Historically, Darjeeling was not a part of Bengal: Bimal Gurung

Written By Unknown on Sabtu, 17 Agustus 2013 | 08.21

KOLKATA: Claiming that historically Darjeeling was never a part of Bengal, GJM supremo Bimal Gurung on Saturday said that those opposed to the Gorkhaland movement and were dubbing Gorkhas as 'foreigners' were only strengthening the statehood movement.

"The creation of Gorkhaland is not the partition of Bengal as historically Darjeeling was not a part of Bengal and was leased by the British from the kingdom of Sikkim in 1835," Gurung said in a Facebook post.

He said that Kalimpong, which is in Darjeeling district and the Dooars in Jalpaiguri district, were annexed in 1865 from Bhutan.

He was apparently referring to chief minister Mamata Banerjee's assertion that there would be no division of West Bengal.

"The allegation of being 'foreigners' used by those opposed to Gorkhaland only strengthens our statehood movement. The current movement constantly reaffirms our patriotism to India with our slogan 'Jai Hind, Jai Gorkha'," he said.

A new committee formed on Friday in Darjeeling, comprising of GJM and other pro-Gorkhaland outfits, has called a fresh five day agitation from August 19 changing the nomenclature of 'janata curfew' to 'ghar bitrai janta' (people inside homes) on the demand for a separate Gorkhaland.

Anti-Kudankulam activists to raise protest to next level

CHENNAI: Even as the first unit at the Kudankulam Nuclear Power Project (KNPP) is progressing to generate 500 MW of electricity, the People's Movement Against Nuclear Energy (PMANE) feels that the villagers in the neighbouring areas have not lost their steam.

"It is true that the plant has started the fission process. But that does not mean the people have accepted the power plant or that support for the protest has gone down. If only the administration does not hinder free flow of vehicles then you will see the large number of people gathering here as it used to be during the initial days of the protest," PMANEco-ordinator S. P. Udayakumar told IANS on the phone from Idinthakarai in the vicinity of the nuclear power plant from where the protest is being directed.

Even Indian and foreign accredited journalists were not allowed to enter Idinthakarai village in Tirunelveli district, around 650 km from here. Recently two journalists from Delhi - one Indian and one foreign - from a German radio station were denied permission to meet PMANE members.

Udayakumar said people are protesting against the setting up of a nuclear power plant in a non-violent way for the past two years but cases have been registered against them for sedition in a country that got its freedom by similar protests against the colonial British rulers.

"More than 325 cases, including around 20 cases of sedition and waging war against the country have been registered against the protestors. The morale of the people is still high and we are getting support from unexpected quarters," he added.

The irony is that people who are demanding bifurcation of the state are left untouched, he said.

India's atomic power plant operator, Nuclear Power Corporation of India Ltd (NPCIL), is setting up two 1,000 MW Russian reactors at Kudankulam. After several years of delay, the first 1,000 MW reactor at KNPP and India's 21st reactor began its nuclear fission process at 11.05pm on July 13.

After a brief shutdown, the Atomic Energy Regulatory Board (AERB) on Wednesday permitted NPCIL to operate the first unit at 50 percent capacity.

"We have already started our work. We are hopeful of connecting the plant to the grid generating 500 MW this month," RS Sundar, site director at KNPP, told IANS over phone.

Not many, even in Tamil Nadu, would have heard about the small fishing village named Idinthakarai, literally meaning damaged coast, till the villagers there started their protest against the KNPP.

The sustained protests - hunger strikes, rallies, fishing strike, sea siege of the plant - by people in large numbers shook the entire Indian nuclear establishment and also baffled the political parties as the fishermen and their family members, forgoing their work and earnings, gathered in large numbers to protest.

"We are not in a position to enthuse cadres to attend a public meeting despite distribution of biryani packets and free transport. But the continued protests by the people is what is baffling us," a politician told IANS, preferring anonymity.

Looking back at the two-year struggle, Udayakumar said after Independence in 1947, sustained non-violent protest was almost forgotten.

But such form of a protest was carried out by the fishing community which is generally considered as aggressive when it comes to their rights.

The fishermen's protest enabled the common man question the atomic energy establishment, which was not so earlier, and there was intense public debate about nuclear energy which was not there when the civil nuclear deal was signed with the US in 2005, Udayakumar said.

While the street protests were carried out by the villagers in Kudankulam, Idinthakarai and others, anti-nuclear activists and others joined hands with PMANE and fought at a different plane - ferreting information by filing applications under the Right to Information (RTI) Act.

"From the beginning, we decided to keep different fights - street, legal and technical - separate. While the people's protest will be by PMANE, the legal and technical fights was done by our organization," G. Sundarrajan of NGO Poovulagin Nanbargal told IANS.

It was Sundarrajan who filed cases against NPCIL in the Madras High Court and then in the Supreme Court, with like-minded experts extending PMANE a helping hand.

According to him, while the protests were held at Tirunelveli district, across the state there was some form of discussion about the project - debates, posters, leaflets - that kept the issue in the people's mind.

