China arrests more than 1,000 baby trafficking suspects

Written By Unknown on Jumat, 28 Februari 2014 | 07.20

BEIJING: China this month arrested more than 1,000 people suspected of involvement in baby-trafficking, in a police operation which also rescued 382 infants, local media reported on Friday.

A total of 1,094 suspects involved in four baby trafficking rings were detained in a nationwide operation which began on February 19, the Beijing News daily said, citing a police statement.

China has a flourishing underground child trafficking industry, for which tens of thousands of children are believed to be stolen each year, with demand fuelled by a one-child limit combined with a traditional preference for sons.

Police were alerted after investigating a series of adoption websites which were found to be fronts for child traffickers, the Beijing News report said.

China's state-run Xinhua news agency added that the use of such websites was an emerging trend amongst traffickers. It was unclear whether the rescued infants would be reunited with their parents.

Last month China gave a suspended death sentence -- generally commuted to life in prison -- to a doctor who abducted and sold newborn babies in a case that drew widespread outrage.

Zhang Shuxia, an obstetrician, was found guilty of stealing seven children, the court said, adding that she tricked parents into giving up their babies by telling them the newborns were sick or had died.

China does not publish figures on how many children are seized every year but said it rescued 24,000 in the first 10 months of 2013, probably a fraction of total cases.

Police have sometimes refused to open inquiries because the low chance of success might hurt their performance record, and have resisted pursuing families who buy the babies.

The country's strict population control policies mean that most couples are allowed to only have one child, although its top legislature this year endorsed a resolution allowing couples to have two offspring if either parent is an only child.

15 killed, 45 injured in central Thailand road accident

BANGKOK: At least 15 people, including 13 children, were killed and 45 others injured on Friday when a double-decker tour bus collided with a truck in central Thailand.

The pre-dawn accident occurred when the bus lost control after its brake system malfunctioned while it was cruising down a mountain road and crashed into the rear of the 18-wheel truck.

The bus was taking schoolgirls, all under the age of 10, and their teachers from Ban Dong Lob school on a sight-seeing trip to Chomthien Beach, Pattaya.

Eleven people were killed on the spot and four others died at a local hospital, reports said.

A police officer said initial investigation suggested the crash was likely caused by faulty brakes.

Thailand has the second highest fatality rate from road crashes in the world, after Namibia, according to a report published this month by the Transportation Research Institute of the University of Michigan.

Three European states freeze Ukrainian ex-leaders' assets

ZURICH: Switzerland, Austria and Liechtenstein on Friday moved to freeze assets and bank accounts of up to 20 Ukrainians including ousted president Viktor Yanukovich and his son, after Ukraine's new rulers said billions had gone missing.

The measures were announced as the crisis in Ukraine worsened, with armed men taking control of two airports in Crimea in what Ukraine's new government described as an invasion and occupation by Russian forces, although Moscow denied involvement.

The three countries did not say how much money was affected by the asset freezes. The European Union agreed to similar measures last week but they have yet to come into force.

Ukraine's new Prime Minister Arseny Yatseniuk on Thursday accused Yanukovich of stripping state coffers bare and said $37 billion of credits had disappeared. In the past three years $70 billion had disappeared into offshore accounts, he added.

The Swiss government ordered the freezing of the assets of 20 Ukrainians, including the fugitive president and his son Oleksander, the Swiss financial markets authority FINMA said.

Swiss authorities said the asset freeze would come into force on Friday at noon.

The prosecutor's office in Geneva said it had also launched a money laundering investigation against Yanukovich and his son.

"A penal investigation for severe money laundering is currently being conducted in Geneva against Viktor Yanukovich and his son Oleksander," a statement said.

It said prosecutor Yves Bertossa and the police had searched the office of a company owned by Oleksander Yanukovich on Thursday morning and seized some documents.

Switzerland said on Thursday it would order banks to freeze any funds in Swiss banks found to be linked to any Yanukovich funds.

Precautionary measure

Austria said it would freeze the bank accounts of 18 Ukrainians as a precautionary measure until European Union sanctions entered into force.

