Horn of Africa pirates took up to $413 mn since 2005: Study

WASHINGTON: Horn of Africa pirates have raked in up to $413 million in ransom since 2005, with most of it used to finance "global scale" criminal operations, a new study said on Friday.

The study said the pirates themselves get little of the money paid them by international ship and cargo owners, with their financiers getting most of the take.

The money then is spun into criminal operations including arms trafficking, migrant smuggling, and to fund militias, as well as into legitimate businesses, according to the joint study by the World Bank, United Nations and Interpol.

The study, " Pirate Trails," points to the need to go after the money itself, as it is laundered and used in other areas, and not just the pirates.

"The international community has mobilized a naval force to deal with the pirates," said Stuart Yikona, a World Bank financial sector expert and co-author of the report.

"A similarly managed multinational effort is needed to disrupt and halt the flow of illicit money that circulates in the wake of their activities."

The study paints a picture of an increasingly sophisticated industry operating mainly from Somalia.

It is based on interviews with government officials, bankers, local businesses and former pirates.

It says that pirates, hijacking vessels from small sailboats to oil supertankers off the busy coast of East Africa, have been able to ransom off their captives for between $339 million and $413 million between 2005 and 2012.

From 30 percent to 75 percent of the money ends up in the hands of "financiers," with only a small amount going to the pirates themselves.

Most of the money stays in the region, with a substantial amount laundered through the trade in khat, a popular narcotic leaf in the East African region.

The study says there is evidence that pirate financiers have used their gains to establish their own stakes in the khat trade.

In addition, they buy heavily into real estate, and could be getting into oil trade, transportation, restaurants and hotels.

But it cited a greater concern over pirate financiers "investing in militias and military capabilities" in Somalia, running human trafficking operations, and other criminal activities.

"The fact that proceeds from piracy are being used to perpetuate other criminal activities is concerning for the development and stability of the region as a whole, and deserves increased attention from local and international stakeholders," it said.

The study paints a picture of a piracy economy in impoverished coastal Somalia that has brought benefits, but also sharply pushed up living costs, due to the flood of ransom cash.

Pirates end up paying more for many crucial goods; khat costs three times the price in non-pirate towns.

Three key pirate networks dominate the industry, in operations more complex, and formal enough to now involve operating contracts, with lawyers acting as go-betweens to conclude deals between the key parties in the piracy event.

Businessmen involved on the pirates' side also clean up by selling goods at hugely inflated prices to the pirates themselves.

"All pirates accept the situation and realize this is the cost and social norm of doing business," it said.

Aside from higher prices, the study argued though that Somalia has paid the price in terms of lower security, less willingness by outsiders to travel there, and regional instability.

Fishing has declined in the region, with a sharp 28.5 percent fall since 2006 of fish product exports from piracy-affected East African countries.

11 killed, 17 injured during explosion at fireworks factory in China

BEIJING: An explosion at a fireworks factory in southern China killed 11 workers and injured 17 others, state media and a local official said Saturday.

Most of the victims were female workers who were assembling fuses for firecrackers, the official Xinhua News Agency said.

It said the blast took place on Friday and reduced the factory in the city of Cenxi in the Guangxi autonomous region into rubble.

A man reached at the Guangxi Work Safety Bureau said that two executives of the factory have been detained.

He only gave his last name as Chen, which is common among China's bureaucrats when speaking to the press.

Workplace safety is a major problem in China where enforcement of laws is lax with factories themselves usually left to decide whether to follow them.

China assumes UN Security Council's rotating presidency

UNITED NATIONS: China on Friday assumed the rotating presidency of the UN Security Council ( UNSC) for November.

Liu Jieyi, China's permanent representative to the United Nations, took over the rotating presidency from Agshin Mehdiyev, permanent representative of Azerbaijan, Xinhua reported.

According to the council's provisional work programme for November, the 15-nation UN body has a very heavy work load, including more than 20 meetings or consultations on nearly 20 issues, Liu said.

The main issues in Africa and the Middle East are top on the council's agenda, he said.

Under the UN Charter, the Security Council has the primary responsibility for the maintenance of peace and security in the world at large.

"As the rotating president of the Security Council, China will adhere to the principle of being objective, fair, efficient, pragmatic, open and transparent, and further strengthen communication and cooperation with other council members and all the parties concerned to ensure success of the work of the Security Council," Liu said.

"We are also committed to addressing issues of relevant regional hot-spots in a constructive way, so as to enable the Security Council to carry out its responsibility of maintaining international peace and security in an active manner," Liu said.

The UN Security Council presidency rotates every month among the council members in alphabetical order of their names, while each president holds office for one calendar month.