Faced with the public demand for answers, the atomic energy establishment, including NPCIL, started sharing basic information about its projects with the people while withholding the crucial site evaluation and safety analysis reports despite an order from the Central Information Commissioner.

Though the Indian government accused PMANE of getting foreign funds and even raided some NGOs, the allegations were not proved. On its part, PMANE threw open its books of accounts for public scrutiny.

"Due the the protest, Idinthakarai's children are put to a lot of difficulties. It is more than a year since public transport was withdrawn from this area," Udayakumar said.

According to Udayakumar, while the protest against KNPP would continue in the form of civil non-cooperation with plant officials, PMANE will take its anti-nuclear power to a higher plane by targeting policy makers, intelligentsia, youth and others.

Interestingly, anti-nuclear protestors in other parts of the country are now approaching PMANE for guidance.

Mulayam to raise Ram temple construction issue before Muslim leaders: VHP

LUCKNOW: Samajwadi Party chief Mulayam Singh Yadav has accepted the request of 11-member delegation of saints led by Vishwa Hindu Parishad International chief to convince the Muslim leaders, clerics and ulemas to pave way for the construction of Ram Temple at the disputed site of Ayodhya, claimed VHP-led delegation of seers and saints here on Saturday.

With Lok Sabha election less then 9 months away, the Vishwa Hindu Parishad it seems is making yet another bid to rake up Ram Temple issue and has decided to press for the demand to introduce a bill making way for Ram temple at Ayodhya.

The delegation also sought support from Mulayam Singh Yadav for introduction of a bill for the Ram temple construction in Parliament, former BJP MP and part of VHP-led delegation Swami Chinmayanand said.

The former chief minister accepted the offer to talk to Muslim leaders when the 11-member delegation led by VHP international chief Ashok Singhal met SP supremo Mulayam Singh Yadav and his son and chief minister Akhilesh Yadav at CM's official residence at 5 Kalidas Marg here on Saturday morning. The other members of delegation included former BJP Chinmayanand, Rameshwar Prasad Vaishnav of Haridwar, Akhileshwar Das of Madhya Pradesh, Kamal Nain, Ram Vilas Vedanti, Suresh Das, Kanhaiyyalal Das and Dharmendra Das, all from Ayodhya, Hariomji from Rajasthan and Karunanidhan.

The meeting with father and son lasted for two hours, claimed Chinmayanand.

The SP chief was candid in his admission that the dispute had got dragged longer than expected in the court of the law and was of the view that the matter could only be resolved through talks, Chinmayanand told mediapersons at Vishwa Sanwad Kendra in Jiamau area of the state capital.

It was then that the delegation of saints requested Mulayam to act as a bridge between Muslims and Hindus as he has acceptability among Muslim leaders, clerics and ulemas more than any other politician in the country, Chinmayanand said and claimed that the offer was accepted by the SP chief. "Mulayam has assured the delegation to raise the issue before Muslim leaders," Chinmayanand said.

Otherwise also, the VHP-led seers and saints have decided to launch 84 Kosi parikrama from August 25 until September 13 in a bid to spread awareness among the commonman about poltiicians across party lines' statement before the judgement on the dispute was declared on September 30, 2011 that they would cooperate in construction of temple at Ayodhya if the court decides that Babri Masjid came up on a demolished structure and not on a barren land. Since the court had given the verdict that Babri Masjid came up on demolished structure, the politicians should fulfill their promises, Chinmayanand said.

Adding to it, the solicitor general of Government of India through an affidavit on September 14, 1994 had given similar assurance as Central government's take on the disputed structure, Chinmayanand further said. Its high time that Union government should draft a bill making way for the construction of Ram Temple at Ayodhya, Chinmayanad said.

"We have decided to give time to the Central government to come up with a bill until October 18 and if the government fails to do so, the sant samaj would launch a Sankalp movement at 1 lakh places througout the country," Chinmayanand said and added that on the day, around 1 lakh people would gather at Ayodhya and take the pledge for the Ram temple construction.

On BJP's support, Chinmayanand said that national BJP chief Rajnath Singh was apprised about the Dharmsansad resolution during Kumbh and support for introduction of bill was sought. Rajnath Singh had expressed alliance compulsion and had assured the saints that he would apprise the alliance partners of seer and saints sentiments in this regard.

On expectation with Gujarat chief minister Narendra Modi, Chinmayanand said: "Let him first hold the post of expectation and once he does that I don't think we would be left with much of expectation."

Later talking to mediapersons, VHP international chief Ashok Singhal said that even Modi was in favour of construction of Ram Temple like any other top BJP leader.

Defamation case: Court releases Kejriwal on undertaking to appear

NEW DELHI: Activist-turned-politician Arvind Kejriwal on Saturday gave an undertaking in a Delhi court that he will appear before it whenever required in a defamation case filed by chief minister Sheila Dikshit's political secretary for his alleged remarks against her during power tariff hike protests.

Chief metropolitan magistrate Sanjay Bansal passed the order releasing the Aam Aadmi Party (AAP) convener on the undertaking given by him after he refused to seek bail.

