People's Union of Civil Liberties condemns Afzal Guru's hanging

JAIPUR: People's Union of Civil Liberties (PUCL) today condemned the hanging of Parliament attack convict Afzal Guru and alleged that there were "political considerations" behind the step.

"The tearing hurry with which Afzal Guru was hanged, accompanied by the flouting of all established norms by not giving his family their legal right to meet him before taking him to the gallows, indicates that there were political considerations behind taking this step," an official statement issued here said.

The activists of the outfit's state unit, led by its general secretary Kavita Srivastava and president Prem Kishan demanded that the government must abolish death penalty.

"Starting with Kasab, now with Afzal Guru, the country is going to witness a spate of executions. We give a call to the nation to break this spiral of executions," they said.

Signs of upturn in economy, growth likely to be 5.5%: Chidambaram

MUMBAI: Not happy with Central Statistical Organization's (CSO) growth projection, finance minister P Chidambaram on Saturday said there are signs of upturn in the economy and it is likely to grow at a higher rate of 5.5 per cent this fiscal and further improve to 6-7% in 2013-14.

"While 5% growth rate of CSO is low and is a matter of concern ... we believe growth will be closer to 5.5% rather than CSO's estimate of 5 per cent", he said while launching the Rajiv Gandhi Equity Savings Scheme (RGESS) here.

The minister further said that CSO estimate of 5% was not the lowest of the decade.

"It is still higher than the two record lows of 2000-01 and 2002-03. There are signs of upturn and that will take us back to high growth path," Chidambaram said.

The minister further said: "We should without any reason, denigrate our own performance and record.

"I have no doubt in my mind that we will come out of trough and we will climb back to growth rate of between 6-7% next year and then between 7 and 8% in the year after."

CSO's advance growth estimate of 5% for the current fiscal has evoked sharp reaction from finance ministry which said that it has based the projection on data available till November, and ignored the signs of uptrend.

Afzal Guru hanged: 8 injured in Kashmir during protests

SRINAGAR: At least eight people were injured, two seriously, as violence erupted in the Kashmir Valley on Saturday against Afzal Guru's hanging.

A group of protesters started marching in north Kashmir's Doabgah village near Sopore town, the ancestral village of Afzal Guru, after they got news of his hanging.

Police sources said the protesters defied the curfew and attacked security forces with stones.

The security forces used batons and tear gas to quell the protests. Warning shots were fired in the air.

In another incident, three protesters sustained injuries in Baramullah in clashes with security forces.

Doctors in a Baramullah hospital told the media that two cases were referred to Srinagar.

The Hurriyat has called for four days of mourning.

It called the hanging a "political killing which has nothing to do with the legal system of India".

"Afzal's hanging has more to do with forthcoming elections than any legal process which he faced," its statement said.

German education minister Annette Schavan quits in plagiarism case

BERLIN: Germany's education minister resigned Saturday after a university decided to withdraw her doctorate, finding that she plagiarized parts of her thesis, an embarrassment for Chancellor Angela Merkel's government as it prepares for elections later this year.

Merkel said she had accepted "only with a very heavy heart'' the resignation of Annette Schavan, who has been her education and research minister since 2005 and was considered close to the chancellor.

On Tuesday, Duesseldorf's Heinrich Heine University decided to revoke Schavan's doctorate following a review of her 1980 thesis, which dealt with the formation of conscience. The review was undertaken after an anonymous blogger last year raised allegations of plagiarism, which the minister denies.

"I will not accept this decision _ I neither copied nor deceived in my dissertation," she told reporters, speaking alongside Merkel at a brief news conference. "The accusations ... hurt me deeply."

Schavan made clear that she was going to prevent the issue turning into a festering problem for her party, and the government, as Germany gears up for parliamentary elections on Sept. 22 in which the conservative Merkel will seek a third term.

Schavan, a member of Merkel's Christian Democratic Union, announced her decision after returning from an official trip to South Africa during which, she said, she thought "thoroughly about the political consequences."

"If a research minister files a suit against a university, that of course places strain on my office, my ministry, the government and the CDU as well," she said. "And that is exactly what I want to avoid."

Merkel offered lengthy praise of Schavan's "exceptional" performance as a minister, adding that "at this time, she is putting her own personal well-being behind the common good."

Schavan will be replaced by Johanna Wanka, the outgoing regional education minister in the state of Lower Saxony, Merkel said. That state's conservative-led government narrowly lost a regional election to the center-left opposition last month.

Schavan's resignation comes two years after then-defense minister Karl-Theodor zu Guttenberg lost his doctorate and quit when it emerged that he copied large parts of his doctoral thesis.

Doctorates are highly prized in Germany, where it is not unusual for people to insist on being referred to by their full academic title.

Despite the coalition government's setback Lower Saxony, in northwestern Germany, polls show that Merkel remains popular with voters; her challenger from the center-left Social Democrats, Peer Steinbrueck, has struggled to gain traction. Most recent polls show a majority neither for Merkel's current center-right coalition with the pro-market Free Democrats nor for a rival combination of the Social Democrats and Greens.

They show Merkel's conservative Christian Democrats as the strongest single party. That suggests the chancellor may be able to carry on with a new coalition partner.

It's also unclear that the Schavan affair will provide political ammunition for the opposition.

The usually low-profile minister's troubles over her three-decade-old thesis have drawn a much more measured response from opponents than in the case of Guttenberg, a rising conservative star at the time he quit.

On Friday, Sigmar Gabriel, the chairman of the Social Democrats, described Schavan as "a notably smart and, from my point of view, decent colleague."

Mali war: Near Timbuktu, two bodies show reprisal killings

TIMBUKTU: The bodies are buried here, in the side of a dune less than a mile outside this desert capital, dumped out of sight in a forgotten and uninhabited zone.

Except the wind undressed the grave.

It threw off the blanket of yellow sand to reveal a white piece of clothing. Soon the children of the shepherds who spend their days roaming the dunes with their flocks began talking about the two men buried there.

By the time journalists were led to the shallow grave 11 days after the two were last seen, the desert dwellers knew their entire biography: their names, their professions, the fact that they had been arrested by Malian soldiers on the same day that the French took control of Timbuktu from Islamic extremists. Most importantly, they knew their ethnic group _ both were Arab.

Their deaths, as pieced together by The Associated Press from interviews with family members, residents and witnesses, as well as from an examination of the bodies, strongly suggest the two were summarily executed by Malian forces, in reprisal against the city's Arab minority.

Ever since al-Qaida-linked extremists seized control of Mali's northern half last year, the international community has discussed launching a military intervention to free the occupied territory. For nearly as long, the United Nations as well as the United States has urged caution, in part over worries that Mali's abuse-prone military could carry out acts of revenge against the ethnic minorities which were associated with the extremists _ including Arabs.

