Pakistan court orders poll officials to stop 'intrusive' questions

LAHORE: A Pakistani court has barred election officials from asking irrelevant or intrusive questions while scrutinizing nomination papers after days of televised proceedings during which candidates were asked to recite Quranic verses and to reveal intimate details.

Justice Syed Mansoor Ali Shah of the Lahore high court issued the order yesterday evening following widespread criticism of the questioning of candidates by returning officers, who are mostly judges of lower courts deputed to assist election authorities.

In his order, Shah directed Returning Officers to "immediately refrain from asking random intrusive and inquisitive questions that have no nexus with information given in the nomination papers or do not arise from the objections raised by the other side".

During proceedings conducted in front of TV cameras, the Returning Officers had asked candidates to prove their Islamic credentials by reciting Quranic verses or by explaining the method for offering prayers.

In one instance, an official asked a candidate how he "did justice" to his two wives while another official asked a candidate from a religious party to explain the procedure for bathing a body before burial.

Such questioning of candidates has been strongly criticised by politicians and civil society groups after it was given widespread coverage by the media.

Commentators have described some of the queries posed by Returning Officers as weird and bizarre.

Justice Shah contended that the Returning Officers were tarnishing the image of the judiciary by asking candidates irrelevant questions.

Shah issued the ruling while hearing a petition seeking implementation of Articles 62 and 63 of the Constitution, which have given rise to much of the questioning.

Article 62 states a person will not be qualified to contest polls unless "he is of good character and...has adequate knowledge of Islamic teachings" while Article 63 lays down the grounds on which a person can be disqualified as a member of parliament.

In his order, the judge also directed the Election Commission and all Returning Officers not to allow the electronic media to telecast proceedings from inside courtrooms.

However, he said journalists could report on the proceedings.

Shah ordered the Registrar of the Lahore High Court to ensure the immediate compliance of the order so that the negative impression generated against the judiciary is addressed.

Germany says its North Korea embassy to continue work 'for now'

BERLIN: Germany's embassy in North Korea will continue working for the time being, Berlin said on Saturday following Pyongyang's warnings to several diplomatic missions that their safety could not be guaranteed.

"The security of the German embassy and its exposure to danger are continually being evaluated," the German foreign ministry said in a statement. "For now, the embassy can continue working."

"Regarding the embassy's security, there are ongoing consultations, particularly with the other foreign partners who also have embassies" in the country, the statement said.

The heads of EU missions in North Korea were to meet on Saturday to hammer out a common position following the Pyongyang's warning.

Most of their governments made it clear they had no immediate plans to withdraw personnel, and some suggested the advisory was a ruse to fuel growing global anxiety over the current crisis on the Korean peninsula.

Delhi court imposes Rs 15,000 cost on Medha Patkar for non-appearance

NEW DELHI: A Delhi court today imposed a cost of Rs 15,000 on NBA activist Medha Patkar for not appearing before it in defamation cases filed by her and the head of an Ahmedabad-based NGO against each other.

Metropolitan magistrate Rajinder Singh slapped a cost of Rs 5,000 in each of the three defamation cases filed by Narmada Bachao Andolan (NBA) activist Patkar and V K Saxena, president of National Council for Civil Liberties (NCCL), who are involved in a legal tussle for the last 13 years, after she failed to appear in court.

The court, however, allowed Patkar's plea for exemption from personal appearance for a day.

"The accused (Patkar, who is also a complainant) is absent on almost every date.... Exemption (from personal appearance) is allowed with cost of Rs 5,000 in each of the cases," the court said while asking her to appear before it on July 17.

The judge noted that the matter had been fixed for today with the direction that Patkar and Saxena should compromise and settle their differences and withdraw their defamation cases against each other, but "no such conclusion is before me".

The court on January 10 had advised the two litigants to to settle their differences and withdraw their defamation cases against each other.

Seeking exemption from personal appearance, Patkar's counsel today informed the court that she is on a hunger strike in Mumbai to protest against the demolition of Guru Kripa Society in Golibar Slum area there.

The application was opposed by Saxena's counsel Mahipal Ahluwalia who said that his client is present on almost all the dates since year 2000 after travelling all the way from Ahmedabad, but Patkar has only appeared 10 out of the 48 times the case was listed for hearing.

Meanwhile, Saxena moved an application for dismissal of complaint against him which the judge has fixed for arguments on July 17.

Saxena submitted that Patkar was absent on the last date of hearing also on the ground that she was busy in Mumbai but no documentary evidence was given.

Nelson Mandela discharged from hospital: South African government

JOHANNESBURG: Former South African president Nelson Mandela was discharged on Saturday after spending more than a week in hospital for treatment of pneumonia, raising global concern about the health of the 94-year-old anti-apartheid leader.

"(He) has been discharged from hospital today following a sustained and gradual improvement in his general condition," the South African presidency said on Saturday.

It was the third health scare in four months for the Nobel Peace Prize laureate, who became South Africa's first black president in 1994 and became a global symbol of tolerance and the struggle for equality.

He was in hospital briefly in early March for a check-up and was hospitalised in December for nearly three weeks with a lung infection and after surgery to remove gallstones.

Mandela stepped down as president in 1999 and has not been politically active for a decade. But he is still revered at home and abroad for leading the long campaign against apartheid and then championing racial reconciliation while in office.