Advocate Somnath Bharti, appearing for Kejriwal, said he stuck to his stand that he will not seek bail and furnish any personal or surety bond. He said they have also adopted the same procedure in other cases lodged against him and other party members.

The counsel said Kejriwal has given a written undertaking to the court that he would abide by its orders and would appear as and when required.

The court fixed October 5 for hearing arguments on the issue of locus standi of complainant Pawan Khera, political secretary of Dikshit, in filing the case.

The AAP convener is accused of defaming Dikshit by making "baseless" allegations against her last year in several protests on power tariff hike.

The court had earlier released Kejriwal till today on an undertaking that he would appear on every date of hearing after he refused to seek bail and furnish any personal or surety bond.

Kejriwal had opposed the complaint on the grounds that it has been filed by Khera and not by Dikshit herself.

Kejriwal had admitted the allegations levelled against him but said if Dikshit was defamed then she should have filed the defamation case herself.

Khera had filed the defamation case saying Kejriwal had used "false and filthy" language against Dikshit in a television show.

"Due to politically motivated and malafide reasons, mischievous and absolutely false and baseless allegations have been intentionally made in a filthy and foul language, through convoluted information, to gain scandalising impact, at a platform where the same could not be rebutted, as Sheila Dikshit or the office of the chief minister of Delhi was not represented.

"This shows that the intention was to paint a patently incorrect picture in the eyes of the viewers, general public, thereby, causing irreparable harm to the reputation and standing of all including complainant," the complaint alleged.

It said in October 2012, Kejriwal had organised several protests against "power tariff hike in the capital and had accused the government of stalling Delhi Electricity Regulatory Commission's move to cut power tariff by 23 per cent in 2010".

No conflict of interest between Advani and Modi, Venkaiah Naidu says

Written By Unknown on Jumat, 16 Agustus 2013 | 08.20

KOLKATA: Denying any conflict of interest between L K Advani and Narendra Modi, BJP leader Venkaiah Naidu on Friday supported the Gujarat chief minister's challenge to the PM, saying that everybody has the right to question his performance as he was accountable to the nation.

"There is no conflict of interest at all because Advaniji has not taken any name. I have gone through his statement very carefully. It is very clear that Prime Minister Manmohan Singh is answerable to the nation. He has failed, therefore we have every right to question him. But no personal criticism should be made," Naidu told reporters.

"But yes, there can be criticism of his performance. PM is accountable to the nation," he said.

Naidu's comment came in the backdrop of Narendra Modi's attack on Manmohan Singh on Independence Day yesterday which drew an indirect rebuke from Advani, who also got the backing of key NDA ally Shiv Sena.

Advani, who has voiced reservations about the elevation of the Gujarat chief minister as BJP's national election campaign chief, yesterday said that on a day like Independence Day, leaders should not be critical of others.

Asked whether the BJP-led NDA would be able to garner enough allies with Modi as the party's poll campaign committee chief, Naidu said, "Alliances and understandings are not made on the basis of personalities, but are made on the basis of agenda."

Canadian city names street after Mahatma Gandhi

TORONTO: A street in Canada's Winnipeg city has been named after Mahatma Gandhi on the occasion of India's 67th Independence Day.

The street leading to the Canadian Museum for Human Rights will now be known as Honorary Mahatma Gandhi Way.

At a ceremony yesterday, Mayor of Winnipeg Sam Katz said said it was appropriate the roadway leading to the museum be associated with an individual synonymous with the struggle for human rights.

"Mahatma Gandhi was a spiritual and political leader whose influence is still felt today," Katz told a crowd that included representatives from the Indian and aboriginal communities.

"His teachings of non-violence and social change have given hope to millions of people facing oppression around the world," Katz said. "Gandhi selflessly dedicated his life to human rights and made many sacrifices to ensure and to protect the freedom of others."

Mahatma Gandhi "was the symbolic figure, a person who signified the struggle for human rights," said Krishnamurti Dakshinamurti, president of the Mahatma Gandhi Centre of Canada.

The Mahatma Gandhi name was originally set aside for a new street in Transcona. But civic officials reversed themselves in 2010 after a request from the Mahatma Gandhi Centre that the name be attached to a street near the museum, Winnipeg Free Press reported.

SC refuses to stay rule on removing objectionable post within 36 hours

NEW DELHI: The Supreme Court on Friday justified rules framed by the Centre mandating websites to remove objectionable post within 36 hours from networking sites after receiving a complaint and refused to stay it.

A bench of Justices H L Gokhale and J Chelameswar said a holistic view needs to be taken on it as the impact of any objectionable post on websites is huge and it can spread all over the country.

"In a huge country of 120 crores people, if something objectionable is published, then it has the consequences all over the country, particularly if it is related to political and religious issues. You have to remove it then. We have to take a holistic approach. You know how rumour spreads," the bench said.

It turned down the plea of a website mouthshut.com, a user-generated content and consumer review website, which submitted Information Technology (Intermediaries guidelines) Rules violates its freedom of speech and expression and asked for a stay on its operation.