"Austria has decided to freeze possible bank accounts and assets of 18 Ukrainian citizens in Austria. This has been done on the basis of an official request by the Ukrainian foreign ministry," the foreign ministry in Vienna said.

After Ukraine suffered its bloodiest day since the Soviet era in protests that led to Yanukovich's overthrow last week, the European Union agreed to impose sanctions such as visa bans and asset freezes on unnamed senior Ukrainian officials.

Austria said it would freeze accounts via a central bank decree under its foreign currency law. It did not identify the people affected or say how much wealth was seized.

"The decree from the National Bank provides the appropriate legal basis to be able to determine which assets are actually in Austria and to prevent potential abuse," Foreign Minister Sebastian Kurz told the Austria Press Agency.

The EU cannot unilaterally tell banks to freeze assets without a legal decision agreed among all member states.

Ukraine's acting prosecutor general said on Wednesday the country would ask international organisations to help trace bank accounts and assets controlled by Yanukovich and his allies.

Austria's FMA markets watchdog has already warned banks to be vigilant about dealing with customers from Ukraine.

Liechtenstein will freeze the assets of 20 members of the former Ukrainian government including Yanukovich, a senior Liechtenstein government source said.

In London, the Foreign Office said it was still working with EU partners on implementing sanctions after they were agreed on Thursday last week. They have not named any individuals they will sanction yet.

Italy will take punitive measures if and when adopted by the EU, foreign ministry spokesmen Aldo Amati said.

French man returns home after 17-year Cameroon jail ordeal

PARIS: A French man kept in solitary confinement in Cameroon for 17 years following a controversial embezzlement conviction arrived in Paris Friday, ready for a new lease on life after what he said was an unimaginable ordeal.

A visibly moved Michel Thierry Atangana, 49, stepped off the plane and met his family, including his two sons aged 19 and 23, and said he was "extremely worn out."

His detention had drawn appeals from French President Francois Hollande who termed it "unacceptable" and the UN rights agency which denounced the "inhuman conditions" under which he was being held.

"The ordeal was one that you cannot imagine," said Atangana, who was born in Cameroon and acquired French nationality after marriage.

"I need time for introspection before I can express myself as a free man," he said.

"He was held in isolation in a cell that was too small for him. He couldn't even stand up straight," his lawyer Eric Dupond-Moretti told reporters.

"I am virtually seeing him for the first time in my life today," said Eric, Atangana's 23-year-old son.

"We will take time to know each other and to rebuild our relationship," he said.

Eric Atangana was only six when his father was imprisoned.

Atangana was released after Cameroon's long-serving President Paul Biya, who critics accuse of being authoritarian, signed a decree on February 18 pardoning prisoners sentenced for more than ten years on charges of embezzling public funds.

Atangana, who was sent to Cameroon by his employers in connection with a highway development project in 1994, was arrested in 1997 -- a little after the detention of a Biya loyalist-turned-foe Titus Edzoa.

Before their imprisonment, Edzoa resigned from cabinet and announced he would challenge Biya in the 1997 election. Atangana was his campaign manager.

Edzoa was released on Monday along with Atangana.

Atangana was sentenced to 15 years in prison in 1997 and then sentenced again in 2012 to 20 years, despite a huge outcry from rights groups.

He has consistently denied stealing public funds.

Unesco lauds Indian poet's idea of earth anthem

KATHMANDU: Unesco has praised an Indian diplomat's idea of an earth anthem but does not seem ready to take up the proposal, citing lack of resources.

Abhay Kumar's suggestion for an official earth anthem, to be selected from entries received in a proposed global online competition, was recommended for Unesco's consideration in January by the permanent delegation of India to the Paris-based world body.

Unesco recognized that an earth anthem would contribute to bringing the world together, said Kumar, who is the first secretary (press) at the Indian embassy in Kathmandu.

"However, it does not seem to be ready to take up the challenge, due to budget constraints and lack of a well prepared plan," he said.

"Given the prevailing situation of the organisation with limited financial and human resources, we are not in a position to organise an online competition, as proposed by the Indian diplomat, to select an official anthem for the planet," said Unesco's assistant director general Eric Falt.