The last time China took over the rotating presidency was in June 2012.

Won't allow Hindu version of Taliban to succeed: Digvijaya

NEW DELHI: Mounting a fresh attack on Narendra Modi and BJP, Congress general secretary Digvijaya Singh on Saturday said he won't allow "Hindu version of Taliban" to succeed in India.

"I hate all those who advocate ideology of hate including Taliban and I won't allow the Hindu version of Taliban to succeed in India," Singh said on Twitter.

Taking a dig at Modi for attempting to "hijack" the legacy of Sardar Patel, the senior Congress leader said he was expecting that BJP's prime ministerial candidate will some day proclaim Chandrashekhar Azad and Bhagat Singh "as RSS pracharaks".

Singh also wondered whether Modi was "ditching" RSS icons in the process of "hijacking" Patel's legacy.

Congress has accused Modi and BJP of trying to appropriate the legacy of Patel noting that any attempt to "communalise" Patel or make the freedom fighter the icon of "communal forces" will be denigrating him.

"Is Narendra Modi ditching RSS Icons Golwalkar , Dindayal Uppadhyay & Shyamaprasad Mukharji ? Now trying to hijack Patel's legacy ?," Singh commented on Twitter.

Singh, who had earlier ridiculed Modi over his knowledge of history over the BJP's leader's "gaffes" during a rally in Patna recently, also tweeted "Expecting Modi to claim Chandrashekhar Azad & Bhagat Singh were RSS Pracharaks and India got freedom because of RSS !

"Cant blame Modi. This is what RSS indoctrinates its cadres ! History as RSS sees it !"

Singh, who is a known detractor of Modi, however, refrained from making any comment on iconic singer Lata Mangeshkar praising Modi in Pune yesterday.

"Lata Mangeshkar is our Indian Icon and she is entitled to her Political Views. We all love her songs," Singh said in his tweet.

Bhairavnath temple near Kedarnath closed for winter

KEDARNATH: The sacred portals of Bhairavnath temple near Kedarnath in Garhwal Himalayas were closed on Saturday for winter amid chanting of vedic hymns and a mild snowfall.

An elaborate two hour prayers were held by the priest of Kedarnath temple Bagesh Ling in the presence of devotees and officials of the temple committee, including its CEO B B Singh, before the doors were closed for the peak winter months as the high altitude shrine becomes inaccessible due to snowbound conditions.

The closure of Bhairvanath temple will be followed by that of Kedarnath on November 5.

Areas close to Kedarnath temple were the worst hit by the June calamity in Uttarakhand leading to the suspension of the char dham yatra for over three month.

Rhino horn recovered, two nabbed in Assam

SIBSAGAR ( Assam): Two persons were arrested and a rhino horn and its small pieces worth over Rs 45 lakh in the international market were recovered from their possession in upper Assam's Sibsagar district, police said on Friday.

Acting on a tip-off about the theft of the rhino horn, the police launched an operation at Sibsagar town's Noali in Joisagar area on Wednesday, they said.

Gautam Gogoi, a member of an inter-state gang dealing in rhino horns, was nabbed with pieces of rhino horn, they said.

Based on a lead provided by Gautam, police searched the house of his gang member Maneki Gogoi in Gaurisagar area and recovered a horn hidden in the kitchen yesterday.

The horn weighing 1.35 kg is eight inches high and is estimated to fetch Rs 45 lakh in the black market, the sources added.

The two horn illegal dealers were forwarded to two-days police custody by a local court on Thursday.

Rhino horns are made of keratin, a similar protein that makes up hair and finger nails, and are used by some cultures for preparing traditional medicines and specifically in Vietnam for ornamental purposes.

Russia's PM says US hurt by evidence of 'cynical' spying

MOSCOW: The United States faces a tough task undoing the damage inflicted by allegations it has spied on leaders of allied countries, Russian Prime Minister Dmitry Medvedev said.

Reports that the US National Security Agency tapped German Chancellor Angela Merkel's cellphone and conducted widespread electronic snooping in nations such as France, Italy, Spain and elsewhere have sparked anger among American allies.

"It's not very pleasant when you are spied on ... so the leaders are angry. I understand them," Medvedev told Reuters in an interview on Thursday.

Medvedev suggested such spying was not unusual, but he added that "it is assumed that it is not done in such an absolutely cynical way".

"Can the situation be calmed? I think it's possible. But to be honest, no assurances will help here," he said. "What can you say in this situation? 'Sorry, we won't do it anymore' or 'We will not try to listen in on you'? Nobody will believe it."

