Inspection of Rajdhani Express rake reveals unhygienic practices

Written By Unknown on Sabtu, 26 Juli 2014 | 08.20

KOLKATA: Felt squeamish after watching the Rajdhani Express waiter place trays of food on the floor near the toilets before serving them to passengers? He may not have had any other option. In all probability, the pull-out trays above the pantry heaters in the coach were malfunctioning. At least, this was one of the problems that came to the notice of Eastern Railway general manager R K Gupta when he inspected a rake of the 12301 Howrah-New Delhi Rajdhani Express on Wednesday at the Tikiapara depot.

"All trays in all coaches must be made operational. While floors and fittings are being cleaned, proper attention is not being paid to walls, ceilings and electrical fittings inside bathrooms. Attention must also be paid to this. The stainless steel surfaces in corridors, including those around wash basins, should also be regularly cleaned and kept in spic and span condition. The dustbins kept near the doorways will have to be cleaned and painted on a regular basis. Doormats are provided outside toilets in AC-I coaches. They may also be provided in other coaches. These should be cleaned before journey commences," Gupta directed officials after the inspection.

Passengers have been regularly complaining of poor quality food and pests like cockroaches and even rats inside coaches. The issue of hygiene also came up after passengers complained that waiters are placing food trays on the floor near the toilets. Passengers have also been complaining of dirty, stained linen supplied during the journey. Gupta also inspected how the system of cleaning linen works.

"Stained linen are separated and sent for treatment through an outsourced agency. The performance of this agency is not found satisfactory. I inspected a few washed linen packages received from the agency. In many cases, there were stains and washing quality wasn't satisfactory. We should immediately work towards development of in-house facilities for treatment of stains. Passenger friendly information such as centralized catering help line and security help line may be provided with departmental information on the linen bags provided to passengers. Periodicity of cleaning of walls and ceilings inside the coaches must also be fixed," Gupta ordered.

While inspecting the pantry car, the GM noted that cleaning of refrigerators is not taking place on a regular basis. He ordered that a periodicity be maintained. He also suggested that the 2KW heaters be replaced by industrial-type microwave ovens to facilitate quicker heating of meals. "This will also help us migrate towards modern food packaging practices. Water was oozing out at the joint of aluminium floor surfaces. There is sufficient gap to allow pest infestation, besides being unhygienic. Suitable solution needs to be looked into," the GM said.

Suspended Goa Youth Congress president alleges 'harassment'

PANAJI: Valanka Alemao, who was on Friday suspended as the chief of Goa Youth Congress, on Saturday alleged that she was "tortured and harassed" by the party officials who wanted her to resign.

State Congress chief John Fernandes refuted the allegations, saying that he had not met her or spoken with her after the Lok Sabha campaign began, so there was no question of harassment.

Alemao, accused of deliberately staying away from campaigning during the Lok Sabha polls, on Saturday claimed that local office-bearers of Congress were pressuring her to quit her post, but she refused.

"I was harassed and tortured by local party officials. I was abused with derogatory words by GPCC chief John Fernandes, legislator Aleixo Lourenco Reginaldo and spokesperson Pratima Coutinho," Alemao alleged.

Fernandes claimed that she only wanted to get people's sympathy. "I have never met her or phoned her since Lok Sabha campaign began. So the question of abusing or torturing her does not arise. That must be her imagination," he told PTI.

Valanka Alemao, daughter of former Goa minister Churchill Alemao, is facing a probe by state Congress for alleged anti-party activities, and also by the party's central committee which is studying the reasons for poll debacle.

Australia to send troops to MH17 crash site in Ukraine: Tony Abbott

Written By Unknown on Jumat, 25 Juli 2014 | 08.21

SYDNEY: Australian troops plan to join a police contingent in helping secure the Flight MH17 crash site in Ukraine, Prime Minister Tony Abbott said on Friday, while stressing that the mission would be humanitarian in nature.

Abbott has been highly critical of the response on the ground to the downing of the Malaysia Airlines plane, which was carrying 298 people when it was apparently shot down in rebel-held eastern Ukraine.

Some 90 Australian Federal Police have already been deployed to Europe for a planned international mission to help secure the wreckage and retrieve bodies.

A further 100 will leave on Friday to participate in the operation and "do the right thing by the grieving families", Abbott said, adding that Canberra was close to finalizing an agreement with Ukraine for deployment of the Australian officers.

"Many of the (police) deployed won't be armed, some of them could be armed," Abbott told reporters.

"And, yes, there will be some ADF (Australian Defence Force personnel) as part of this deployment, should it go ahead," he added, without putting a figure on how many.

