Court of India, I believe they rewrote Constitution," he said.

Underlining that appointment of judges has "nothing to do with judicial function", he said, "The acts of appointments are executive acts. The judiciary has taken over executive power by rewriting Article 124. That balance must be restored. Executive must have a say in appointment."

Sibal said, "It has disturbed the delicate balance of separation of powers. There is very clear division of powers among the executive, legislature and judiciary in our Constitution. Judiciary cannot take over the function of the executive."

Bill to keep political parties out of RTI sent to parliamentary panel


NEW DELHI: The bill which seeks to keep political parties out of the ambit of the transparency law will be sent to a standing committee for wider consultations, government informed the Lok Sabha on Thursday.

Minister of state for personnel V Narayanasamy, who piloted the RTI (Amendment) Bill in the House last month, said in a bid to hold wider consultations, the government is recommending that the bill to be referred to the standing committee on law and personnel.

Several members from opposition supported the decision. The bill is also aimed at negating a Central Information Commission (CIC) order which said political parties were public authorities and should come under RTI Act ambit.

The Right to Information (Amendment) Bill, 2013 seeks to insert an explanation in Section 2 of the Act which states that any association or body of individuals registered or recognised as political party under the Representation of the People Act, 1951 will not be considered a public authority.

The CIC order had termed Congress, BJP, BSP, NCP, CPI and CPM as political authorities.

Since the CIC order on six major political parties came on 3 June, the amended Act will come into force with retrospective effect from June.

The CIC order is still "operational", meaning people can seek information on political parties through RTI application.

Government had already made it clear that it will not challenge the CIC order in high court - the appellate court - but bring a bill instead to negate the verdict.

Democratic atmosphere must for Darjeeling's development: Mamata Banerjee

KOLKATA: A democratic and peaceful atmosphere for development should return to Darjeeling, West Bengal chief minister Mamata Banerjee on Thursday said and once again ruled out the question of division of the state.

A democratic and peaceful atmosphere was the prerequisite for development, which has not taken place in the hills for the last 30 years, she said.

"There is no question of dividing Bengal. We want people in the hills to do well. There was no development in the hills in the past 30 years. There should be democratic atmosphere, peace and dialogue which were prerequisites for development," she told reporters at the state secretariat.

Asked about the virtual boycott of Gorkha Territorial Administration (GTA) meeting by GJM yesterday, Banerjee said it wants arrangement to be made for their members to vote, which can be made.

The election of a new CEO of the GTA could not take place yesterday as only two members had turned up for a meeting convened in this regard.

R D Meena, principal secretary of the administrative body in the Darjeeling hills, pointed out that the election could not take place as around 10 of their 45 members were in jail, saying they were sending a memorandum, signed by 28 GTA members, to the chief minister in this regard.

Meena said the next meeting of the GTA would be decided by the state government.

The CEO's post was left vacant after Bimal Gurung resigned last month to start a fresh agitation for a separate state after the Centre cleared the decks for Telengana state.

Gurung, the GJM president, had yesterday termed as "unconstitutional" the chief minister's statement that Bengal cannot be divided and said the Constitution has a provision for creating new states.

"It is unconstitutional for Mamata Banerjee to say Bengal cannot be divided. Article 3(a) of the Constitution clearly says that a new state can be formed by separation of territory from any state or by uniting two or more states or parts of states or by uniting any territory to a part of any state," he had stated in a Facebook post.

Railways install technology to detect smoke and fire in air-conditioned coaches

MUMBAI: Indian railways will install fire and smoke detection system on air-conditioned coaches. The system is capable for checking and giving alarm to passenger during initial stages of fire, thereby giving valuable time for shifting to safe areas and evacuation.

A senior railway official said, "The automatic fire and smoke detection system as tried out is based on Very Early Warning Smoke Detection System (VEWSD) strategy to detect smoke or fire at incipient stage of smoke, fire through continuous multipoint sampling and analysis of coach environment. The system is suitable for controlled environment i.e. for AC coaches only."

Explaining the working, he said, "There are 4 alarm levels called as Alert, Action, Fire-1 and Fire-2. In order of severity of fire and taken by the staff, the passengers to be taken accordingly. The system has been subjected to trials on Bhubaneshwar Rajdhani. During trial period, two actual fire incidences were detected by the system in two coaches of Bhubaneshwar Rajdhani and timely warning saved loss of property and life."

Rail Coach Factory has recently installed this system on one more rake of LHB Rajdhani dispatched to Northern Railway which will be used to run 12454/12453, New Delhi Ranchi Rajdhani train.