Mandela has a history of lung problems dating from when he contracted tuberculosis as a political prisoner. He spent 27 years on Robben Island and in other jails for his attempts to overthrow the white-minority government.

Abhilash Tomy becomes first Indian to make non-stop circumnavigation

MUMBAI: The Indian Navy's Lt. Cdr. AbhilashTomy on Saturday became the first Indian to circumnavigate the earth in a sailboat - solo, non-stop and unassisted.

Tomy, a maritime reconnaissance pilot, arrived at the historic Gateway of India, to a rousing reception by school children and was a accorded a ceremonial welcome by President Pranab Mukherjee, who is also the supreme commander of Indian armed forces.

Maharashtra Governor K Sankaranarayanan, Navy Chief Admiral DK Joshi, and Western Naval Command chief, Vice Admiral Shekhar Sinha were also present to receive Tomy.

Tomy had set sail out of Mumbai on Nov 1, 2012 in the sail boat INSV Mhadei to undertake a voyage no Indian had attempted before.

He said his voyage was a fulfilment of a 14-year-old dream and four years of hard preparation. He thanked his mentors Vice Admiral (retd.) MP Awati and Cdr. Dilip Donde and also the builders of INSV Mhadei - Ratnakar Dandekar of Goa.

In 2009, Donde had also set to voyage around the earth in the same sailboat and had finished his circumnavigation in 276 days, but with four stops. Tomy's voyage had no stops.

Congratulating Tomy on his achievement, Mukherjee said it will be a source of inspiration for future generations of young seafarers.

"His epic voyage has placed our nation into the ranks of few select countries, whose citizens have been successful in braving such arduous voyage," he said.

"Battling wave heights of 9-10 metres and wind speeds in excess of 100 kmph can be an extreme test of endurance. The solitude factor alone is such that being thousands of kms away from the nearest land, with very little chance of help coming by if something went wrong, requires courage, determination and grit of the highest order," he added.

Tomy's voyage under the aegis of "Sagar Parikrima II" was of approx 22,000 nautical miles, crossing the Indian, Pacific and Atlantic Oceans by using sails and the power of the wind, without touching any port and without any outside assistance.

Competition panel eases combination regulations for intra-group entities

NEW DELHI: Competition commission of India (CCI) has eased combination regulations to simplify filing requirements in case of transactions between intra-group entities that are unlikely to raise adverse competition concerns.

The provisions of the Competition Act, 2002, relating to regulation of combinations had come into force in June, 2011. Amendments to these have now been made to relax certain requirements.

According to the amendments made in February, the regulations do not require a notice to be filed for acquisition of shares or voting rights of companies if the acquisition is less than 5% of the shares or voting rights in a financial year, where the acquirer already holds more than 25% but less than 50% of the shares or voting rights.

And in a step that would significantly reduce compliance requirements, the provision for giving notice is now dispensed for mergers/amalgamations involving two enterprises where one of the enterprises has more than 50% shares or voting rights of the other enterprise.

Similarly, the requirement of giving notice is also dispensed for merger or amalgamation of enterprises in which more than 50% shares or voting rights in each of such enterprises are held by enterprise(s) within the same group.

The relaxation would not apply where the acquired enterprise is jointly controlled.

Quit if you can't abide by constitution, Katju tells Jayalalithaa

HYDERABAD: Coming down heavily on Tamil Nadu administration, Press Council of India chairman Justice Markandey Katju on Friday asked chief minister J Jayalalithaa to follow the law or resign forthwith, after hearing a 2011 case involving the 'Thinabhoomi' editor.

Disposing of a petition filed by S Manimaran, editor of Tamil daily 'Thinaboomi', against the Tamil Nadu government over a police raid on his residence in Madurai and his "kidnap" in 2010-11, Justice Katju directed the Jayalalithaa government to immediately arrest the 30 policemen involved in the incident.

When the counsel for TN government pointed out that the alleged incident took place when DMK was in power, the PCI chief admonished him saying: "We are not bothered who is at the helm. She has to administer (the government) as per the law of the land or should resign."

"Do police think it's still a British raj? It is time they learn a lesson," Justice Katju observed.

The case pertains to police action against Manimaran following a report published in his daily on illegal mining activity.

Katju was on Friday hearing cases from Andhra, Tamilnadu, Karnataka and Kerala here.

North Korea asks Russia to consider evacuating embassy staff

MOSCOW: North Korea has asked Russia to consider the possibility of evacuating staff from its embassy in Pyongyang due to increasing tension on the Korean Peninsula, a spokesman for the Russian embassy said by phone from Pyongyang on Friday.

The spokesman, Denis Samsonov, said that Russia was examining the request but was not planning to evacuate at this stage, and that there were no outward signs of tension in the North Korean capital.

Italian PM speaks to Salman Khurshid on marines issue

NEW DELHI: Italy's Prime Minister Mario Monti on Friday called up external affairs minister Salman Khurshid to discuss the case relating to two Italian marines who will face trial for allegedly killing Indian fishermen.

Italian deputy foreign minister Staffan de Mistura also met Khurshid today to discuss developments in the case following the lifting of restrictions on the Italian envoy by the Supreme Court.