Despite these warnings, France unilaterally launched a military operation exactly one month ago to take back the north, after the al-Qaida-linked fighters began pushing southward. The French swept through northern villages and towns, accompanied by Malian army troops, and liberated Timbuktu on Monday, Jan. 28.

It was around 10 that morning, as French troops in armored personnel carriers were still basking in the cheers of the crowds welcoming them, that Malian soldiers in pickup trucks sped up to the Nour El-Moubin Madrassa, a Quranic school. The headmaster of the school was a longtime Arab resident of Timbuktu, Mohamed Lamine. He was wearing a white boubou, a flowing robe like those worn to the mosque by the Wahabi, an ultraconservative sect accused of supporting the Islamic extremists.

His young wife was just returning from running an errand when she saw about six soldiers leading away her husband and a close friend, Mohamed Tidiane, a businessman who sold carpets imported from near the Algerian border.

"I saw they had bandaged his eyes," said Ani Bokar Arby, Lamine's wife. "Since that day, we haven't seen him."

Arabs and Tuaregs make up less than 15 percent of Mali's population of 16 million, and most of them live in the north, according to estimates by the U.S. State Department. While they have lived in Mali peacefully for years, activists fear that they will now be targeted by those seeking retaliation for the Islamic extremists' occupation.

In the first three weeks of the military intervention that began on Jan. 11, Human Rights Watch documented the summary executions of at least 13 suspected supporting the Islamic radicals, and the disappearance of five others in the garrison town of Sevare and the nearby village of Konna.

In the group's report, published last week, witnesses described soldiers at a bus station in Sevare detaining passengers suspected of association with the rebels, as the men frantically tried to find someone in the crowd to vouch for them. The soldiers drove or marched the men to a nearby field, shot them and dumped their bodies into four wells, according to the witnesses.

On the day her husband was arrested, Arby, who had been married for just four months, ran to her parents' house. Although everyone from shepherds to hotel waiters to the young men who jog across the dunes at sunset seemed to know the location of her husband's grave, she had not ventured there because she was afraid of the soldiers. A team of AP reporters offered to take her there.

Arby and her parents left early on Friday morning, carrying a shovel. When the car could not pass, they got out and padded across the dune, which has a rippled texture that looks like the bottom of the ocean.

They walked in silence until they reached a spot marked by desert grasses.

At the point where the dune met the plain, they saw a rise in the sand _ and a piece of white cloth poking through. They scraped away a bit of the dune, and saw the folds of a man's robe, the long kind that covers the torso.

Bokar Faradji, the wife's father, climbed down with the shovel.

The young woman seemed to fold inwards. She sat down on the lip of the dune and pulled her veil around her face. When the body began to emerge, she said she recognized her husband's robe. When she saw his black pants, she began to sob.

"Be strong," said her father, Bokar Faradji.

Gently, he scraped away the sand near the corpse's head. Tufts of hair appeared. Then a bullet fell out of the sand.

The father picked it up, and threw it back.

Mohamed Lamine, a man in his 50s, was lying face down in the dune. His friend, the carpet seller, lay nearby in the same blue boubou he was wearing when he was loaded into the military pickup. Overwhelmed, the family stopped, then shoveled the dirt back.

A spokesman for the Malian military in Timbuktu, Capt. Samba Coulibaly, declined to answer questions about the discovery of the body. "I don't know anything about it," he told the AP by telephone.

Residents say it's possible Lamine had ties to the Islamic rebels, who imposed their brutal, unyielding form of Islam on the relatively moderate Muslim culture that has long been the norm in this landlocked, Saharan nation. His detractors point out that his school was allegedly built with funds from Saudi Arabian sponsors, and that he is a relative of Sanda Abou Mohamed, a leader of the radical Ansar Dine Islamic group that ruled Timbuktu for the past 10 months.

His family doesn't deny the family tie to the Ansar Dine leader, but claims Lamine was not part of the armed group _ why else, they argue, would he have stayed in Timbuktu when most of the city's Arab population had fled in fear of reprisal?

"On Monday, when he was taken away, my daughter came running home to tell me that her husband had been arrested," Arby's father said as he stood over his son-in-law's grave. "I told her not to worry, be strong. Because if he has done something wrong, we have courts, and he will be judged. I believe in our system of justice. I believe in the army of Mali."

"Now I don't know what to do," he said. "What should I say? What should I tell my daughter who has tears streaming down her face?"

DMDK members come to blows with rebel MLA, evicted from TN assembly

CHENNAI: Opposition DMDK members were evicted en masse from the Tamil Nadu Assembly on Friday after they came to blows with a rebel MLA, who had last year called on Chief Minister Jayalalithaa much to the chagrin of the party leadership.

The problem started when Thittakudi MLA Tamilazhagan, who is one of the four dissident DMDK MLAs who had met Jayalalithaa, made some remarks during question hour which provoked the main opposition party benches leading to noisy scenes.

In the melee, another rebel MLA Michael Rayappan was heckled and pushed by the other DMDK MLAs who surrounded him, leading to some of them coming to blows with him.

Speaker P Dhanapal summoned the marshals and ordered their eviction. He also condemned the unruly behaviour of DMDK MLAs who engaged in fisticuffs.

Besides Rayappan and Tamilazhagan, two other DMDK MLAs Arun Pandiyan and Sunderajan had met Jayalalithaa last year seeking assistance for implementing welfare projects in their constituencies which had upset the party leadership.

It is not an accepted practice in Tamil Nadu politics for members of a particular party to call on the head of a rival outfit.

Thane court acquits rave party participant from charges of drug consumption

THANE: A 52-year-old resident of Goa, who was allegedly caught consuming drugs at a rave party in 2006, has been acquitted by a local court as the prosecution failed to prove its case.

Special NDPS Judge R D Sawant acquitted Sadruddin Gulam Hussain Kara on Wednesday from charges under Narcotics Drugs and Psychotropic Substances (NDPS) Act by giving him the benefit of doubt.

The court pulled up Anti-Terrorism Squad (ATS), which had conducted the raid at the rave party on September 23, 2006, for not following the provisions of NDPS Act while conducting the raid.

The prosecution told the court that on the same day ATS officials received information about a rave party going on at Golkonda in Gorai area of Bhayander in Thane district.

Accordingly, a raid was conducted and it was found that many persons were present at the rave party. One of them was Sadruddin, who was found to be consuming 'Charas' and hence he was arrested under various sections of NDPS Act.

The court noted that procedures were not followed for conducting the raid. For instance, senior police inspector Khaire, who had received information about the rave party on phone while he was in office, had not noted down the details in the station diary, as required under the Act. Hence, there was no record to show that he had received information.

"Further, Khaire communicated the information to his senior on telephone as there was nothing on record to show this. It also appears that his superiors gave permission to conduct the raid verbally on telephone as written permission was not sought as required under the Act," the judge noted.