Based on the feedback from this trial, Research Design and Standards Organisation (RDSO), a research wing of the ministry of railways, has improved on the specification and also made provision of interfacing the system with the air-brake system of the coaches so that in the event of fire-2 alarm, train gets stopped before hooter is sounded. It will ensure that passenger can safely get down without panic. The arrangement has been tried on the Bhubaneshwar Rajdhani. The system is also planned to be fitted on more rakes in the current year.

65-yr-old godman held for raping woman at Madhya Pradesh ashram

SEHORE: A 65-year-old self-styled godman was arrested on charges of illegally confining a 24-year-old married woman at his ashram and raping her for over four months at a village here, police said on Wednesday.

The case comes close on the heels of self-styled godman Asaram Bapu allegedly raping a 16-year-old girl.

Mahendra Giri alias Tunnu Baba was arrested yesterday after police raided his ashram at Neelkhand village in the district and rescued the woman.

The victim's husband and mother-in-law also lived in the ashram and they allegedly assisted Giri in the crime, police said, adding that both of them were also arrested.

The victim got married to Vishram Banjara on May three this year, and soon after Giri began sexually assaulting her.

A case has been registered against Giri under sections related to rape, wrongful confinement and criminal intimidation of the Indian Penal Code, police added.

India should not accept West's unilateral action against Syria: BJP leader Jaswant Singh

NEW DELHI: Former external affairs minister and BJP MP Jaswant Singh on Wednesday raised the Syrian upheaval in the Lok Sabha, terming the civil war as "extremely brutal and uncivil" but at the same time speaking out against any unilateral military intervention by the western forces in the Arab nation.

With the US leading the move for a "limited" military strike in Syria in the wake of the Bashar-al-Assad regime's recent chemical attack on its own people, Singh called upon the government to speak out louder against "global policing and western hegemony".

"The West has no authority to take action against any other country, having caused so much damage to our neighbourhood," he told the Lok Sabha.

The BJP leader said the unilateral move by the US and other western nations to intervene in the Syrian civil war should be unacceptable to India. Singh alleged that the government had acted belatedly by issuing a statement only on Tuesday, counselling against military intervention in Syria. "Whereas the world took a stand, India acted belatedly," he said.

A statement issued by the MEA had on Tuesday said: "India has consistently called upon all sides to abjure violence, so that conditions can be created for an inclusive political dialogue leading to a comprehensive political solution, taking into account the legitimate aspirations of the Syrian people. There can be no military solution to this conflict. We continue to support the proposed 'International Conference on Syria' [Geneva-II]... for bringing the Syrian government and the opposition to the negotiating table."

Singh, while recalling UK Prime Minister David Cameron's statement naming India among the countries consulted on the proposed military intervention in Syria, told the Lok Sabha that the government had followed it up with a rather weak clarification, calling Cameron's reference to India as an "innocent mistake".

ISLAMABAD/LAHORE: A Pakistani judicial commission will travel to India on September 11 to cross-examine key witnesses of the Mumbai terror attacks, prosecutors informed a court on Wednesday.

Prosecutors from the Federal Investigation Agency filed a copy of the gazette notification regarding the eight-member commission's visit in the anti-terrorism court in Islamabad that is conducting the trial of seven suspects charged with involvement in the attack.

"The prosecution submitted the notification and said the team could not leave on September 7 due to the cancellation of the PIA flight to India," Riaz Akram Cheema, part of the team of lawyers defending the accused, said.

Cheema quoted prosecutors as saying that the team would leave on September 11.

Following this, Judge Atiqur Rehman adjourned the case till September 18.

The commission will submit a report to the court at the next hearing.

The visit to India to cross-examine witnesses is being undertaken to take forward the prosecution of the seven suspects, including Lashkar-e-Taiba commander Zakiur Rehman Lakhvi.

The witnesses are the magistrate who recorded LeT member Ajmal Kasab's confessional statement, the chief investigating officer and two doctors who conducted the autopsy of the terrorists who carried out the Mumbai attacks in November 2008.

This will be the commission's second visit to India. A report submitted by the panel after its first visit in March 2012 was rejected by an anti-terrorism court as the commission's members were not allowed to cross-examine witnesses.

100 schoolkids taken ill after eating midday meal in UP

BADAUN (UP): As many as 100 students of a primary school were today taken ill after eating 'kheer' (a sweet dish) served to them in the midday meal.

The children in Agori village of the district complained of vomiting and stomach ache after eating the dish this afternoon, DM Chandra Prakash Tewari said.

While 18 children were taken to the nearby health centre, others were given primary treatment at the school itself, he said.

