Gandhian and freedom fighter Savitaben Patel passes away

VADODARA: Staunch Gandhian and freedom fighter Savitaben Bhanubhai Patel passed away here on Friday after a prolonged illness.

She was 90. The last rites were conducted at Vadi Vadi crematorium, where her daughter Usha lit the funeral pyre in the presence of local residents and Hitendra Patel, chairman of the standing committee of Vadodara Municipal Corporation.

Savitaben, born in Gujarat's Kheda district, was sent to jail by a British judge for hoisting the tricolour during the freedom struggle, her daughter said.

After her marriage in 1946, Savitaben shifted to Bombay (now Mumbai), where she stayed till 1964. She later settled in Vadodara.

Odisha orders property attachment of Saradha, Seashore Groups

BHUBANESWAR: Odisha government has issued an interim order for the attachment of properties of Kolkata-based ponzi scheme firm Saradha Group and the state-based Seashore Group of companies which allegedly duped investors of crores of rupees.

"The state government has issued interim order for property attachment of both Saradha and Seashore Groups on the basis of proposal of the Economic Offence Wing (EOW) of the crime branch of Odisha Police," Odisha minister Prasanna Acharya informed the Assembly.

The property attachment order has been issued under section 3 of Orissa Protection of Interests of Depositors (in Financial Establishments) Act, 2011 and the additional district magistrate of Balasore district, the competent authority under the act, has been intimated about it for attachment of Saradha Group's properties, he said on Friday.

The additional district magistrate of Cuttack has been informed about the order regarding attachment of properties of Seashore Group, he added.

Saradha Group had allegedly duped a large number of investors in both West Bengal and Odisha and Seashore Group in Odisha.

"We have registered two cases against Saradha Group in Balasore district. So far fraud amount against Saradha Group is alleged to be about Rs 50 crore," BK Sharma, additional director general (DG), crime branch, told PTI on Saturday.

He said Saradha Group has about 15 acre land in Balasore town. "We will certainly recover the money by attaching the properties of Saradha," he said.

As per the ad-interim order, land was purchased in the name of Saradha Realty India Ltd by its managing director Sudipta Sen and director Debika Dasgupta in Balasore.

The EOW has registered two cases against Sen and group director Debjani Mukherjee.

According to the provisions the Orissa Protection of Interests of Depositors (in Financial Establishments) Act, 2011 Act, the ADM would apply within 30 days to the designated court for making an ad-interim order of absolute attachment and for direction to sell the attached property by public auction and realise sale proceeds within 180 days.

Rain and snowfall expected in Kashmir valley

SRINAGAR: Rain and snowfall is expected at a few places in Kashmir which will bring some respite from the cold and dry weather conditions in the valley, a Met Department official said.

"Rain or snowfall could occur at a few places in Kashmir division, bringing an end to the monthlong dry spell," the official said here.

The valley has been going through a spell of dry weather for more than a month, although winter set in early this season with high altitude areas, including Gulmarg, recording the first snowfall at the fag end of October.

The residents in most parts of the valley, including Srinagar, woke up to an overcast sky indicating an increased possibility of rain or snow.

Srinagar, the summer capital of Jammu & Kashmir, recorded a minimum of 0.9 degrees celsius as against the previous night's 0.6 degrees celsius, the official said.

He said the night temperature in the tourist resort of Pahalgam also increased from the previous night's low of minus 2.2 degrees celsius to settle at a low of minus 0.8 degrees celsius.

The mercury in the famous ski-resort of Gulmarg settled at a low of 0.3 degree celsius as against zero degrees celsius the previous night, the official said.

He said Qazigiund, the gateway town to Kashmir, recorded a minimum of minus 0.3 degree celsius, against Friday night's 0.7 degrees celsius.

Kokernag in south Kashmir recorded a low of 1.4 degrees celsius, while Kupwara town in north recorded a minimum of minus 1.7 degrees celsius, the official said.

The minimum temperature in Leh town of frontier region of Ladakh settled at minus 8.5 degrees celsius as against the previous night's minus 8.7 degrees celsius, the official said. He said Leh continues to remain the coldest place in the state.

Nearby Kargil town recorded a low of minus 5.5 degrees celsius, he said.

Opportunities provided by Indo-US nuke deal yet to be tapped: Condoleezza Rice

NEW DELHI: The technological opportunities provided by the Indo-US civil nuclear deal are yet to be tapped, former US secretary of state Condoleezza Rice said on Saturday.

"The civil nuclear deal opened the way for extraordinary technological cooperation. I am not sure we could quickly make advantage of the opportunities of the technological cooperation it presented," she said.

Rice, who had played a crucial role in the negotiations during the deal, was speaking at a media event here during a seminar on 'USA and India: Building stronger ties'.

Although the deal was signed during the Bush regime in 2008, both the countries have not been able to make good use of it with concerns of "liability" clause of the Civil Liability Nuclear Damage Act raised by many foreign collaborators.