Abbott's office later confirmed the defence personnel were troops. The majority of those on MH17 were Dutch, but 28 Australians and nine permanent residents were also on the plane.

"This is a humanitarian mission with a clear and simple objective, to bring them home," Abbott said. "All we want to do is to claim our dead and to bring them home."

He added that given human remains were still be recovered, it was "more important than ever that the site be properly secured".

"I expect the operation on the ground in Ukraine, should the deployment go ahead, to last no longer than a few weeks."

The prime minister said he had spoken twice to Russian President Vladimir Putin on the incident since it happened last week.

"President Putin has been full of sympathy, as you would expect from another human being, for what's happened to 37 families in Australia," Abbott said.

"And he certainly has been publicly and privately supportive of securing the site so that the full impartial investigation ... can be completed and all of the bodies can be brought home."

RBI fines 12 banks Rs 1.5 crore for Deccan Chronicle default

MUMBAI: Reserve Bank of India has fined 12 banks Rs 1.5 crore for not following proper guidelines in advancing loans to the Deccan Chronicle group which has defaulted to the extent of Rs 4000 crore.

The Reserve Bank had carried out a scrutiny of the loan and current accounts of Deccan Chronicle Holdings Ltd., in certain branches of these banks in late 2013. Based on the findings of the scrutiny, the Reserve Bank issued show cause notices to these banks in March 2014, to which the individual banks submitted written replies. " After considering the facts of each case and the individual bank's reply, as also, the personal submissions etc., by some of the banks before its Committee of Executive Directors, the Reserve Bank came to the conclusion that some of the violations were substantiated and warranted imposition of monetary penalty," said RBI in a statement.

The 12 banks that have been fined are Andhra Bank (Rs 10 lakh), Axis Bank (Rs 15 lakh), Canara bank (Rs 10 lakh), Corporation Bank (Rs 10 lakh), HDFC Bank (Rs 5 lakh), ICICI Bank (Rs 40 lakh), IDBI Bank (Rs 15 lakh), IndusInd Bank (Rs 10 lakh), Kotak Mahindra Bank (Rs 10 lakh), Ratnakar Bank (Rs 5 lakh), State Bank of Hyderabad (Rs 10 lakh), and Yes Bank (Rs 10 lakh)as determined above.

What was unusual about the loans was that these advances were not backed by enough security. The mortgaged assets are expected to fetch a third of the loan exposure. Secondly, most of the lenders were unaware of the extent of leverage by the company and the exposure of other lenders to the group. Sources said that RBI was shocked that advances were made by lenders without speaking to each other.

This action is not intended to pronounce upon the validity of any transaction or agreement entered into between the concerned bank and the borrower the central bank said.

In July, Canara Bank, which has an exposure of Rs 350 crore to Deccan Chronicle, said that the company's promoters had approached the bank for restructuring. However the bank had asked for a one-time settlement as the promoters might not be in a position to meet the huge funding requirement.

Last year the Central Bureau of Investigation had filed a case of cheating, fraud and criminal conspiracy against Deccan Chronicle Holdings chairman T Venkattram Reddy, vice-chairman and managing director T Vinayak Ravi Reddy , vice chairman PK Iyer as well as the company's auditors CB Mouli & Associates.

52 priests defrocked by Catholic Church in England and Wales for sexual abuse since 2001

LONDON: As many as 52 priests have been defrocked by the Catholic Church in England and Wales for sexual abuse since 2001.

Data made public on Friday by the National Catholic Safeguarding Commission (NCSC) has shown that 465 sexual assault claims were made against clergy members between 2003 and 2012.

Of these, 31 members of the Church were accused of having abusive images of children with an equal number accused of carrying out emotional abuse.
Around 78 Church members have been charged with physical abuse.

"There have been 52 laicisations completed since 2001," the Church announced.

CSAS director Adrian Child said the Church had made it mandatory for all allegations to be immediately reported to police.

Child said "Often there is a time lapse of 20, 30, 40 years between the abuse and people coming forward. We have no real knowledge of how many people there might be who have been hurt in some way in the past".

In the 10-year period between 2003 to 2012, 598 allegations of abuse were reported to the statutory authorities by dioceses and religious congregations in England and Wales.

Of these, 465 (77%) were allegations of sexual abuse.

The Church however admitted "while no doubt for good practical reasons, given the length of time such actions can take, this means that large numbers of outcomes simply fall out of sight, and never appear in the data (unless they eventually result in a laicisation). In each year, between 30 and 45% of all allegations are listed as 'Investigation initiated and in progress'".