The snooping scandal is a result of disclosures of US secrets made to media organizations by Edward Snowden, a former National Security Agency contractor who fled the United States and has been living in asylum in Russia since August.

Spy scandals strained relations between Russia and the United States during Medvedev's 2008-2012 presidency and have continued to do so since Vladimir Putin returned to the Kremlin last year.

Former KGB spy Putin said Russia would shelter Snowden only if he stopped harming the United States, but the president ignored U.S. pleas to send the American home to face espionage charges.

The decision to grant Snowden asylum seemed to underscore Putin's accusations that the United States preaches to the world about rights and freedoms it does not uphold at home.

A German lawmaker said he met Snowden in Moscow on Thursday and that the former NSA contractor was willing to come to assist investigations into alleged US surveillance of Merkel.

Government office timings changed in Kashmir Valley with onset of winter

SRINAGAR: With the onset of winter, the working hours of all government departments in the Kashmir Valley have been changed from Friday.

The revised working hours in all government offices and institutions, except schools, will be 10:30am to 4:30pm with effect from Friday, an official spokesman said quoting a circular from the Divisional Commissioner, Kashmir.

The timings would remain in force till March 31 next year, he said. Earlier, the working hours in government offices was 10am to 4pm.

The revised school timings for both government and recognised private schools within the Srinagar Municipal limits will be 10 am to 3 pm, said Director of School Education Kashmir in a statement. The timing for schools within Srinagar municipal limits was 9am to 2pm and for educational institutions outside it was 10am to 3pm. The timings for educational institutions outside Srinagar Municipal limits has been changed to 11am to 4pm, it said.

The head of departments, offices, institutions and schools will ensure strict adherence of the office timings, the spokesman said.

State government changes the timing of the offices and educational institutions every year with the onset of winter in the Valley. The timings are changed again in April when the winter ends.

Andhra Pradesh formation day celebrated, Telangana supporters protest

HYDERABAD: The Andhra Pradesh Formation Day was celebrated on a grand scale in coastal Andhra and Rayalaseema on Friday, while Telangana supporters organized protests.

Chief minister N Kiran Kumar Reddy unfurled the national flag and took salute during the main official function organized at NTR stadium.

Asserting that Andhra Pradesh was able to achieve substantial progress as it was a big state which had remained united, he expressed hope that the status quo would be maintained.

The state ministers from Telangana did not attend the event.

The collectors hoisted the national flag and presided over the official celebrations in Seemandhra districts like Srikakulam, West Godavari and Kurnool.

The united-Andhra supporters organized cultural shows and other programmes at different places to celebrate the formation of AP and to voice the 'Samaikyandhra' (united AP) demand.

Meanwhile, TRS and other Telangana supporters, who have been observing the day as "betrayal day", hoisted black flags in Hyderabad, Warangal and other places in the region. They also took out protest rallies.

Modi will have to 'unlearn' before learning on economy, finance minister says

NEW DELHI: As Narendra Modi sharpened his attack on the government accusing it of failing to curb price rise, finance minister P Chidambaram on Thursday hit back saying the BJP's prime ministerial candidate will have to "unlearn" a lot before he learns about Indian economy.

"I am glad that he is beginning to take interest in Indian economy. As he takes more interest, he will discover that there is much more to learn. First they have to unlearn a lot then learn," Chidambaram said.

He was responding to questions on Modi attacking the government for failing to check inflation and making "hollow" promises to improve the economic situation. At a press conference here, Chidambaram hinted that the worst for the economy may be over and the country will have a bumper harvest and the troublesome Current Account Deficit (CAD) will come down on back of rising exports and declining gold imports.

Modi has been targeting UPA and Congress in particular on the economic policies, accusing it of ignoring ground realities.

NEW DELHI: The CBI has registered one more preliminary enquiry related to Radia tapes against a senior Income Tax officer who was allegedly trying to get transferred by bribing other officers.

Sources said a senior I-T officer, an alleged middlemen connected with the officer and others have been named in the preliminary enquiry as accused.

"This is to verify the allegations that the said officer while posted in Income Tax Appellate Tribunal was trying to get transferred to Delhi by allegedly paying illegal gratification in CBDT," a CBI source said.

Modi govt in Gujarat wants to keep Lokayukta in its clutches: Sibal

NEW DELHI: Law minister Kapil Sibal on Tuesday slammed BJP for adopting "double standards" in dealing with corruption, saying the Narendra Modi government in Gujarat is trying to keep the proposed state Lokayukta in its "clutches".

Sibal's remarks came days after the Gujarat assembly passed a new Lokayukta bill establishing the primacy of the chief minister and the government in the appointment of the anti-corruption watchdog.