Rice noted that a lot of effort had been put in by both the nations for the deal to be worked out.

"I hope, when we go back and think of how hard that was to make this nuclear deal possible (and) that we will work, (to) use the technological cooperation and opportunities," she said.

She observed that both the countries share common interest and have strong cooperation in the fields of technology, economy and defence.

Referring to the US exit from Afghanistan, she said both the countries have a common interest in stability in South and South Central Asian region.

"Stability in (South and South Central Asia) is a key to stability in other parts. In South Central Asia, if India and Pakistan have stable relations; if Afghanistan develops as a peaceful, integrated, multi-ethnic state...

"Imagine a region in which Pakistan and India are together, Afghanistan and Central Asia all are together, in a region that is dynamic in terms of stability and security. That cannot happen without India and United States," Rice said.

Indian officials to question middleman in VVIP helicopter scam on Dec 13

NEW DELHI: Indian officials will question Guido Ralph Haschke, one of the three middlemen who allegedly helped swing the VVIP helicopter deal for AgustaWestland, in an Italian court next week.

Haschke, whose statement is being recorded by the Italian court after he was extradited from Switzerland, has apparently claimed 6 million euros were paid to Indian Air Force officials and 8.4 million euros to bureaucrats, with the politicians also getting a cut.

As per reports from Italy, Haschke said there was also a plan to give 7% commission in the case to the three cousins of former IAF chief Air Chief Marshal S P Tyagi, Dosca, Julie and Sandeep. He also claimed to have met Tyagi six to seven times.

Haschke, his partner Carlos Gerosa and London-based consultant Christian Michel were allegedly paid kickbacks totalling 51 million euros (around Rs 400 crore) in the Rs 3,546 crore deal for 12 VVIP helicopters inked with AgustaWestland, the UK-based subsidiary of Italian conglomerate Finmeccanica, in February 2010.

The Italian court on Thursday asked the Indian defence ministry officials present during the legal proceedings whether they wanted to question the accused. Our officials were given an opportunity to question Haschke through their lawyer on Thursday itself. But they told the court that they would reserve the right, till the next hearing on December 13, since they wanted to ask the questions in a proper, consolidated manner,'' said a source.

Italian prosecutors have alleged Haschke, who boasted of his big connections'' in India, and Gerosa acted as the intermediaries for the bribes paid to Indian officials.

The CBI FIR here, in turn, says, Guido Haschke and Carlo Gerosa managed to send 5.6 million Euros through Mohali-based IDS Infotech and Chandigarh-based Aeromatrix Info Solutions Private Ltd to India and kept the remaining amount of about 24.30 million Euros received from AgustaWestland with themselves in the account of IDS Tunisia''.

As reported earlier, even as the CBI probes the criminal case, the MoD is also getting all set to scrap the contract with AgustaWestland after earlier freezing all further payments to the company despite having inducted only three of the 12 AW-101 helicopters, with around 45% of the total contract value already been paid.

The final cancellation process was initiated after MoD received the opinion of the law ministry and the attorney general that there was a clear violation of the integrity pact and the contractual obligations'' by AgustaWestland. The provisions provide for strict action including the cancellation of contract, recovery of payment, blacklisting and penal action''.

Madras high court upholds stringent safety rules for cracker units

CHENNAI: Flaying fire cracker unit owners for showing least concern for the poor working in the hazardous industry, the Madras high court has declined to stay or quash a circular issued by the Centre to enhance safety at these units.

Justice K K Sasidharan, concurring with the submissions of additional solicitor-general of India P Wilson and dismissing a writ petition of Tamil Nadu Fireworks and Amorces Manufacturers Association president S S Vijayakumar, said, "Manufacturers have no concern for the life of workers or people living in and around the factories. In their attempt to manufacture fireworks on a larges cale during festival seasons, very often they ignore safety aspects and norms prescribed by the state," he said. "The manufacturers appear to have no concern for the lives of poor people. The difficulty faced by manufacturers to redesign their sheds or their decline in profit are not much of concern to the court," Justice Sasidharan added.

The matter relates to a circular issued by the explosives department on November 23, 2012, directing manufacturers to install facilities such as smooth pathway, separate sheds for semi-finished and finished crackers and trolleys with rubber lined wheel. Attributing several fire accidents to gross violation of safety norms, the circular also stipulated a 45-metre distance norm between two working sheds.

Counsel for the companies said authorities should implement only the existing licence conditions and added that there is no legal sanctity for the circular.

Justice Sasidharan, dismissing the writ petition, said the licence would be granted only for one year and the present circular merely said manufacturers must comply with new conditions at the time of renewal of licence. "The conditions incorporated in the circular should be considered as additional conditions appended to the licence already issued to manufacturers, he added.