The Catholic Safeguarding Advisory Service (CSAS) said the Church had put in robust measures to tackle abuse but admitted it had no real knowledge of how many victims there were.

There are about 4,500 Catholic priests in England and Wales, according to the NCSC.

The Church said "Summary nature of data collection and storage means that no deep analysis of statistics is possible. We know that 70% of diocesan allegations relate to sexual abuse; that 32% happened in the 1970s; and that 51% were by a priest. But there is no way of telling what proportion of 1970s allegations concern sexual abuse by priests".

Delhi road accident victim's family gets Rs 46.4 lakh compensation

NEW DELHI: The family members of a 40-year- old man, who died in a road accident involving a negligently driven motorcycle, have been awarded a compensation of over Rs 46 lakh by a Motor Accident Claims Tribunal (MACT) here.

The tribunal directed New India Insurance Company Ltd, with which the motorcycle was insured, to pay Rs 46,43,020 to the wife, minor children and mother of Hemant Verma, who died in the accident in June 2011.

"It was noted that there is nothing on record to show that the petitioners (family) had any enmity with the driver of the offending vehicle so as to falsely implicate him in the case. The issue thus stands decided in favour of petitioners holding that the accident happened as a result of negligent driving by respondent no.1 (offending motorcycle driver)," MACT Presiding Officer Ravinder Bedi said.

Verma's family said in the petition that the incident took place on the morning of June 19, 2011, when the victim along with his uncle was going on his motorcycle.

Verma, a resident of Gandhi Nagar in east Delhi, was riding the bike while his uncle was a pillion rider.

As they reached in front of Karkardooma Court in east Delhi, a motorcycle being driven at a high speed and in a rash and negligent manner by Dinesh Kumar, hit Verma's bike from behind.

Due to the impact, Verma and his uncle fell down on the road and were taken to Dr. Hedgewar Hospital where Verma died.

A criminal case was also registered at Anand Vihar Police Station.

The tribunal also relied on the testimony of Verma's uncle Madan Mohan Verma who was an eyewitness to the accident.

Verma's wife told the tribunal that her husband was engaged in the business of printing and dyeing clothes and was earning over Rs 21,000 per month.

Kumar did not appear before the tribunal.

Jayalalithaa urges Modi to ensure release of Indian fishermen from Sri Lankan custody

CHENNAI: Tamil Nadu chief minister J Jayalalithaa on Wednesday condemned the "deliberate strategy of the Sri Lankan government to destroy the primary means of livelihood of Indian fishermen" by impounding their fishing boats.

In a letter to Prime Minister Narendra Modi, the chief minister said it was disheartening to note that 46 fishing boats remained impounded in Sri Lanka, while the Centre had taken prompt action from time to time to secure the release of 225 fishermen from Sri Lankan custody.

"I request the Centre to take up this matter with the Sri Lankan government to ensure the immediate release of the impounded fishing boats and gear before they are rendered useless," she said.

In the latest incidents, 23 fishermen from Pudukottai district and 20 others from Rameswaram fishing base were apprehended by the Sri Lankan navy. They were taken to Kankesanathurai, Thalaimannar and Kayts Courts. The chief minister requested the Prime Minister to secure the safe release of the 43 Indian fishermen and their 55 fishing boats, including the 46 mechanized fishing boats, already under the Sri Lankan custody.

The chief minister reiterated the government's firm commitment to restore the traditional fishing rights of Indian fishermen in the Palk Bay and retrieval of Katchatheevu.

The Centre should not treat the International Maritime Boundary Line (IMBL) with Sri Lanka as a settled question as the constitutionality of the 1974 and 1976 agreements had been challenged on valid and legal grounds by herself in her personal capacity and also by the state government in the Supreme Court.

"I request the Centre to initiate decisive measures along the lines already suggested by me to find a permanent solution to this livelihood issue of our fishermen," she said.

Lithuania to adopt euro as its currency from next year

VILNIUS: It's now official - Lithuania will adopt the euro as its currency from January 1, 2015.

The European Council on Wednesday adopted a decision allowing Lithuania to adopt the euro as its currency.

The decision enlarges the euro area to 19 member states, including all three Baltic states.

Lithuania will now have five months to prepare for the changeover.

The council also adopted regulations setting a permanent conversion rate for the Lithuanian litas to the euro.

The conversion rate is set at 3.45280 Lithuanian litas to the euro, which corresponds to the current central rate of the litas in the EU's exchange rate mechanism.

The Commission has also struck down the chance of seven of its Member States - Bulgaria, the Czech Republic, Croatia, Hungary, Poland, Romania and Sweden to adopt the euro as its currency. The Commission has said that none of these currently fulfil all of the criteria to adopt the euro. Their situation will therefore be reassessed in two years' time.

