Notification issued for October 15 Maharashtra assembly election

MUMBAI: The process for the October 15 election to the 288-member Maharashtra assembly began on Saturday with authorities issuing the poll notification.

The bypoll for the parliamentary seat of Beed, vacated following the death of BJP leader Gopinath Munde, will also be held on October 15.

"From today, the election process has begun with filing of nominations," a chief electoral office official said.

Maharashtra's over 8.28 crore voters are eligible to exercise their franchise in the single-phase to elect its 13th assembly.

September 27 is the deadline for filing nomination. After scrutiny of papers, the last date for withdrawal of nomination is October 1. Counting of votes will take place on October 19. The existing assembly's term expires on November 8.

Of the 288 seats, 29 and 25 have been reserved for SC and ST candidates respectively.

Electronic voting machines will be used in all the assembly constituencies. All will have a "none of the above" (NOTA) option button.

EVMs in 13 assembly constituencies in Maharashtra will also be equipped with voter verifiable paper audit trail (VVPAT).

VVPAT is a system where voters will get to verify if their votes have been cast correctly.

BJP MP Rama Devi's car hit by truck in Bihar

MUZAFFARPUR: BJP MP from Sheohar Rama Devi escaped unhurt when a truck hit her car in Chandni Chowk area here, police said on Saturday.

The MP claimed that on Friday night a truck which was standing near Chandni Chowk came menacingly towards her car as it crossed it and hit the vehicle.

The head lights of the MP's vehicle was damaged after the hit. She, however, escaped injury as the car had stopped.

My bodyguard pulled out the driver of the truck and handed him over to the police of Brahmapura police station, she said.

When contacted superintendent of police Jitendra Rana said investigation was on in the incident.

The Sheohar MP suspected an attempt on her life due to her knocking the door of the Supreme Court in the murder case of her husband and former Bihar minister Brij Bihari Singh.

She said on Thursday when she had alighted from a plane from Delhi at Patna, two persons while crossing her when she was coming out of the airport threatened her for moving Supreme Court against Patna High Court acquitting the accused in her husband murder case.

Kurdish fighters head to Syria from Turkey to fight militants

BEIRUT: Activists say hundreds of Kurdish fighters are crossing into Syria from Turkey to defend a Kurdish area under attack by Islamic State militants.

The Britain-based Syrian Observatory for Human Rights and local Kurdish official Nawaf Khalil said on Saturday that the fighters were streaming into the Kobani area in northern Syria.

Fighters from Islamic State group have been barreling through the Kobani area over the past week, seizing villages and forcing thousands of Syrian Kurds to flee.

Syrian Kurdish fighters had been successfully fighting off the militants for the past two years, but the tide has changed recently, leading them to call for Western aid.

France conducts first airstrike in Iraq, destroys logistics depot held by IS

PARIS: France says it has conducted its first airstrike in Iraq and has destroyed a logistics depot held by the Islamic State group.

The office of President Francois Hollande's office said Rafale fighter jets struck the depot in northeastern Iraq on Friday morning and the target was "entirely destroyed."

Hollande's office said other operations will continue in the coming days.

SC directs Centre to submit IT report of meat exporter Moin Qureshi by October 17

NEW DELHI: The Supreme Court on Friday asked the Union government to submit the income tax appraisal report on meat exporter Moin Qureshi by October 17.

Moin Qureshi had allegedly met CBI director Ranjit Sinha 90 times in last 15 months.

The SC also directed the CBI not to file any report in trial court closing any coal scam case till then.

An NGO, Common Cause, had moved the Supreme Court seeking direction to the Centre to apprise it about the progress made by the income tax department in its probe against Moin Akhtar Qureshi.

The petition had alleged that Moin Qureshi was a link between the coal scam accused and the CBI director. Petitioner had sought the CBI director's recusal from coal scam probe and also requested the SC to set up SIT to investigate the director's alleged role in scuttling CBI probe.

HPCC chief asks BJP to remove Harsimrat Kaur Badal from Cabinet

CHANDIGARH: HPCC chief Ashok Tanwar on Friday accused the BJP as well as Shiromani Akali Dal (SAD) headed by the Badals, of adopting double standards to befool the people of Haryana.

Tanwar asked Punjab chief minister Parkash Singh Badal to release the water share of Haryana and sort out other issues before entering the state for campaigning in favour of its alliance partner INLD.

"What face they have to ask for votes in Haryana? All this has been done at the patronage of INLD and BJP. There could hardly be any incident when Chautalas have asked Badals to give Haryana its due,'' said Tanwar.

Referring to BJP, the HPCC chief termed the party the biggest trickster in Indian democracy.

"SAD chief had been campaigning against the party in Haryana during the Lok Sabha polls. Hence, BJP has rewarded their daughter-in-law with a ministerial berth. What kind of understanding is this? Why don't they remove her (Harsimrat Badal) from the ministerial berth?'' Tamwar asked.

More than 4,000 families to be given toilet cards by Surat civic body

SURAT: Standing committee of Surat Municipal Corporation (SMC) has decided to issue toilet cards to more than 4,000 Families that are without toilet facility in their homes. With these cards, members of those families would get free toilet facility in pay and use toilets of the city.