The dish and the utensil in which it was cooked have been seized, and a team comprising the Chief Medical Officer and others has been constituted to probe into the matter.

Pak PM Nawaz Sharif sent bouquet to Sonia Gandhi in Delhi hospital

ISLAMABAD: Amidst simmering tensions between the two countries, Pakistan Prime Minister Nawaz Sharif sent a bouquet of flowers to UPA chairperson Sonia Gandhi when he learnt of her visit to hospital last week, a media report said on Wednesday.

Gandhi was taken to the hospital in New Delhi on August 26 after she felt unwell during a debate in parliament.

On Sharif's directive, Pakistan's foreign office asked its High Commission in New Delhi to have flowers delivered to Gandhi, The Nation reported.

The bouquet was sent with a "get well" message and warm wishes on behalf of Sharif, the report said.

Tensions between the two countries escalated since five Indian soldiers were killed in an attack by Pakistani troops on the Line of Control on August 6.

Since then, there have been frequent exchanges of fire at the LoC. Pakistani has claimed that four of its soldiers, including a captain, have died along the ceasefire line.

Both sides have accused each other of violating the 2003 ceasefire agreement on the LoC.

The tensions have cast a shadow on bilateral ties. All eyes in Pakistan are set on a possible meeting between the Prime Ministers of the two countries on the margins of the UN General Assembly in New York later this month.

Pakistan has said its army was not involved in the killing of the Indian soldiers. Sharif has also said he is looking forward to a possible meeting with Singh.

Yesterday, Indian High Commissioner TC A Raghavan paid a courtesy call on the Adviser to the Prime Minister on national security and foreign affairs, Sartaj Aziz.

Raghavan described the LoC incident as unfortunate and stressed the importance of resuming the bilateral dialogue process.

Aziz said there was hope in Sharif's government about picking up the threads from the Lahore Declaration of 1999 and embarking on a new phase of Pakistan-India relations.

Govt not honouring contracts on KG-D6 gas block: Reliance Industries

NEW DELHI: Amidst move to force Reliance Industries to sell gas from its main fields in KG-D6 block at old rates of $4.2, the Mukesh Ambani-run firm on Tuesday hit out saying the government was not honouring signed contracts and extraneous factors were being brought into business.

RIL, which has faced numerous delays in getting approvals and shifting goal-posts, said the country did not have a stable policy regime and this was responsible for exit of global energy giants like Royal Dutch Shell, BHP Biliton of Australia, Statoil of Norway and Brazil's Petrobras.

"It is there for everyone to see. We dont have a stable policy regime which is very very essential if you expect any investor to come in and invest either in technology or put in big risk investment that are required in (oil and gas) exploration, appraisal and development," RIL executive director PMS Prasad said on sidelines of a Ficci conference.

New Exploration Licensing Policy (NELP), under which RIL had won the eastern offshore KG-D6 block in 2000, has been continuously eroded by "taking away several of the rights (of companies)," he said.

The policy assures investor of freedom to market oil and gas produced from areas they explore. NELP also provided for market determined pricing of both oil and gas.

While the government is now identifying customers and nominating quantities to be sold, it is now mandating a price according to a formula given by a committee under Prime Minister's economic adviser C Rangarajan.

The price of gas according to the Rangarajan formula would have doubled to $8.4 per million British thermal unit in April 2014 when a revision in KG-D6 price is due, but the oil ministry is moving Cabinet with a suggestion made by finance ministry to ask RIL to sell gas it has failed to deliver in past two years at the old price of $4.2.

The ministry in the note says gas from D1&D3 and MA fields in KG-D6 block should continue to be priced at $4.2 till the shortfall of past three years is met. New rates will, however, apply to gas produced from other fields like R-Series in the same block.

The old rate being proposed is besides the $1.793 billion penalty on RIL for producing less than targets even though the Production Sharing Contract (PSC) does not provide for output targets or companies being held to indicative production levels.

"As you see there is a continuous erosion of this NELP by taking away several of the rights that were given under the NELP. I don;t want to go into the details but that is what is happening today. You bring in all kinds of extenous factors into the business, not honour the production sharing contract (PSC), that is the worst thing that can happen. So where is the stability in policy," Prasad asked.

Asked what would RIL do in case the government forces old price, he said, "that is the worst that can happen" and indicated the company could take legal action against the move.

Drug control staff set for inspection jaunts abroad on public money

NEW DELHI: The drug regulator's office might be understaffed for inspecting manufacturing sites in India but plans for opening offices in five countries to inspect foreign manufacturing facilities are on track. This is despite the parliamentary committee on health recommending strongly against any such plans for jaunts abroad paid for by the people of India.