"The entry of Lithuania into the euro family is not only a crucial event for this partner country, but it is of great importance for the whole Eurozone", said Sandro Gozi, state secretary for European Affairs of Italy and President of the Council of the EU.

"It's a demonstration of the continuing attractiveness of the single currency project and its relevance for the future of our community".

Algirdas Butkevicius, prime minister of Lithuania said "Lithuania's consistent efforts have paid off. Today the eurozone has opened the door for us. The adoption of the euro has been Lithuania's strategic step, well thought-out economically and politically, to foster national economic growth. Lithuania's accession to the single European currency will strengthen the EU's Economic and Monetary Union. Deeper euro integration means greater security as well".

Olli Rehn, commission vice-president responsible for economic and monetary affairs and the Euro, said "Lithuania's readiness to adopt the euro reflects its long-standing support for prudent fiscal policies and economic reforms. That reform momentum, driven in part by Lithuania's EU accession 10 years ago, has led to a striking increase in Lithuanians' prosperity: the country's per capita GDP has risen from just 35% in 1995 to a projected 78% in 2015".

According to the EU Treaty, the Commission every two years or upon request of an EU Member State which would like to join the euro area, examine whether the Member States satisfy the necessary conditions to adopt the single currency.

The conditions for euro adoption consist of four stability-oriented economic criteria regarding the government budgetary position, price stability, exchange rate stability and convergence of long-term interest rates which need to be fulfilled in a sustainable manner. National legislation on monetary affairs must also be in line with the EU Treaty.

According to the Treaty, additional factors also have to be taken into account in the assessment (balance of payments, market integration) as indicators that the integration of a Member State into the euro area will go ahead without problems and to broaden the view on the sustainability of convergence.

Eighteen of the 28 member states of the EU currently have the euro as their currency. Euro banknotes and coins were introduced on January 1, 2002 in Belgium, Germany, Greece, Spain, France, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Austria and Finland; on January 1, 2007 in Slovenia; on January 1, 2008 in Cyprus and Malta; on January 1, 2009 in Slovakia; on January 1, 2011 in Estonia and on January 1, 2014 in Latvia.

At the Council's meeting on June 20, the euro area member states adopted a recommendation in favour of Lithuania joining the currency union in the light of reports from the Commission and the European Central Bank.

The European Council on June 27, welcomed the fact that Lithuania had fulfilled all the convergence criteria set out in the EU treaties and endorsed the Commission's proposal for it to join the euro.

The ECB gave a favourable opinion on July 14, the European Parliament on July 16.

They confirmed the progress made by Lithuania in fulfilling the convergence criteria - namely price stability, the government's budgetary position, exchange rate stability and long-term interest rates - and several other factors.

EINDHOVEN: Two military transport planes carrying 40 coffins bearing victims of the downing of Malaysia Airlines Flight 17 landed Wednesday in the southern city of Eindhoven, and pro-Russian rebels shot down two Ukrainian fighter jets in the east as fighting flared in the region.

Six days after the Boeing 777 was shot down over the battlefields of eastern Ukraine, the first bodies finally arrived in the Netherlands, the country that bore the heaviest toll in the crash that killed all 298 passengers and crew.

A Dutch Hercules C-130 that Dutch government spokesman Lodewijk Hekking says is carrying 16 coffins was closely followed by an Australian C-17 Globemaster plane carrying 24 coffins.

British investigators began work on a pair of ``black boxes'' to retrieve data on the flight's last minutes, while Dutch officials said they have taken charge of the stalled investigation of the airline disaster and pleaded for unhindered access to the wreckage.

The two military transport planes, one Dutch and one Australian, departed Ukraine at midday, and landed at Eindhoven Air Base where the flights were met by Dutch King Willem-Alexander, Queen Maxima, Prime Minister Mark Rutte and other government officials. Hundreds of relatives were also there, according to government spokesman Lodewijk Hekking. He said the planes carried 40 coffins in all.

"If I have to wait five months for identification, I can do it," said Silene Fredriksz-Hoogzand, whose son, Bryce, and his girlfriend Daisy Oehlers died in the crash. "Waiting while the bodies were in the field and in the train was a nightmare."

Ukraine and Western nations are pressing the pro-Russian rebels who control the crash site to allow an unfettered investigation, something Russian President Vladimir Putin said he would use his influence to achieve. Though confident that a missile brought down the passenger jet, US officials say Russia's role remains unclear.

