Manmohan Singh resigns bringing to an end his 10-year tenure

Written By Unknown on Sabtu, 17 Mei 2014 | 08.20

NEW DELHI: Prime Minister Manmohan Singh resigned on Saturday, capping a 10-year tenure of two UPA governments that has been brought to an end by a shattering defeat in the Lok Sabha elections.

81-year-old Singh drove to the Rasthrapati Bhavan from his official residence 7, Race Course Road, to submit the resignation of his Council of Ministers.

"The President has accepted the resignation of Manmohan Singh and has requested him and his colleagues to continue till the new government is formed," a Rashtrapati Bhavan statement said.

The Prime Minister and Mukherjee, who had worked in Singh's Cabinet as finance, defence and external affairs minister, exchanged bouquets.

Singh handed over his resignation and the recommendation of the Cabinet for dissolution of the 15th Lok Sabha, which is just a formality.

After their brief meeting, Mukherjee, in a rare gesture, came to the forecourt of the Rashtrapati Bhavan to see off Singh. They shook hands for sometime and were seen in an intimate conversation. Singh then also took leave of the Rashtrapati Bhavan officials, including the President's secretary Omita Paul. Earlier this morning, the Cabinet met and recommended dissolution of the Lok Sabha.

The Cabinet adopted a resolution lauding the role of Singh.

Nitish Kumar's resignation is to'emotionally blackmail' rebel JD(U) MLAs: BJP

PATNA: Nitish Kumar's former ally BJP on Saturday said his resigning from the post of Bihar chief minister was aimed at "emotionally blackmailing" Janata Dal(U)'s rebellious MLAs.

"It's an attempt to emotionally blackmail JD(U) MLAs majority of whom are in rebellious mood due to high-handedness of the chief minister," former deputy chief minister Sushil Kumar Modi told PTI.

He alleged Kumar did not give any categorical reply when asked about what the latter would do if JD(U) MLAs in its legislature party meeting scheduled on Sunday asks him to continue to lead the government.

Kumar had enacted such drama in the past also when he resigned from Atal Bihari Vajpayee-led NDA government over Gaisal train accidents in 1999 to join the ministry again within a few months, Modi alleged.

Reacting to Kumar's claim of having the people's mandate for five years, Modi said it was not only for JD(U) but for the JD(U)-BJP coalition.

JD(U)'s crushing defeat in Lok Sabha elections for 'betraying' the mandate has proved this, Modi added.

The BJP leader attacked Kumar on his claims of high moral ground and ideology in politics saying "a person who is running the government with the help of Congress and CPI against whom he has fought all along and does not have any right to talk about ideology and principle."

Maharashtra minister Narayan Rane quits after son defeated in Lok Sabha polls

Written By Unknown on Jumat, 16 Mei 2014 | 08.20

MUMBAI: Controversial industries minister Narayan Rane has resigned from the state cabinet on moral grounds following humiliating defeat of his son Neelesh Rane from Ratnagiri-Sindhudurg parliamentary constituency. According to reports, besides Rane, Nagpur guardian minister and employment guarantee minister Nitin Raut too has resigned following defeat of Nagpur Congress nominee Vilas Muttemwar. Rane, who submitted his resignation to chief minister Prithviraj Chavan, may not only quit Congress, but even quit politics in near future.

Neelesh, a sitting Lok Sabha member from Ratnagiri-Sindhudurg, was defeated by Shiv Sena nominee Vinayak Raut by a huge margin. Ever since the Congress declared the candidature of Neelesh, local NCP leaders led by Sawantwadi legislator Deepak Kesarkar had raised a banner of revolt against his nomination. Kesarkar and his supporters made it clear to the NCP leadership that they will not campaign for Neelesh and instead, ensure his defeat. In a major damage control exercise, both NCP president Sharad Pawar and deputy chief minister Ajit Pawar stepped in to pacify agitating Kesarkar, but failed to tackle the situation. For Pawar, more shocking was the fact that the entire Kesarkar team boycotted his meeting in Kankavali, home town of Rane. Subsequently, Rane too made an unsuccessful attempt for a truce with Kesarkar, but he too did not succeed. Now from the outcome of the results, it appears that Kesarkar did succeed in his strategy to defeat Rane's son.

Ever since Rane quit the Shiv Sena and joined the Congress in June 2006, he always felt that it was his political blunder to join the Congress. When he was negotiating his entry into the Congress, he was told that sooner or later, he will be considered for the chief minister's post, but he was never given an opportunity.

Rane was expecting that after Vilasrao Deshmukh was asked to quit in the wake of the terror attack, he will be considered, but then the high command chose Ashok Chavan. When Sonia Gandhi sacked Ashok Chavan following his involvement in the Adarsh scam, again Rane was expecting that he will be given a chance to lead the state, but Prithviraj Chavan was appointed. "Rane feel that he has lost crucial eight years of his life. Now, it's better to quit Congress and politics too," a senior Congress minister said.