"BJP has a double face. They want something else for their state and something different for the central government. In Gujarat, it is completely opposite from what they propose for central government. This clearly shows their double standards in politics," Sibal told reporters.

He was asked to comment on the new Lokayukta Ayog Bill passed by the Gujarat Assembly earlier this month as Uttarakhand Chief Minister Vijay Bahuguna met him here today to discuss the fate of the Lokayukta bill passed by the previous BJP government in the hill state.

"They want a Lokpal for central government which should have such a level of transparency that exists nowhere in the world. But when it comes to Gujarat, the chief minister will appoint Lokayukta...it is a state where Lokayukta has not been appointed for the past 10 years," the Union minister said.

He accused the Gujarat government of trying to keep Lokayukta in its "clutches".

"But they want the Lokpal to be a free bird keeping eye on every issue. For Gujarat, they want the CM to keep eye on everything," he said.

The Gujarat assembly had recently passed the Gujarat Lokayukta Ayog Bill 2013 for a second time without incorporating any major changes sought by the Raj Bhavan, setting the stage for a fresh confrontation.

Governor Kamla Beniwal had on September 3 returned the bill, passed by the assembly on April 2, to the government for reconsideration, dubbing the legislation as "complete mockery of the judicial process and detrimental to the interests of public welfare".

In the existing Gujarat Lokayukta Act 1986, the power of selection of lokayukta is vested with the Governor and the Chief Justice of the high court. The new bill provides for the appointment by a six-member committee headed by the chief minister.

Thailand’s former prime minister says will fight indictment

BANGKOK: A former Thai prime minister and his deputy vowed on Tuesday to fight any legal charges against them for their alleged role in the death of anti-government demonstrators during a bloody 2010 crackdown.

Ex-premier Abhisit Vejjajiva told reporters that he and former deputy prime minister Suthep Thaugsuban are innocent in part because a Bangkok civil court ruled at the time that the protest, which had shut down a vast swath of downtown Bangkok for more than two months, was unlawful.

"We will not run away. We are confident in our innocence," Abhisit said.

On Monday, Thai prosecutors announced they would indict the pair for their alleged role in the death of some of the 90 people, mostly protesters, who were killed during the "Red Shirt" rallies in Bangkok three years ago.

The rallies saw tens of thousands of people camp out in the heart of the city in a bid to try to force Abhisit to call early elections. Most of the protesters were supporters of another former premier, Thaksin Shinawatra.

Thaksin was ousted in a military coup in 2006 and lives in exile to avoid a conviction on corruption charges he says were politically motivated. His sister Yingluck Shinawatra now holds the prime minister's post.

The move to indict Abhisit and his deputy follows a controversy surrounding the draft of a law that could grant amnesty to those involved in the political conflict that has marred the country for almost a decade.

The draft has been criticized by opponents — including Abhisit — who say it would whitewash Thaksin's crimes and pave the way for his return to Thailand.

The draft would also give immunity to Abhisit and Suthep for any involvement in the 2010 crackdown, however, and there is speculation the indictment is being used to pressure Abhisit and his opposition party to approve the bill.

Mulayam attacks BJP, says Modi is present only in Gujarat and media

LUCKNOW: Samajwadi Party chief Mulayam Singh Yadav, while addressing a massive rally in Azamgarh on Tuesday, said that BJP's prime ministerial candidate Narendra Modi is present in only two places — Gujarat and TV. "Only that party will win elections which has presence among farmers, poor, villages, Muslims and backwards," he said, while referring to the media hype around Modi.

Launching party's Lok Sabha election campaign, Mulayam targeted his core vote bank — backwards and Muslims. He said that 'kisans' and 'musalmans' (farmers and Muslims) have contributed the most in India's development. He focused on farmers who mostly hail from backward classes, and Muslims, who are also among the most backwards. The name of the rally was 'Desh Bachao-Desh Banao' (save country, build country).

Mulayam said that BJP only talks about threat to India from Pakistan and not China. "They talk about Pakistan because it is weak and do not dare to challenge a strong enemy like China. If Pakistan will destroy five cities in India, the latter will survive. But if India will destroy five cities in Pakistan, the latter will be wiped off," he said. He said that India is not weak and should take on China.

Projecting himself to be fit for the post of Prime Minister, Mulayam said that neither China, nor Pakistan could dare to violate border when he was defence minister of the country because at that time, India gave befitting reply to even smallest of cross border aggression. He said that as defence minister he also started the practice of taking bodies of martyred soldiers to their homes for conducting last rites with full respect.