Poor people living in and around Virudhunagar district are forced to work in cracker units, he said, adding that though the government could not provide all of them jobs, it could at least protect the interest of workers slogging in hazardous industries. "This is essentially not an issue between the manufacturers and the explosives department. This issue relates to the common man, workers and people residing in and around these factories," he said.

Chinese filmmaker faces $164m lawsuit for violating one-child policy

BEIJING: Top Chinese film director Zhang Yimou is facing a $164 million lawsuit after violating the country's controversial one-child policy, state media reported Friday, prompting renewed debate around the rules.

Critics say China's late-1970s family-planning law, which restricts most couples to one child, is selectively and sometimes brutally enforced, while the wealthy and well-connected are easily able to pay the fines levied for extra offspring.

But in recent days some users of China's popular online social networks have directed their anger at the policy itself, rather than Zhang, with some hoping the attention heaped on his case may hasten the eventual demise of the law, which authorities have recently moved to relax.

Two lawyers filed a lawsuit on Thursday in the eastern city of Wuxi, the hometown of Zhang's wife, suing the director of "Red Sorghum" and "Raise the Red Lantern" for a total of one billion yuan ($164 million), the government-run China Daily said in a front-page report.

"The rich have become increasingly audacious by violating the family planning policy just because they are rich enough to pay the fine... and they take an extra share of resources from society," it quoted one of the lawyers, Jia Fangyi.

"It's unfair to the poor and those who strictly follow the national policy," he added in a statement.

The two lawyers are claiming 500 million yuan in "compensation for public resources" and another 500 million yuan in punitive damages, the China Daily said, adding that the court might not accept the case.

Zhang, one of China's best-known filmmakers and the director of the opening and closing ceremonies at the 2008 Beijing Olympics, had faced rumours for months that he had fathered as many as seven children with several different women.

Amid increasing pressure -- including a Nanjing newspaper's publication last month of a front-page "wanted" poster seeking information on his whereabouts -- Zhang finally issued an apology on Sunday through his studio's microblogging account.

He acknowledged that he has two sons and a daughter with his current wife, as well as another daughter with his ex-wife.

The one-child policy was put in place to control China's booming population, and officials say it has been key to the country's rising prosperity.

But opposition to it has steadily grown among members of the public as well as among demographic experts, who warn that it has led to a decline in China's working-age population and a swelling of the ranks of the elderly that could bring about a labour shortage within the next two decades.

Those fears appear to be shared by China's Communist Party leaders, who after a key meeting in Beijing last month moved to expand the exceptions to the policy to allow couples to have two children if one of the parents is an only child.

In the past Chinese web users have typically responded with fury to reports of celebrities escaping the one-child regulation, but sentiments over the past week have been more mixed, with some citing Zhang as an example of why the law should be scrapped.

"We should be grateful to Zhang Yimou!" one posted on Sina Weibo, a Chinese equivalent of Twitter. "Thanks to his popularity, he's made the whole society debate the problems of the 'family planning policy'! This might help speed up the abolition of this draconian law."

Another said the controversy was "more than ridiculous", adding: "Procreating is a fundamental human instinct and a way of passing things on to future generations. Here in China, it's actually become a crime."

Chinese media reports have speculated that Zhang could face an official penalty as high as 160 million yuan, but authorities have not released any figures.

Fines for violators of the one-child policy are a significant source of income for China's provincial governments.

In 2012, 24 of the country's 31 provinces and regions collected a total of nearly 20 billion yuan ($3.3 billion) in penalties, the Beijing News reported on Thursday. None of the provincial authorities has detailed how the money was spent.

Illiterates in Himachal will get skill development allowance: CM

SHIMLA: Even the illiterate youth of State would now be able to reap benefits of ambitious Skill Development Allowance Scheme (SDAS) in selected trades such as masonry, carpentry, welding, plumber, painter and blacksmith etc. for upgrading their skills, disclosed chief minister Virbhadra Singh while presiding over a review meeting of the above scheme here last evening.

He said that Cabinet had already given its nod to reduce the age limit from 18 years to 16 years and essential qualification as middle pass to be eligible under SDAS. He said that the department would take up necessary steps to develop appropriate informal training modules for small sector and empanel specialised training agencies on the line of MES schemes of Govt. of India.

Virbhadra Singh said that this would not only widen the ambit of this ambitious scheme for covering more and more eligible youth but would also help in ensuring highly skilled man power in these traditional professions. He said that this would ensure better job opportunities to the youths not only in the State and country but also in Middle East and Gulf countries, where there was great demand for these skilled artisans. He said that all these courses would be certified courses so that the trainees have some document to support their expertise. He said that this would also help in preserving and reviving the traditional craftsmanship.

Chief Minister said that while engaging private partners for running skill upgradation courses, it should be ensured that they have good expertise and experience in running these courses. He said that this would save the trainees from any inconvenience after completion of their skill development courses. He said that it was necessary that gap between demand of the industries and skill be identified and courses be designed according to the demand of the Industry. He said that this would ensure better employment opportunities to the youth of the State.