Eight dead, more than 70 wounded in Nairobi blasts

NAIROBI: Eight people have been killed and over 70 wounded in two explosions in a busy market area in the Kenyan capital Nairobi, officials said on Friday.

The National Disaster Operation Centre said the first blast occurred on a 14-seater matatu, or public minibus, and the second was inside Gikomba Market, situated to the east of Nairobi's central business district.

A spokesman at the Kenyatta National Hospital, Nairobi main hospital, said eight bodies had brought in and "more than 70" people admitted for treatment, many of them in a serious condition.

"Many of the injured are bleeding profusely. We need a lot of blood," the spokesman, Simon Ithae, told AFP.

Kenyan media reports said bombs were thrown at the minibus and into a shop in the market. Images showed a red minibus with its windows blown out and the surrounding area strewn with debris.

The attacks come amid a wave of bombings and attempted bombings in both Nairobi and the port city of Mombasa, and come days after several countries issued new warnings against travelling in Kenya.

Yesterday and today, hundreds of British tourists were being evacuated from beach resorts near Mombasa because of the travel warnings.

Earlier this month three people were killed and 86 wounded in twin bus blasts in Nairobi that were blamed on Islamic militant cells linked to Somalia's al-Qaida-linked Shebab rebels. The previous day twin attacks left four dead in Mombasa.

Kenya has been targeted by the Shebab since sending troops to war-torn Somalia in 2011. Kenyan soldiers are still posted in southern Somalia as part of an African Union force supporting the country's fragile internationally-backed government.

There was no immediate claim of responsibility for the latest attacks — although Kenyan authorities have been engaged in a major security crackdown on suspected Shebab supporters in Nairobi.

The operation has focused on Nairobi's main Somali district Eastleigh, and residents have accused police of indiscriminately arresting people of Somali origin. Gikomba Market is situated adjacent to Eastleigh.

The Shebab claimed responsibility for the high-profile attack on Nairobi's Westgate shopping mall last year in which at least 67 people were killed.

ONGC claims RIL took its natural gas; Delhi HC seeks Centre's reply

Written By Unknown on Kamis, 15 Mei 2014 | 08.20

ONGC has also sought directions to RIL to give an undertaking that it would compensate the PSU if the Mukesh Ambani-led group is held liable for the same.

PTI | May 15, 2014, 08.20PM IST
NEW DELHI: The Delhi high court on Thursday sought response of the Centre and Reliance Industries Ltd on a plea by state-owned Oil and Natural Gas Corporation (ONGC) which has accused the Mukesh Ambani-led group of exploiting gas from its natural gas block in Krishna-Godavari basin.

Justice Manmohan issued notice to the ministry of petroleum and natural gas, Directorate General of Hydrocarbons and RIL on ONGC's petition in which the PSU has contended that RIL has drawn out 18 billion cubic meters of natural gas from the combined reserves of both companies since 2009.

"The present petition is necessitated in view of bona fide belief on the part of the petitioner (ONGC), based on the seismic data made available by Respondent 3 (RIL) very recently in 2013-14 which suggests that while exploiting its own block and operating four wells for that purpose, RIL has exploited not only natural gas within its Block but has exploited substantial natural gas from Blocks in the control of ONGC.

"In effect, RIL has, as is recently believed, taken out gas running into approximately 18 billion cubic metres (bcm) quantity between the years 2009 to September 2013 and continues to do so even till date from the combined gas reserves of ONGC and RIL," the PSU's petition has said.

The court listed the matter for further hearing on May 29.

ONGC has claimed that of the said total quantity of gas exploited by RIL from its block adjoining that of the PSU, more than half belongs to it.

ONGC has sought directions to the government to set up an independent agency to ascertain the amount of gas drawn out by RIL and how much of it belongs to ONGC and whether the PSU is entitled to compensation.

It has alleged the current situation arose due to lack of vigilance on the part of the ministry and directorate general of hydrocarbons and their failure to take precautionary measures has resulted in loss of several thousands of crores of rupees to ONGC.

ONGC has also accused the government and RIL of not having followed the mechanism internationally accepted for joint development and which has been expressly provided in the Production Sharing Contract (PSC) signed between the ministry and RIL.

It has submitted that owing to the fact that the blocks of RIL and ONGC were adjacent to each other, the government should have ordered that they be jointly exploited by both of them.

ONGC has also sought directions to RIL to give an undertaking that it would compensate the PSU if the Mukesh Ambani-led group is held liable for the same.

It has also sought directions to RIL to "submit full accounts of the gas produced and to be produced and sold and to be sold and the values thereof from its four wells for the period from the date of actual production till date and for future production...".