PM's support will help achieve Gorkhaland: GJM chief

Written By Unknown on Kamis, 15 Agustus 2013 | 08.21

DARJEELING: The Gorkha Janmukti Morcha (GJM) on Thursday said its "democratic and peaceful" movement for statehood is being "forcefully crushed", and Prime Minister Manmohan Singh "must hear our prayers and spare a thought".

"On this great day (Independence Day), the nation needs to remember that the Gorkhas' voice has not been heard. The Hon'ble PM must hear our prayer and spare a thought for us! Your support will encourage us to achieve our goal for statehood. Our plea has been overlooked! We have not been able to change the mind-set of our adversaries," GJM supremo Bimal Gurung said on a social networking site.

With the Mamata Banerjee government taking a firm stand and cracking down on the GJM's movement in the Darjeeling hills for a separate Gorkhaland, Gurung accused the government of forcefully crushing the movement.

"Our democratic and peaceful movement for statehood is being forcefully crushed. Can we take this as the reward for defending the country's borders and sacrificing our lives? What wrong have we committed to be treated like this and being asked to go to China or Nepal to ask for statehood," said Gurung.

The Calcutta high court recently declared the GJM shutdown illegal and sought explanation as to why the Morcha should not be made to compensate for infringing the fundamental rights of the people by calling a shutdown.

The government too has been cracking down on the movement, arresting several Morcha leaders and over 200 supporters and activists.

"The state government's draconian measures to instil fear are further alienating the people. Instead of building bridges the government's hardened stance is making our resolve even stronger. Our justified fight will go on despite all obstacles. We will not lose faith in the Constitution and the nation to give us justice," added Gurung.

The GJM has given a four-day relaxation, beginning Thursday, to its indefinite shutdown. The continuous stir has paralysed life in the hills and led to shortage of food and other essentials.

TDP leader Basha dies in road accident, Chandrababu Naidu shocked

HYDERABAD: Former Member of Parliament S M Laljan Basha, who served as a prominent Muslim face of Telugu Desam Party for close to three decades, was killed in a road accident at Narketpalli on the Hyderabad-Vijayawada national highway in the wee hours on Thursday.

Basha (57) is survived by wife, a son and four daughters. Basha was on his way to his hometown Guntur when the SUV he was travelling in hit the road divider and turned turtle, killing him on the spot.

The vehicle driver sustained serious injuries and was rushed to a private hospital for treatment, police said.

A pal of gloom descended on the TDP as news of Basha's death broke out.

Party leaders, soon after hoisting the national flag on the occasion of Independence Day, paid homage to the departed leader at the NTR Trust Bhavan here.

TDP chief Chandrababu Naidu and other top leaders expressed shock over the tragic death of Basha.

"I am unable to digest the news that Basha has been killed (in a road accident). It is like losing a family member for me," Chandrababu said after visiting the district headquarters hospital at Nalgonda where Basha's body was kept.

As a party leader and an MP, he strove for the uplift of minorities, Chandrababu said.

Basha's death was a deep loss not only to the TDP but also for the country, he added.

It was shocking that the party's top leaders were getting killed in road accidents, he remarked.

Incidentally, Yerran Naidu, who remained the TDP's face in New Delhi for over a decade, was also killed in a road accident in Srikakulam district in November last.

Saudi Arabia beheads man for torturing wife to death: Report

RIYADH: Saudi Arabia on Thursday beheaded a citizen convicted of torturing his wife to death, in the first execution since the start of the Muslim fasting month of Ramzan, state media said.

Fawzi al-Khaibari had been found guilty of beating up and burning his wife with an iron before "crushing her skull" and leaving her to die, the interior ministry said in a statement carried by the official SPA news agency.

He was beheaded in the holy Muslim city of Medina, in the west of the Gulf country.

It was the first reported execution in the conservative kingdom since July 8, two days before the start of Ramzan which ended last week.

A total of 58 people have now been executed in Saudi Arabia since the start of the year, according to an AFP count.

In 2012, the Gulf country executed 76 people, according to a tally based on official figures. Human Rights Watch has put the number at 69.

Rape, murder, apostasy, armed robbery and drug trafficking are all punishable by death under Saudi Arabia's strict version of sharia, or Islamic law.

British Muslims express 'disgust' over Modi invite to UK

LONDON: A group of Indian Muslims in the UK has expressed its "utter disgust" over an invitation for Gujarat chief minister Narendra Modi to visit Britain.

In an open letter addressed to ministers and political party leaders, the Council of Indian Muslims UK (CIM-UK) said, "This move will encourage extremism in India, will set a dangerous precedent in British politics and will go down in history as yet another shameful blunder by British politicians ..."

The India groups of the country's two main political parties had issued formal invitations last week for the Gujarat chief minister to visit the UK.

The letter written by the chairman of the CIM-UK, Munaf Zeena, was addressed to UK foreign secretary William Hague, home secretary Theresa May, Conservative party chairmen Grant Shapps and Andrew Feldman, and Opposition Labour party leader Ed Miliband.

Barry Gardiner MP, chairman of the Labour Friends of India, made headlines recently for his invite to Modi to speak at an event at the House of Commons on 'The Future of Modern India'.