Khurshid provided Mistura an update of the developments since their meeting last month, official sources said.

He also informed the minister of the steps being taken in compliance with the Supreme Court directions at the last hearing and intentions of the government to inform the apex court on April 16 of the efforts made to constitute a Special Court, the sources added.

Following the meeting, Italian Prime Minister, who is also holding charge of foreign ministry, had a telephonic conversation with Khurshid on the same subject, the sources said.

The Supreme Court had on April 2 vacated its order restraining Italian Ambassador Daniele Mancini from leaving India following the return of the two Italian marines to face trial here as per his commitment to the court.

A bench headed by Chief Justice Altamas Kabir vacated its March 14 order by which it had restrained the Ambassador from leaving the country after the Italian government had refused to send back the marines.

The bench had also pulled up the Centre for not setting up special court for conducting proceedings against the marines as directed by it on January 18.

The two marines, Massimiliano Latore and Salvatore Girone, were on board an Italian vessel 'Enrica Lexie' when they allegedly shot dead two Indian fishermen off the Kerala coast on February 15, last year.

Maharashtra governor sends 60 pleas on pardon for Sanjay Dutt to home department

MUMBAI: Maharashtra governor K Sankaranarayanan has sent 60 representations and petitions received by him from various individuals and organisations, both seeking and opposing clemency for Bollywood actor Sanjay Dutt to the state home department.

In a letter dated April 4, 2013 addressed to the additional chief secretary to government of Maharashtra, home department, the secretary to the governor Vikas Chandra Rastogi has sent copies of all the representations received by the governor during the last few days to the state government, a Raj Bhawan spokesperson said on Friday.

Such petitions seeking pardon are in the normal course forwarded to the home department by the governor to seek its opinion.

The governor had received representations on this issue from citizens and organisations from all parts of the country. These include those sent by Justice (retd) Markandeya Katju, chairman, Press Council of India and others.

Earlier, the governor had sent the petition received from expelled Samajwadi Party's leader Amar Singh and Lok Sabha MP Jaya Prada to the state home department on 28th March 2013.

At least 25 individuals and organisations from out of the 60 petitioners have opposed pardon for actor Sanjay Dutt.

Average assets of Karnataka ministers zoom 665% to Rs 6.96 crore: Report

BANGALORE: The average assets of a minister in Karnataka is Rs 6.96 crore, a jump of 665 per cent over the previous 2004 ministry, an NGO claimed.

Karnataka Election Watch and Association of Democratic Reforms had analysed the affidavits, filed with the Election Commission, of 24 out of 27 cabinet ministers including the chief minister.

The data regarding the three remaining ministers -- S Suresh Kumar, Revu Naik Belamagi and Kota Srinivasa Poojary -- were not available, Prof Trilochan Sastry of the KEW said.

The average asset of ministers in the assembly constituted in 2004 was Rs 91 lakh. "The average asset of a minister in Karnataka assembly (constituted in) 2008 is Rs 6.96 crore. The growth in average asset per minister was 665 per cent from 2004 to 2008," Sastry said.

The average asset per MLA in the assembly constituted in 2008 is Rs 5.98 crore for 214 MLAs analysed out of 224 MLAs (Priya Krishna of the Congress with asset of Rs 767.61 crore was excluded as his assets were clearly an outlier). In the 2004 assembly, the average asset of 186 MLAs out of 224 legislators analysed was Rs 1.29 crore.

"There was a growth of 364 per cent increase in average asset of MLAs from 2004 to 2008 assembly elections", Sastry, accompanied by members of NGOs, said, adding, KEW is a network of non-political, non-partisan, citizens-led organisation.

When it was pointed out that the list of all MLAs with assets should have been given as citing astronomical increase in average assets would be "unfair" to honest among them, Sastry admitted to the "mistake" and said it would be provided later.

The average assets per MLA is the highest at Rs 5.98 crore in the 2008 Karnataka assembly, followed by 2011 Tamil Nadu assembly with an average of Rs 3.98 crore, 2009 Andhra Pradesh assembly with Rs 3.78 crore and 2011 Kerala assembly with Rs 1.43 crore.

SC critical of illegal occupation of government bungalow by Buta Singh

NEW DELHI: Former Bihar governor Buta Singh's occupation of a government bungalow in the national capital invited sharp criticism from the Supreme Court which slammed the estate department for adopting a "pick and choose" policy while evicting unauthorised occupants.

The apex court disapproved that Singh, a former Union minister, was provided with the government accommodation because of the threat perception, saying that "there is no nexus between security threat and government accommodation".

It also questioned the government for regularising the allotment of 11-A Teen Murti Marg in favour of Singh, whose three year term as the chairman of the National Commission for Scheduled Caste, ended in 2010.

"Why this allotment was regularised in favour of one gentleman ( Buta Singh)," a bench of justices G S Singhvi and S J Mukhopadhaya asked additional solicitor general P P Malhotra.

It wanted to know "under which provision of law the accommodation was given to Singh".

The bench, which stopped midway while dictating the order, indicated that the notice issued by the estate department pursuant to the court order to get the accommodation vacated for unauthorised occupation under the public premises (eviction of unauthorised occupants) Act shall remain stayed till the matter is heard at length.