British journalists shot and beaten in Syria kidnapping

LONDON: A reporter and a photographer for The Times were recovering in Turkey after being kidnapped, shot and beaten while covering the Syrian conflict, the British newspaper said.

Writer Anthony Loyd and photographer Jack Hill, who have both won awards for their coverage of conflicts including Syria, were seized with their guide as they were returning to Turkey after several days in Aleppo, which has been severely damaged by three years of fighting.

Loyd was shot twice in the leg while being held captive and both men suffered severe beatings after Hill and the guide tried to escape, the newspaper said.

It reported that they were eventually freed under the orders of a local rebel commander, and managed to cross the border into Turkey yesterday after receiving treatment in a Syrian hospital.

Loyd and Hill had spent several days in Aleppo, the second largest city in Syria and the site of some of the fiercest fighting between rebels and government forces.

They were around 16 kilometres from the border with Turkey when their vehicle was forced to the side of the road by two cars, according to a front-page report in The Times.

Loyd was hooded and tied up and put in the back seat of a car, while Hill and the guide were put in the boot before being driven to a warehouse in the town of Tall Rifat.

Hill and the guide managed to break out and overpower their main captor. The guide escaped but Hill was recaptured and beaten, and Loyd was shot to stop him trying to leave, the newspaper said.

The story, which did not contain any direct quotes from the reporters, said that Hill identified their kidnappers as the men entrusted with their safe passage to the border.

A commander from the Islamic Front, a coalition of rebel groups, turned up to the warehouse and demanded the hostages be released, the newspaper said.

They were later reunited with their guide and all three men crossed into Turkey on Wednesday evening, it said.

Reporters Without Borders says Syria is the most dangerous place in the world for journalists, with more than 150 killed since the conflict began in March 2011.

Earlier this month, the NGO said nine foreign journalists and more than 20 Syrian news providers were being held hostage or missing in Syria.

It said an additional 40 Syrian journalists or bloggers were being held by the government.

PESHAWAR: (PTI) At least 10 militants were reportedly killed and 14 others injured on Wednesday in a US drone strike at a militant compound along the Pakistan-Afghanistan border, the first such strike after a five-month lull.

Kedarnath yatra remains suspended for second day due to snowfall

Written By Unknown on Senin, 12 Mei 2014 | 08.21

DEHRADUN: Pilgrimage to Kedarnath remained suspended for the second consecutive day on Monday due to snowfall at the Himalayan shrine and rain in the lower areas of Kedar valley.

Chief minister Harish Rawat said the yatra has been temporarily halted till improvement in weather due to safety reasons.

The moment the weather clears up, the devotees at Sonprayag base camp will be allowed to go to the shrine to pay obeisance, he said.

Snowfall continued in the shrine area for the second day today while showers are lashing the lower areas.

In view of the bad weather, devotees are not allowed to leave the basecamp at Sonprayag, Kedarnath SDM Uttam Singh Chauhan said.

However, about 24 pilgrims staying in Linchauli, about 4km from Kedarnath, had been escorted to the shrine early today when there was a let up in rain and snowfall, he said.

About 200-250 devotees are staying at Sonprayag at the moment and they will be allowed to proceed to the temple only when the weather improves.

Fresh spell of snowfall in the higher reaches of Garhwal Himalayas and rain in its lower areas brought the yatra to a halt yesterday, a week after portals of the shrine were reopened after six-month winter break on May 4.

The annual pilgrimage was struck by the unprecedented flash floods last year causing large-scale loss of lives and property. Over 5,000 people were dead or missing, including pilgrims from various parts of the country.

Rare 'mono mono' newborn twins doing well in US

AKRON (Ohio): Twin girls born with a rare condition in the US were breathing on their own, and their mother said she and her husband were able to hold them on Mother's Day.

Sarah Thistlethwaite said babies Jillian and Jenna were removed from ventilators Sunday after they were able to breathe comfortably.

"It's just hard to put into words how amazing it feels to know the girls are OK," she told Associated Press.

The identical twin girls shared the same amniotic sac and placenta. Such births are called monoamniotic, or "mono mono", and doctors say they occur in about one of every 10,000 pregnancies.

They were born Friday in Ohio, grasping each other's hands when doctors lifted them up for their parents to see after delivery.

Thistlethwaite told the Akron Beacon Journal that this was "the best Mother's Day present ever."

"They're already best friends," said Thistlethwaite, 32. "I can't believe they were holding hands. That's amazing."

Former Maoist and TRS leader gunned down

NALGONDA: Unidentified assailants gunned down TRS leader and former Maoist Konapuri Ramulu (40) inside a function hall here on Sunday. The murder took place minutes after TRS president K Chandrasekhar Rao left the venue.