Brutalized with iron rod, woman undergoes throat surgery in Delhi

NEW DELHI: A 19-year-old woman, who was critically injured after a man inserted an iron rod into her mouth during a rape attempt in south Delhi, has undergone two surgeries in her throat and is not able to speak, police said Friday.

"The doctors have performed two surgeries on her throat, but still she can't speak. Otherwise her condition is better now," a senior police official said.

"The women has been admitted to AIIMS. She is likely to be discharged in the next two days," the official said.

However, doctors at the All-India Institute of Medical Sciences (AIIMS) here refused to speak about the victim's condition.

Anil Kumar, 26, a cable operator tried to rape the woman finding her alone at her house in south Delhi's Lajpat Nagar around 8.30 pm on Monday.

"Kumar went to the woman's home to collect the monthly rent for the cable TV. Finding the woman alone, he tried to rape her. He inserted an iron rod inside her mouth when she cried for help," said a police officer.

Hearing the woman's cries, some neighbours came to help her but Kumar managed to flee from the spot. He was later arrested.

The incident comes less than two months after the horrific rape of a 23-year-old trainee physiotherapist on a moving bus in the capital.

1996 Kerala rape case: Protests intensify against RS deputy chairman Kurien

THIRUVANANTHAPURAM: A massive protest was on outside the Kerala state assembly here on Friday against Rajya Sabha deputy chairman P J Kurien over his alleged involvement in the 1996 Suryanelli rape case.

The angry protesters, who are firm on their demands for Kurien's resignation, have demanded a reinvestigation into the entire case. The protesters also burnt Kurien's effigy outside the Kerala assembly to vent their ire over the entire incident.

Scores of police personnel, who have been deployed outside the Kerala assembly here to avoid any untoward incident, used water canons to disperse the angry protestors.

Demanding a reinvestigation into the 1996 Suryanelli rape case in view of a charge levelled against Kurien by the victim, Communist Party of India-Marxist (CPI-M) leader Brinda Karat had earlier on Wednesday said the former should step down from his post, and demanded that there must be a reinvestigation since there is fresh evidence in the case.

"And, while the reinvestigation is going on, I think that Professor Kurien should step down from his post. He should resign from his post. And I appeal to all the women MPs to look at this case not through a party lens, but through the issue of a dignity of a woman. The Rajya Sabha is going to discuss the ordinance against sexual assault. Can you have in the chair a person who has been accused for the last 17 years by a victim? So, let there be a reinvestigation into the case," she told media in New Delhi.

Karat said the victim has from the beginning recognised one of the persons as being Professor Kurien.

"Now, there is no political axe for that girl to have ever used his name unless she was absolutely convinced who he was. And she has spoken to me and I am absolutely convinced that a reinvestigating is required. Professor Kurien is now claiming that he has been exonerated by all the courts; that is actually misleading this country because the three witnesses who said that they had seen him in that vicinity were never questioned by anybody. And Professor Kurien came straight to the Supreme Court to quash it and the Supreme Court why they did it, we don't know," said Karat.

"But the Supreme Court heard Kurien, they never heard the girl, they never heard the victim, they never asked the victim to come and question her as to why she had given his name. So, in those circumstances since today there is fresh evidence since two of the important witnesses have stated that the timing, which had been earlier stated, was quite wrong," she added.

Kurien had earlier on Tuesday rubbished all the allegations being levelled against him in connection with this case, and alleged that the CPI-M had raised it to gain political mileage in the upcoming polls as they had done in the past.

"There is political conspiracy from the left parties because parliament election is there and they can use it. When they first raised the allegations, it was 1996 elections, immediately before the elections. After the inquiry, they dropped it and again it was raised immediately before the 1999 elections as a private complaint," said Kurien.

"All the witnesses have been questioned thrice by three inquires. They have given their statements. If they have changed you better go and ask them why they changed it today after 17 years," he added, while claiming his innocence.

Kurien's name figured again in connection with this case after the victim wrote to her advocate in Delhi to explore the possibility of filing a review petition, seeking a fresh probe against the Rajya Sabha deputy chairman.

The girl has also written a letter to Kerala chief minister Oommen Chandy and Leader of the Opposition, VS Achuthanandan, demanding the probe against Kurien be reopened.

Chandy had earlier urged the media to refrain from linking Kurien to the Suryanelli sex scandal, saying he has been exonerated by two previous state governments and the Supreme Court from the charges. Achuthanandan has, however, demanded Kurien's resignation in the wake of statements from the victim.

A total of 42 men were accused of raping the 16-year-old girl, who hailed from Suryanelli in Kerala's Idukki District. Brutally raped for 45 days, she was then told by the perpetrators to return home and keep mum.

2 dead, scores missing as ferry capsizes in Bangladesh

DHAKA: A ferry carrying about 100 people capsized after colliding with a sand-laden boat on Bangladesh's giant Meghna river today leaving at least two people dead and scores missing, officials said.

The ferry sank in the Meghna river this morning after a sand-laden boat hit the vessel 'MV SM Sarash' carrying around 100 passengers was on its way to Chandpur from Narayanganj, officials said.

Officials and police said about half the passengers managed to swim ashore or were rescued by nearby fishing boats while searches were underway for the missing as Bangladesh Inland Water Transport Authority officials said they had located the wreck of the sunken vessel at the midpoint of the Meghna River in Gazaria area of Munshiganj.

"Bodies of a minor boy and a 15-year-old girl could so far be retrieved but rescue operation is underway with fire service divers and local volunteers searching for more bodies," deputy commissioner of Munshiganj Mohamad Saiful Islam Badal told PTI.

He however, said some 30 people could be missing as others swam to safety or were rescued.

"Our salvage vessel Rustom located the sunken ferry. Bodies believed to be trapped inside it could be recovered after it is retrieved," a BIWTA official said.

Witnesses said the ferry was carrying passengers from the capital Dhaka to the southeastern district of Chandpur when the accident took place.

Hundreds of distraught relatives gathered on both sides of the river, anxiously waiting to know the fate of their loved ones while one of the survivors said the missing people included an extended family of 17 who were going to join a relative's funeral.

Ferry accidents are frequent in Bangladesh, criss-crossed by nearly 300 rivers.

In March, 2011, 147 people were killed when a passenger vessel sank in the Meghna river after colliding with a cargo ship.

In December, 2009, 46 people drowned in Daira river in northeastern district of Kishorganj after a ferry capsized and sank.

Bombay HC refuses stay on order for raising liquor consuming age

MUMBAI: Refusing to grant stay on a notification increasing legal age limit to consume liquor from 21 to 25 years, the Bombay high court on Thursday directed the Maharashtra government to file a reply to a PIL filed by actor Imran Khan.

A division bench of Chief Justice Mohit Shah and Justice A V Mohta today said the matter requires consideration and hence it cannot grant stay on the September 2009 notification.

