Centre to take up issue of communal polarization with concerned states

NEW DELHI: Concerned over the communal polarization reported from states like Uttar Pradesh, Bihar and Madhya Pradesh, the Centre is meeting the chief secretaries of seven to eight affected states here on Friday to sensitise them on the need to nip communal tension in the bud.

Cabinet secretary Ajit Seth is reviewing the communal situation across states including UP, Karnataka, Bihar, Madhya Pradesh and Bihar, where a series of clashes along religious lines have left scores injured and even caused a few deaths in the recent months.

Flanked by Union home secretary Anil Goswami, Seth will talk to the chief secretaries to identify shortcomings in village and district-level machinery to address communal issues at the initial stage itself.

The Centre is concerned that the recent communal incidents may be part of a larger political design by certain groups to fan communal tensions in a bid to polarize votes ahead of general elections next year.

The recent communalisation of chaurasi kosi parikrama by VHP and the tough response from the SP government in UP is widely seen as an attempt at votebank politics with an eye on 2014 polls.

Seth, MHA sources told TOI, will be asking the state governments to ensure that their respective anti-communal setup is well-oiled and the local peace committees hold regular meetings to sort out day-to-day issues between key communities and prevent small incidents from flaring up into full-fledged riots. The chief secretaries will also be instruct their district administrations to deal with communal flare-ups with an iron hand and without any loss of time.

According to an MHA official, an analysis of violence across the aforesaid states has shown that most flare-ups had their origins in minor, local disputes and snowballed into major incidents possibly by design.

Communal incidents have been reported in the past months from Muzaffarnagar and Shamli in UP; Seoni, Indore and Raisen adjoining Bhopal in Madhya Pradesh; and Nawada, Motihari, Hajipur, Jamui, Munger and Gaya in Bihar.