The Central Drugs Standards Control Organisation (CDSCO), the Indian drug regulator states on its website in a document titled "Initiatives, Targets, Achievements (2001-2010)" the plan to set up India country offices in five countries to conduct regular overseas inspections of foreign manufacturing facilities and to verify good manufacturing practices and other statutory requirements.

It added that inspections abroad had already been started with six bulk drug manufacturing units in China inspected in May 2011 following which, import licence of one unit was cancelled. In March 2012, four manufacturing units in China were inspected and the registration certificate of one was cancelled.

When contacted the Drug Controller General of India (DCGI) Dr G N Singh confirmed that there were indeed plans to open offices abroad especially in countries from where India imports active pharmaceutical ingredients (APIs), used to manufacture drugs. "China is one of the main sources for APIs brought into India followed by Italy, the US and so on. We have to keep a close watch on the quality of APIs. Once we have more money we can inspect foreign units of Indian companies too," said Dr G N Singh adding that the funds would come out of the Rs 18,000 crore sanctioned for capacity building of the CDSCO.

However, the parliamentary committee differed. "The committee is of the firm view that physical inspection of overseas manufacturers of bulk drugs, apart from being cumbersome (serious language problem in countries like China, Korea, Cuba Hungary, Poland, documentation etc.) and expensive (due to sheer number of locations around the globe from Argentina to Turkey and multiple sites within one country) may not be the best option," said the committee report. It added that for the procedure to be effective, it would require a multi-disciplinary team which would have access to the manufacturing premises and documentation (in English) on GMP without advance notice to prevent manipulation; "a possibility given the serious manpower and infrastructure constraints of CDSCO is next to impossible".

According to the committee, it would be more practical cost effective and beneficial to collect samples of all imported APIs at the port of entry and get them tested here. CDSCO could get quality certification from the drug regulatory authority (DRA) of the country and if any of the imports were found to be of poor quality, it could blacklist the overseas manufacturer and also take up the case with the concerned DRA, recommended the committee. When asked how the CDSCO was proceeding with its plans despite the parliamentary committee's recommendations, Dr Singh said: "We have great respect for the parliamentary committee. But we are a science-based regulatory body and have to take science-based decisions. That's why we are going ahead with the plan. Why does USFDA have offices in other countries? To ensure safety of the medicines for their people."

However, Dr C M Gulhati, editor of the Monthly Index of Medical Specialties dismissed this argument of the DCGI stating that for Western regulators spending on inspections and establishing offices made sense as generics drugs they procured from India were 90% cheaper which ensured huge saving for their state-funded health services. "So they do it for the public not for drug companies," he said.

Dr Gulhati pointed out that barring some patented drugs, Indian imports comprised mostly cheap bulk drugs and formulations from countries like China and Egypt. "Why should public funds be spent on inspections abroad? It is the duty of importing companies to ensure that they buy quality bulk drugs and formulations. DCGI should mandatorily test all incoming shipments and charge the importers for such services apart from the conventional system of picking up samples from retailers. Unlike the West where generic drugs produced in India help the public and public health services, no such benefit accrues to the people or government here," explained Dr Gulhati. Inspections abroad or even setting up offices abroad, according to Dr Gulhati, were just "self-serving proposals for the benefit of babus".

Girl's medical report rules out rape: Asaram's counsel

JODHPUR: Self-styled godman Asaram Bapu today refuted the rape charge against him by a 16-year-old girl, saying her medical report does not support her allegation as the court put off hearing on his bail plea till Wednesday.

72-year-old Asaram was sent to jail yesterday after he was remanded in 14-day judicial custody by a court here. Asaram was arrested in Indore following an FIR lodged by the victim that she was sexually assaulted by him.

Asaram's counsel K K Menon, arguing on his bail plea before District and Sessions Judge (Rural) Manoj Kumar Vyas, alleged that the police had worked under the pressure of media and prepared FIR in a hurry.

After hearing for two hours the arguments by the defence, the magistrate said the hearing in the case will continue tomorrow and prosecution would be heard.

Menon later told reporters, " The FIR against Asaram does not stand as there are several lacunae in it."

"There were some additional inputs in the FIR after MLC (Medico Legal Certificate) conducted on the victim. MLC report does not support the statements made by the girl. Hence, the case does not fall under section 376 (rape charge) of IPC...outraging of modesty is not attracted...it is bailable, and bail should be granted to my client," he said.

Asaram was not brought to the court from Jodhpur Central jail when his bail plea was taken up for hearing.