Ramulu was coming out of MA Baig function hall on Miryalaguda road after attending the marriage of New Democracy leader Parvatalu's daughter when the assailants, who were hiding in nearby bushes, suddenly pounced on his security guards and threw chilli powder on them. The assailants then fired three rounds into Ramulu's head and chest. He was rushed to a nearby hospital where doctors declared him dead. Ramulu is the brother of senior Maoist leader Sambasivudu, who was also murdered about three years ago. Incidentally, Ramulu had some time ago lodged a complaint with the police stating that he was faced with threat to his life.

The security guards attempted to fire at the assailants but they scaled the compound wall and escaped. Police pressed a clues team and a dog squad to trace the culprits. The sniffer dogs went up to a railway line about a kilometre away and stopped. Police suspect that they assailants may have escaped in a waiting vehicle towards Addanki road.

Tension mounted up as the news spread in the town. One of the security guards of Ramulu told media that the assailants, all youth, were eight in number. While some of them caught hold of the legs and waist of the security guards, the others threw chilli powder. Police recovered five bullet shells from the spot. The guard said the attackers first fired in the air to scare away the people. Ironically, the assault took place as hundreds of people attending the marriage watched in utter shock.

Chandrasekhar Rao condemned the incident and demanded that those responsible for the murderous assault should be identified and punished.

Ramulu is a native of Dasireddygudem in Valigonda mandal of Nalgonda district. He left the Maoist movement on June 13, 2007 and surrendered before the police in Hyderabad. There have been at least four attempts on his life since he came out of underground. First unidentified people sent poisonous snakes into his house. This was followed by mixing of poison in his food. The last attack on him was in April 2013 during a TRS meeting in Pochampalli mandal of Nalgonda district. He, however, survived all the earlier attacks.

Senior police officials inspected the murder spot and formed special teams to nab the assailants.

Suicide car bomb kills 12 soldiers, civilian in Yemen

ADEN: A suspected al-Qaida suicide bomber Sunday killed 12 soldiers and a civilian in an attack on a military base in southeast Yemen, officials said, as government forces pursued jihadists in three restive provinces.

The bombing came just hours after three gunmen were killed when they attacked a checkpoint close to the presidential palace in the capital Sanaa, the same post where five soldiers died on Friday in a similar attack.

The two attacks appeared to be in reprisal for an army offensive against al-Qaida in the Arabian Peninsula in the contiguous provinces of Shabwa and Abyan, in the south, and Baida in the centre, which has been underway since April 29.

The bomber rammed an explosives-laden car into the military police base in Mukalla, the Hadramawt provincial capital, a security official said, adding that the assailant detonated his explosives next to a barracks.

The attack killed 12 soldiers, the military source said, while a medic said civilian succumbed to wounds sustained in the explosion.

"The suicide bomber belonged to al-Qaida," said the military source, without giving further information.

In Sanaa, a dawn attack by "terrorists" on a presidential guard checkpoint at Misbahi roundabout ended in the deaths of three gunmen and a civilian, the interior ministry said.

Authorities use the term "terrorists" to refer to al-Qaida militants in the impoverished Arab country.

Sanaa has been on alert for days, with tensions spiking after troops entered Azzan, a jihadist bastion in southern Shabwa province, prompting the United States to close its Sanaa embassy on Thursday.

On Friday, Defence Minister Mohamed Nasser Ahmad and two senior security officers escaped unscathed when gunmen ambushed their convoy as they returned from a tour of the south.

The army has said that the offensive against AQAP stronghold has inflicted heavy losses on the jihadists.

The interior ministry had warned that "huge losses" in jihadist ranks "will push al-Qaida to commit hysterical and desperate acts".

Al-Qaida has "dormant cells" in Sanaa, warned military analyst Mohsen Khosruf, arguing that the attacks on the presidential palace "aim to ease pressure on their comrades in the south".

He said the army is likely to pursue its campaign in Baida, and Marib, east of Sanaa, where al-Qaida militants could have taken refuge following the south offensive.

A tribal source has said that as government forces close in on AQAP strongholds in Shabwa and Abyan, the militants are regrouping in Al-Kur, a mountain ridge stretching between Baida, Shabwa and Abyan provinces.

Baida Governor Ahmed al-Shaddadi has warned that those fleeing the fighting, as well as sleeper cells in Baida, "might commit acts of vengeance".

AQAP is considered by Washington as the most dangerous affiliate of al-Qaida and has been linked with failed terror attempts against the United States.

The jihadists took advantage of an Arab Spring-inspired uprising that forced autocratic president Ali Abdullah Saleh from power to seize large swathes of southern and eastern Yemen.

The army recaptured several major towns in 2012 but has struggled to reassert control in rural areas, despite the backing of tribal militiamen.