"The state government shall file its reply by April 15," the bench said, admitting the petition.

In September 2011, Imran Khan had approached the high court challenging Maharashtra government's proposal to increase the legal age limit to consume liquor from 21 to 25 years.

Senior counsel Milind Sathe, appearing for the actor, argued that under general law a person is considered as an adult after attaining the age of 18.

"At the age of 18, the person is allowed to vote and procure a driving license. Girls are allowed to marry at this age. The government cannot impose such an arbitrary restriction. A person of 18 years can make his own decision," Sathe said.

The actor after filing the petition had told reporters that the state government's proposal infringes upon the fundamental rights of a citizen who lives in a democratic country.

"If the government has not banned sale of liquor then anyone above the age of 21 should have the choice of consuming it. A major can decide for himself what is right and wrong," he had said.

Kashmir rights group to file suit against Grand Mufti

SRINAGAR: A civil society human rights group on Thursday said they would file a case against Kashmir's Grand Mufti for issuing fatwas which project the state in bad light internationally.

Pervez Imroze, patron of Jammu and Kashmir coalition for civil society told media persons here on Thursday: "He is a self-appointed religious leader who has been issuing fatwas, which project Kashmir and Kashmiris in bad light internationally."

Earlier he issued a fatwa against the Christians and now he has issued another one against these girls, he said.

"He is protected by the state government and has been trying to establish his own legal system. We have decided to move the court against his right to issue intimidating fatwas," said Imroze.

The Grand Mufti had recently issued a fatwa against three girls who formed 'Pragaash', the valley's first all-girl rock band.

Three people accused of posting threats on social networking sites against the girl band have been arrested, an official said on Thursday. Jammu and Kashmir chief minister Omar Abdullah said more arrests were possible.

The arrests took place late on Wednesday after a special investigating team (SIT) headed by a deputy superintendent probed the threats against the three-member all-girl band, police said.

"One was arrested from Baba Wayil village of Ganderbal district, the other from Srinagar city and the third from south Kashmir's Anantang district," a police official told IANS.

TV channels' creative teams to be sensitised on women depiction

NEW DELHI: Recognising the need to sensitise channels about issues related to depiction of women in TV programmes, the Broadcasting Content Complaints Council (BCCC) has decided to conduct interactive sessions with their creative and programming teams.

In a recent meeting, BCCC member Shabana Azmi had agreed to be a part of such sessions where she would discuss the subject with creative teams of various channels, sources said.

Sources said that the first such interactive session may be held in Mumbai sometime in March and the Indian Broadcasting Federation was also positively inclined towards the necessity of such a session.

The BCCC, which is the self regulatory body of the broadcasting industry, considers it to be a part of its obligation to impart insights and interact with the creative and content teams to ensure that they are aware of their social responsibilities, a well placed source said.

In its latest meeting held on January 23, council members held detailed discussions on the need to generate awareness among the creative teams about the need to create content which falls within acceptable levels of programming and is is in line with the Self Regulatory Content Guidelines.

The sources said that in the meeting which was headed by Justice A P Shah, members also felt that the advisory issued by the BCCC last year should be followed in letter and spirit and there should be consequences for broadcasters who violate it.

The council felt that, in some extraordinary cases, it could even pass stringent orders if the Advisory was violated, sources said. The BCCC had a year back issued an advisory expressing concern over the "tendency of some entertainment serials to use plotlines that focussed excessively on mistreatment of women."

"Often such mistreatment is portrayed in terms of assault, abuse and commodification of women. Sometimes such portrayals are sought to be justified on the grounds that the serials actually take a stand against the mistreatment of women even though the scenes are shot in a manner designed to appeal to salacious instincts and to demean women," the BCCC's advisory issued last year had said.

The sources said that there was a view within the BCCC that Broadcasters have to play a much greater role in creating awareness on this subject while avoiding trivialisation and denigration of women.

Officials said that the council felt that portrayal of women and girls on television is a serious matter and channels should exercise caution in this respect.

The Council is mostly concerned with issues like stereotyping of women, their indecent representation (sex, obscenity, nudity) and all kinds of violence against women, the sources said.

MUMBAI: The UPA government has apparently earmarked a trillion dollars or Rs 52 lakhcrore for infrastructure and construction in the 12th Plan. Of this, Rs 7.5 lakhcrore will be channelised in the first year, increasing to Rs 17.5 lakhcrore by the end of the fifth year.

The Centre also plans to invest Rs 200 crore to set up a skill development centre for the construction industry and is willing to partner with industry bodies towards this end.

This information was given by M F Farooqui, secretary in the department of heavy industry, in Mumbai Wednesday. He was speaking at a conference organised by ICEMA (Indian Construction Equipment Manufacturers' Association). The seminar titled 'Infrastructure Development -- Deliverables and Imperatives' was organised in association with CII.

The official said the Centre recognises the correlation between India's growth story and the construction industry''. In the 12th five-year Plan we are looking at a GDP growth rate of 8%, and the construction industry has to play a key role (in this). The industry is both the cause and effect of this growth. Investment spawns more jobs and furthers GDP growth, which again leads to more investment in the sector,'' he said.

The construction sector is believed to employ 30-35 million Indians directly and indirectly.

UP minister stands by 'sexist' remark against woman officer, complaint lodged with NCW

LUCKNOW: A complaint was lodged with the National Commission for Women on Thursday against alleged sexist remarks made by Raja Ram Pandey, Khadi and Village Industry minister in Uttar Pradesh at K Dhanlakshmi and KaminiRatanChauhan, present and former district magistrate of Sultanpur respectively. Lodged by NutanThakur, the complaint asks chairperson of the Commission to take cognizance of the issue, probe the matter and take action

On the other hand, Pandey accused media of twisting his statement and giving a different colour. "What was wrong in praising someone beautiful. I haven't said anything indecent about the woman IAS officer," the visibly angry minister said while replying media queries. Pandey further said that he was praising the work done during her stint as district magistrate in Sultanpur. "I only said she was beautiful and I find nothing wrong in it," Pandey added.

Pandey, who is minister-in-charge of Sultanpur, had on Tuesday while presiding over a function in Sultanpur made remarks which left the woman officer embarrassed. In his speech, while referring to K Dhanlakshmi, the 56-year-old minister said "She is beautiful...sweet voice... working capacity is high... her figure is also very good. During the previous regime, I was fortunate to have an opportunity to work with another beautiful woman district magistrate in Sultanpur ".

The remark drew widespread criticisism including from the ruling Samajwadi Party MLAs. Party MLA from Lucknow (central) Ravi Das Mehrotra threatened to take the matter to chief minister Akhilesh Yadav and national chief of the Samajwadi Party Mulayam Singh Yadav if the minister failed to express a public regret. It might be recalled that Pandey was earlier accused of taking bribe for transfer and posting of officials in khadi and village industry department.