His letter was followed up by the Conservative Friends of India co-chairman, Sailesh Vara MP, who also expressed his party's wish to meet the chairman of the BJP's national election committee.

"We are not unaware of a powerful BJP lobby, supported by Barry Gardiner, the Labour MP from Brent North, doing PR work for Modi in UK. In fact in his election campaign Mr Gardiner even shamelessly published a testimonial from Modi on his website claiming, 'Gujarat has no greater friend in Britain than Barry Gardiner'," the CIM-UK's letter goes on.

"We fail to express our utter sense of disappointment and disgust at these overtures by British MPs and earnestly request you to review your policies and restrain these MPs from supporting the Nero and Hitler of our time," it concludes.

Gardiner has vehemently stood by his decision to invite the BJP leader, who he describes as a politician "who cannot be ignored".

The UK government, like the US, had distanced itself from Modi in the aftermath of the 2002 Gujarat riots until late last year when the British high commissioner to India, James Bevan, made diplomatic overtures towards the Gujarat chief minister.

Mars food study researchers emerge from dome

Written By Unknown on Rabu, 14 Agustus 2013 | 08.20

HONOLULU: Six researchers have spent the past four months living in a small dome on a barren Hawaii lava field at 8,000 feet (2,400 meters), trying to figure out what foods astronauts might eat on Mars and during deep-space missions.

They emerged on Tuesday with their recipes and without the space suits they were required to wear each time they ventured onto the northern slope of Mauna Loa _ an active volcano that last erupted in 1984.

"It's a moment I'm going to remember for the rest of my life," said Oleg Abramov, a research space scientist at the US Geological Survey Astrogeology branch in Flagstaff, Arizona. "Walking out ... experiencing the sunshine and wind on our faces."

The six researchers were selected by the University of Hawaii and Cornell University for the NASA-funded study to prepare meals from a list of dehydrated, preserved foods that are not perishable. They examined pre-prepared meals similar to what astronauts currently eat, and concocted meals themselves in an attempt to combat malnourishment and food boredom.

Members did their cooking in a two-story dome with small sleeping quarters, an exercise room and of course, a kitchen.

Team commander Angelo Vermeulen said Tuesday the problem with ingredients that aren't perishable is they're usually highly processed and lack fiber. He said he was impressed with how freeze dried products taste very similar to fresh produce.

But what is also important for future space missions is comfort food, he said. A favorite among the crew: Nutella, the chocolate-hazelnut spread. "It's something we craved," he said. "We had a limited supply so we had to ration it."

The study, dubbed Hawaii Space Exploration Analog and Simulation, included an open call for recipes that involved a lot of Spam. The canned meat, popular in Hawaii households, was a common ingredient in suggested recipes because of its shelf-life, said Kim Binsted, a UH-Manoa associate professor who is an investigator on the study but didn't live in the habitat.

The researchers prepared several dishes using Spam, including a Cajun jambalaya and a fried rice noodle dish.

She said Hawaii's temperate weather and Mauna Loa's geological features were a perfect setting for the study. The area is isolated, yet accessible, and has no visible plant or animal life.

"It looks like Mars," she said.

Team members will spend several days in debriefings after they emerge from the dome. They'll likely be disoriented from the experience, Binsted said, and they have requested a beach outing before returning to their regular lives.

One of the first things they did when they came out of the habitat was have a buffet breakfast. "They went straight to the fruits and vegetables," Binsted said. "They seemed delighted to have fresh fruits and vegetables."

It will take several months to process all the data gathered. Binsted hopes to present findings at the International Astronautical Congress later this year in Beijing.

India, China hold first dialogue on Central Asia

BEIJING: India and China held their first official dialogue on Central Asia focusing on their "very similar" approaches in the strategically important region on issues like counter-terrorism, regional and energy security.

The two-day talks concluded on Tuesday and were "held in a cordial and friendly atmosphere marked by a high degree of candour," an Indian Embassy release here said on Wednesday.

Senior officials of the foreign ministries of both countries discussed the situation in Central Asia, "focusing on the very similar" Indian and Chinese approach to political and economic relationships with Central Asian countries, it said.

"They had a conversation on specific issues like regional security and counter-terrorism, Shanghai Cooperation Organisation, (SCO), energy security, development partnerships, and people-to-people contacts with the countries of the region," the release said.

The Chinese side briefed the Indian delegation on China's vision of its relations with Central Asia while the Indian side described details of India's "Connect Central Asia" policy, it said.

"Both India and China are in the neighbourhood of Central Asia and have established close political and economic ties with the countries of the region. Both countries stated that strong relationships with the countries of the Central Asia region were an important priority in their foreign policy," the release said.

This is the first time such a bilateral dialogue focusing on Central Asia where the two countries have long and historical ties was held, reflecting deepening diplomatic engagement between the two neighbours even as they try to sort out friction resulting from recent reported incursions by Chinese troops along the Ladakh border.