Ukraine's defense ministry said two fighter planes were shot down about 30 kilometers (20 miles) south of the site of the Malaysia Airlines wreckage. The separatist Donetsk People's Republic said in a statement on its website that one of the pilots was killed and another was being sought by rebel fighters.

While the insurgents deny having missiles capable of hitting a jetliner at cruising altitude, rebel leader Alexander Borodai has said that separatist fighters do have Strela-10M ground-to-air missiles which are capable of hitting targets up to an altitude of 3,500 meters (11,500 feet).

In fighting on the ground Wednesday, rebel leader Pavel Gubarev wrote on his Facebook page that his men retreated Wednesday from the villages of Chervona Zorya and Kozhevnya, on the Russian border about 45 kilometers (30 miles) from the scene of the crash. Gubarev said 30 rebels had been injured.

Britain's Air Accidents Investigation Branch said Wednesday that Dutch authorities had delivered the plane's voice and data recorders to the agency's base at Farnborough, southern England, where information will be downloaded. Experts will also check for signs of tampering.

The Dutch Safety Board, which is leading an international team of 24 investigators, and said unhindered access to the crash site is critical.

Spokesman Tjibbe Joustra told The Associated Press in a telephone interview that around 25 investigators already are in Kiev analyzing information including photos, satellite images and radar information, but have not yet gained access to the crash site.

"We haven't yet gotten guarantees about security for our way of working. If we go we have to be able to move freely," he said. "We hope to be able to get to the site soon."

Independent military analysts said Wednesday that the size, spread, shape and number of shrapnel impacts visible in an AP photograph of a piece of the wreckage all point to a missile system like the SA-11 Buk.

US analysts have also concluded that an SA-11 was the likely weapon.

Konrad Muzyka, Europe and CIS armed forces analyst at IHS Jane's, said the high number of shrapnel holes in the debris meant that only a fragmentary warhead like the SA-11 could have been used. "The Buk has a 70-kilogram (155-pound) warhead which explodes and sends shrapnel out," he said. The fact the shrapnel holes are folded inwards confirmed that the explosion came from outside the plane, he added.

Justin Bronk, military sciences research analyst at the Royal United Services Institute, said "the size of shrapnel holes is fairly broad, in keeping with what you would expect from a large missile like the SA-11."

The European Union on Tuesday imposed sanctions against more Russian individuals but refrained from targeting entire sectors of the Russian economy while waiting for clearer evidence of Moscow's role in the disaster.

Senior US intelligence officials said Tuesday that Russia was responsible for "creating the conditions" that led to the crash, but they offered no evidence of direct Russian government involvement.

The officials, who briefed reporters Tuesday under ground rules that their names not be used, said the plane was likely shot down by an SA-11 surface-to-air missile fired by Russian-backed separatists. They cited intercepts, satellite photos and social media postings by separatists, some of which have been authenticated by US experts.

The intelligence officials were cautious in their assessment, noting that while the Russians have been arming separatists in eastern Ukraine, the US had no direct evidence that the missile used to shoot down the passenger jet came from Russia.

BJP clinches Junagadh civic body from Congress in Modi's Gujarat

JUNAGADH: In a setback to Congress, ruling BJP in Gujarat here on Tuesday snatched the Junagadh Municipal Corporation (JMC) from the opposition party in the civic body election by winning 41 out of 60 seats.

JMC was the only municipal corporation ruled by the Congress in the state out of a total of seven big cities of Gujarat.

The BJP's victory comes after they trounced the Congress in the Lok Sabha election.

"BJP has emerged as the majority party by winning 41 seats, while the Congress has obtained 16 seats out of 60 seats of 20 wards in Junagadh Municipal Corporation (JMC). Two seats went to Bahujan Samaj Party and one independent candidate managed to get one seat," city election officer and Collector of Junagadh Alok Kumar Pandey said.

The elections for the corporation were held on Sunday and counting took place today. The civic body comprises 60 seats of 20 wards.

However, polling was held for 59 seats in JMC, as the Congress candidate for one seat in ward number 20 was declared uncontested by State Election Commission of Gujarat (SECG).

As per notification of SECG, 156 candidates, were in fray for the civic body elections. There were 2,11,298 registered voters in Junagadh.

The civic body election had witnessed a moderate 54.17 per cent voters.

Junagadh received the status of 'Municipal Corporation' in 2003 and first elections were held in 2004 for 51 seats of 17 wards. The BJP had easily captured the civic body by winning 35 seats.

However, tables turned in 2009, as Congress managed to snatch power from BJP by winning 28 seats. Then, BJP got 21 seats, BSP three and independent candidate bagged one seat.