Virbhadra Singh said that more than 20,000 beneficiaries had been covered under the Skill Development Allowance Scheme, so far, and number of beneficiaries were expected to cross 30,000 by the end of the year. He directed the officers of the Labour and Employment Department to ensure that the maximum number of eligible youth were benefited under the scheme. He directed the officers of the department for adopting proactive approach for ensuring effective implementation of this scheme as there was no paucity of funds for this Scheme. He also exhorted the youth of the State to take benefit of the scheme.

Thailand protesters at police HQ before royal birthday

BANGKOK: Prime Minister Yinlguck Shinawatra returned to her office Wednesday for the first time in five days but her effort to show that normalcy was returning to Thailand after days of violent protests was upstaged by another rowdy rally at the national police headquarters.

Anti-government protesters have agreed to a one-day truce in honor of the revered King Bhumibol Adulyadej's 86th birthday on Thursday, but vowed to maintain pressure on the government before and after the royal birthday.

Despite pledges to stage a peaceful march Wednesday, protesters knocked over concrete barriers, cut barbed wire and tried to scale the fences at the police compound in central Bangkok, which is across from some of the capital's biggest and fanciest shopping malls.

The commotion didn't last long. Police opened the gates to let the group of a few hundred protesters inside, and after claiming a symbolic victory the protesters filed out peacefully.

Authorities used the same strategy a day earlier at sites where violent clashes had erupted between police and protesters intent on seizing government offices, including the prime minister's compound, known as Government House, and the nearby Metropolitan Police Headquarters, which are located in Bangkok's historic district.

The government's move was widely seen as offering demonstrators a face-saving way out of a crisis that has killed four people and wounded more than 256 since the weekend.

The king's annual birthday celebration is a holiday that holds deep significance in Thailand, and many are looking to the king's traditionally televised speech Thursday as an important indicator of how the palace views the recent protests.

Bhumibol is a constitutional monarch with no formal political role, but he has repeatedly brought calm in times of turbulence and is looked to as a moral guide and unifying figure in Thailand. Violence on the day of his birth would be a major sign of disrespect.

As part of the truce, thousands of protesters cleared out of their main gathering point at Democracy Monument. Cleanup crews scrubbed the sidewalks and streets around the Bangkok landmark on Wednesday, clearing mounds of trash and debris left by the protesters who had camped there for over a week.

Some of the fiercest clashes took place outside of Government House, where mobs had lobbed petrol bombs at police who fired back clouds of tear gas, rubber bullets and water canons.

On Wednesday, Yingluck returned to her office at Government House for the first time since Friday to meet with Cabinet ministers and senior economic officials, Thai media reported. She was scheduled to leave in the evening for the seaside town of Hua Hin, where the aging king will host official ceremonies for his birthday.

Protest leader Suthep Thaugsuban vowed Tuesday to keep up the struggle to topple Yingluck and uproot the influence of her brother, former Prime Minister Thaksin Shinawatra, from Thai politics. Thaksin was ousted in a 2006 military coup, and Yingluck's rivals have repeatedly accused her of being Thaksin's puppet.

Suthep said that after a Thursday truce, "our battle" will begin again early Friday.

Yercaud byelection: 43% polling recorded till noon; tension prevails at Masinaickenpatty

YERCAUD: About 43% polling was recorded till noon in Yercaud assembly constituency in Tamil Nadu where a byelection is taking place.

Polling was more or less peaceful, except for an incident at Masinaickenpatty on the outskirts of Salem where tension prevailed after some men allegedly tried to influence voters by distributing money. Election officials were probing the issue after it was brought to their notice.

AIADMK's P Saroja and DMK's V Maran are the main candidates in the byelection, which was necessitated by the death of Saroja's husband and former MLA C. Perumal.

The Election Commission has made elaborate security arrangements to ensure a smooth polling in the constituency. Local police personnel are stationed in all polling stations. In addition, Central police personnel have been stationed in all the 120 polling station locations.

Additional armed reserve force personnel are stationed in 61 locations, where there is either a sensitive polling station or there are four or more polling stations.

Counting of votes is on December 8.

BJP leaders meet UP governor over sugarcane prices

LUCKNOW: A delegation of BJP leaders today met Uttar Pradesh Governor B L Joshi and requested him to direct the state government to fix cane price at Rs 325 per quintal and ensure that farmers are paid their dues with interest.

The delegation led by BJP legislative party leader Hukum Singh, senior leader Kalraj Mishra, legislators Sangeet Som and Suresh Rana apprised the Governor about the condition of farmers and sought his intervention, BJP Chief spokesman Vijay Bahadur Pathak told reporters here.

"He (Governor) has been requested to direct the state government to fix Rs 325 per quintal as cane price and payment of dues to farmers with interest," Pathak said.

The delegation told the Governor that the present Rs 260 per quintal payment to farmers by mills and Rs 20 later was not sufficient and they were facing difficulties due to this.