UP IPS officer transferred after exposing minister 'involved' in illegal cattle trafficking

LUCKNOW: The Uttar Pradesh government has shunted out Gonda superintendent of police, Navneet Kumar Rana, who had conducted a sting operation which showed a senior Samajwadi Party leader offering bribe for releasing culprits caught for trafficking of cattle, including cow, for slaughter. After the matter came to light on February 2, the chief minister assured proper inquiry and action against traffickers but on Wednesday transferred the officer.

Newly appointed vice-chairman of UP Council of Sugarcane Research, KC Pandey, who is also SP's national secretary, enjoys the status of a minister of state as vice-chairman of the body. The Gonda superintendent of police, Navneet Kumar Rana, had alleged that the minister offered the bribe over phone. An FIR has been lodged in the case at City Kotwali of Gonda. But Pandey had described the charge as conspiracy against him.

On December 29, 2012, police seized a truck carrying 50 oxen in Khargapur, Gonda. Later, some people including one Ashutosh Pandey came to Rana and offered bribe for leaving the seized truck. Rana conducted a sting operation and recorded how traffickers offered him bribe. At the same time, Rana got a telephone call. The caller identified himself as KC Pandey and offered Rs 1 lakh bribe. The officer also recorded the conversation. Ashutosh was arrested.

On February 2, 2013, additional director general of police, law and order, Arun Kumar had said that the state government has taken the Gonda incident seriously and action is being taken against accused. On February 3, chief minister Akhilesh Yadav while replying to media queries had assured inquiry and action against culprits. However on Wednesday, instead of action against culprits, Rana was shunted out from Gonda and Pandey was given a clean chit.

Patiala court awards 10 years imprisonment to terrorist Balwant Singh Rajoana

PATIALA: A court here awarded ten years rigorous imprisonment (RI) to terrorist Balwant Singh Rajoana under an Explosive Act case.

Additional session judge Sanjeev Beri sentenced him on Wednesday in a case registered in 1995 at Rajpura under Explosives Act.

The court has fixed February 16, as next date of hearing in another case registered against him under the Arms Act.

Punjab police had arrested Rajoana in 1995 with around 80 kgs of RDX at Rajpura in Patiala district following which a case was registered against him. He is lodged in high security jail here.

Rajoana is also facing death sentence for assassination of former Punjab chief minister Beant Singh and his execution was scheduled for March 31 last year.

On March 28 last year, the home ministry stayed his execution following clemency appeals filed by the SGPC, a Sikh religious organisation.

Cong MLA's daughter files complaint against cops for manhandling her father

HYDERABAD: Even as the CID is probing the alleged rough handling of former minister and Congress MLA P Shanker Rao by police in connection with a land encroachment case, his daughter today lodged a complaint against the policemen. Rao's daughter Sushmita, who lodged a complaint with the Musheerabad police, alleged that Neredmet police personnel "man-handled" a senior MLA (Shanker Rao), who underwent a bypass surgery recently, while picking him up for questioning in connection with the case on January 31.

"In the complaint, she (Rao's daughter) has sought for initiating action against the Neredmet police personnel accusing them of ill-treating and man-handling her father," a senior police officer said adding they have not yet registered any case so far and were seeking legal opinion in this regard.

Musheerabad police on Friday last booked a criminal case against Rao, who represents Secunderabad Cantonment Assembly constituency here, for allegedly "threatening and abusing" Neredmet Station House Officer P Srinivas, when he, along with other policemen, went to serve notice on the legislator, who is accused of forging land documents of Green Field venture at Neredmet here for "illegal" gains.

In November 2011, a criminal case was registered against the MLA, his brother P Dayanand and three others for allegedly duping the owners of housing plots in Green Field Colony.

Police wanted to question Rao in connection with the case after the High Court lifted the stay on his arrest last year and went to his residence at Musheerabad on January 31. Sushmita had earlier alleged that there was a "political vendetta" behind the police action against her father and had demanded the state government to order an inquiry by the CBI into the behaviour of the police officials who picked him up for questioning from his residence on January 31.

In wake of allegations of man-handling of a dalit MLA by police, Andhra Pradesh chief minister N Kiran Kumar Reddy on February 1 had directed DGP V Dinesh Reddy to conduct a high-level inquiry into the entire episode.

Accordingly, the Crime Investigation Department of AP Police took up investigations.

However, Rao, who is presently undergoing treatment at a private hospital in Banjara Hills, reportedly refused to give his statement when CID officers met him yesterday.

Maintaining fiscal deficit target extremely important: Montek

NEW DELHI: Planning commission deputy chairman Montek Singh Ahluwalia today said restricting the fiscal deficit at targeted levels is "extremely important" for the economy.

"We have said ourselves in the Plan, I think we should be very clear about that balancing deficit doesn't mean zero fiscal deficit. But maintaining a target deficit that's extremely important for the health of the economy," Ahluwalia told reporters on the sidelines of a meeting with State Planning Commission/Boards.

Ahluwalia further said maintaining fiscal deficit at the targeted level is true for all the economies across the globe and the country wants to have a planning that is consistent with fiscal responsibility.

"I think that is true in all the countries, everywhere people are looking at that and we ourselves want to do a kind of planning which is consistent with fiscal responsibility, that is not a problem," he said.

Finance minister P Chidambaram in December said that some tough decisions taken by the government were necessary to bring down the fiscal deficit and it was important to augment resources and control expenditure.

To control the fiscal deficit and cap the rising subsidy burden, the government in the recent past has partially decontrolled diesel prices besides capping the number of subsidised cooking gas cylinder to nine per year per household.

The government has revised upwards the fiscal deficit target for 2012-13 to 5.3 per cent of the GDP from the 5.1 per cent earlier because of increasing expenditure and lower-than-estimated revenue realisation.

In reply to a question whether the government is planning to prune the planned expenditure in the next Budget, he said, "You know these are decisions, these are discussions going on. I don't want to comment on many things until after Budget."

MUMBAI: Cipla chairman and managing director Dr YKHamied --instrumental in making healthcare affordable by launching copy-cat copies of AIDS, cancer and other life-saving medicines, has decided to call it a day as the managing director. His brother, MK Hamied who's at present the joint MD, will continue as company's MD.

YK Hamied will however continue as non-executive chairman of the company with effect from April this year.

Hamied is credited for developing affordable generics of exorbitantly-priced medicines, and particularly for launching an AIDS cocktail drug at less than dollar a day, which revolutionised treatment a decade back.

"We have a good management team in place now, and Subhanu has also joined us recently. I'm confident that the company will continue to do well under the team's guidance", YK Hamied told The Times of India.

Cipla recently announced Subhanu Saxena as the company's CEO, who took over the reins from February this year. The top management team at Cipla includes whole-time director S Radhakrishnan. Hamied's nephew Kamil and niece Samina -- children of MK Hamied are already part of the company's core management team.