During the 2011 census, it was found that there were 52,391 families in the city which did not have private toilet facilities. Based on this figures, SMC carried out door-to-door survey and found that 40,775 of those families were allotted houses and had their own toilets. It was also found that toilets were built for another 1,952 families under different schemes.

"After the completion of this survey we found that we had to provide toilet facilities to only 9664 families in the city," said an official from SMC.

"5553 families of these are such that has space for construction of toilets in their own houses. So we would be building toilets for them in their own houses. It is only 4,111 families that don't have space for building toilets in their homes and they would be provided with Toilet cards," he added.

SMC would incur losses of Rs 25 lakh on yearly basis by providing these cards.

Jet Airways to launch new Mumbai-Dubai flight next month

The airline will deploy its next generation Boeing 737-800 aircraft, offering premiere and economy class seats on the busy sector.

MUMBAI: Jet Airways will enhance connectivity on the lucrative Dubai-India route by launching a fifth daily flight from Mumbai to the Gulf city from next month.

The new service, scheduled to commence from October 14, will complement the four flights already being operated by Jet on the high demand Mumbai-Dubai route, the leading private carrier said in a release here.

The airline will deploy its next generation Boeing 737-800 aircraft, offering premiere and economy class seats on the busy sector, it said.

The latest service will complement Jet's existing daily Gulf operations to Abu Dhabi, Bahrain, Dubai, Doha, Kuwait, Muscat and Sharjah, as well as to Jeddah, Riyadh and Dammam from several Indian cities, the release added.

Iranian President Rouhani terms US led anti-ISIS coalition 'ridiculous'

WASHINGTON: Iranian President Hassan Rouhani has decried the US-led international coalition against Islamic State in Syria and Iraq (ISIS) describing this as "ridiculous," move and alleged that some of the 40-member of this group had previously supplied the terror group with arms and training.

"Are Americans afraid of giving casualties on the ground in Iraq? Are they afraid of their soldiers being killed in the fight they claim is against terrorism?" Rouhani told the NBC news in an interview which was taken in Tehran yesterday.

"If they want to use planes and if they want to use unmanned planes so that nobody is injured from the Americans, is it really possible to fight terrorism without any hardship, without any sacrifice? Is it possible to reach a big goal without that? In all regional and international issues, the victorious one is the one who is ready to do sacrifice," Rouhani said.

It is necessary for airstrikes in some conditions and some circumstances, he said.

"However, air strikes should take place with the permission of the people of that country and the government of that country," the Iranian President said in his interview to the major American television network.

Responding to questions, Rouhani said the brutal murder of two American journalist and one British national by ISIS is against the tenants of Islam.

"They want to kill humanity," he said. "And from the viewpoint of the Islamic tenets and culture, killing an innocent people equals the killing of the whole humanity.

And therefore, the killing and beheading of innocent people in fact is a matter of shame for them and it's the matter of concern and sorrow for all the human and all the mankind," Rouhani told the NBC News in his interview.

According to the NBC news, Rouhani alleged that many members of the US-led coalition had helped ISIS with weapons and training.

But he declined to name the countries. Rouhani said Iran will give Iraq any support it requests for combating ISIS, but made a point of saying religious sites must be protected.

"When we say the red line we mean the red line. It means we will not allow Baghdad to be occupied by the terrorists or the religious sites such as Karbala or Najaf be occupied by the terrorists," he said.

The Iranian President said he believes that the latest round of nuclear talks can still lead to a resolution.

"Maybe the time could be arguable, either today or tomorrow.

"However, we have no doubt that the only solution to the nuclear issue goes through negotiation," he said.

Rouhani also called for close relationship between US and Iran.

"A closer contact and relationship would also be beneficial for the American state person, and they can open new ways for the American politicians. We have to look at future more than the past," he told the NBC News.

Poor voter turnout in Coimbatore mayoral elections

COIMBATORE: Poor voter turnout was witnessed in most of the polling booths in Coimbatore, where a mayoral election is being held on Thursday. Only 10.35% of votes were cast in the first three hours of polling.

Only 1,33,657 of the 12,90,652 voters in 100 wards in the city had cast their votes till 10am. The polling began at 7am.

Kavundamplayam Govenrment Higher Secondary School, which is one of the largest polling stations with 19 booths, saw 8.9% voter turnout till 9am. Out of the 11,577 votes, only 1,041 were cast.

"Only 60% votes were cast during the previous mayor elections. Last time, almost 15% of votes had been cast by 9am," an officer on duty told TOI.

The polling station at Ramasamy High School, which has 15 booths, saw 10% voter turnout till 9am. Officials on election duty said they expected 50% polling by the end of the day.

In most polling stations, the process began on time. However, some faced delays due to a technical glitch and party agents arriving late at the venue.

The polling was delayed by 15 minutes at Ramalingam Colony Corporation High School. The police on duty at the polling station said, "The party agents of the AIADMK and the BJP came late, so the process was delayed."

Polling at a booth on the DB Road started 10 minutes late due to a technical glitch.

