PM chooses Rakesh Sood as special envoy for disarmament, non-proliferation

NEW DELHI: Rakesh Sood - India's best known non-proliferation czar and former ambassador to Afghanistan, Nepal and France - has been appointed PM Manmohan Singh's special envoy for disarmament and non-proliferation that is being seen as a significant appointment, thanks to its timing.

First, when the PM is preparing for his summit meeting with US president Barack Obama in end-September, and second, barely six months ahead of parliamentary elections.

While there is little movement in the official global disarmament agenda like FMCT or CTBT, India has been pushing hard to gain entry into the four non-proliferation regimes - Nuclear Suppliers Group, MTCR, Wassenaar and Australia Group - but with little discernible progress. Although Sood's remit is yet to be fixed, it is believed this would be something he would focus his energies on.

On the bilateral front, India's civil nuclear deal with the US, France and Russia have run into trouble over New Delhi's liability law. But these agreements are the responsibility of the national security adviser (NSA), and it's not clear whether Sood would be tasked with their implementation as well.

Sood set up the disarmament division in the ministry of external affairs ( MEA) and ran it for almost a decade before taking over as India's ambassador to the UN disarmament body in Geneva.

The PM has in recent years appointed a slew of special envoys like S K Lambah for Af-Pak, Chinmaya Gharekhan (West Asia), Ashwani Kumar (Japan), Shyam Saran (nuclear deal) and Virender Dayal to report on the oil-for-food scam.