Cipla informed BSE that Dr Y K Hamied had expressed his desire to retire as managing director of the company. "The board unanimously acknowledges the outstanding contribution of Dr Hamied to the company over the past 52 years, and in deference to his wishes, has accepted his proposal to retire as MD effective March 31, 2013", the BSE filing said.

The company also posted robust results for the third quarter ended December 2012, with its gross revenue up 18% to Rs 2103 crore, while its net profit grew 25.5% to Rs 339 crore, up from Rs 270 crore in Q3 FY12.

40 Chinese people "punished" for covering up tunnel explosion

BEIJING: A total of 40 Chinese people have been "punished" for their roles in covering up a fatal tunnel explosion in December in which eight people were killed, Xinhua reported Tuesday.

The explosion occurred in north China's Shanxi province Dec 25.

The news of the explosion was revealed to the public five days after it occurred when a whistleblower wrote an online post.

Those who received "judicial or disciplinary punishments" included 14 people employed by the Erchu Co. Ltd. under the China Railway Tunnel Group.

Indian consumers most confident globally in Q4, 2012: Survey

NEW DELHI: Indians have emerged as the most confident consumers globally in the fourth quarter of 2012 despite job security and economy remaining their biggest concerns, in a study by provider of market information and insights Nielsen.

Consumer confidence in India increased two points to 121 in Q4, 2012 from the previous quarter. India has picked up on levels of optimism from Q2 and Q3, where it was steady at 119 points, though lower from Q1, when confidence levels were at 123 points, Nielsen said in a statement.

"The aspirational Indian is willing to upgrade, while more value conscious consumers are more responsive to deals and buying in bulk to keep expenditure buoyant," Nielsen India region president Piyush Mathur said.

According to the survey conducted between November 10 and 27, 2012, consumer confidence declined in 33 countries and increased in 19 countries. It polled more than 29,000 online consumers in 58 countries in Asia-Pacific, Europe, Latin America, Middle East, Africa and North America.

India was followed in second and third by Philippines (119) and Indonesia (117) in the consumer confidence index. Crisis-ridden Greece came last with its consumer confidence index at 35.

As per the latest survey, 54 per cent of respondents in India indicated they would put spare cash into savings.

"Thirty-nine per cent said they would invest in new technology and products, while 36 per cent reported they would spend spare cash on new clothes," it added.

When it came to buying things they wanted and needed, 55 per cent of Indian respondents felt it was a good time in Q4. Four in five online consumers (81 per cent) indicated they have changed their spending habits to save on household expenses.

"The fourth quarter highlights the willingness of people to spend during the holidays and festival season...The optimism, though, is tempered with a judicious controlling of household and discretionary expenses in order to balance the household budget," Mathur said.

The survey showed that job security and state of the economy continued to be the top concerns for Indian respondents.

"For one in five respondents (20 per cent), job security is the biggest concern in Q4, down two points from Q3 (22 per cent). The state of the economy is the biggest concern for 11 percent of respondents, down by three points from Q3 (14 per cent)," it said.

Yet, globally 76 per cent of online consumers in India and Philippines were the most optimistic about job prospects in the next 12 months, followed by online consumers in Thailand (70 per cent) and China (70 per cent), Nielsen said.

Police, news channel asked to pay Rs 6.5 lakh to sexual abuse victim

NEW DELHI: The Delhi police and television news channel Aaj Tak were today directed by the high court to pay compensation of Rs 6.5 lakh to a victim of sexual abuse for disclosing her identity eight years ago.

The court also directed the police commissioner to set up an inquiry into the disclosure of the FIR and its details by police to media.

"Respondent 1 (police) and 3 (Aaj Tak), are directed to pay to the petitioner's daughter a compensation of Rs 6,00,000, out of which Rs 1,00,000 shall be paid by respondent 1 and Rs 5,00,000 shall be paid by respondent 3," Justice Vipin Sanghi said and directed them to deposit the amount in four weeks.

In addition, the court also directed each of them to pay Rs 25,000 as litigation cost to the minor girl.

"While arriving at the figures of damages awarded against respondents, this court has taken into account the extent of negligent role played by each of them in the serious infraction of the fundamental right to life of the petitioners daughter...," the court observed.

The court also directed the commissioner of police to "immediately" set up an inquiry into the disclosure of the FIR and its details by the police officials to the media and said "the inquiry shall be headed by an officer not below the rank of a DCP, who shall not be from the same district with which this case pertains and who should not have had any connection or dealing with the FIR in question in the past."

The court said the inquiry should be conducted within four months.

"While conducting the inquiry, due care shall be taken to maintain secrecy of the identity of the petitioner and her daughter," it said.

The court passed the order on a woman's plea alleging that the police had disclosed to the media the contents of the FIR lodged on August 2, 2005 by her minor daughter accusing her father of sexual abuse.

The woman alleged that due to publicity, the victim faced irremediable social embarrassment and was unable to attend school regularly.

It was contended that her daughter was constrained to move cities and had to start her education afresh in the middle of the school term, leading to great mental trauma and agony.

2008 Malegaon blasts: NIA opposes Sadhvi Pragya Singh's bail

MUMBAI: National Investigation Agency, probing the 2008 Malegaon bomb blasts case, today told the Bombay High Court that it was opposing the bail plea of prime accused Sadhvi Pragya Singh Thakur who has sought the relief on medical ground.

Sadhvi who was diagnosed with cancer last year had sought bail on medical ground to undergo treatment.

The high court had earlier asked NIA and Sadhvi to consider working out a solution amicably.

While NIA had offered to get Sadhvi admitted to Tata Memorial Hospital in Mumbai, she refused to undergo the treatment in police custody, saying she wanted to be released on bail first.

NIA counsel Rohini Salian today informed the court that the agency was opposing Sadhvi's bail plea on the grounds of medical and for lacking merit.

Justice R C Chavan posted the application for final hearing on February 13.

Sadhvi is one of the prime accused in the Malegaon blasts case of September 29, 2008, in which six persons were killed and 100 others injured.

On January 19, 2009, Maharashtra ATS had filed a chargesheet naming Lieutenant Colonel Prasad Purohit as the main conspirator for providing explosives and Pragya for arranging for the persons who planted the explosives.

Clash stalls land acquisition for Posco project for sometime

PARADIP (Odisha): Renewed land acquisition for Rs 52,000 crore Posco steel plant in Odisha's Jagatsinghpur district since Sunday, was affected for sometime today following a clash between anti-project activists and police with the protesters claiming injuries to some.

The agitators, including women and children, gathered outside Gobindpur village where land acquisition was in progress and clashed with police personnel demanding withdrawal of force and stalling the operation for sometime.

However, district Collector S K Mallick claimed that land acquisition process, including dismantling of betel-vines, continued as per plan.