He has been booked under sections 376, 342, 506 and 509 of the IPC, section 8 of the Prevention of Children from Sexual Offences Act (POCSO) and sections 23 and 26 of the Juvenile Justice Act in connection with the alleged assault.

The defence claimed that the victim was not minor as was being claimed and in fact was an adult and so the charges under POSCO against Asaram also do not stand.

Asaram was arrested amid high drama on the intervening night of Saturday-Sunday in Indore and brought here on Monday for interrogation. He has denied the charges.

He has cleared a potency test conducted on him at the SN Medical college here. To recreate the incident, police had also also taken to his Manai Ashram, about 30 km from Jodhpur, where the girl was allegedly sexually assaulted.

CBI court rejects Talwars' petition seeking expert's affidavit

GHAZIABAD: A special CBI court on Tuesday rejected Rajesh and Nupur Talwar's petition, seeking a direction to CBI to provide them either with tabular charts of DNA samples of Aarushi and Hemraj or an affidavit of the forensic expert, stating that it had been provided to them.

Additional sessions Judge Shyam Lal, rejecting the petition of Talwar couple, said, "There is no need of filing such affidavit of forensic expert B K Mahapatra in the trial court."

The court has fixed September 9 as the next date for recording the statement of London-based DNA expert Dr Andre Semikhodskii, who has been made defence witness in the case by Rajesh and Nupur Talwar, who are facing trial for the alleged murder of their daughter Aarushi and domestic help Hemraj.

The court also warned the dentist couple that this is the last chance of recording statement (on September 9) of their London-based defence witness.

CBI court has earlier fixed several dates for recording his testimony, but the said witness failed to appear before it.

It also added that if Dr Semikhodskii can't come to India, he can record his statement through video conferencing from London.

Aarushi was found dead with her throat slit in her bedroom on May 16, 2008. The initial suspicion went on Hemraj whose body was later found in the terrace at their residence in Jalvayu Vihar in Noida on the outskirts of Delhi.

Relief operations on in UP, major rivers flowing above the red mark

LUCKNOW: Relief and rescue operations today continued in full swing in the flood affected areas of Uttar Pradesh where major rivers are still flowing above the red mark at several places in the state.

Situation in Ballia, Mirzapur among other areas continued to remain grim with 224 and 374 villages, respectively in these two districts, badly affected by the flood waters, relief commissioner's office here said.

A population of 2,73,600 in Ballia and 5,13,304 in Mirzapur has been hit due to floods, it said, adding that in Gazipur 24 villages and in Varanasi 85 villages are still affected.

River Ganga was flowing 2.335 mts above the danger mark at Ballia and 1.405 mts above the red mark at Gazipur.

Sharda was flowing .380 mts above the red mark at Palia Kalan, Ghaghra .215 mts above the mark at Turtipar, Burhi Rapti .665 mts above the red mark at Kakrahi and Quano .680 mts above at Gonda.

Met office said with the south-west monsoon being normal over east UP, few places in the area received moderate to rather heavy rainfall while light showers occurred at some places in the western districts.

Chief amount of rainfall recorded in cms are: Bansi-9; Birdghat-8; Kakrahi; Regoli-7 each, Gorakhpur-6; Pharenda; Rasra-5 each; Balrampur, Bansgaon-4 each, Hata, Tarabganj, Khalilabad-3 each.

Volkswagen, Ford, Peugeot lead French car sales decline

PARIS: French auto registrations dropped 11% last month, led by Volkswagen, Ford and Peugeot, challenging hopes for a swift stabilisation of the market for new cars.

Car registrations fell to 85,565 vehicles in August, a slow holiday month from which it is hard to extrapolate sales trends, France's CCFA industry group said on Monday.

Sales for the first eight months of the year were down 10%, but the Paris-based organisation maintained its full-year forecast of an 8% decline.

European market leader Volkswagen led the August decline with a 24% plunge essentially due to weaker sales by its namesake core brand.

Ford and PSA Peugeot Citroen were among other mass automakers that fared poorly, with respective declines of 19% and 17%.

But Fiat defied the slump with a 10% sales gain, and Renault sales also rose 1.7%.

Earlier the state PHQ had sent facts on Arjunwar to the foreigners division of ministry of home affairs (MHA).

Officials of the Border Security Force (BSF) headquarters in Barmer, Rajasthan, told TOI that they are yet to receive an official confirmation of his arrest from Pakistan Rangers. They too had sent a communique, demanding details on Jitendra Arjunwar, still wallowing in Umerkot jail since August 12.