Ending a week-long impasse over cane prices, private sugar mill owners in the state had on December 1 agreed to start crushing at the rate of Rs 280 per quintal, but had maintained that the pricing was "unviable".

Trinamool adheres to government policy on Teesta, Mamata says

KOLKATA: Notwithstanding her party's opposition to the land boundary agreement and Teesta water sharing pact with Bangladesh, West Bengal chief minister Mamata Banerjee said on Wednesday that the state's ruling Trinamool Congress adheres to the central government's external affairs policy on the issue.

"When we go abroad then the country is my priority...When I go abroad, I can't say only my party views. I have to express my views in favour of my country...this is the protocol... many people ask me what is our external (affairs) policy? government policy is party policy," she said.

"The country's interest is more than party policy in certain areas," Banerjee said speaking on day one of the three-day closing session of the 75th anniversary of the state assembly.

Banerjee's claim, however, is quite contradictory to her party's stand on the two crucial issues affecting Indo-Bangladesh relations.

She had earlier virtually ruled out accepting the proposed land boundary agreement with Bangladesh in the present form under which 162 adversely held enclaves are to be exchanged between the two countries.

The Teesta water sharing pact has been put on hold after the Trinamool's strong opposition, over fears that the treaty could spell disaster for northern West Bengal.

In September last year, Banerjee embarrassed Prime Minister Manmohan Singh by

pulling out of a PM-led delegation to Bangladesh over the water sharing agreement, forcing India to drop it from the agenda.

Gangadhar Kulkarni, the newly appointed president of yet to open Goa branch of the Sene, said the initiative is "to bring about a change in mental attitude and morality of Tejpal".

"We are presenting the holy book as a gift to Tejpal to teach him the importance of Hindu culture. Bhagavad Gita is a symbol of Hindu culture. Shriram Sene feels that by at least reading Shrimadbhagawtgita, there will reformation in him", Kulkarni said at a press conference flanked by the coordinator of Hindu Janajagruti Samiti for Goa State Manoj Solanki and vice-president of Sene Karnataka, Kumar Hakeri.

When Shriram Sene restrained the 'pub culture' in Mangalore, Shoma Chaudhury made "unrefined appeal to young girls 'to send pink undergarments to Shriram Sene', Kulkarni said adding that the "culture of such western-oriented people have been fully revealed now."

India to contribute $1 million to anti-chemical weapons body

NEW DELHI: India has decided to give $1 million to the trust of Organization for the Prohibition of Chemical Weapons at The Hague for destruction of Syria's chemical weapons and related facilities, a move that will strengthen its case for inclusion in Geneva-II talks next month.

Apart from the financial assistance, India has offered the services of its experts to help in the destruction of Damascus' chemical weapons arsenal and related facilities, a ministry of external affairs statement said.

Welcoming the progress on the time-bound safeguarding and destruction of Syria's chemical weapons and its accession to the chemical weapons convention, the ministry said, "India's assistance to the OPCW is a concrete demonstration of India's consistent position of support for the complete destruction and elimination of chemical weapons worldwide".

India has already expressed interest to be included in next month's Geneva-II, an international conference which seeks to bring together all warring parties, domestic and international, to stabilize Syria.

The MEA statement also said, "India would also offer the services of its experts to be used by the OPCW in the destruction verification activity as well as training slots for the personnel participating in the UN/OPCW mission for the destruction of Syria's chemical weapons.

"India is an original state party to the chemical weapons convention and as a possessor state it has completed the destruction of its chemical weapons in accordance with the convention," the ministry added.

No urgency to set up Cauvery Management Board: SC

NEW DELHI: The Supreme Court on Tuesday refused to give an urgent hearing to a plea of Tamil Nadu government for setting up Cauvery Management Board for implementation of the Cauvery Water Disputes Tribunal award, saying there is "no urgency" for it.

"In this monsoon, God has taken care of water. We can understand drought situation has been there and your crop gets affected," the bench said, while posting the matter for hearing in January next year.

The bench said the apprehension of the Tamil Nadu government that the project considered by Karnataka will affect water sharing is "misplaced and misconceived".

The Centre also submitted that it is not giving clearance to any such project.

"Why are you obsessed with the board. We have made ad-hoc arrangement. If it is not working then we are here to look into," the bench told the Tamil Nadu government.

The Tamil Nadu government, in its application, had sought the court's intervention to set up the Cauvery Management Board alleging that Karnataka was planning to construct a hydro-power station at Mekedatu for which three reservoirs were planned across Cauvery river.

BJP misleading people on J&K married women's residency: Omar

SRINAGAR: Jammu and Kashmir chief minister Omar Abdullah on Tuesday accused BJP of "diverting" attention from Narendra Modi who "knowingly or unknowingly misled the people," on a Bill on the issue of residency of women marrying outside the state.