The bench said government will not act suo motu as some persons were targeted and all unauthorised occupants were not treated at par by the authority in the eviction procedure.

"You (authority) have adopted a policy of pick and choose on the colour of skin. Don't adopt the policy of pick and choose," the bench said.

Kingfisher staff protest at IPL venue in Bangalore demanding payment of their pending salaries

BANGALORE: Hours before Vijay Mallya's Bangalore Royal Challengers took on the Mumbai Indians in the IPL-6 league match in Bangalore, employees of the grounded Kingfisher Airlines (KFA) held a silent ten-minute protest in front of the Mahatma Gandhi statue, adjacent to the cricket stadium.

Around 70 employees comprising of engineers, pilots, ground staff, and cabin crew held placards demanding that Mallya, chairman of KFA, pay their salaries instead of spending money on entertainment activities such as IPL and Formula 1. Employees of KFA haven't been paid their salaries since August last year. 'Money for IPL, not for employees', 'Please pay our salaries, we want to live', read the placards.

The protest was cut short by the police, who escorted the protesters to the nearby Cubbon Park police station, which ironically is sponsored by Mallya's UB Group. The police noted the names of the protesters and let them go on the assurance that no mass gathering would take place without prior police permissions.

""Each time Mallya has an entertainment event, he gives some token salary so that we keep quiet," said an irate KFA pilot. He said that two days ago KFA employees received their salaries for the months of June and July of last year.

The employees said that their silent protests would continue across the country throughout the IPL season. "Banks have stopped issuing loans to us because we are KFA employees and unemployed, hence we have resorted to borrowing money from family and friends," said a KFA engineer.

The employees said that they had no choice but to hang on to their KFA jobs, as the Indian aviation market had few openings. Asked if the news of AirAsia launching its India operations had brought cheer to the job market, a KFA cabin-crew member said, "We are just reading about it in the media, but on the ground nothing has started."

Taliban militants kill at least 44 at Afghan court: Officials

KABUL: At least 44 people were killed by Taliban militants who stormed an Afghan court complex on Wednesday in an apparent attempt to free insurgents standing trial, officials said.

"I can confirm that 34 civilians, six army and four policemen have been killed and 91 people, the majority of them civilians, have been injured," Najib Danish, interior ministry deputy spokesman, told AFP.

"Nine attackers have also been killed."

Prominent atheist blogger arrested in Bangladesh on charges of defaming Islam

DHAKA: An atheist blogger was arrested today in Bangladesh on charges of defaming Islam, a day after three others were held for anti-religious writings as part of a crackdown to prevent exploitation of religion on the Internet.

A team of Detective Branch (DB) of police arrested blogger Asif Mohiuddin at Segunbagicha in the capital, Dhaka.

The arrest came amid strong criticism over the government role, which many termed as "submissive", following some radical Islamist organisations' threat of unleashing anarchy if "atheist bloggers are not hanged", the Daily Star reported.

Many think the arrest would add further to the growing frustration of the youths and online activists, who have been agitating since February 5 demanding death penalty of war criminals, over the government role.

The arrests came as the government set up the country's first cyber crime tribunal to prevent exploitation of religion on the Internet.

The crackdown came after Prime Minister Sheikh Hasina pledged stern action against people found guilty of defaming Islam using the Internet.

Yesterday, law enforcers arrested three bloggers, including a Dhaka University student, from different areas of the capital on the same allegation.

Later, they were placed on a seven-day remand for making disparaging comments about Islam.

Radical Islamist groups have been campaigning against the Shahbagh movement initiated by the bloggers.

2G scam: 6-member CBI, income tax team starts examining Niira Radia tapes

NEW DELHI: A six-member CBI and income tax team has begun its work of examining over 5800 tapes of tapped conversation of corporate lobbyist Niira Radia with politicians, corporate honchos and others.

The team, headed by a deputy inspector general-rank officer, has started the process of going through the tapes and its transcripts running into 49 volumes last week as per the directions of Supreme Court in February this year, official sources said here.

An apex court bench comprising justices G S Singhvi and S J Mukhopadhaya, while directing formation of the team on February 22, had given four months for it to submit its report.

The team would be scrutinising the tapes to ascertain if there were any elements of "criminality" in them. It would be limited to those conversations which pertain to criminal element and relating to interest of justice.

Few tapes, which found its way to media houses, triggered a political storm as some of the conversations showed the nature of corporate lobbying and its purported impact on politics.

The income tax department has placed transcripts of 5,800 tapped telephone conversations in sealed envelopes. They were recorded as part of surveillance of Radia's phone on a complaint to finance minister on November 16, 2007 alleging that within a span of nine years she had built up a business empire worth over Rs 300 crore.

The I-T department had recorded 180 days of Radia's conversations - first from August 20, 2008 for 60 days and then from October 19 for another 60 days.

Later, on May 11, 2009, her phone was again put on surveillance for another 60 days following a fresh order given on May 8.

Kejriwal announces civil disobedience movement from April 6

NEW DELHI: AAP leader Arvind Kejriwal, whose indefinite fast against "inflated" power and water bills entered the 12th day, on Wednesday announced the next course of the civil disobedience movement which will start from April 6.

Kejriwal, who will continue his fast, said his party will restore power and water connections snapped due to non-paying of "inflated" bills.