Mulayam spoke on how the SP government is fulfilling promises it made during 2012 assembly elections. "SP is the only party which has stuck to its ideology and promises," he said, while recalling his mentor Ram Manohar Lohia. He spoke at length on the problems faced by farmers and the poor in the villages and promised if voted to power at the Centre, SP-led government will continue to work for the masses.

The SP president said that after elections, the third front will form the government at the Centre. "The BJP ruled the country with one of its tallest leader Atal Bihari Vajpayee as Prime Minister for six years. It was followed by 10 years of the Congress rule. But no development has taken place. They have given only scams and price rise. The country needs secular government which can also deliver development," he said.

Mulayam said that farmers provide food to the country that's why he has always worked for the community. He recalled decisions like loan waiver taken by previous and present SP government for farmers. He also said that Muslims artisans provide technical support to the farmers in the villages. He also took name of former President APJ Abdul Kalam, saying that a Muslim gave missiles to the country.

The Yadav satrap said that BJP governments in other states have copied welfare schemes for girls started by the SP government in UP. "Our ideology and approach is to help poor, women, farmer, minorities and marginalized sections of the society," he said. Only this ideology can rule the country in a better way, ensure development and control prices," he added.

The SP chief said that no development is complete without equality and social justice. He asked people in the rally to ensure the victory of SP in maximum possible seats in Lok Sabha elections in UP, so that the party can play an important role in formation of government at the Centre. Mulayam said that country needs to measure the growth rate of poor and focus on inclusive growth.

The rally coincided with the end of the first phase of the 'samajik nyay yatra' and the 'adhikar yatra' launched by the party aimed to showcase work done by the SP government for the OBCs and to resolve that the party will continue to fight for them. One of the main objectives of the two yatras is to fight for the inclusion of 17 backward castes into scheduled castes (SC) category, which if done, will help the SP to broaden its base among OBCs. The OBCs, along with Muslims, constitute 45% of the population in UP. Mulayam is also trying to defend its OBC vote bank from aggressive poaching by the BJP under Modi's leadership.

Earlier, SP's Muslim face Azam Khan in his speech attacked the RSS and the BJP for spreading communal hatred. He also accused Congress vice-president Rahul Gandhi of misleading country through his ISI remark. "After Rahul's remark that Pakistani intelligence agency ISI is trying to trap Muslim riot victims in Muzaffarnagar, blasts occurred in BJP's rally in Patna. This points out towards a conspiracy, which must be probed," he said. He also said that India is not of Hindus and Muslims alone but of all castes and communities and the challenge before everyone is to save the country from fascist forces.

Government for periodical review of employees' service record

NEW DELHI: Central government departments have been told to immediately start verifying service records of employees due to retire in next five years so as to avoid detection of any gap in their tenure at later stage.

Every step in a government servant's official life must be recorded in his service book and each entry must be attested by the head of his office, according to rules.

It shall also be the duty of every head of office to initiate action to show the service books to the government servants under his administrative control every year and the employees shall inter alia ensure that their services have been duly verified and certified, they say.

It has been brought to the notice that the rule provisions are not being followed. "Consequently, the gaps in service verification, get detected at a very late stage when the concerned government servant is due to retire on attaining the age of superannuation," the ministry of personnel said in an order.

The exercise for ensuring completion of the entries of service verification in the Part V of the new format, in respect of employees who are retiring within five years, may be undertaken immediately, by the administrative authorities concerned and concluded within a defined time frame, as may be worked out by such authority, it said.

"Any gap in the verification of service may be intimated to the employee concerned, and simultaneously appropriate action for ensuring verification of missing spells may be taken by the head of office.

"The concerned government servant may also be informed of deficiencies and gaps as regards missing entries relating to verification of service and the period thereof," the missive said.

Railways introduce special Diwali trains on Konkan route

MANGALORE: Konkan Railway will run AC (Weekly) special trains between Lokmanya Tilak Terminus - Madgaon- Lokmanya Tilak Terminus and a Special Train between Kochuveli - Hazrat Nizamuddin route during Diwali Festival to clear extra rush of passengers.

Train 02113 LTT- Madgaon and Train 02114 Madgaon- LTT Express will run on October 31 and November 07. Train 02113 will leave from LTT at 12.55 am and will reach Madgaon at 12 noon on same day. Train 02114 will leave from Madgaon at 5.10 pm and will reach LTT at 4.10 am on next day. These special trains will halt at Thane, Panvel, Roha, Chiplun, Ratnagiri, Kudal, Thivim and Karmali. The train will have 15 Coaches.

The Kochuveli - Hazrat Nizamuddin train 06320 will run on October 30. The train will leave from Kochuveli at 11pm and reach at Hazrat Nizamuddin at 6.05 am on the fourth day.