After recent demarcation of the city limits, three new wards were added, taking the total number to 20 from 17. Thus, total number of seats also went up from 51 to 60 (three per ward).

Bihar govt sacks 1,137 teachers over fake degree, invalid documents

PATNA: Bihar government on Tuesday said that the services of 1,137 fixed pay teachers in schools have been terminated as they had acquired the job on the basis of fake and invalid documents and initiated action against those responsible for their appointment.

This was told by state education minister Brishen Patel in legislative assembly in reply to a starred question of BJP's Vikram Kuer.

The government under Nitish Kumar had recruited nearly 2.25 lakh fixed pay teachers in schools from 2006 to 2011 to fill in the vacancies of the teachers.

Patel said that the state government has initiated action against 147 mukhiyas (village headman) and 27 Panchayat sevaks in connection with such recruitments of ineligible persons as teachers.

A total of 35 FIRs have been lodged in different parts of the state in this connection, the minister said.

The fixed pay teachers are recruited by panchayats. The recruitments were made to fill the vacancies of teachers in schools and also provide jobs to youths as there was no recruitment for over a decade before 2005 (when Nitish Kumar had assumed power in the state for the first time).

The state government had recently increased their honorarium by Rs 3000 and the education minister has favoured raising it further in view of price rise.

Britain announces public inquiry into death of Russian dissident spy Alexander Litvinenko

LONDON: In order to further choke Russian president Vladimir Putin, Britain has announced a public inquiry into the death of Russian dissident spy Alexander Litvinenko to see whether the Russian state was behind his murder.

Theresa May, the home secretary told parliament on Tuesday a public inquiry will now replace the ongoing inquest in the murder of Litvinenko, a former KGB agent, in 2006.

The 43-year-old spy fled to Britain in 2000 but was allegedly poisoned by radioactive polonium — 210 at a hotel in London in 2006. His wife and friends have always believed that the Russian state ordered the killing.

Andrei Lugovoi, a former KGB bodyguard, and Dmitri Kovtun have been identified as the prime suspects.

Mr Litvinenko's wife Marina welcomed the move and said that "no matter how strong and powerful you are" justice will be done.

The widow also warned her husband's killers that the "truth will win out".

May told the House of Commons, "I am announcing today the government's decision to establish an inquiry under the Inquiries Act 2005 to investigate the death of Mr Alexander Litvinenko in November 2006. The inquiry will be established by the Home Office. The inquiry will be chaired by Sir Robert Owen, a senior judge who is the current Coroner in the Inquest into Mr Litvinenko's death."

The inquiry's Terms of Reference said, "the Chairman is to conduct an investigation into the death of Alexander Litvinenko in order to ascertain who the deceased was; how, when and where he came by his death and identify where responsibility for the death lies".

Mrs Litvinenko said, "I am relieved and delighted with this decision. It sends a message to Sasha's murderer. It has taken nearly eight years to bring those culpable for Sasha's murder to justice."

Child rape; stir continues, ABVP workers clash with police

Written By Unknown on Senin, 21 Juli 2014 | 08.20

BANGALORE: Protests over alleged rape of a six-year old girl turned violent on Monday as ABVP activists clashed with police in front of the public school, where the incident happened, leading to a lathicharge.

After heated arguments, ABVP activists who besieged the Vibgyor High School, which is facing public anger for its alleged inaction in the incident, tried to forcibly make their way into the building as police struggled to prevent them.

As protesters broke barricades and tried to gain entry through another gate, policemen used lathis and chased them away, causing minor injuries to several persons in their action and the melee, police said.

ABVP demanded that the school management representative meet them, while they raised slogans for "most stringent action" against its employee, a skating instructor who was arrested yesterday in connection with the July 2 incident.

"We were peacefully protesting, we wanted the management to come out and respond to us about its inaction in this case; but police here manhandled us, they manhandled our women protesters, no women police staff are present here," a protester alleged.

However, when questioned, a police official at the spot said, "no one was pushed or manhandled, we were just trying to restrain them. Adequate woman staff is present here...."

The high-profile school is facing allegations of trying to hush up the case, as the alleged incident came to light only after a police complaint was lodged on July 14.

Protests were also held at Freedom Park by BJP's youth wing and near Town Hall by its women wing, with their activists raising slogans against the Congress Government over its "failure" to curb rising sexual offences against women and children.

The 31-year-old skating instructor Mustafa, hailing from Bihar, was arrested yesterday six days after the incident came to light triggering public outrage and strong protests.

Oral cancer claims one life every six hours in India

KOLKATA: One person dies every six hours due to oral cancer in the country, signalling an alarming rise in the incidence of the disease, according to a top orthodontist.