CPI (ML) condemns Sri Lanka for 'genocidal war campaign' on Tamilians

PATNA: CPI(ML)'s general secretary Dipankar Bhattacharya placed resolutions on national and international situation at organisation's 9th Congress in Ranchi. The Congress was also addressed by foreign guests from Nepal, Bangladesh and Australia.

Addressing the session on the national and international situation, CPN(UML) general secretary Ishwar Pokhrel said, "The people of Nepal and India share not just geographic proximities, but historic socio-cultural ties. The historic Chapa peasant movement for land rights in Nepal was inspired by the Naxalbari peasant movement in India."

He also talked of the present political situation of change in Nepal and the process of forming the constituent assembly of Nepal. "We have yet to achieve our goals of thorough democratization of Nepali society and the state, fighting against the right-wing revival and the anarchist left. Moreover, the imperialist design on the whole of Asia is posing a threat to all of us, and we have to collectively rebuff this", he said.

Saiful Haq, from the Revolutionary Socialist Party in Bangladesh referred to the on-going movement in Bangladesh demanding punishment for war crimes committed in Bangladesh. Expressing greetings to the delegates of CPI(ML)'s party congress, Sue Bolton from the Socialist Alliance, Australia said, "We in Australia drew inspiration from the struggle in India against rape and sexual violence".

Various solidarity messages sent by Nepal's UCPN(M) led by Prachanda and from the Socialist Alternative in Australia, as well as from Left parties in France and Philippines were also read out at the Party Congress. The Venezuelan embassy in New Delhi also sent a message of support and solidarity to CPI(ML)'s Congress.

Several delegates participated in the discussion on the national and international situation. In its resolutions on the international situation, CPI(ML) strongly condemned what it has termed a "genocidal war campaign" on Tamilians in Sri Lanka.

Noting the gross human rights violations and the civilian casualties, a resolution passed by the CPI(ML) has stated: "Reconciliation in Sri Lanka cannot proceed on the basis of subjugation of the Sri Lankan Tamil community, the international community must make sure that the ghastly war crimes against Sri Lankan Tamils are probed in full and exemplary punishment is awarded to the guilty."

CPI(ML) also condemned the ongoing illegal US-backed occupation of Palestine by Israel, and the "endless war crimes" committed by the Israel government and army.

In its resolutions on the national situation, CPI(ML) strongly opposed the UPA's agenda of imposing privatization of natural resources and in sectors dealing with people's basic rights like education and healthcare. Several policies of the UPA were critiqued, including the recent Land Acquisition Bill and the introduction of FDI in the retail sector.

Expressing its strong opposition to the ongoing moves to promote Modi as BJP's PM candidate in the 2014 Lok Sabha elections, CPI(ML) stated: "We must clearly understand that Modi today is an icon of not just aggressive communalism but of unbridled corporate rule in a police state."

US refuses to declare 1984 anti-Sikh riots in India as genocide

WASHINGTON: In a jolt to pro-Khalistan groups in the US, the Obama administration refused to declare the 1984 anti-Sikh riots in India as genocide, but noted that grave human rights violations had occurred.

The White House response in this regard came months after a section of the Sikh community in the US launched an online petition campaign urging the Obama Administration to recognise the 1984 riots as genocide.

The petition created on November 15, 2012, had generated more than 30,000 signatures within weeks. Each petition that crosses the threshold of 25,000 signatures is reviewed and receive a response.

"During and after the 1984 violence, the United States monitored and publicly reported on the grave human rights violations that occurred and the atrocities committed against members of the Sikh community," the White House response said.

It noted that the US State Department's Official Country Reports on Human Rights Practices, for example, covered the violence and its aftermath in detail, with sections on political killings, disappearances, denial of fair public trials, negative effects on freedom of religion, and the government's response to civil society organizations investigating allegations of human rights violations.

"We continue to condemn -- and more importantly, to work against - violence directed at people based on their religious affiliation. US Government efforts to protect the rights and freedoms of all people have long been a feature of our foreign policy. Our diplomats regularly report on and speak out against violence against minorities around the world," the White House said in response to the online petition.

Expressing disappointment over the response, the proponents of the petition in a statement said that the Obama administration "fails to take position on Sikh genocide".

"The response ignores the recent discoveries of mass graves of Sikhs killed during 1984 and falls short of taking a position on the issue of Genocide," said a statement issued by Gurpatwant S Pannun, who heads the New York-based 'Sikh for Justice' group.

Bilawal Bhutto returns to Pakistan but will not lead Pakistan People's Party's campaign

LAHORE/KARACHI: Pakistan People's Party (PPP) chief Bilawal Bhutto Zardari on Tuesday returned to the country after spending over a week in Dubai but will not lead the party's campaign for the May 11 general election, one of his close aides said.

"Bilawal Bhutto Zardari will be very much a part of the campaign but he will not head the campaign. In fact, the PPP never had tasked him to spearhead the election campaign," Hasham Riaz, Bilawal's chief of staff, said.

The 24-year-old chief of the PPP had left Pakistan for Dubai last month after a tiff with his father President Asif Ali Zardari and his aunt Faryal Talpur over the affairs of the party.

Zardari subsequently travelled to Dubai on March 30 amidst reports that the trip was aimed at persuading Bilawal to return to the country.