Three killed as car ploughs into Beijing's Tiananmen Square

BEIJING: Three people were killed and many injured on Monday, police said, when a car ploughed into pedestrians and caught fire in Beijing's Tiananmen Square, the site of 1989 pro-democracy protests bloodily suppressed by the government.

Police said on their official microblog that the car veered off the road at the north of the square, crossed the barriers and caught fire, injuring "many" tourists and police.

Three people in the car died, they said.

A Reuters witness said he saw fire engines, an ambulance and numerous police cars heading in the direction of the fire, which sent a plume of black smoke into the sky.

The main road through the square was briefly closed. Police also evacuated the square, a popular tourist attraction.

The car crashed close to the main entrance of the Forbidden City, where a huge portrait of the founder of Communist China, Mao Zedong, overlooks the square.

A foreign tourist who was on the square and asked not to be identified said she heard an explosion followed by a fire.

Air India Dreamliner flight returns to Melbourne airport after take off

MELBOURNE: An Air India Dreamliner flight to New Delhi with about 200 passengers on board returned to Melbourne airport after take off due to a technical snag, officials said on Monday.

The Melbourne-Delhi Dreamliner flight experienced some technical difficulties after it took off last night and had to return back to Melbourne where it was fixed, Madhu C Mathen, Manager of Air India (Melbourne), said.

The flight finally left for Delhi on Monday morning and will be reaching late tonight, he said.

"The passengers were accommodated to hotels and later brought back to board the flight which was this morning," Mathen said.

The Flight AI 311 had about 200 passengers on board.

Former Andhra minister Mopidevi gets bail in corruption case

HYDERABAD: The special CBI court on Monday granted bail to former Andhra Pradesh minister Mopidevi Venkata Ramana Rao in the 'quid-pro-quo investments' case involving Kadapa MP Y S Jaganmohan Reddy's companies.

Mopidevi will have to submit two sureties of Rs 2 lakh each. The former minister shall not leave Hyderabad without prior permission, the judge said.

Mopidevi, the only minister to be arrested in the case, is an accused in the VANPIC part of the case and was the state minister for excise when he was arrested on May 24, 2012. The court also said that he should not try to influence witnesses directly or indirectly.

Mopidevi, who had earlier got interim bail on health grounds, surrendered before the court last Thursday and filed a regular bail plea pointing out that all other accused were out on bail.

According to CBI, Mopidevi, as the Minister for Infrastructure and Investment in the Y S Rajasekhara Reddy-led government, approved a cabinet memorandum containing the proposal for awarding a construction project by withholding important aspects such as total extent of land required, etc.

According to CBI, industrialist Nimmagadda Prasad, the promoter of the project, got nearly 24,000 acres of land as a quid pro quo for the investments made by him in Jagan's businesses.

Delhi Police arrest Yasin Bhatkal, his aide in fresh case

NEW DELHI: Indian Mujahideen co-founder Yasin Bhatkal and his close aide were on Monday sent to custody of Delhi Police for 15 days after a court here allowed the plea of the probe agency to arrest them in a case lodged in 2011 for allegedly setting up an illegal arms factory.

District Judge I S Mehta allowed the Delhi Police special cell to arrest Yasin Bhatkal and his aide Asadullah Akhtar after they were produced before it by NIA, Hyderabad which said the accused are not required for custodial interrogation.

The district judge asked special cell sleuths to produce Bhatkal and Akhtar before the designated court for trying the cases being probed by the special cell of Delhi Police for seeking their custody.

The accused were then produced before additional sessions judge Daya Prakash who remanded both the accused to police custody for 15 days till November 12.

Advocate M S Khan, appearing for the two, however, opposed the police custody plea, saying the accused have already been investigated by the NIA and the special cell has no locus standi to seek their fresh custody.

Bhatkal and Akhtar was earlier taken to Hyderabad after being arrested on September 21 and September 17 respectively by NIA's Hyderabad unit in connection with the Dilsukhnagar blast case that claimed 16 lives. The blasts were triggered by IEDs planted near Konark and Venkatadiri theatres on February 21 this year.

The court had earlier issued NBWs against Bhatkal and Akhtar in the illegal arms factory case, in which the special cell had already arrested 16 alleged IM men, as they were absconding since then.

The special cell had in November 2011, busted an illegal arms factory located in Meer Vihar area of Nangloi in Outer Delhi and several alleged IM suspects were arrested.

An FIR was registered against Bhatkal in the case on November 22, 2011 and later a non-bailable warrant was also issued against him for setting up the factory.