"Demolition of betel vines was carried out manually during last two days. The administration has now started using machines for the purpose to speed up the process", Additional District Magistrate, Paradip Surjeet Das said.

"So far, 60 acres of the required additional 700 acres has been acquired since fresh acquisition began at Gobindpur on Sunday. It will gain pace hence forward", he said adding earlier 2000 acres had been acquired in the proposed site for the South Korean steel major's project.

Stepping up the demand for withdrawal of police force from the area, Posco Pratirodh Sangram Samiti (PPSS) leader Abhay Sahu today launched a hunger strike at nearby Patna Hat, while a large number of children joined the demonstration after shutting down their schools.

Police and demonstrators came face-to-face as students from about nine schools from nearby Dhinkia, Patna and Gobindpur gathered on the outskirts of Gobindpur.

BANGALORE: The Congress will not move a no-confidence motion as it expects the BJP government to collapse on its own, leader of the opposition in the state Assembly said here on Monday.

"We will not move", Siddaramaiah said, when asked if the Congress was planning to bring in a no-trust notice in the Budget session, which commenced on Monday. "We don't have the numbers (to succeed)".

The BJP government "technically" enjoys a majority but the "ground reality" is different and it's in minority as some of the ministers supporting former chief minister BS Yeddyurappa are only continuing in office "to loot", Siddaramaiah alleged.

"The government will fall on its own",he said and likened the step to move a no-trust motion as "flogging a dead horse".

"If government respects the Constitution, it should recommend dissolution of the House, and seek a fresh mandate', Siddaramaiah added.

In the 211-member House, after acceptance of resignation of 12 MLAs and two vacancies, the ruling BJP has a strength of 108, including an independent who is a minister, a nominated member and the Speaker.

The BJP headcount includes two members who have tendered their resignations, yet to be accepted by speaker KG Bopaiah.

Assembly elections are due in Karnataka in May. After a four decade long association with the BJP and playing a key role in building it in the state, Yeddyurappa, quit the party two months ago and formally floated the Karnataka Janata Party.

High court issues notice to Congress, BJP on taking donations from Vedanta group

NEW DELHI: The Delhi high court issued notice to the Congress and the BJP on Monday on a plea seeking directive for a CBI or SIT probe for allegedly taking donations from subsidiaries of Britain-based Vedanta Group.

A division bench of Justice Sanjay Kishan Kaul and Justice Indermeet Kaur sought response from both political parties within three weeks and posted the matter for March 19.

The court earlier sought response from the home ministry and the Election Commission saying it will go through their responses before asking the Congress and the Bharatiya Janata Party (BJP) to respond.

22 killed in clash of Filipino extremists, rebels

MANILA: A Muslim rebel group said today it attacked Abu Sayyaf gunmen after the al-Qaeda-linked militants refused to free hostages, sparking fierce jungle clashes that left up to 22 combatants dead in the southern Philippines.

There was no word on whether the hostages were hurt in the fighting, but they remained in the grip of the Abu Sayyaf militants, police said.

Rebel commander Khabir Malik of the Moro National Liberation Front, which has an autonomy deal with the government, said his group decided to attack the Abu Sayyaf in the rugged mountains of Patikul town in southern Sulu province after negotiations collapsed on the release of several of its foreign hostages, including a Jordanian TV journalist and two European men who have been held since last year.

Abu Sayyaf militants did release two Filipino hostages over the weekend after an unspecified ransom was paid, security officials said, adding the captives were let loose on their own and not turned over to the Moro rebels.

"We had no choice," Malik told The Associated Press by telephone from Patikul. "They told us they won't hand over their hostages to us even if they die."

The Moro rebels battled the Abu Sayyaf with guns and knives at close range yesterday, Malik said, adding his group lost eight men, including one who was beheaded and a few others who were hacked to death.

Military and police officials in Sulu said up to 14 Abu Sayyaf men were killed, citing intelligence.

The fighting subsided today after Abu Sayyaf gunmen split into smaller groups, with a large group seen fleeing from Patikul to an adjacent town. But the clashes could erupt again, Sulu provincial police chief Senior Superintendent Antonio Freyra said.

It was the first major bloody confrontation between the two insurgent groups, which have coexisted for years and at times were suspected of collaborating on kidnappings and backing each other in clashes against government troops in predominantly Muslim Sulu.

Malik said his group had taken the initiative to seek the freedom of the hostages to help the government clean up the image of Sulu, where the Abu Sayyaf has carried out deadly bombings, kidnappings and beheadings, primarily in the early 2000s.

The two Filipinos freed by the Abu Sayyaf, cameraman Ramel Vela and audio technician Roland Letriro, worked for veteran Jordanian journalist Baker Abdulla Atyani. The rebels were also holding two European bird watchers, a Japanese treasure hunter, a Malaysian man and at least one Filipino resident of Sulu, police said.

Indian Muslims less privileged than SC, ST's: UK scholar

ALIGARH: Muslims in India are even less privileged than members of scheduled caste and scheduled tribes as they enjoy neither equity nor equality of opportunity, a noted British scholar claimed here today.

Delivering Sir Syed Memorial Lecture at Aligarh Muslim University here, Gordon Campbell, Professor of Renaissance Studies at Leicester University in UK, claimed that the condition of Muslims, especially in the field of education, had worsened "in the seven years since the Sachar Committee Report was published".

"Muslims have been marginalised and have limited access in the field of mainstream education and public sector employment in the country," said Campbell, who is also the founding chairman of the Consortium of British Universities in Saudi Arabia.

He, however, lauded some recent initiatives in the sphere of education of Muslims, particularly AMU's decision "to establish centres of higher education in minority dominated areas of the country including Malappuram and Murshidabad".

He said, the establishment of these centres was a "bold initiative" taken by the university.

Referring to the policies followed by AMU's founder Sir Syed Ahmad Khan, Campbell said some people attribute origins of the two nation theory, which ultimately led to the creation of Pakistan, to him.

He, however, pointed out "Sir Syed Ahmad Khan believed in peaceful co-existence and that Hindus and Muslims should form one nation".

BANGALORE: Putting all speculations to rest, the Congress on Monday said it will not move a no-confidence motion against the BJP government surviving on a wafer-thin majority.

"We don't have the numbers (to succeed) and so we have decided against it. It will be nothing short of flogging a dead horse," said Siddaramaiah, leader of the opposition in the state assembly.

On the JD(S) assurance that they will support the Congress if they move a no-confidence motion, he retorted: "That's merely a political statement".

He said BJP government technically enjoys a majority but the ground reality is different and it's in minority as some of the ministers supporting former CM B S Yeddyurappa already have one foot outside the ruling party.

"If CM Jagadish Shettar respects the Constitution, he should recommend dissolution of the House, and seek a fresh mandate," Siddaramaiah added.