The situation could be still graver as many cases of the disease went unreported, Secretary-General of the Indian Dental Association Dr Ashok Dhoble told PTI from Mumbai.

"Cases of the disease and deaths resulting from it in rural areas and among the poorer sections of society are hardly registered," he noted.

He pointed out that with the high prevalence of smokers and widespread use of other chewable tobacco products, India has seen a steep growth in the number of oral cancer patients in the past decade.

In fact, Dr Dhoble said, oral cancer approximated to 40 per cent of all cancer-related disease in the country with the Northeastern states mostly affected.

"All Northeastern states are badly affected by the disease. The states like West Bengal, Andhra Pradesh, Gujarat and Tamil Nadu are also affected," he said, adding every third person in these states used tobacco-related products.

Talking about measures to curb the prevalence of the deadly disease, he said that nothing short of a total ban on the use of tobacco was the only way.

Kejriwal meets Delhi LG, says delay in dissolving assembly encouraging horse trading

NEW DELHI: Twenty-seven Aam Aadmi Party MLAs led by Arvind Kejriwal on Monday met lieutenant governor Najeeb Jung and told him that delay in dissolving the Delhi assembly was "encouraging horse trading".

"We met the lieutenant governor and explained to him the current political situation and also possible horse trading which may take place. Such a government will do no good," AAP MLA and former Delhi law minister Somnath Bharti told reporters here.

Bharti said the lieutenant governor told them that he would talk to both the Congress and BJP and soon send a report on the matter to the President.

Soon after the meeting, Kejriwal tweeted, "Met LG. Had good discussions. He will now invite BJP for discussions. If BJP claims they can form govt, LG will ask them to show nos.

"We told him that delay in dissolving assembly was encouraging horse trading," Kejriwal said.

AAP had on Sunday claimed that BJP was "running away" from fresh elections in the national capital and also questioned Congress's "silence" over whether or not it wants the Delhi assembly to be dissolved.

"The double-meaning statements and consistent U-turns by BJP on the current political situation in Delhi makes it clear that it is running away from fresh elections and wants to resort to the 'Aaya Ram, Gaya Ram' culture, against which Supreme Court had warned on April 17 of this year," an AAP spokesperson had said.

On the other hand, Congress's silence on whether it is willing to officially communicate in writing to the lieutenant governor and Supreme Court that Delhi assembly should be dissolved proves that it is indirectly supporting BJP's 'Aya Ram, Gaya Ram' brand of politics, he had said.

AAP said that during the hearing of its petition challenging the central government's decision to keep the Delhi assembly in suspended animation instead of dissolving it, Supreme Court had observed on April 17 that, "Nothing should be done which facilitates 'Aaya Ram, Gaya Ram' (or horse-trading brand of politics) in the assembly."

Mobile networks in naxal-affected areas in 15 months, government says

NEW DELHI: Mobile networks, under the Universal Service Obligation Fund scheme, in naxal-affected areas are likely to be set up in 15 months, the government said on Monday.

Communications and information technology minister Ravi Shankar Prasad informed the Lok Sabha that the government was concerned about the coverage and quality of telecommunication services in left-wing extremism affected areas.

A proposal to install mobile towers at 1,836 locations in states affected by left-wing extremism with funding support from Universal Service Obligation Fund (USOF) has already been approved.

"Mobile networks under the USOF scheme are likely to be set up in 15 months," Prasad said during Question Hour.

Bharat Sancahr Nigam Ltd (BSNL) has installed mobile towers at 363 locations for which financial support to meet operational expenses would be provided through USOF.

According to the Minister, the project cost discovered by BSNL for setting up mobile towers in the naxal-affected states is "Rs 3,567.58 crore" through transparent and open tender process.

"In its meeting held on June 13, 2014, the Telecom Commission recommended that the proposal may be placed before the Union Cabinet for approval," he said.

Besides, BSNL is implementing Phase VII of its mobile network expansion by installing Base Transreceiver Stations (BTSs) for 2G services and Node B for 3G services.

"Phase VII expansion of BSNL in the states affected by left-wing extremism is likely to be completed by April 2015," Prasad said.

He also noted that there was no proposal by BSNL to take over network assets/infrastructure of other existing service providers.

Noting that security of telecom towers in naxal-affected areas is very important, Prasad said the government is working with various security agencies in this regard.

Having telecom towers in naxal-affected areas would not only help in beefing up security but also ensure connectivity, he said.

On the issue of ensuring power supply for the towers, he acknowledged that there are concerns and said "there is scope for improvement".