Zardari and his son flew into Karachi early this morning. Riaz said Bilawal will attend a rally to be held at Garhi Khuda Baksh in Sindh province on April 4 to mark the death anniversary of his grandfather, former President Zulifqar Ali Bhutto.

The PPP plans to formally launch its election campaign at this rally organised in the traditional stronghold of the Bhutto family.

Bilawal will also address some public meetings during the election campaign, Riaz said.

Sources within the PPP had earlier said that Bilawal had left for Dubai after developing differences with Zardari and his sister, Faryal Talpur, over the party's handling of key issues, including militant violence, sectarian attacks against Shias and the award of party tickets for the polls.

But Riaz said: "Bilawal's return has quelled rumours that he had any differences with his father or aunt. He goes to Dubai often and his leaving the country should not be seen in any other context".

He said Bilawal continued to face serious threats and "we should not forget that".

Bilawal was being projected by the PPP as its star campaigner for the polls and party leaders sought to play down the reports of differences between Bilawal and Zardari.

Bilawal will not be able to contest polls himself till he turns 25 in September.

Myanmar: 13 die in fire at mosque, police blame electrical short circuit

YANGON, MYANMAR: A fire engulfed a mosque housing schoolchildren in Myanmar's largest city on Tuesday, killing at least 13. Police, anxious over sectarian violence that has shaken the nation, blamed an electrical short circuit for the blaze and said they were investigating mosque authorities for possible negligence.

Security forces and three trucks of riot police blocked off roads around the scarred building in Yangon. Around 200 people, many of them Muslim, gathered uneasily nearby as some expressed suspicion that the fire had been set intentionally.

Myanmar has been on edge after sectarian unrest between Buddhists and Muslims erupted in the central city of Meikhtila in March, killing dozens of people and displacing more than 12,000. The violence, which has largely targeted Muslims, has since spread to several other towns where extremist Buddhist mobs have torched or ransacked mosques and Muslim-owned property.

Police officer Thet Lwin said about 75 children lived in the compound in eastern Yangon - which encompasses a mosque, a school and a dormitory - and most were able to escape by running out of a door rescue workers knocked open. Security bars blocked most of the building's windows, which were stained by black smoke in the late morning, hours after firefighters put out the flames.

Mosque member Soe Myint said most of the children, who had been sent to the religious boarding school by their parents, were sleeping on the ground floor when the blaze began and were able to flee.

But 16 were sleeping in a small loft and were trapped when the stairs to it caught fire. Three boys jumped to safety and the rest died, he said.

Soe Myint, who said he helped carry the dead out of the mosque, said he did not believe the fire was caused by a short circuit and urged authorities to launch a thorough investigation.

"The whole mosque smelled of diesel," he said. "We don't use diesel at the school."

But Thet Lwin, the policeman, said the fire was caused by an electrical short circuit "and not due to any criminal activity."

Every time he mentioned the word "electrical short," though, angry Muslims shouted and began banging on vehicles with their fists.

He also appealed to journalists for help. "We need the media's support in Yangon. Please don't report that there is conflict in Yangon. We're here to stop conflict," he said.

Yangon Police Chief Win Naing said authorities were investigating the head of the mosque and a teacher, but no arrests had been made. "As the two people in charge, they are responsible for this and we have to take action against them," he said.

Win Naing said the fire started in a voltage regulator under the stairs that led to the sleeping loft and that firefighters had to break two locks on the door of the mosque to rescue the survivors. He ruled out arson, saying that three police were guarding the mosque and saw no one approach the building before the fire started.

Zaw Min Htun, a member of a local Muslim youth organization, said he raced to the mosque after hearing it was on fire. He said he entered the charred building and also smelled fuel.

"Muslims are very angry," he said, calling on authorities to investigate. "The children are innocent. ... Someone burned the mosque."

Hla Myint, whose 15-year-old nephew died in the blaze, waited in a crowd outside Yangon General Hospital, where the dead were taken. Two trucks of riot police were parked nearby.

"We sent him to school only yesterday and today he is dead," she said. "We are so sad we can't express it."

Later Tuesday, several thousand mourners gathered at a cemetery on the outskirts of Yangon for a group burial. The charred bodies of the children were wrapped in white cloth before being lowered into the ground as women wept nearby.

The recent upsurge in sectarian unrest in Myanmar has cast a shadow over President Thein Sein's administration as it struggles to make democratic changes after a half century of military rule. His government has warned that the violence could threaten the reform process.

Hundreds of people were killed last year and more than 100,000 made homeless in violence in western Myanmar between ethnic Rakhine Buddhists and Rohingya Muslims. On March 20, unrest hit the central town of Meikhtila for several days and then spread to several villages farther south, near the capital, Naypyitaw.

The violence has spooked people in Yangon, where late last month false rumors swirled of mosque burnings and authorities told some shops to close as a precautionary measure. Yangon is about 550 kilometers (340 miles) south of Meikhtila.

Press Council of India chairman Katju to take up cases of those unjustly languishing in jails

NEW DELHI: Press Council of India (PCI) chairperson Justice (retired) Markandey Katju has teamed up with eminent citizens and launched an organisation to fight for those who are unjustly languishing in jails.