Jitendra was arrested for trespass after he dug his way through the barbed wire on the international border in Munabao, Rajasthan, and entered Khokhrapar area of Pakistan. The officials of Khokhrapar police station charged him under the Foreigner's Act.

"Pakistan rangers have not yet replied," said a senior a BSF officer in Barmer.

Indian woman flees Oman after swindling $10m from investors

DUBAI: An Indian woman has allegedly duped a number of Indian investors to the tune of USD 10 million in Oman and fled the country, according to a report.

According to the victims, the swindler lured them by showing forged ministry papers claiming to be the in-charge of several projects, the Times of Oman reported.

"She lured us into the trap. She even produced forged papers claiming she was responsible for executing many projects. She wanted money and offered us interest. Trusting her, we gave her money after taking cheques," said an investor, who has lost 350,000 rials.

"She used to pay us interest in the beginning but after a few months she defaulted on payments. When we tried to enquire about her antecedents, she had already vanished," he said.

The victims said the woman fled Oman in May with at least USD 10.3 million (4 million Omani rials) and is said to "enjoying life" in Mangalore.

Victims of the fraud say the woman has duped several people and details now available with them prove that over 4 million rials were siphoned off within months.

"She used to visit the church and school meetings regularly to widen her network. By visiting these places regularly, she gained our confidence. We never thought that she will run away with our hard earned money," wife of one investor said.

The couple has registered a case with the police and approached the court too.

"In one case, the court has given a verdict in our favor. We are now planning to file more cases. We want the authorities to nab her, retrieve our money and send her behind the bars," the investor was quoted by the newspaper as saying.

Another investor who lost 78,000 is looking at the options available through the local police.

"We have moved the court. We are planning to file more cases. We are also talking with our lawyers for options to seeking Interpol's help as she has left Oman," he said.

PM chooses Rakesh Sood as special envoy for disarmament, non-proliferation

NEW DELHI: Rakesh Sood - India's best known non-proliferation czar and former ambassador to Afghanistan, Nepal and France - has been appointed PM Manmohan Singh's special envoy for disarmament and non-proliferation that is being seen as a significant appointment, thanks to its timing.

First, when the PM is preparing for his summit meeting with US president Barack Obama in end-September, and second, barely six months ahead of parliamentary elections.

While there is little movement in the official global disarmament agenda like FMCT or CTBT, India has been pushing hard to gain entry into the four non-proliferation regimes - Nuclear Suppliers Group, MTCR, Wassenaar and Australia Group - but with little discernible progress. Although Sood's remit is yet to be fixed, it is believed this would be something he would focus his energies on.

On the bilateral front, India's civil nuclear deal with the US, France and Russia have run into trouble over New Delhi's liability law. But these agreements are the responsibility of the national security adviser (NSA), and it's not clear whether Sood would be tasked with their implementation as well.

Sood set up the disarmament division in the ministry of external affairs ( MEA) and ran it for almost a decade before taking over as India's ambassador to the UN disarmament body in Geneva.

The PM has in recent years appointed a slew of special envoys like S K Lambah for Af-Pak, Chinmaya Gharekhan (West Asia), Ashwani Kumar (Japan), Shyam Saran (nuclear deal) and Virender Dayal to report on the oil-for-food scam.

Most pesky callers on Tata Teleservices, Reliance Communications, Aircel networks: Govt

NEW DELHI: Almost 80% of pesky calls in the last two years originated in networks of Aircel, Tata Teleservices and Reliance Communications, a government official said on Sunday.

As per the data compiled by government agencies for the period between September 27, 2011 and August 21, 2013, customers made 627,384 complaints against pesky calls.

"These three (TTSL, RCom, Aircel) accounted for almost 80% of the total (telephone) numbers against whom complaints were lodged for making UCC (Unsolicited Commercial Communications) in last two years," the official said.

The data show over 2,45,700 complaints were made against numbers of Tata Teleservices (TTSL) network. Over 1,78,000 were against RCom numbers, while over 57,000 grievances were lodged against numbers belonging to Aircel network.

Responding to an e-mail query, TTSL said that it noticed issues specifically in two service areas where some of the tariff plans were being misused to send unsolicited commercial communications.

"We have since disconnected the errant customers, amended the tariff schemes and plans that we had in the market to eliminate possible loopholes that could be exploited and taken appropriate action against the channel partners all of which had contributed to the UCC problem," a TTSL spokesperson said.

The spokesperson added that to curb misuse of its network, the company is among the first operators to nationally deploy a technology-driven solution that checks words used in SMS and act against it.

"The complaint levels have come down considerably following these actions," the spokesperson said.