The idea of using solar power for telecom towers is being looked into, especially for the North-East region, Prasad said.

To a separate query, the Minister said improving the functioning of BSNL is a priority for the government.

Under the Prime Minister's direction, the government is working on ways to improve condition of BSNL and there would be improvement, he added.

Turkish PM Erdogan says Israel 'surpasses Hitler in barbarism'

Written By Unknown on Minggu, 20 Juli 2014 | 08.20

ANKARA: Turkish Prime Minister Tayyip Erdogan accused Israel on Saturday of having "surpassed Hitler in barbarism" through its attacks on Gaza, but warned Turks against taking out their anger on the country's Jewish community.

Erdogan continued to ratchet up his rhetoric against the Jewish State over its offensive, threatening to further harm to already badly frayed relations between the two countries, once regional allies.

Hours earlier Israel advised its citizens against traveling to Turkey, citing "the public mood" after attacks on Israeli diplomatic missions during protests in Istanbul and Ankara against the Gaza offensive on Friday.

Palestinian officials say more than 330 people have been killed by Israeli strikes launched in response to rockets fired into Israeli territory by militants loyal to the Islamist group Hamas.

"(Israelis) have no conscience, no honour, no pride. Those who condemn Hitler day and night have surpassed Hitler in barbarism," Erdogan told supporters at a political rally in the Black Sea city of Ordu.

He accused the United States of defending Israel's "disproportionate" tactics, and bemoaned the failure of the Muslim world to take a stronger stance.

But Erdogan did warn his supporters against taking their anger out on the country's Jewish population.

"I don't approve of any (bad) attitude towards our Jewish citizens in Turkey, despite all this. Why? They are the citizens of this country," he said. Around 17,000 Jews live in Turkey.

Protesters have taken to the streets of the Nato member's two biggest cities for the last two nights, and were due to return later on Saturday.Local media reported an explosion of pro-Hitler tweets and some liberal Turks reacted with outrage on Twitter when a pro-government newspaper printed a Hitler-themed crossword.

On Friday US representative Eliot Engel urged Erdogan to act after the same newspaper published an open letter calling on Turkish Jews to apologise for civilian casualties in Gaza.

"The disgusting letter published by the Turkish newspaper Yeni Akit has no place in any society and only serves to put innocent lives in danger," Engel, the leading Democrat on the House Committee on Foreign Affairs, said in a statement.

Israel's foreign ministry said early on Saturday Israelis should "avoid non-essential visits" to Turkey or be especially vigilant and steer clear of anti-Israel demonstrations.

On Friday the ministry said it would pare back already an reduced staff at its embassy in Ankara and consulate in Istanbul.Erdogan is hoping to become Turkey's first directly elected president in polls due in August, and anti-Israeli sentiment flows strongly through the largely conservative Sunni Muslim voter base he will rely on to give him victory.

The two countries have seen their relations degrade sharply in recent years, reaching crisis point when Israeli commandos stormed the Turkish ship Mavi Marmara sailing as part of a flotilla challenging the Jewish state's naval blockade of Gaza. Ten people were killed.

Efforts to repair the damage had intensified in recent months after Israeli Prime Minister Benjamin Netanyahu apologised for the raid, but hopes of a rapprochement appear to be fading, after Erdogan said on Friday that relations between the two countries would not improve while he remained in post.

Saradha scam: Police officials of West Bengal under CBI scanner

NEW DELHI: Some officers of West Bengal Police are under the scanner of CBI for alleged destruction of crucial documents related to Saradha scam having evidential value.

CBI sources said despite repeated requests they have not received complete set of documents from West Bengal Police related to the scam, raising fears that some of these documents might have been destroyed.

They said in case it is established that crucial documents related to the scam were destroyed by the officials intentionally, the agency might proceed against them for the destruction of evidence.

The sources said CBI understands that vast number of cases were registered by West Bengal Police while probing the scam in which thousands of poor people's money was allegedly siphoned off by masterminds of the chit fund schemes and collecting all the documents will be difficult.

They said the agency is giving the police enough time to provide it with all the material related to the scam which has been collected during the probe by the state police.

The sources said the agency is aware that some police officials are under pressure from influential people and that it is keeping a close watch on such suspicious people.

"Such high profile people are alleged to be part of the scam. It is but obvious that police would be under tremendous pressure. We are keeping a close watch on the developments," said a senior official.

A senior official supervising the probe said CBI might register additional cases in West Bengal and even examine a famous actor in connection with the scheme.

The CBI, on the directions of the Supreme Court, recently began its probe in the scam in which it has registered three cases in West Bengal and over 42 cases have been registered in Odisha.