Omar was responding to BJP's claim that National Conference had "enthusiastically" supported the Bill in the state legislature brought by then ruling PDP which sought to withdraw the status of a permanent resident from a woman who married outside J&K.

BJP leader Arun Jaitley, in a blog post yesterday, wrote that after PDP formed the government in the state in alliance with Congress in 2002, it introduced 'The Jammu and Kashmir Resident (Disqualification) Bill 2004', which was "enthusiastically" supported by NC.

In a series of Tweets, Omar retorted, saying, "That NC supported a Bill that would have continued the discriminatory framework against women some years ago is a fact, no denying that.

"(But) In power for 5 years now, NC has made no attempt to revive that Bill nor has any intention to, is also a fact that can't be denied," Omar wrote.

The chief minister said the issue was not what his party did or did not do, but that Modi had got his facts "wrong" at his rally in Jammu on Sunday and "now BJP is diverting attention".

"That Modi was knowingly or unknowingly misleading the people on this issue is a fact that can't be denied, whatever Jaitley says," Omar said.

He also hit out at "self-appointed experts" appearing on TV shows to debate Article 370, asking them to read the provision of the Constitution guaranteeing special status to the state before forming an opinion on it.

"Dear self-appointed Kashmir experts appearing on TV channels to debate Art 370 PLEASE read Art 370 before forming an opinion about it," Omar wrote on Twitter.

The chief minister and BJP have been engaged in a war of words since Modi said there should be a debate on whether Article 370 had benefited the state.

Modi had said his party wanted a discussion on various aspects of the constitutional provision, while Omar had maintained that the Gujarat CM was "badly-informed or lying" on the issue.

Guardian editor to be grilled by UK MPs over Snowden leaks

LONDON: The editor of Britain's Guardian newspaper, Alan Rusbridger, is to appear before lawmakers today to defend his newspaper's publication of intelligence documents leaked by former US intelligence analyst Edward Snowden.

Parliament's home affairs committee is questioning Rusbridger as part of its investigation into counter- terrorism, amid claims the newspaper endangered national security by publishing details of US and British spying.

Britain's top spy chiefs warned last month that Al-Qaeda and other enemies were "lapping up" Snowden's revelations and were using them to change the way they operate.

The Guardian counters that its stories sparked an important debate about intelligence, privacy and freedom of speech. It insists it has handled all the information sensitively.

Ahead of the parliamentary hearing, Rusbridger, 59, tweeted a "v nice letter" of support from Carl Bernstein, the veteran US journalist who helped break the Watergate scandal.

Bernstein said the hearing appeared to be "an attempt by the highest UK authorities to shift the issue from government policies and excessive government secrecy in the United States and Great Britain to the conduct of the press".

"Rather than hauling in journalists for questioning and trying to intimidate them, the (House of) Commons would do well to encourage and join that debate," he added.

The Index on Censorship campaign group raised similar concerns in an open letter to the chairman of the home affairs committee, opposition Labour lawmaker Keith Vaz.

"We are concerned that rather than a debate being opened up, the focus has instead been on criticising the Guardian's work, with even the prime minister threatening to take action against the newspaper if it did not take 'social responsibility'," Index chief executive Kirsty Hughes wrote.

WTO meet begins tomorrow, high stakes for India's food programme

BALI: Ministers and trade diplomats from 159 countries will get into tough negotiations at the WTO ministerial meeting beginning here tomorrow with India seeking a deal on farm subsidies that will enable it to implement its $20 billion food security law without attracting any multilateral scrutiny.

As hard bargains continue for the next four days at the picturesque tourist resort of Indonesia, the ministers, including from the influential developed countries will try and reach agreements on providing windows to the developing nations for their food security programmes and a pact to free the global trade from the procedural hassles at the customs.

This agreement is being pushed by the US and other developed world as they seek to bolster their sagging economies through an unhindered international trade by way of a uniform and easy procedure at customs. The proposed deal is billed to be one that has a potential to boost the world trade by $1 trillion.

"Measures on 'Trade Facilitation' to streamline customs procedures and minimise unnecessary border delays, delivering jobs and opportunities in times of unemployment and slow growth...are estimated to be worth up to $1 trillion per year for the global economy," WTO director general Roberto Azevedo said in his communication to journalists covering the WTO ministerial meeting, the highest policy -making organ of the multilateral organization.

While talks in Geneva in the run-up to Bali meeting were deadlocked after tough posturing by India and the US, Azevedo said, he has not given up.

"I would like to assure these countries and indeed all WTO members that I have not given up on securing the Bali package and will be working with all delegations in Bali to get an agreement that secures a successful outcome for the meeting and a promising future for the multilateral trading system" he has said.

8 killed, 14 injured in van-truck collision in Gujarat

ANAND (Gujarat): Eight persons, including three women, were killed and 14 others injured when their van collided head-on with a truck on Tarapur-Vataman Highway near here, police said on Monday.

