Rain in Uttarakhand, Ganga flowing close to mark

Written By Unknown on Sabtu, 10 Agustus 2013 | 08.20

DEHRADUN: Most places in Uttarakhand on Saturday received light rain though the Ganga was flowing close to the danger mark, flooding some villages.

Most of the places across the state, including Dehradun, received light showers, the Met department said on Saturday.

While Nainital received 17.6mm of rain, Dehradun received just 4 mm of rain in the last 24 hours, it said.

The sky is clear in the state capital since morning, it added.

However, Haldwani in Nainital district received heavy showers with the maximum 112mm rainfall recorded there in the past 24 hours, the weather man said.

Incessant rain over the past few days has swollen the Ganga at Haridwar, which was flowing close to the danger mark yesterday, inundating some villages in Luxor area, state disaster management and mitigation centre (DMMC) said.

About 600-700 affected people have been evacuated to safety by the administration, it said.

The Ganga in Haridwar is flowing at 293.70 metres, whereas the danger mark is 294 metres, the DMMC said.

Pauri district was also lashed by moderate rains over the past few days with most of the rivers and canals in Lansdown area in spate.

The administration has asked people living close to the banks of rivers like Nayal and Mander in the area to move to safer places.

Power supply has been affected for the past 15 hours in Kedar valley, authorities here said.

Six migrants drown, at least 100 rescued off Sicily

ROME, Latium: The Italian coastguard found on Saturday the bodies of six migrants dead on a tourist beach in Sicily while more than 100 others, thought to be Syrians, were rescued, officials said.

"The bodies were reported by employees of a beach resort" near the island's second largest city Catania at dawn, a port official said.

Investigators said the boat was carrying around 120 people including women and small children.

"We are transferring the other passengers from the little fishing boat they were in. We assume they are all Syrians," he said, adding that they included women and small children. He did not know where they had set sail from.

Italian media said the six migrants who died could not swim and drowned trying to reach the shore just 15 metres (50 feet) from where the boat ran aground.

Frogmen were searching around the stricken vessel for other possible victims.

Another group of about 100 migrants, mostly Syrian families, were rescued overnight Wednesday off the coast of Calabria on the Italian mainland.

They had left Syria two weeks earlier and had to change boats several times before being left adrift aboard an 11-metre (35-foot) vessel.

Improved weather and calmer waters have seen a spike in boat people arrivals in recent days.

But shipwrecks are frequent because the boats are often old, rickety and overloaded. Human traffickers regularly abandon their passengers when Italian or Maltese coastguards spot them.

Service chiefs, PM need to interact on strategic issues: Former Air chief Tipnis

PUNE: In the wake of tension at the Indo-Pak border, former Air chief Anil Tipnis has underlined a need for regular "informal interaction" between the Prime Minister, defence minister and the three services chiefs to discuss issues of strategic importance.

Making a mention of the equation between the US President and the American armed forces, Tipnis said, "the US President is always in touch with the military commanders, be it Afghanistan or Iraq. He has one-to-one interaction with them. Our chiefs do not meet Prime Minister, who should lend his ear to them. The chiefs have a right to approach the PM to discuss defence matters."

In an interview with a Marathi news channel, on the strategy to deal with a hostile Pakistan he said the terrorist base camps in the neighbouring country can be targeted by the Indian Air Force "without crossing the Line of Control (Loc)" with the technology available.

"But to do this we need intelligence inputs. Real time human intelligence is needed for precision attacks. We can harm them if not destroy," said the former chief who questioned the effectiveness of intelligence network.

"Intelligence is a natural security tool. Our intelligence is not as good as that of Pakistan", he remarked.

Referring to the contradictory statements made by the defence minister A K Antony in Parliament on the Poonch incident in which five Indian soldiers were killed, Tipnis said, "Such discordant notes benefit the enemy."

Disapproving of a soft approach towards Pakistan, he said, "We have to be more aggressive and dominating with Pakistan instead of just reacting. We just react to the Pak moves."

Stating that political leadership should also listen to the military leadership, Tipnis stressed the need for "timely acquisition" of necessary weapons required by the three services to upgrade defence preparedness.

"We have to be well equipped and should be able to take things to logical conclusion", he added.

Observing that Pakistan wants India to break into pieces, Tipnis said the religious fundamentalists in Pakistan and its all powerful army were mutually supporting each other in anti-India posturing.

Describing nuclear warfare as a "strategic thought rather than a reality", he said India should not budge and cow down by Pakistan's nuclear threat.