Reliance Communications (Rcom) and Aircel did not reply to queries sent in this regard.

Vodafone and Airtel come next in the list with over 52,000 and 40,000 complaints received against numbers on their networks.

Over 20,000 pesky calls and SMSes originated from Sistema Shyam Teleservices network, 16,667 from Idea Cellular, 6,338 against Uninor, 3,768 BSNL, 2,889 Loop Mobiles, 2,048 MTNL, 1,527 Videocon and 486 from Quadrant Televentures during the period.

None of these operators responded to queries sent to them in this regard.

To curb the menace of pesky calls and SMSes, telecom regulator Trai had come out with stringent norms where it has decided to disconnect phone connections of entity referred in the pesky SMS and levy fine of Rs 5,000 per message on telecom company from whose network the message originates.

'India four times wealthier than Europe in terms of languages'

NEW DELHI: India is four times richer than Europe, in terms of language, with Indians able to express themselves in over 850 languages as compared to Europeans who can speak only about 250 languages, according to findings of the People's Linguistic Survey of India (PLSI).

"England has not more than four or five languages of its own at the most. Out of those only two - English and Welsh - are doing well. Meanwhile a state like Assam which is more or less the size of England has a good 52 languages," says Ganesh Devy a noted linguist and chairman of PLSI.

Devy, draws a contrast with Paris headquartered UNESCO, an organisation that seeks to promote many languages, which allows but five languages in its deliberations.

"On the other hand Indian courts and offices allow use of 22 languages," says the linguist who recently completed an ambitious survey in the country, which identified 860 Indian languages.

"In India we have several hundred living languages. It could be more than 850, out of which we were able to study 780 languages. And if the benchmark is the 1961 census we have lost 250 languages in last 50 years," he says in the survey carried after over 100 years after George Abraham Grierson under British Raj undertook such an exercise in the country.

The survey was spearheaded by Vadodara-based Bhasha Research and Publication Centre, which has already released "Maharashtratil Bhasha", a Marathi volume on languages. 49 more such volumes are scheduled to be released here on September 5.

Columnist Arun Jakhde, who published the Maharashtra volume of the survey, says the survey celebrates the diversity of the country and is not a lament on the lost languages.

"For me, 60 languages which we surveyed in Maharashtra are 60 different sounds (dhwani) through which my state should be identified," he says.

Jakhde points out that he did not go by conventional definitions of dialects and languages.

"In the PLSI, we decided not to stigmatise languages which communities wanted to claim as 'languages' by calling them dialects merely because they had not got into any written form. Writing and scripts are a later day acquisitions of languages," Jakhde says.

Pointing out that for about the first 65,000 years of the history of human languages, all languages in world remained non-written and non-scripted.

"Given these facts, I have no difficulty in minimising the importance of the correspondence between oral languages and dialects," he says.

"You may recall the George Bernard Shaw's 'Pigmallion', or the later day Willy Russel's 'Educating Rita'. These books amply demonstrate show how unscientific the notion of dialect is. When a language gets into print, the varieties that do not get printed come to be seen as dialects," he explains.

Jakhde points out that Grierson in his "Linguistic Survey of India" had used the term dialect quite generously.

"He classified nearly three out of every four speech varieties that he examined as dialects," says Jakhde.

A Unesco Linguapax laureate, 63-year-old Devy says, "We have prepared a baseline and it's a first survey of living languages in India. We have also collected grammars and dictionary of about 400 languages."

The survey, which began in 2010, has compiled a total of 50 volumes and 68 books that document various languages in the country, including sign languages used by transgenders and even thieves.

Devy says "The Koti language of transgenders and the 'Narsi-Farsi' code used by some denotified communities are more evolved than the telegraphy code used until recently in India and outside."

"While the Morse code used for telegrams was able to translate only words or simple sentences into simple manageable signals, the Koti code can be used to crack jokes and the Narsi Farsi is capable of creating stories. So these two are not entirely code languages in their nascent rudimentary form," Devy says.

According to the language survey PLSI found Arunachal to contain the 90 languages but Goa speaks only three languages.

In metros like Delhi, Kolkata, Hyderabad, Chennai people speak more than 300 languages, finds the survey.

"Over 400 languages is spoken by nomads and denotified communities. And many of them don't want to associate themselves with their language because they fear it can reveal their identity and may get them into trouble," Devy says.

Meanwhile, editor of the Maharashtra chapter, Jakhade says "In south Maharashtra we have met some communities who want to join the mainstream and want to forget their own language."

On the issue of scripts used in languages, Devy says no other country has ever created and used so many scripts.