The accident took place late last night on Tarapur- Vataman road, which falls on Baroda-Rajkot Highway. Tarapur is 37 km from here.

The driver of the pick-up van, carrying 21 labourers from Alirajpur district of Madhya Pradesh, tried to overtake a heavy vehicle when a truck coming from the opposite direction collided with it, police said.

"Prima facie, the negligence of driver is the cause of the mishap," Anand superintendent of police R V Asari said.

Seven persons, who were employed as labourers at a farm in Tarapur, died on-the-spot while one succumbed to his injuries during treatment at a hospital in Vadodara, police said.

The deceased have been identified as - Lalita Koli (17), Kadri Koli (35), Bhapi Koli (37), Dimalya Koli (50), Narsinh Koli (48), Chatra Koli (15) and driver Rohit Ratilal Solanki.

The identity of one of the deceased could not be ascertained.

The 14 injured, including some seriously, were being treated at a private hospital in the district while some of them were referred to a hospital in Baroda.

It is feared that the toll may rise.

Law intern's case: Protest outside former SC judge Ganguly's office

KOLKATA: A group of activists today protested outside the office of former SC judge Justice A K Ganguly, accused of sexually harassing an intern, and demanded his arrest as well as resignation from the post of chairman of West Bengal Human Rights Commission.

The activists, under the banner of 'Bharat Bachao Sangathan', staged a silent protest outside Bhabani Bhavan with banners reading 'Jurisprudence calls for arrest of Mr Ashok Ganguly'.

They also submitted a letter to his office, saying that since he has been accused in the case and a three-member committee is looking into it, Ganguly should resign from the post to ensure a free and fair trial.

They also submitted a letter to governor M K Narayanan, requesting him to ask Ganguly to step down from the post.

Denying allegations of the intern, Ganguly has so far declined to say whether he would resign as WBHRC chief.

Trinamool Congress leaders had also demanded that Ganguly should step down from the post.

Manish Tewari demands a white paper on financial situation in Punjab

LUDHIANA: Firing another salvo on the ruling government Union information and broadcasting minister Manish Tewari has demanded a white paper on the financial situation in the state of Punjab. He alleged that the Punjab government so far has been in denial mode only making everybody believe that all is well. "Or it appears to be blissfully ignorant as what is in store for the state", he cautioned.

Quoting news reports based on RTI information provided by the state government itself, Tewari pointed out, it is official that the state government has either sold its properties or mortgaged these to get money for its day to day needs. "No government can be run this way", he pointed out, while expressing serious concern about the financial mess in the state.

The Minister, who represents Ludhiana parliamentary constituency, said, it is not a matter of political posturing, but the harsh reality that the Punjab economy is progressively declining and day may not be far when the state goes bankrupt. "The state government needs to act before it is too late", he warned, while adding, denial mode was no defence.

He said, instead of continuously remaining in the denial mode, the state government should produce a white paper on the state of economy and spell out the measures for reviving it.

"This government either appears to have given up or is blissfully ignorant about the economic crisis that is staring the state on its face", Tewari warned, while adding, this may have a cascading effect and the government may not be able to control the situation anymore.

Muzaffarnagar riots: BJP leader surrenders, sent to 14-day judicial custody

MUZAFFARNAGAR: BJP leader Sadhvi Prachi, wanted for her alleged involvement in the recent communal riots that killed over 60 persons, on Monday surrendered before a local court which sent her to 14-day judicial custody.

Prachi surrendered before the court of additional chief judicial magistrate, which also rejected her interim bail application, the prosecution said.

Her bail plea will be taken up for hearing on Tuesday. Prachi, who had contested the 2012 assembly elections on BJP ticket, was among around 40 persons accused of inciting riots through their provocative speeches.

More than 60 persons were killed in communal violence that had broken out in Muzaffarnagar and adjoining areas in September this year.

NEW DELHI: Former President Pratibha Patil has returned all the gifts received by her in official capacity after they were displayed at a school owned by her family in Amravati in Maharashtra.

"155 gifts received by the former President, Pratibha Devisingh Patil in her official capacity were loaned to Vidya Bharati Shaikshanik Mandai, Amravati for display on a purely temporary basis," Rashtrapati Bhavan has said in an RTI reply.

In response to activist Subhash Agrawal, it said all the gift items which include candle set received from UK Prime Minister, a gold medallion and a silver medallion of Nelson Mandela, a gift box from China among others have been returned to Rashtrapati Bhavan on May 22.

"These were received back by the deputy director (Art), Rashtrapati Bhavan," it said, adding that no information on cost incurred on transportation is available on record.

It said the gifts were loaned to Vidya Bharati Shaikshanik Mandai, Amravati according to an MoU signed between Rashtrapati Bhavan and the institute.

The reply also said 36 artifacts were handed over to DRDO during the presidency of APJ Abdul Kalam for being displayed in the Brahmos Centre in New Delhi.