In a statement released here, the former Supreme Court judge said many such persons in jail belong to minorities who have been accused only on suspicion and on pre-conceived notions that all persons of that community are terrorists.

Whenever a bomb blast or such other terrorist event occurs, the police often are unable to trace the real culprit and often rushes to implicate youths of minority community on mere suspicion, Katju said.

He said it had been decided by a group headed by him, which included lawyer Majeed Memon, film producer Mahesh Bhatt and others to set up an organisation called 'The Court of Last Resort'.

He added an organisation founded in 1948 by eminent American criminal lawyer Erle Stanley Gardner had provided the idea.

Katju said the 'The Court of Last Resort' will examine the cases and find out whether there has been injustice. It may also apply for pardon, respite to the President or governor as the case may be, he said.

Sharad Pawar pitches for more FCI wheat export to ease storage crisis

NEW DELHI: Anticipating storage problems during the peak wheat procurement season, agriculture minister Sharad Pawar on Monday said there is scope for exporting more wheat from FCI godowns to clear space for new crop.

In the 2012-13 fiscal, the government permitted 9.5 million tonne of wheat from FCI godowns. Of this, 5 million tonnes was allowed for exports by private players last month. and is yet to be shipped.

"Wheat harvesting will start in full swing from April 14. We are aiming to procure 45 million tonnes and there is last year's stock of 9 million tonnes in FCI godowns. This is huge stock, where to keep, it should be exported," Pawar told .

"We have to export more wheat from FCI godowns as stocks are expected to reach 54 million tonnes," he said. Stressing the need to fasten wheat shipments due to storage concern, the minister said, "Exports are delayed. We need to export fast so that some surplus stocks is reduced and space is available during peak harvesting period."

Asked how much more wheat can be shipped, Pawar said, "I cannot say now. The food ministry should know."

As on March 1, Food Corporation of India (FCI) had total foodgrains stock of 62.8 million tonnes, of which wheat was 27.1 million tonnes. Storage capacity is 74 million tonnes. Food Corporation of India (FCI) has started procuring wheat at support price and so far purchased 5 lakh tonnes. It aims to procure 45 million tonnes this year as against 38 million tonnes in 2012-13 marketing year (April-March).

On impact of recent rains on wheat crop, the minister said that there is no impact on the crop and "I believe wheat output will be more than last year's 94.88 million tonnes." Higher output is coming from Punjab, Haryana, western Uttar Pradesh and Madhya Pradesh.

"In Madhya Pradesh, area under crop is less but crop condition is good," he said. Pawar also mentioned that the crop condition of other crops like pulses and oilseeds was promising.

Om Prakash Chautala hospitalized, court seeks report on his health status

NEW DELHI: Jailed former Haryana chief minister Om Prakash Chautala was admitted to RML hospital here on Monday morning and failed to appear for trial in a disproportionate assets case before a Delhi court which pulled up Tihar prisons authority for not intimating it about the development.

The court also issued a notice to the jail superintendent seeking a report on the health status of 78-year-old Chautala.

Chautala has been lodged in Tihar Jail after being sentenced to ten-year imprisonment in the 2000 JBT scam and was to be produced before Special CBI Judge Manu Rai Sethi, who is conducting trial in a disproportionate case against the INLD chief and his sons Ajay and Abhay Chautala.

Even as the case came up for hearing in the afternoon, the jail authorities had not informed the court about his hospitalisation for a "digestive disorder" and consequent inability to appear before it.

"As per his counsel, accused (Chautala) was admitted in hospital in morning itself. Superintendent of Tihar Jail No. 2 (where Chautala is lodged) ought to have sent a written communication in this regard to the court in time.

"He already knew that matter was to be taken up after lunch. This lax attitude of the superintendent is viewed with concern by this court. Let notice be issued to him with direction to inform the court of latest health status of the accused," the court said.

It was Chautala's counsel who informed the court about his hospitalisation and later a police personnel from the lock-up told the court that a wireless message was received in this regard.

A fresh production warrant has been issued for Chautala for April 12.

On March 25, the court had rejected Chautala's plea to get a pacemaker implanted at a private hospital at his own expense and instead referred him to RML Hospital here saying it has all the infrastructure and facilities required for his treatment.

The court is hearing a disproportionate assets case registered by CBI against Chautala in 2010 on a complaint by Haryana Congress leader Shamsher Singh Surjewala who accused him of amassing assets worth Rs 6.09 crore, far exceeding his legal income between 1993 and 2006.

Two such separate cases are also on against his sons Ajay and Abhay Chautala.

Chautala and Ajay Chautala were sentenced to a 10-year imprisonment by a Delhi court on January 22 for illegally recruiting 3,206 junior basic trained (JBT) teachers in the state in 2000.

PIL on sexual offences: SC asks Centre, states to respond

NEW DELHI: The Supreme Court on Monday sought responses from the Centre, states and Union Territories on a PIL seeking effective "preventive and protective" measures, including sentencing guidelines, in respect of sexual offence cases against women.

"Issue notice to respondents. Returnable within three weeks," a bench of justices K S Radhakrishnan and Dipak Misra said while issuing notices to the ministries of law and justice, women and child Development and home Affairs and also the states and Union Territories.

Senior advocate Indu Malhotra and others filed the PIL in the wake of the gruesome December 16 gang rape and assault of a 23-year-old girl in a moving bus, resulting in her death.