"India uses 66 scripts and West Bengal takes the cake in this with 9 scripts in use," he says.

The PLSI survey has recorded more number of languages that the 2001 census 2001, which has provided data of only 122 languages.

"After Bangladesh war in 1971 the government decided not to record languages which are spoken by less than 10,000 people," he points out.

"Government then felt that India might fragment if it acknowledged too many languages," Jhakade says.

The PLSI has recorded even Majhi in Sikkim, a language which is spoken by only four people.

Jhakade says "a word is library of the experience of hundreds of years" and "every language presents a unique world view."

Taking about the survey, Devy says, "We have managed to complete the entire work in about Rs 1.50 crore with about 3000 linguists, academicians, school teachers, farmer, nomads and volunteers. When the Government had plans of carrying out a linguistic survey in 2007-08, they had projected an estimate of expenditure at Rs 600 crore. Those plans did not move beyond the initial stage."

A professor of English literature at the Maharaja Sayajirao University of Vadodara Devi, Devy quit his job and founded in 1996 the Bhasha Trust which works for empowerment of Tribal communities of India and protection of human rights of Denotified and Nomadic tribes.

Habibullah hopes to meet Modi to discuss riot victims' issues

NEW DELHI: Having been unable to meet Narendra Modi on several previous occasions, National Commission for Minorities chairperson Wajahat Habibullah said he hopes to discuss with the Gujarat chief minister the rehabilitation of 2002 riot victims among other issues.

"I had earlier tried to meet Modi but could not due to certain reasons. I am again renewing my efforts to meet him. I hope to meet him soon," Habibullah said.

Habibullah said the issues he wants to raise with Modi include rehabilitation of 2002 riot victims, scholarships for minority students and problems faced by Parsi and Sikh communities in Gujarat.

He said Gujarat government's objection to the central pre-matriculation scholarship scheme for students of minority communities is an important issue that he wants to discuss with Modi.

Gujarat refused to implement the scheme provided by the Union ministry of minority affairs by calling it discriminatory.

The state government had argued that the scheme is based on religion and the Centre cannot compel the state to implement it and that a similar scheme was in place in the state for all poor students irrespective of their religion.

The matter is pending before the Supreme Court. "We would also raise inclusion of Parsi community in the minority list and the concerns of Sikh farmers of Gujarat with the chief minister," he said.

He, however, refused to comment on reports regarding Gujarat government plans to come up with a scheme for repairing the mosques damaged during the 2002 riots.

On opening the mosques under the Archaeological Survey of India (ASI) for offering prayers, he said: "We have raised it with the ministry of culture and the ASI. ASI had to conduct a survey of such mosques. They are yet to release the report."

Ready to resume prayers at Kedarnath from Sept 11: Bahuguna

DEHRADUN: Preparations are in place for resumption of prayers from September 11 at Kedarnath shrine in the flood-ravaged state of Uttarakhand, chief minister Vijay Bahuguna said on Sunday.

Prayers at Kedarnath, suspended since the mid-June natural calamity in the state, will begin again at 7am on the said day and continue till 11am, Bahuguna told reporters here after a meeting with Badrinath-Kedarnath temple committee officials here to review the arrangements.

Giving details of the meeting, Bahuguna said that the committee, the Kedarnath dharmadhikari and representatives of Shankaracharya Swami Swaroopanand Saraswati had given their consent for the prayers to recommence at the shrine on September 11, as announced earlier by the state government.

Bahuguna, however, added that devotees will not be allowed to visit the shrine by foot till September 30 for safety reasons.

The pedestrian route to the high altitude shrine sustained large-scale damage in the flash flood calamity.

The temple committee has provided the state government with a list of 24 persons who will perform the prayers at the shrine on September 11, Bahuguna said.

The above team would be replaced every 10 days by a new one which would continue performing the prayers there, he said.

The state government will hold another meeting with the temple committee and others concerned to review the conditions at the shrine on September 30, he said.

Prayers were suspended at the shrine after the June 16-17 deluge which caused large-scale damage to Kedarnath valley.

Although the shrine itself remained unharmed in the calamity, the adjoining area and structures bore the brunt of it.

Strong 6.5-magnitude earthquake strikes off eastern Indonesia: USGS

JAKARTA: A powerful 6.5-magnitude earthquake struck off eastern Indonesia on Sunday, the United States Geological Survey said, but no tsunami warning was issued.

The quake struck in waters near the Barat Daya islands in Maluku province, 411 kilometres (254 miles) east of Atambua and 425 kilometres south of Ambon, the USGS said. It was at a depth of 132 kilometres.