"All 36 items have been received back at Rashtrapati Bhavan on October 3, 2012," it said.

AK Ganguly need not resign as rights panel chief: Sorabjee

NEW DELHI: Former Supreme Court judge AK Ganguly need not resign from the chairmanship of West Bengal Human Rights Commission in the wake of sexual harassment allegation against him as it would set a "dangerous precedent", former attorney general Soli Sorabjee has said.

"No. I don't think so. Because he says these allegations are baseless. Why should he?....We are in the realm of accusations," Sorabjee said when asked whether Ganguly, who is accused by a young woman law intern of sexually harassing her, should resign from the post of WBHRC chairman in the wake of allegations.

He was speaking to Karan Thapar on CNN-IBN's Devil's Advocate programme.

"Suppose it transpires that these allegations were unfounded.... Suppose that happens, should he resign now as chairman of the Human Rights Commission?

"If your logic is accepted, anyone in important position must resign when an allegation is made, which the man denies. I can understand admission... yes, sorry I did that. Dangerous precedent," the eminent jurist said when asked whether he was giving Ganguly the benefit of doubt.

Reacting to another query about Ganguly's continuation in the post, Sorabjee said, "if he says that I deny those allegations. In a court of law, very often a case which seems a winning case, an open and shut case, turns out to be (different) later."

Moderate 5.3-magnitude jolts China's Xinjiang province

BEIJING: A moderate quake of 5.3-magnitude jolted China's remote Xinjiang Uyghur Autonomous Region on Sunday.

The epicentre was at a depth of 9 km, the China Earthquake Networks Centre said.

There were no reports of any damage or casualty, state-run Xinhua news agency reported.

The remote province witnessed another moderate quake of 5.6-magnitude exactly a week back causing some minor damage.

Israeli PM Benjamin Netanyahu heads to Rome for first talks with pope

JERUSALEM: Israeli Prime Minister Benjamin Netanyahu left for Rome on Sunday for a two-day official visit during which he will meet Pope Francis for the first time.

The Israeli leader took off around midday accompanied by six of his ministers, including his newly reappointed foreign minister Avigdor Lieberman, public radio said.

During the visit, Netanyahu is also due to meet his Italian counterpart Enrico Letta, and will hold a joint session with the Italian cabinet, it said.

On Monday, he will be granted his first audience with Pope Francis, who took over as the worldwide head of the Catholic Church in March.

Six weeks ago, Netanyahu's office had said he would meet the pope during a visit to Rome in late October, but the meeting never happened — with a diplomatic source telling AFP it would not happen because it had not been coordinated in advance with the Vatican.

When the two meet on Monday, they are likely to discuss the Iranian nuclear issue and the ongoing peace talks with the Palestinians.

And they are also expected to discuss the pope's planned visit to the Holy Land early next year.

Pope Francis has already been invited to visit the Christian holy sites by Israeli President Shimon Peres in April, and by Palestinian leader Mahmud Abbas, who met him on October 17.

Israeli sources say the visit could take place before Peres ends his term as president in July. Although no date has been made official, sources on both sides say it is likely to take place on May 25-26.

The papal visit will reportedly begin in Jordan, a senior Vatican official said on Saturday, according to Jordanian state news agency Petra.

"The pope's visit to the Holy Land will begin in Jordan," Vatican foreign affairs official Dominique Mamberti said in Amman after meeting Jordan's Foreign Minister Nasser Judeh.

Israel and the Vatican first established full diplomatic relations in 1993, but have been engaged in years of thorny diplomatic negotiations over property rights and tax exemptions for the Catholic Church, which have yet to be fully resolved.

The Holy See wants full recognition of the legal and patrimonial rights of Catholic communities in Israel and formal confirmation of tax exemptions enjoyed by the Church since the Jewish state's emergence in 1948 and which the UN has asked Israel to honour.

One of the most delicate questions involves access by Catholic worshippers to a site on Mount Zion in Jerusalem called the Cenacle, where Christians believe Jesus held the Last Supper the night before he was crucified.

In June, the sides agreed to step up negotiations over the outstanding issues.

Siddaramaiah orders sugar factories to pay minimum support price

BANGALORE: Chief minister Siddaramaiah on Sunday warned sugar factory owners of action if they fail to adhere to the minimum support price fixed for sugarcane by the government.

The government has fixed Rs 2,500 per tonne as MSP and offered Rs 150 per tonne as additional incentive from its side. Some factory owners have opposed the government's decision.

"The factories have to fall in line and pay the MSP to the farmers, else, they have to face action," the CM told reporters here on Sunday. Meanwhile, assuring to help the farmers, he appealed to the farmers not to resort to any drastic steps like suicide.

Referring to those seeking his resignation following the suicide of a sugarcane farmer in Belgaum, he said: "let them seek my resignation. I'll continue to work." The CM said the remaining five days of the legislature session would discuss issues related to north Karnataka.