India makes a stab at global arms selling

NEW DELHI: Many would rub their eyes as India, the world's largest arms importer, for the first time showcases an array of its weapons and equipment for export at an international exhibition in South Korea next week, signalling its intention to be a player in the global defence bazaar.

At the Aerospace and Defence Exhibition (ADEX-2013) in the South Korean capital Seoul, the indigenous defence systems will draw the world's attention to the country's emerging capabilities, its strength and expertise in design, development and production.

On display at the six-day event beginning Oct 29 will be state-of-the art weapon systems, platforms, sensors, communication systems and equipment designed and developed by the Defence Research & Development Organisation (DRDO) along with its production partners like Tata Power and state-run Bharat Electronics.

Among these would be the Akash surface-to-air missile (SAM), Tejas Light Combat Aircraft (LCA), Pragati surface-to-surface missile (SSM), an airborne early warning system (AEWS), expandable high-speed aerial target Abhayas, and other high-technology systems like sonar, battlefield radars, and identification-friend-or-foe (IFF) systems.

"A large number of products developed by DRDO and produced by Indian industry, including those being displayed at ADEX-2013, have immense export potential," says the DRDO.

Because of its pacifist strategic culture, India has refrained from exporting arms for several decades after independence. Its defence exports are less than two per cent of the total production of weapons and equipment.

These are mainly indigenously produced surplus small arms and light weapons supplied to some of the neighbours as a goodwill gesture.

But with the new Defence Production Policy facilitating joint ventures with foreign direct investment (FDI), it is expected to result in increased arms exports.

Indian industries are emerging as suppliers to foreign original equipment manufacturers (OEMs), which would help build capabilities and enhance exports.

The change in thinking and policy is significant as the South Asian nation is the world's biggest importer of weapons. According to a March report by the Stockholm International Peace Research Institute (SIPRI), India accounted for 12 percent of global arms imports during 2008-12.

DRDO chief Avinash Chander says ADEX-2013 will provide India an opportunity for building technology partnerships for research and development and export.

Over the years India has built a large defence industrial base, comprising eight defence public sector undertakings, 39 ordnance factories, a network of high-technology research establishments under the DRDO and a number of private companies working on specific areas.

"No country can progress by importing defence material and equipment," says Chander.

According to him, DRDO has identified areas such as ammunition for tanks and artillery guns where indigenisation would be carried out in a big way.

"We have attained total indigenisation in sonars and radars," he said at an international symposium on ocean electronics in Kochi last week, adding that DRDO-made, ship-borne sonars would be exported to Myanmar.

In August, DRDO sold the technology to manufacture an explosive detection kit in the US to an American company.

Also, of late, Indian defence services have moved to induct DRDO products into their systems. This, in turn, has sparked interest from "friendly nations" from Southeast Asia and Africa.

Africa in a few years is said to become a defence market almost at the same level with Southeast Asia and Latin America. Oxford Analytica, a global analysis firm, says Africa has reached "an expansionary period for most of its leading armies" due to "elevated security threat perceptions."

Defence experts say India has to export weapons to sustain its nascent arms industry as the orders placed by the country's military are small. Overseas orders are necessary to bring down the production costs.

At another level, India's presence in ADEX-2013 signifies the growing defence cooperation and strategic partnership between the two countries.

India-South Korean defence ties began in 2005, when the two countries signed a memorandum of understanding (MoU) on defence logistics and supplies. Defence Minister A.K. Antony visited South Korea in 2010 and two MoUs on defence-related exchanges of experience, information and futuristic joint defence technology development were signed.

The same year, the two countries declared a strategic partnership.

Apart from being one of the largest FDI contributors, South Korea has become a big-ticket supplier of weapons to India. It has a wide base of companies like Hyundai, Samsung, Daewoo and Korean Aerospace, and its capabilities in missile development and naval combat system are well acknowledged in the global arms market.

At their third Foreign Policy and Security Dialogue (FPSD) last month, India and South Korea discussed collaboration in defence production and the potential for space and nuclear cooperation.

Both also agreed to step up cooperation in the spheres of maritime and cyber security.

Defence cooperation would figure in the bilateral joint commission meeting November 9 in New Delhi, ahead of the visit to India of President Park Geun-hy, who would be the chief guest at the Republic Day Jan 26.

The defence ministry has approved the long-pending $1.5 billion procurement of eight mine countermeasure vessels (MCMVs) from Kangnam Corp of South Korea, according to consultancy IHS Jane's.

Kangnam's Pusan shipyard will construct two MCMVs while Goa Shipyard Limited (GSL) will build the remaining six under a technology transfer.

During ADEX-2013, the defence ministry has planned an Indo-Korean defence meet and an industries meet.