The dialogue on Central Asia was followed by the first ever talks held by the two countries on Afghanistan, especially on the situation emerging due to planned pullout of US and NATO troops from the war-torn country by next year that has sparked concerns over the likelihood of the return of the Taliban and al-Qaida.

Pakistan cancels pilgrims' visit to Delhi due to security reasons

NEW DELHI: Pakistan said on Wednesday it has cancelled the visit of pilgrims to the annual gathering of Hazrat Amir Khusro in Delhi due to security reasons.

The Pakistan high commission said in a statement that the Aug 22-29 visit has been cancelled due to security reasons.

On Tuesday, external affairs ministry spokesperson Syed Akbaruddin said that India takes a holistic view whenever approached for visas.

"As a matter of abundant precaution and caution we advised that the zaireen (pilgrims to Urs) defer their visit to New Delhi under the current circumstances."

Ties between New Delhi and Islamabad have taken a hit in the recent days after Pakistani troops killed five Indian soldiers last week in Poonch on the Line of Control, leading to anger in India and calls to call off talks with Pakistan. There have also been repeated violations of the ceasefire on the LoC.

Hamas must halt prisoner executions in Gaza, UN says

GENEVA: The UN's top human rights official is urging the militant Islamic group Hamas that rules Gaza to halt all executions because they are imposed without fair trial.

UN High Commissioner for Human Rights Navi Pillay said in a statement on Wednesday that under international human rights law the death penalty can be imposed only after a fair trial, and "this is currently not possible in Gaza, neither legally nor practically."

Pillay also says she has serious concerns about alleged ill-treatment and torture during interrogations of people who were later sentenced to death.

The last such executions in Gaza occurred in June.

Amnesty International has said Hamas authorities soon plan to publicly execute two prisoners, both men in their 20s, who are among at least 40 prisoners on death row in Gaza.

NEW DELHI: The Supreme Court on Wednesday directed the Jammu and Kashmir government to pay a compensation of up to Rs 2 lakh to people injured in communal clashes in Kishtwar district.

A bench headed by Chief Justice P Sathasivam turned down the plea of the state government against compensating the injured persons till the judicial commission looking into the incident files its report.

"The injured are also entitled to compensation. How can you say that they are not entitled?" the bench asked, while refusing to modify its yesterday's order in which it was mentioned that families of the deceased would be paid Rs 5 lakh and those injured would get up to Rs 2 lakh.

The bench also refused to give any directions to the state government as pleaded by J&K National Panthers Party's secretary Sudesh Dogra on whose PIL the court had yesterday directed the state's chief secretary to file a detailed affidavit on the communal clashes in Kishtwar and subsequent steps taken by the state government to control the situation.

"No further direction is required at this stage. Don't mention the matter everyday. It is not the only case which we hear," the bench said.

The PIL had sought a direction to the government to provide safe passage, food and medical facilities to the stranded pilgrims travelling back from Machil to Batote (national highway) till their evacuation saying, their survival is under threat.

The PIL also demanded compensation for all those whose houses, shops, infrastructure and other belongings have been destroyed by the mob in the clashes in Kishtwar.

Communal violence had left three persons dead and several others injured in Kishtwar district where curfew was clamped.

The streets of Kishtwar witnessed communal clashes on Eid-ul-Fitr. Several shops and vehicles were burnt.

Tandoor case: SC reserves verdict on plea of death row convict

NEW DELHI: The Supreme Court on Tuesday reserved its verdict on a plea filed by jailed former Youth Congress leader Sushil Sharma challenging his conviction and death sentence in the 1995 Naina Sahni murder case, which became famous as the 'tandoor' case.

A three-judge bench headed by Chief Justice P Sathasivam concluded the hearing on the petition during which Sharma's counsel and senior advocate Jaspal Singh said the case did not fall in the rarest of rare category warranting capital punishment.

He submitted the conviction was entirely based on the circumstantial evidence and death penalty cannot be awarded to the convict.

However, the prosecution said the case falls in the category of the rarest of rare and the trial court and the Delhi high court were justified in awarding death sentence.

The arguments before the bench, also comprising justices Ranjana Prakash Desai and Ranjan Gogoi, had commenced five years after Sharma filed the appeal against the Delhi High Court judgement confirming the conviction and death penalty awarded to him for murdering his wife Naina on suspicion that she was having an extra-marital affair.

Sharma was convicted for murdering his wife and then disposing of her body by burning it in a tandoor.

Seek public view on RTI amendment: NCPRI to national parties

LUCKNOW: The National Campaign for Peoples' Right to Information (NCPRI) has written to the presidents of six major political parties - Congress, BJP, CPI, CPM, NCP and BSP - asking them to seek public opinion before taking any decision on excluding political outfits from the Right to Information Act.

The NCPRI activists said people have the right to know about political parties which are run on the money donated by the public. So, the amendment curtailing the right to know is unconstitutional and cannot be taken without discussing it with the public and taking its consent, they added.

The Central government has proposed amendment to exclude political parties from the RTI Act. The move came after the Central Information Commission last month declared the political parties as public authorities, hence liable to part information to public under the RTI Act.