A composition by Kumar has lines in all UN official languages — Arabic, Chinese, English, French, Russian and Spanish.

Asked about a way forward, Kumar said he has offered to help Unesco in preparing a comprehensive conceptual plan and finding ways to implement it.

Amar Singh hits out at Mulayam for commenting on Jaya Prada

Written By Unknown on Kamis, 27 Februari 2014 | 07.21

LUCKNOW: Former SP leader Amar Singh has hit back at SP chief Mulayam Singh Yadav for his hostile comments about Rampur MP Jaya Prada.

I heard Mulayam saying that Jaya, who used to look good, ran away with me. But I want to tell him that there were two actresses, Jaya Bachchan and Jaya Prada, who had joined the SP because of me. Jaya Bachchan remained with the party. But I never complained to anybody that she left me and went with Mulayam," Singh was reported to have said.

Singh and Prada were expelled from the Samajwadi Party in 2010.

Amar Singh poohpooed at Mulayam saying that the SP chief has lost his memory. I not ran away from the SP. I was suspended. Even Jaya Prada was also forced to leave the party,'' Singh said reportedly.

He said that it was he who brought the two actresses to the party fold because of their qualities and not because they were good looking. Singh added that the SP chief was talking about the looks of Jaya Prada, even though she considers him like a father figure.

BJP urges people of Bihar to avoid travel by train tomorrow

PATNA: The BJP on Thursday appealed to commuters to avoid travelling by trains on Friday in view of the party's 'rail roko' stir to demand special status for Bihar.

Regretting that the agitation may cause inconvenience to the public, party leader and former deputy chief minister Sushil Kumar Modi urged the people of the state against travelling by trains.

"Those commuters, having booked tickets in trains for tomorrow, are requested to consider cancelling the same to avoid facing difficulties due to the 'rail roko' stir," he said.

Modi also asked railway authorities to stop all trains entering Bihar on Friday to the border areas as a precautionary measure.

The senior BJP leader also slammed the UPA government for ignoring Bihar's long-pending demand for grant of special status, echoing chief minister Nitish Kumar, as UPA took no time in giving similar incentive to Seemandhra after creation of Telangana from Andhra Pradesh last week.

Sushil Modi promised that the BJP-led NDA under the leadership of Narendra Modi will provide special status and package to Bihar upon coming to power at the Centre.

If elected, the NDA government at Centre will also set up the Central University of Bihar at Motihari about which the UPA government had taken a decision, but failed to enact legislation during the 15th Lok Sabha, he said.

Ishrat encounter: Court junks Vanzara's demand for chargesheet

AHMEDABAD: A special CBI court has rejected suspended cop D G Vanzara's demand for a copy of the additional chargesheet in the Ishrat Jahan fake encounter case.

Vanzara's lawyer V D Gajjar said that as he did not receive a copy of the order from the court then, therefore on what grounds the court refused to give a copy of the supplementary chargesheet could not be known. He also said he intended to question this rejection order in higher courts.

CBI filed an additional chargesheet in this case on February 6 against four central IB officers, including ex-special director, Rajinder Kumar. Vanzara, whose name appeared in the first chargesheet last year, sought a copy of the chargesheet, but the court said that it had not taken cognizance of it.

Vanzara's lawyer submitted before the court that it is a court of records and it cannot sit over the document without taking cognizance of the chargesheet. And Vanzara, being in the court's custody only, has got right on the chargesheet.

However, CBI's lawyer opposed this application and said that taking cognizance of the chargesheet in in court's domain and CBI has not requested it that it may not take cognizance. But since the first chargesheet filed against Vanzara was sent to the trial court, the accused should not demand the chargesheet from the magisterial court.

After hearing the arguments, the court turned down Vanzara's application.

US man shoots himself in the head and dies while demonstrating gun safety

Written By Unknown on Rabu, 26 Februari 2014 | 07.20

LONDON: A man in the US accidentally shot himself in the head and died on Monday as he was trying to persuade his girlfriend that guns are safe. The unnamed 36-year-old from Independence Township, Michigan, was demonstrating how his three handguns are safe when they are not loaded by holding them to his head and pulling the trigger, Detroit Free Press reported.