The bodies, extricated since yesterday, were consigned to flames after necessary rituals, officials said today. With this, the total number of bodies disposed of at the Himalayan shrine area has reached 188 since the start of operations over a month ago.

The police and NDRF personnel had a tough time in pulling out the bodies from the debris, as they had to cut through iron rods of the collapsed structures. While 25 bodies were extricated yesterday, 23 were pulled out today.

Rs 5 lakh in cash, along with items like voter ID cards, mark-sheets and debit cards have been recovered from the Kedarnath area during the clearing-up operations, the officials said.

Govt approves visa on arrival for tourists from 11 countries

NEW DELHI: Tourists from 11 countries can now avail of visa-on-arrival (VoA) facility at four additional airports - Bengaluru, Hyderabad, Kochi and Thiruvananthapuram. The Union home ministry has approved introduction of the tourist VoA facility at these airports with effect from August 15, according to minister of state for home MullapallyRamachandran.

So far, the tourists could get visa-on-arrival only upon disembarking at international airports at Delhi, Mumbai, Chennai and Kolkata. This facility - now available to the nationals of New Zealand, Singapore, Japan, Finland, Luxem Bourg, Phillippines, Cambodia, Vietnam, Laos, Indonesia and Myanmar - was introduced by the MHA in 2009.

Ramachandran said the civil aviation ministry will provide logistical support to implement the TVoA facility and also inform airport operators. "The concerned airport operators have to put up display boards in pre-immigration area for the tourists seeking TVoA facility. The airlines operating on the concerned routes must also take requisite action for smooth implementation of the TVoA scheme," he told newspersons.
Airline operators will be asked to provide advance information through the advance passenger information system (APIS) on passengers seeking TVoA facility. All Indian missions have been informed about the introduction of this facility at more airports, something that will also be publicized on the MEA website.

Welcoming the extension of TVoA facility to Kochi, Thiruvananthapuram, Bengaluru and Hyderabad airports, Ramachandran said it would give a fillip to tourism in Kerala, Karnataka and Andhra Pradesh. He said the international airport at Calicut may also be considered for the TVoA facility in the "next phase". "By the time the North Kerala Tourism circuit is implemented in full swing, the Calicult airport will also be provided this facility," he promised.

Tamil Nadu to get additional 100MW of power from Kudankulam nuclear power plant

CHENNAI: Tamil Nadu will get additional 100MW of electricity from the unit 1 of the Kudankulam nuclear power plant when the operations begin there, said Union power minister Jyotiraditya M Scindia in the Lok Sabha on Thursday.

Electricity from unit 1 is likely to be fed into the grid by the end of August.

According to the initial agreement, Tamil Nadu would get 462.5MW from the first unit which attained criticality last month. Now the total power from the unit to Tamil Nadu will be 562.5MW. The state will get a total of 1,025MW of power against 962MW allocated earlier when the second unit is commissioned in March.

The allocation comes in the wake of several demands by chief minister Jayalalithaa seeking the entire power from unit 1 for the state.

"The Government of Tamil Nadu had requested the Union ministry of power for allocation of the entire power to be generated from Kundankulam Nuclear Power Plant to the state. Similarly, a request from the government of Kerala for allocation of 500MW to Kerala was also received by the ministry. However, they have been informed that the distribution of power among states can be as per guidelines only," Scindia said in a written reply.

In a series of letters to Prime Minister Manmohan Singh in 2012 when the power crisis was acute in the state, Jayalalithaa asked for the entire power generated from the unit 1 for Tamil Nadu. But the Centre refused to accede to her request but hinted that an additional 100MW would be allocated to Tamil Nadu.

According to the revised allocation, out of the 1000MW from the unit 1, Tamil Nadu will get 562.5MW, Karnataka 221MW, Kerala 133MW, Puducherry 33.5 and unallocated 50MW.

US Marine sergeant who urinated on body of Taliban insurgents demoted

WASHINGTON: A Marine sergeant who was videotaped urinating on dead Taliban insurgents, an incident that stoked ire last year towards US forces in Afghanistan, has been reduced to the rank of corporal after pleading guilty, the Marine Corps said on Thursday.

Sergeant Robert Richards was the last of eight Marines to be punished in connection with the incident, which took place on July 27, 2011, during a counterinsurgency operation in Helmand Province in Afghanistan.

The videotape showed four Marines wearing camouflage combat uniforms urinating on three corpses as one of the Marines joked, "Have a nice day buddy."

The video became public in early 2012 and was one of a series of offensive incidents at the time that roused Afghan ire and led to heightened tensions between Washington and Kabul.