On behalf of the NCPRI, the letter has been signed by activists Aruna Roy, Anjali Bhardwaj, Nikhil Dey, Shailesh Gandhi, Shekhar Singh, Harsh Mander, Venkatesh Nayak, Bhaskar Prabhu and Rakesh Dubbudu.

Describing the proposed amendment as unfortunate, NCPRI in its letter has said that the government had assured in Parliament that there would be meaningful and widespread public consultation before any amendment in the RTI. But, now the government has gone back on its word, the letter states.

The NCPRI said if the government felt that the CIC order was not legally sound, then it should have appealed in the court. The activists have also asked political parties to clear their stand on the proposed amendment. Parties have also been asked to explain if they want exclusion from RTI, they why all other private/NGOs, which are substantially financed by the government, come under the ambit of the RTI law.

HC issues notices to union ministries on construction of helipads in south Mumbai

MUMBAI: (PTI) The Bombay high court on Tuesday issued notices to concerned union ministries, Maharashtra government and the Municipal Corporation of Greater Mumbai seeking their response to a petition seeking construction of helipads in south Mumbai.

A division bench of Chief Justice Mohit Shah and Justice M S Sanklecha was hearing a public interest litigation filed by a social worker Arvind Shastri seeking construction of helipads in south Mumbai to avoid traffic jams caused by movement of VIPs as the helicopter landing facility is currently available only in suburbs.

The bench while issuing notices to the respondents directed them to file their reply by September 16.

"All helicopters have to now land in the suburbs. Usually helicopters are used by VIPs who travel to south Mumbai. Due to VIP movement from the suburbs to south Mumbai there is always traffic problem," advocate for the petitioner Mohan Jaykar argued.

The petition states that while it is impossible to have an airport in south Mumbai there is sufficient space for helipads. "The ministry of defence has raised objection to the construction of a helipad due to security issue," the PIL claims.

Ishrat case: SC rejects Pandey's anticipatory bail plea

NEW DELHI: The Supreme Court on Monday rejected the anticipatory bail plea of senior IPS officer PP Pandey, against whom a non-bailable warrant has been issued, in the Ishrat Jahan fake encounter case, saying his conduct in remaining absconding disentitled him for the relief.

"Your conduct itself makes you dis-entitled for this plea (bail)," a bench headed by Justice BS Chauhan said while referring to Pandey's behaviour of not submitting to the jurisdiction of the trial court which had issued a non-bailable warrant against him.

Senior advocate Jaspal Singh, appearing for Pandey, raised questions on the impartiality of CBI in the case but the bench refused to give credence to his contention.

The bench also expressed its anger over such high-profile persons approaching the apex court for seeking relief which consume a lot of time at the cost of poor litigants who have to wait for justice.

"This court has become a safe haven for such people. We have not been able to hear criminal appeals pending before us for years. It's a sorry state of affair. I am willing to say it on oath," Justice Chauhan observed.

The bench further raised question on the maintainability of Pandey's petition in view of his being an absconder in the case.

Additional solicitor general Indira Jaising, appearing for CBI, vehemently opposed the plea saying he has become an absconder for the second time in the case and his whereabouts are not known.

"Let him disclose where he is and we will pick him up," she said.

Additional DGP Pandey, a 1982-batch IPS officer, has been named as an accused in the 2004 fake encounter case of Ishrat Jahan and three others.

Nitish Kumar regrets minister's remarks giving clean chit to Pakistan

Written By Unknown on Minggu, 11 Agustus 2013 | 08.20

PATNA: Chief minister Nitish Kumar on Sunday regretted his minister Narendra Singh's remarks giving clean chit to Pakistan for the killing of five Indian soldiers by the Pakistani Army on the Line of Control (LOC) in Jammu and Kashmir's Poonch district recently.

The agriculture minister Narendra Singh's remarks on martyrdom of five Indian soldiers is regrettable, Kumar told reporters in reply to question.

Singh on Tuesday had given a clean chit to Pakistan saying that he did not think that Islamabad was responsible for the killing of five Indian soldiers on the LOC in Poonch district of Jammu and Kashmir and had said that the attack might have been carried out by militants from across the border in the disguise of Pakistani soldiers.

He had also described Pakistan as India's 'younger brother' and a neighbour during a press conference in his native Jamui district on Saturday.

Singh had also come to the rescue of his beleaguered colleague Bhim Singh, who holds rural works and panchayati raj departments in the Nitish Kumar government, saying that the matter related to his insensitive remarks that policemen and soldiers are recruited in service to make sacrifices for the nation should be closed in the wake of the latter's unqualified apology.

One police officer suspended every 3rd day in Lucknow, RTI petition reveals

NEW DELHI: Even as the Durga Sakthi Nagpal suspension issue refuses to die down, data reveals that on an average one police officer is suspended every third day in the Uttar Pradesh capital.

The figures received from the office of Lucknow's senior superintendent of police show that 516 police officers were suspended between 2009 and 2013.

The data received by activist Nutan Thakur through a RTI petition shows that 367 suspension orders were issued during this period. While 516 police officers were suspended, subsequent action was followed against only 223 policemen.