But when the third gun went off, the man was struck in the head with a bullet. He was pronounced dead at the scene.

Authorities say three children not related to the man, aged 7,10, and 12, were in the home at the time of the shooting, but did not witness it.

The man's girlfriend told police that he had been drinking most of the day before he died, and sheriff's officials said alcohol appears to have been a factor in the incident, according to CBS Detroit.

An autopsy will be performed by the Oakland county medical examiner as an investigation into the man's death continues.

A man in St Petersburg, Florida died in similar circumstances in January last year, when he too tried to show that guns are safe and shot himself in the head.

TRS chief K Chandrasekhara Rao arrives in Hyderabad to a hero's welcome

HYDERABAD: TRS chief K Chandrasekhara Rao arrived here from Delhi Wednesday to a hero's welcome by thousands of his supporters celebrating formation of separate Telangana state.

After landing at Rajiv Gandhi International Airport at Shamsabad on city outskirts after 4 p.m., Telangana Rashtra Samithi leader left for the old airport at Begumpet in a helicopter.

KCR, as he is popular among his supporters, left in a massive victory procession to Telangana martyrs' memorial Gun Park near assembly.

Amid beating of drums, playing of songs and slogans, thousands of people including women holding Bathukamma or flower stacks and party activists clad in traditional Telangana attire welcomed KCR, who flashed victory sign as he emerged from Begumpet Airport.

Standing on a specially designed vehicle and flanked by senior party leaders, KCR greeted the supporters with folded hands.

Camels, horses and cultural artists from different parts of Telangana formed part of the arrangements at Begumpet to welcome KCR.

TRS painted the city pink, the colour of its flag. Huge cut-outs of KCR, hoardings, party flags, banners and other graffiti adorned the traffic intersections and the road from Begumpet Airport to Gun Park.

The procession brought the busy areas in the city to a halt as police imposed traffic restrictions on roads joining the seven-km long procession route.

Thousands of TRS workers from Hyderabad and nine other districts of Telangana turned out to welcome KCR, who returned after nearly a month-long stay in Delhi to mobilize support for Telangana bill.

The bill for formation of separate Telangana state was passed by both houses of parliament last week.

Before leaving for Delhi last month, KCR had said he was leaving from Andhra Pradesh but would return in Telangana state.

KCR had floated TRS in 2001 to revive the movement for separate statehood to Telangana. He went on indefinite fast in 2009, forcing the central government to announce that the process for formation of Telangana state would be initiated. The protests in Seemandhra forced the centre decided to hold consultations with all stakeholders.

Singapore panel recommends use of ‘lathi’ during violence

SINGAPORE: A committee constituted to probe Singapore's worst riot in 40 years in the Little India precinct has recommended police here to carry a "lathi" in handling violent street protesters, according to a media report today.

The chairman of the state-appointed committee of inquiry (COI) into the December riot has recommended police here to carry a 'lathi' (baton) in handling such street protesters, The Straits Times reported.

"Although you have a gun, you don't use it (and) this (lathi) might be more useful," the Singapore daily quoted, COI chairman G Pannir Selvam, as saying during a public hearing yesterday on how police initially faced the riots on the night of December 8 last year.

"When you go to a riot, you should not just have a defencive weapon," Selvam told assistant superintendent of police (ASP) Jonathan Tang who was explaining how the riot was handled by the police officers who were first to arrive at the scene at Little India.

Giving evidence during the hearing, ASP Tang said gun was not fired on the rioters for safety reasons as well as considering the bystanders.

Tang said discharging firearms would have reminded the crowd that the police was armed and they (rioters) would have attacked the officers and seized the arms.

But among the police weapons were T-baton, which was designed to be a defencive tool and effective against close range attacks, he said.

At that point, Selvam asked Tang if he knew what a "lathi" was.

And to show Tang what he meant, the retired Judge handed the officer a copy of an Indian newspaper showing pictures of the "lathi" being used by the Indian police to successfully put down a recent protest march outside its Parliament.