"At present, in India, there are no sentencing principles laid down for the offence of rape, as a consequence of which, as an academic notes, there is 'rampant disparity' across the country in the sentences which are awarded for offences involving similar aggravating and mitigating factors, the PIL said and sought framing of sentencing guidelines.

Section 376 (rape) of the IPC provides that a convict shall be "punished with imprisonment of either description for a term which shall not be less than seven years, but which may be for life, or for a term which may extend to ten years, and shall also be liable to fine..." it said.

"Issue an appropriate writ, order or direction ... for directions to state government/UTs to ensure that police authorities maintain a register of sexual offenders...," the petition said, adding that it would help in devising effective protective measures against sexual offences against women.

It also sought that the "two-finger test" to ascertain the offence of rape be declared as "illegal, unconstitutional and violative of the right to life and privacy guaranteed by Article 21 of the Constitution of India".

The petition also said the state governments be asked to "devise and implement a uniform proforma for examining adult victims of sexual assault."

All India Babri Masjid Action Committee defends Mulayam, describes Beni's allegation baseless

LUCKNOW: Convener of All India Babri Masjid Action Committee (AIBMAC) Zafaryab Jilani has came out in defence of Samajwadi Party (SP) chief Mulayam Singh Yadav by describing the allegations of cheating Muslims levelled by union steel minister and Congress member of parliament (MP) from Gonda Beni Prasad as baseless and false.

Jilani, who is also member of the All India Muslim Personal Law Board (AIMPLB), in a statement issued on Monday, said that allegations that Mulayam cheated Muslims on the issue of Babri mosque are entirely false and baseless. He said that a senior leader and a union minister should not make such allegations particularly when those well informed with the issue are present.

"On the basis of being well informed about the action taken by Mulayam to protect Babri mosque in Ayodhya before and after October 29, 1990, it can be said with responsibility that he as chief minister devoted maximum time to oversee arrangements for the security of the mosque than any other work," Jilani. He said that one leader had suggested SP supremo that the mosque should be given to Hindus but Mulayam replied that security of the mosque was his constitutional responsibility and once the danger is over, Muslims would be free to do whatever they wanted.

Jilani incidentally was appointed as additional advocate general by Mulayam's son and chief minister of Uttar Pradesh (UP) Akhilesh Yadav. As a result, his statement has raised eyebrows. The defence has also come at a time when Shahi Imam of Jama Masjid, Delhi, Maulana Ahmed Bukhari, who supported the SP in UP assembly elections in 2012, have fallen away and accused Mulayam of not fulfilling the promises made to Muslims during elections. However, Mulayam has support of other Muslim leaders.

On Saturday last, addressing a press conference, Beni, who had a three decades long association with Mulayam before defecting to the Congress in 2007, had accused Mulayam of betraying Muslims and having a tacit understanding with the Bhartiya Janta Party (BJP). He had narrated several incidents to support his allegation of BJP-SP understanding. "In 1990, Mulayam as chief minister of the then Janta Dal government in UP, had allowed entry of Vishwa Hindu Parishad leader Ashok Singhal in Ayodhya to flare up communal passions during ram temple movement," he had then alleged.

The Gonda MP had also alleged that on BJP leader LK Advani's request, Mulayam did not support Congress to form the government at the Centre by raising the issue of party president Sonia Gandhi's foreign origin. Later, in 2003, Beni had claimed that the BJP helped Mulayam form government in UP by engineering defection in BSP. He had also reminded how Mulayam shook hands with former chief minister Kalyan Singh who was held responsible for Babri mosque demolition.

Iraq executes four including al-Qaida's Baghdad chief

BAGHDAD: Iraq on Monday executed al-Qaida's former Baghdad chief and three other men convicted of terror-related offences, despite calls for a moratorium its use of the death penalty.

The executions brought to 22 the number of times Iraq has carried out the death penalty so far this year, compared with 129 in 2012, which was among the highest such figures in the world.

"These terrorists were executed by hanging," the justice ministry said in a statement. "They committed criminal attacks against the Iraqi people, notably in Baghdad and in (the western province of) Anbar."

Among the group executed was Munaf Abdul Rahim al-Rawi, once described as the "governor of Baghdad" for al-Qaida's front group in Iraq, who was arrested in March 2010.

He has been blamed for plotting two massive attacks in the Iraqi capital in August and October of 2009 that left 250 dead in total.

Security forces have said Rawi's arrest yielded crucial intelligence that helped lead to the killings in April 2010 of Abu Omar al-Baghdadi, the political leader of al-Qaida in Iraq, and Abu Ayub al-Masri, the insurgent group's self-styled "minister of war".

Iraq has executed at least 22 people so far this year, according to an AFP tally. It executed 18 people convicted of terror-related offences on March 14 and 17.

Al-Qaida's Iraqi affiliate said nationwide attacks on March 19 that killed 56 people were "revenge for those whom you (the government) executed".

Justice minister Hassan al-Shammari insisted last week that Baghdad would continue to implement the death penalty in the face of widespread calls for it to issue a moratorium.

Iraq's executions have sparked concern from the United Nations, as well as Britain, the European Union and rights groups Amnesty International and Human Rights Watch.