Richards was charged earlier this year with dereliction of duty, violation of a lawful general order, and conduct prejudicial to the good order and discipline of the armed forces.

He pleaded guilty to two counts at a court martial session at Camp Lejeune, North Carolina, on Wednesday and was reduced to the rank of corporal, the Marine Corps said in a statement.

All eight Marines involved in the incident have now been punished, some by way of court martial and others via non-judicial punishment, the statement said.

RTI activists slam government's move to amend RTI Act

NEW DELHI: Describing the covert way in which RTI amendments have been introduced by the government as a trivialization of democracy, activist Aruna Roy said that political parties have lost a historical opportunity to appear transparent.

Roy and others, including Harsh Mander and Anjali Bharadwaj, were protesting against the government's move to exclude political parties from the ambit of the RTI Act. The amendments were approved by the Union Cabinet on August 1 with the government planning to pass it during the ongoing monsoon session of Parliament.

Describing the RTI Act as the equivalent of a million lokpals, activist Harsh Mander, said that, "Every agency is happy to see transparency in others. But when it comes to them (the government), they don't want it."

The activists have also written to Prime Minister Manmohan Singh opposing the proposed amendments to the RTI Act.

"India's governance is going through a credibility crisis as never witnessed before, in which all sectors of governance and social formations have been suspect," the letter mentioned.

The letter has been signed by 300 eminent citizens.

The letter added: "We, as citizens of India, demand that it (the RTI act) is not amended. The act has enabled the making of informed choices and strengthened participatory democracy."

Activists said that this was a clear case of conflict of interest that would be met with resistance. NCPRI's Nikhil Dey called the move to amend the act 'match-fixing' with no public consultation on the matter.

The activists will be holding a protest demonstration at Jantar Mantar on Tuesday and have a series of protests planned in different cities including Bangalore, Hyderabad and others. They said that over 6000 people had signed the online petition in Gujarat, while those in Rajasthan, Maharashtra and Odisha were also participating in the campaign.

Court dismisses petition against chief minister Raman Singh

Written By Unknown on Minggu, 04 Agustus 2013 | 08.20

RAIPUR: A local court has dismissed a petition against chief minister Raman Singh as well as others seeking registration of an offence and investigation into a land alloted allegedly at throwaway prices to Balco ( Bharat Aluminum Company Ltd) in Korba district of Chhattisgarh.

The court of the first additional district and sessions judge N D Tigala delivered the order on Saturday dismissing the petition filed by senior Congress leader and former minister Bhupesh Baghel against Raman Singh, former chief secretary P Joy Oommen and the then BALCO chief executive officer (CEO), Gunjan Gupta for allegedly entering into a conspiracy to allot land at throwaway prices.

Baghel, who is now the programme co-ordinator of state Congress, has alleged in his complaint that Singh conspired with Gupta and Oommen and cleared files to allot the land, causing a loss of Rs 140 crore to the exchequer.

Welcoming the court's order, BJP claimed that Baghel has been exposed in court that he had raised baseless allegations on the BALCO land allocation issue.

"Bhupesh Baghel has been exposed for taking the case to the court for political mileage and he has failed in his attempt to malign chief minister Raman Singh," BJP spokesperson Ajay Chandrakar said in a statement here.

Meanwhile, Chhattisgarh Congress spokesperson Shailesh Nitin Trivedi said that the Congress would take the issue to the high court.

Two Bangladeshi men arrested in Pune for trying to push woman into prostitution

PUNE: The Faraskhana police have arrested two agents from Bangladesh, who were trying to force a 20-year-old woman into prostitution.

The police have rescued the woman and sent her into an observation home. The police have identified the suspects as Sultan alias Mohammed Siddiqui Khan (26) and Mohammed Rajib Mohammed Chaudhari (26) who hail from Bangladesh. The Faraskhana police team led by senior inspector Bhanupratap Barge made the arrests.

Barge told TOI that sub-inspector SG Jaybhaye had received a tip-off that two agents from Bangladesh would be coming to a brothel in Budhwar Peth. They were preparing to sell a woman into the brothel. "The informer also told Jaybhaye that one of the suspects was sporting blue colour shirt and another was wearing a T-shirt," Barge said.

The police laid a trap in the area. "We noticed two men and a woman talking to each other. We nabbed them and brought them to the police station," Barge said.

During investigations the woman revealed that she was working at a garment shop in Dhaka in Bangladesh. The duo had brought her to Pune on the promise of giving a good job. The suspects were arrested under Prevention of Immoral Trafficking Act and also under Foreigners Act.