According to the report, Selvam has brought up the use of "lathi" to quell riot crowds at least on three occasions since the COI public hearing began last Wednesday.

Last Friday, Selvam recommended to the deputy commissioner of police T Raja Kumar that the Singapore police force should procure the instruments (lathis).

Earlier in the day, the COI heard that police was outnumbered by the riot crowd and officers at the scene had tried to contain the violence in the Little India, a precinct of Indian-origin businesses, eateries and pubs.

Tang said the crowd of 200 soon swelled to some 400 with 150 to 200 throwing projectiles, shouting and instigating others.

The rioters injured 49 police and security officers and damaged more than 650,000 Singaporean dollars worth of properties including 23 emergency cars, five of which were set on fire.

Govt committed to provide best facilities to forces: Manmohan Singh

NEW DELHI: Prime Minister Manmohan Singh said the government is committed to providing the best possible facilities to the Central Armed Police Forces personnel who are serving the nation in very adverse conditions, risking their lives.

After laying the foundation stone for the Central Armed Police Forces Institute of Medical Sciences (CAPFIMS), Singh said men and women of these Forces — CRPF, BSF, CISF, ITBP, SSB, Assam Rifles and NSG — work in very adverse conditions, often at considerable risk to their lives.

"The Institute exemplifies our Government's commitment to provide the best possible facilities to the Central Armed Police Forces," he said.

The Central Armed Police Forces personnel are deployed in some of the most difficult places in the country including the Left-Wing Extremism affected States, the North-Eastern States and Jammu and Kashmir.

"Today marks a very important step forward towards the establishment of the Central Armed Police Forces Institute of Medical Sciences (CAPFIMS). It is a matter of great happiness for all of us that this project has finally reached the implementation stage," the Prime Minister said.

Singh said the CAPFIMS will serve a long-felt need. It will ensure better health care for the families of the Central Armed Police Forces personnel, who spend much of their time away from home discharging their arduous and onerous responsibilities.

"This will, in turn, lead to higher morale and more efficient functioning of these Forces," he said.

Singh said the central government had sanctioned 126 additional battalions in these Forces, out of which 71 battalions have already been raised and the remaining are expected to be raised within the current financial year.

"We have also given focused attention to strengthening infrastructure and building capacity. The 12th Plan outlay for strengthening infrastructure for Central Armed Police Forces is more than Rs 12,500 crore. Since the year 2008, 24 new training institutes have been sanctioned for these Forces," he said.

Narendra Modi most targeted politician of independent India: Rajnath Singh

Written By Unknown on Selasa, 25 Februari 2014 | 07.20

NEW DELHI: Narendra Modi is the most targeted politician in independent India, BJP President Rajnath Singh contended today as he slammed criticism against the Gujarat chief minister over the 2002 riots.

Singh said Modi could not be accused of directing killings during the 2002 riots and allegations in this regard would have caused him immense "mental trauma".

Releasing a book on Modi here, he said that "in independent India if there is one politician most targeted, his name is Narendra Modi. All kinds of allegations have been levelled against him."

Referring to some of the charges levelled against Modi, he said, "It was alleged that he (Modi) said fire as many bullets for 24 hours, kill as many as you can ... I have been a CM and can say with confidence that no CM ever wants that an anarchy-like situation develop on his watch."

Singh has served as chief minister of Uttar Pradesh. "How much mental trauma and pressure he would have faced, you can imagine," he said at the function which was attended by foreign diplomats among others.

While seeking to defend Modi on the issue of riots, the BJP chief said thousands of riots have happened in India and mentioned communal violence that occurred in Gujarat before 2002 and Assam during the rule of Congress.

Showering praise on the Gujarat chief minister, he said that when he announced Modi's name as the party's prime ministerial candidate, he was merely making an announcement of a consensus already reached within the party.

Modi had shown "excellence in organisation, administration and socio-economic measures and such a man cannot be an ordinary talent," he said.

"His critics say all the development is no wonder for somebody ruling a relatively small state for the last 10-12 years. I ask them what happened to West Bengal where the Left ruled for close to 35 years. What about Bihar where Lalu ruled for 15 years," he said.