Andhra Congress leader Sarojini Reddy passes away

HYDERABAD: Veteran Congress leader and former Andhra Pradesh minister Sarojini Pulla Reddy passed away here on Sunday following prolonged illness. She was 85.

A former member of the Congress Working Committee (CWC), she was suffering from cancer. She breathed her last at her residence here, family sources said.

Joining the Congress five decades ago, Sarojini Pulla Reddy was elected as a councillor in the Hyderabad Municipal Corporation in 1965.

She became the first lady mayor of Hyderabad -- and the second woman to don the honour in India after Tara Cherian, who became the lady mayor of Madras in 1966.

Sarojini was elected to the Andhra assembly from Malakpet in 1967. She represented the constituency twice but lost in 1978. She became the first chairperson of Hyderabad Urban Development Authority in 1975.

She was inducted into the cabinet in 1979. She was also a minister in the cabinets of T Anjaiah, Bhavanam Venkatram and Vijayabhaskar Reddy.

Pakistani Taliban condemns 'ideological war' in Mali, urges Muslim world to unite

PESHAWAR: The Pakistani Taliban urged the Muslim world to unite in a video message released on Sunday as they condemned the French military intervention in Mali as an "ideological war".

French President Francois Hollande visited Mali on Saturday and vowed his troops would stay as long as necessary to continue the fight against Islamist rebels who had taken control of the country's north for 10 months.

An offensive led by French troops has driven rebels from all but one of Mali's major towns, but there are fears the Islamists will now wage a guerrilla campaign from the sparsely populated north.

In a video message handed out to journalists in northwest Pakistan, Tehreek-e-Taliban Pakistan (TTP) spokesman Ehsanullah Ehsan condemned the French intervention, which has had logistical support from other Western countries.

"The French government has attacked mujahedeen in Mali and America has also agreed to support France. I ask the whole Muslim world to unite because it is an ideological war," Ehsan said.

He said the forces of "non-believers" were united and urged Muslims to come together.

"If America is supporting France on an ideological basis then in same way all Muslims should unite and support one another."

The TTP has waged a bloody campaign against the Pakistani state in recent years and the last two months have seen a notable increase in attacks on military posts and personnel.

The group claimed responsibility for a suicide attack on Saturday that killed at least 24 people at a military checkpost near Pakistan's semi-autonomous northwestern tribal belt where militants have carved out strongholds.

In December TTP leader Hakimullah Mehsud, who has a $5 million US government bounty on his head, said the group was open to peace talks but poured scorn on the idea of his men giving up their weapons.

Ehsan repeated the conditional offer of negotiations with Islamabad.

But he said they could only go ahead if certain politicians, including Nawaz Sharif, who leads leader of the main opposition party, the PML-N, acted as guarantors.

"We do not trust the Pakistan army, it has always broken past agreements, even agreements we made with politicians," Ehsan said in the seven-and-a-half minute video, in which he appeared flanked by armed masked men.

"We need solid guarantors who can assure us about the army, because the army is the real power in Pakistan."

He said the TTP needed assurances from Nawaz and the leaders of the two largest religious parties - Jamiat Ulema-e-Islam Fazl, led by Pro-Taliban cleric Maulana Fazl-ur-Rehman and Jamaat-e-Islami, headed by Munawar Hassan.

Censor Board demands apology from TN advocate general in Vishwaroopam row

MUMBAI: The Censor Board has issued a press statement in Mumbai condemning the allegations made by Tamil Nadu advocate general Navaneetha Krishnan in connection with the certification of Kamal Haasan's film Vishwaroopam.

The statement reads, "The Central Board of Film Certification would like to put it on record for all concerned that every action taken and procedure followed by CBFC for certifying Vishwaroopam or any other film has been done in accordance with the Act and Rules framed by the Parliament. The CBFC has been functioning since 1951 and there are judicial precedents upholding the legality of the certification process. In view of the above, the statement of advocate general Navaneetha Krishnan calling the certification process a 'scam' is baseless and irresponsible. (Also) the statement of advocate Sankarasubu calling the board members 'purchasable commodities' is utterly reprehensible and grossly defamatory."

The CBFC has called upon the advocate general and advocate Sankarasubu to issue an apology for the statements made by them.

Syrian army's missile hits Aleppo building, 13 killed: Watchdog

BEIRUT: At least 13 civilians were killed on Sunday in a missile attack by the Syrian army on a rebel-held neighbourhood in the embattled northern city of Aleppo, a monitoring group said.

"We have documented the names of nine people, while we can confirm at least another four were also killed. All were civilians," Syrian Observatory for Human Rights director Rami Abdel Rahman said.

The watchdog warned that the number of casualties could rise as people scrambled to sift through the rubble of a five-storey building that collapsed in the attack on Ansari district, in southwestern Aleppo.

A picture taken by an amateur photograph and distributed by the Observatory showed people gathered around a pile of rubble and the watchdog said two other buildings were damaged in the attack.

Large swathes of Aleppo city, once Syria's commercial hub, have been destroyed ever since the army launched an all-out assault in mid-July to stop rebels entering into the city from the neighbouring countryside.

More than 60,000 people have been killed in Syria's 22-month conflict, the UN says.

No noble family will allow girls to become dancers: Hurriyat

SRINAGAR: Hardline faction of Hurriyat Conference today expressed surprise over Jammu and Kashmir chief minister Omar Abdullah's support for the valley's only all-girls rock band, saying there is no room to nourish western culture and immoral values in the state.

"Kashmir is a place of sufis and saints and there is no room to nourish western type of culture and immoral values," Hurriyat spokesman Ayaz Akbar said in a statement.

"Though in a civilised society there is no place for coercion and force, there are some values a citizen has to adopt to safeguard the ethical and religious traditions," he said.

"Hurriyat Conference expresses regret and surprise over the support of Omar Abdullah," Akbar said.

"As a matter of fact no noble family will allow their girls to choose their profession as a dancer so as to be a mere thing of pleasure for strangers," he said.

Akbar said Omar should have gone through the history of Kashmir to find out the high regard and esteem bestowed upon women in order to save them from being sold as commodity.

"It is a matter of concern for us the way Omar Abdullah backed the rock band because the dynasty he belongs to has since long disassociated itself from Islamic and ethical values," he said.

Referring to the reported threats being given to the rock band, the spokesman termed it "not good".

"Instead, parents should have rectified the things and provided advice to their daughters that their activities were not as per ethics of Islam, culture and our unique identity," he said.

Omar had come out in support of the girls yesterday saying police will probe the threats.

"I hope these talented young girls will not let a handful of morons silence them," he said.

The all-girls band, which came to limelight in late December last year after their performance at the annual 'Battle of the Bands' competition here, had defied the convention by stepping into the male-dominated field of music.

The girls' band has received abusive and hate messages on their Facebook page for defying convention by choosing the field of music.