The two countries are celebrating this year the 40th anniversary of the establishment of diplomatic relations.

Fishermen issue will be taken up with Sri Lanka, Narayanasamy says

KARAIKAL: India would take up the issue of Indian fishermen languishing in Sri Lankan jails during the visit of defence secretary of the island nation Gotabaya Rajapaksa to New Delhi later this week, Union minister of state in the PMO V Narayanasamy said on Sunday.

Talking to reporters here, Narayanasamy said the Centre had initiated several steps to secure the release of 32 fishermen of Karaikal and neighbouring areas, who have been lodged in Trincomalee prison since July 30.

"The Union government will hold a detailed discussion with Sri Lankan defence secretary Gotabaya Rajapakha during his visit to New Delhi later this week. We are looking for a permanent solution to the problems faced by Indian fishermen," he said, adding, the government would also stress for the immediate release of 32 fishermen along with their boats.

Narayanasamy said the Centre was also taking steps for arranging talks between the fishermen of India and Sri Lanka to find a solution to the problems in fishing in Palk Straits.

THANE: Prime Minister Manmohan Singh has convened a meeting in New Delhi on November 13 to discuss over the bottlenecks in the progress of the greenfield airport at Panvel in Navi Mumbai.

Maharashtra chief minister Prithviraj Chavan said this at a public meeting in Panvel on Saturday.

Terming the proposed airport a key infrastructure project, Chavan expressed confidence that the unresolved issues related to it will be sorted out in the meeting.

Chavan appealed to the local villagers to cooperate with the government, and said the airport will lead to area's development and improvement in the standard of living of people.

Two Indians among three arrested in Nepal poll candidate murder

KATHMANDU: Two Indian nationals are among three people arrested in the murder of the constituent assembly election candidate in Bara district in southern Nepal earlier this month.

Police said on Sunday that Mohamed Alam, a UML candidate for the November 19 general elections, was killed by Ramchandra Pyasi Kushwaha a rival from his own party with help from Indian nationals Atik Khan and Raju Srivastava

Alam was shot outside the a flour mill on 4 October by two men on a motorcycle with Indian license plates and died in hospital in Kathmandu without regaining consciousness a week later.

The accused Kushwaha is a former lawmaker while Khan runs a business in the Nepalese border city of Birganj and Srivastava is a resident of Indian border city of Raxaul. The trio hired professional assassins to kill Alam, a day after he was announced as a UML candidate from Bara - 4 constituency.

According to the police, there had been two previous unsuccessful attempts to kill Alam.

The general elections is expected to be marred by violence as the breakaway CPN-Maoist has declared that it will disrupt the polls and its main target will be candidates of it mother party UCPN (Maoist).

Last Friday, the army's bomb disposal unit had to diffuse explosives bombs in the southern Nepal district of Siraha placed ahead of Prachanda's campaigning. A Maoist candidate was also attacked in his home by cadres of the breakaway Maoist on Friday.

Thousands protest Putin's crackdown in Russia

MOSCOW: Several thousand Russians marched through central Moscow on Sunday in a new protest at President Vladimir Putin's rule and a judicial crackdown against opponents.

Chanting "Putin is a thief" and "Freedom to political prisoners!", protesters marched with flags and portraits of people seen as victims of political persecution, such as jailed former oil tycoon Mikhail Khodorkovsky, members of punk band Pussy Riot, and the Greenpeace Arctic crew.

Police estimated turnout at 4,500 while an AFP correspondent said the crowd was at least 6,000 and some participants gave a figure of 10,000.

Opposition leader Alexei Navalny, who was convicted in a controversial fraud case but was freed with a suspended term earlier this month, said the main reason for the rally was to demand freedom for those jailed after protesting in May last year against Putin's inauguration.

"The authorities are working on an amnesty project," he told journalists while walking alongside his wife Yulia. "Our goal is to push for policial prisoners to be included in this project."

"The opposition's fight is endless, and rather tiring," Navalny said, adding that people who thought the Russian strongman could be "dethroned" quickly were "very naive".

The so-called Bolotnaya case against those arrested after the May 6, 2012 rally, has already seen one person sentenced to jail and another sent to a mental institution for forced psychiatric care.

The rally also demanded the release of 30 Greenpeace activists being held in pre-trial detention after attempting to scale an oil-platform in the Barents Sea in protest at Arctic oil exploration.

Russians took to streets in colossal numbers in the winter of 2011-2012, protesting at vote-rigging and Putin's monopoly on power, but the demonstrations have lost momentum after a string of cases against protesters and new legislation introducing heavy fines.