"Senior officers completely forgot 287 policemen (56 per cent) after suspending them. Out of these 223 officers in which subsequent action was taken, 36 were found not guilty and thus only 187 policemen (around one-third of those suspended) were finally punished in any manner," Thakur said.

The data also shows that through single orders dated September 12, 2009 and July 21, 2012, 39 and 10 policemen were respectively suspended.

"None of the 39 policemen who were suspended together was later found guilty and they were reinstated within eight days of suspension on September 20. Similarly, the 10 policemen suspended together got stay from the court within a month," she said.

Interestingly, of the 516 policemen, 156 got reinstated within one month. Some of them like sub-inspector Vijay Pratap Singh, Virendra Kumar and TSI Yogesh Sharma got reinstated within four days.

Onion prices soars to Rs 60 per kg in Delhi's retail market

NEW DELHI: Onion prices have soared to Rs 60 per kg in the retail market of the national capital due to lower supply from producing regions.

Local vendors are selling onion, a politically sensitive item, at Rs 55-60 per kg in Delhi, while rates are lower at organized retails.

At Mother Dairy's 350 Safal stores in NCR, onion is being sold at Rs 45 per kg. At MORE retail outlets, the edible bulb is available at Rs 50 per kg.

Onion supplies have substantially come down in Delhi to 6,000 quintal from 11,480 quintals ten days ago, according to the data maintained by the National Horticultural Research and Development Foundation (NHRDF).

"Wholesale price of onion has touched Rs 40-45 per kg. Arrival of onion from producing states has declined in last 8-10 days," Azadpur Mandi's Onion Merchant Traders Association President Surendra Budhiraj said.

The new crop is expected from Tamil Nadu, Andhra Pradesh and Karnataka in September-October, he added.

Concerned over the rising prices, Delhi government has already started selling onion vegetable at reasonable rates at 350 outlets across the city to provide relief to citizens.

Meanwhile, rates at Lasalgoan -- the Asia's biggest wholesale market for onion -- have increased to Rs 31.50 per kg from Rs 24 per kg on July 31 as supplies have fall down.

Onion prices in Punjab, Haryana and Chandigarh have also shot up to Rs 50-55 per kg across retail markets on account of short supply.

Wholesale onion price in Lasalgaon had reached this level during December 2010-January 2011. Retail prices had then skyrocketed to about Rs 100 per kg across the country, forcing government to curb exports.

Gunmen kill 5 Yemeni troops guarding LNG plant, official says

ADEN: Suspected al-Qaida militants killed four Yemeni soldiers in their sleep early on Sunday in an attack on forces guarding the country's only liquefied natural gas (LNG) export terminal, a local official said.

The assault follows an escalating campaign of drone strikes by the United States over the past two weeks and warnings of militant attacks that prompted Washington to close embassies across the Middle East and evacuate some staff from Yemen.

The official said the gunmen infiltrated a checkpoint guarding the Balhaf LNG terminal in the southern Shabwa province, killed one soldier and then entered a cargo container where four more troops were sleeping and shot them dead.

The attackers fled in a vehicle, he said.

A Yemeni government spokesman said last week that the $4.5 billion gas facility, jointly managed by Yemen LNG and France's Total, was one of two energy targets that suspected al-Qaida militants had been plotting to attack.

Washington stepped up drone strikes on suspected al-Qaida targets in Yemen which killed at least 15 people in three days.

US ally Yemen, one of the poorest Arab countries, is the base for al-Qaida in the Arabian Peninsula (AQAP), one of the most active branches of the network founded by Osama bin Laden, and militants have launched attacks from there against the West.

The Balhaf facility, the largest industrial project ever undertaken in Yemen, opened in 2009. It is heavily guarded by Yemeni troops.

It supplies gas cooled to liquid for export by ship, under long-term contracts to GDF Suez, Total and Korea Gas Corp.

Security measures

A private security source working for oil and gas firms in Yemen said Sunday's killing appeared to be in retaliation for recent drone strikes that killed scores of Islamist insurgents in the south.

"The checkpoint they attacked is one of many leading up to the gas facilities," said the source, who spoke on condition of anonymity. "The militants know that it's impossible to penetrate all of the checkpoints and that's why they didn't attempt to go further. They just wanted vengeance."

He said there are usually up to 1,800 Yemeni soldiers guarding oil and gas facilities in Shabwa and the number has been increased in recent weeks.

The Yemeni government said last week that it had foiled a plot by al-Qaida to seize the al-Dabbah oil export terminal in Hadramout and the Balhaf gas export facility. Plans for such an attack will have raised alarm bells in Washington.

In January, Islamist gunmen attacked an Algerian gas plant, seizing hundreds of hostages before the army stormed it four days later. Dozens of foreign workers were killed.

The security source said tight security arrangements are already in place in Yemen to protect oil and gas facilities and foreign experts working there from potential attacks by the Islamist militants.

Foreign workers rarely venture outside their heavily-fortified compounds and are usually flown out directly without having to drive through areas accessible by insurgents.