Singh said UPA government had declared Gujarat as the best state in the implementation of its 20-point programme and a Congress research team from the US, which he noted had denied him a visa, has also praised his performance.

Power retail tariff to rise in Gujarat, Haryana, Maharashtra, Punjab and Rajasthan: ICRA

IANS | Feb 25, 2014, 08.00PM IST
NEW DELHI: Power retail tariff rates will rise in Gujarat, Haryana, Maharashtra, Punjab and Rajasthan, ratings agency ICRA estimates after the central regulator last week allowed power companies to increase rates for power sold to discoms.

"The average consumer tariff rate charged by the utilities is expected to increase in the range of 0.4 per cent to 1.8 per cent (i.e. 3 to 10 paisa/unit) for supply from Coastal Gujarat Power Ltd. to utilities of aforesaid five states," ICRA said here on Tuesday in a statement.

Coastal Gujarat Power is a subsidiary of Tata Power and operates the 4,000 MW Mundra ultra-mega power project (UMPP) in Gujarat.

The Central Electricity Regulatory Commission last week granted compensation orders for the two power projects of Adanis and Tatas both located at Mundra, to make up for the increase in cost of imported coal.

In 2011, Tata Power, along with Adani Power, petitioned the CERC for a tariff hike after the government in Indonesia hiked the price of coal.

"ICRA estimates that other imported coal based projects (aggregating capacity of about 7,000 MW which are under planning/implementation and having competitively bid based power purchase agreements with fuel price risk exposure) would also be benefitted," it said.

These tariff hikes would lead to increase in retail power pricing only if the state distribution companies decide to pay more for the power.

Welcoming the CERC move as a positive one for power generation, ICRA said state utilities could appeal against it.

"Utilities in state of Haryana have already appealed to the Appellate Tribunal of Electricity against CERC's earlier order in April 2013 for allowing compensatory framework. Utilities in Punjab have opposed tariff compensatory framework", ICRA said.

High court slams Delhi government for suggestion to shift juvenile home to Tihar

NEW DELHI: The Delhi high court today rapped Delhi government for suggesting shifting of juvenile homes to Tihar Jail campus due to several incidents of the minors running away from probation homes, saying the idea behind juvenile justice system is to keep children out of jail.

A bench of justices S Ravindra Bhat and R V Easwar said if the government can't keep the juveniles secure, then it amounts to "admitting defeat".

The court directed that officers of Directorate General Resettlement (DGR) be deployed at the observation homes within 3 days to replace the private security personnel currently used.

The bench gave the direction as the government had earlier told the court that it is considering replacing the private security personnel at these observation homes with officers from DGR.

Delhi government was also directed to submit by March 6 a comprehensive report on the problems in observation homes.

The court was hearing a suo motu case initiated by it last year over the incidents of juveniles escaping from the probation homes as well as other problems occurring at these premises.

Yesterday, over 40 inmates of an observation home here had escaped after an altercation.

Government proposing to raise workdays under MNREGA to 150 days

NEW DELHI: With the Lok Sabha elections round the corner, the government is planning to raise the workdays under its ambitious rural employment guarantee programme MNREGA from 100 to 150 days per year.

A proposal in this regard will be considered by the Union Cabinet on Friday, sources said here today.

The populist measure is clearly aimed at wooing the rural voters which comprises about 60 per cent of the country's population.

Under the MNREGA programme, one member of each rural family is entitled to 100 days of work per year with remuneration of Rs 100 plus amount linked to Consumer Price Index (CPI).

The flagship programme has generated 23,040 lakh persondays of work in 2012-13.

Initially, the remuneration was Rs 100 and it was linked to inflation about two years back after demands that it should be enhanced keeping in view the price rise.

The MNREGA programme was unveiled just before the last Lok Sabha elections, which benefitted Congress electorally.

In the recent years, there have been demands that payments under MNGREGA should be at par with the wages paid under the Minimum Wages Act, which vary from state to state.

The government had made it clear that this could not be done as it would require amendments to the MNREGA Act. However, it linked the remunerations to inflation.