First French Ebola victim to be flown home from Liberia

PARIS: The first French Ebola patient was set to be flown home on Thursday, as the World Bank warned the spiralling epidemic is threatening economic catastrophe in west Africa.

Doctors Without Borders, known by its French acronym MSF, said a female volunteer had contracted the killer virus while on assignment in Liberia.

France's health ministry said she "will be repatriated to Paris in conditions of maximum security in a dedicated air ambulance".

The Ebola outbreak in west Africa is the worst in history, with more than 2,400 people already dead and quickening infection rates threatening to spiral out of control.

The World Bank on Wednesday warned that fear of the deadly virus is choking off economic activity in the worst-hit countries, with potentially "catastrophic" results.

MSF has played a major role in combatting the epidemic, with more than 2,000 staff members in the region including some 200 international workers.

But health bodies have warned that medical facilities are already so overwhelmed by new cases that they are having to turn people away to die on the streets.

MSF president Mego Terzian said the French Ebola patient, said to be in stable condition, was expected back in Paris on Thursday.

She is the first Western MSF worker to have caught the disease, though "unfortunately several African MSF colleagues have been affected," he added.

MSF gave no further details on the woman involved whom, they said, had been placed in isolation on Tuesday after showing symptoms of the deadly disease.

- 'Spiralling out of control' -

The United Nations Security Council is to hold an emergency session on Thursday to discuss ramping up the global aid response to the crisis.

US President Barack Obama on Tuesday pledged to send 3,000 military personnel to west Africa to combat the epidemic, "the likes that we have not seen before".

"It's spiralling out of control. It is getting worse. It's spreading faster and exponentially," he said.

President Obama's announcement "is a significant moment in the battle against Ebola," Liberian President Ellen Johnson Sirleaf said in a statement.

"Our American partners realise Liberia cannot defeat Ebola alone," said Sirleaf, whose country has registered more than half of the reported deaths from the disease.

"We hope this decision by the United States will spur the rest of the international community into action."

- 'Catastrophic blow' -

The current epidemic, the worst since Ebola was discovered in the Democratic Republic of Congo in 1976, has killed more than half of those infected.

The virus can fell its victims within days, causing severe fever and muscle pain, weakness, vomiting and diarrhoea -- in some cases shutting down organs and causing unstoppable bleeding.

No licenced vaccine or treatment exists, although experts have stepped up their research in response to the crisis.

On Wednesday, a healthy British volunteer became the first to receive a new vaccine for the Ebola virus in a trial at the University of Oxford.

The volunteer is one of 60 who will receive the drug in tests that will run alongside similar trials in the US in the hope of producing a vaccine by the end of the year.

The vaccine specifically targets the Zaire variety of Ebola, which has killed 2,461 people out of 4,985 recorded cases in Guinea, Liberia, Sierra Leone, Nigeria and Senegal since the start of the year, according to the World Health Organization.

But on Wednesday, the World Bank warned that even the fear of the disease is strangling the economies of the worst-hit countries, keeping workers at home and placing a heavy burden on their strained health systems.

If it spreads unchecked across Guinea, Liberia, and Sierra Leone, the bank predicted its impact could grow eight-fold, "dealing a potentially catastrophic blow to the already fragile states".

"The sooner we get an adequate containment response and decrease the level of fear and uncertainty, the faster we can blunt Ebola's economic impact," said World Bank President Jim Yong Kim.

In the worst-case scenario, Liberia's economic growth could fall by 11.7 percentage points next year, plunging the country into recession with a 4.9 percent contraction.

In Sierra Leone, the worst-case impact could be 8.9 percentage points lost from growth in 2015, and in Guinea, 2.3 points.

Sierra Leone is preparing for a nationwide three-day lockdown in an attempt to curb the spread of the disease.

Navy chopper crashes near Mumbai while landing, no casualty

MUMBAI: Two pilots and two crew members had a narrow escape when an Indian Navy helicopter crashed while landing at a heliport in Maharashtra on Thursday, officials said.

The accident took place in Raigad district's Uran village.

"The incident occurred at 10.15am when the Chetak helicopter was landing after a routine training sortie in the area. Due to some technical snag it had a rough landing and crashed due to the impact," an official source told IANS.

Four people on board managed to quickly jump off the chopper safely.

They sustained injuries and have been taken to INHS Ashvini, the naval hospital in south Mumbai.

The Indian Navy will probe the incident, the official said.

UN 'taking lead' on global fight on Ebola: Ban Ki-moon

UNITED NATIONS: The head of the United Nations said Tuesday that the world body is —taking the lead now" on international efforts to fight the Ebola outbreak in West Africa that has killed some 2,400 people and could spread further.

Secretary general Ban Ki-moon said at a press briefing that the UN general assembly next week will follow-up with a high-level meeting _ the disease, he said, taking on —a special focus" at an event that will welcome more than 140 heads of state and government. Before that, an emergency meeting called by the US will be held Thursday in which Ban and World Health Organization director general Margaret Chan plan to —outline the international action plan to contain this threat."

A draft resolution which the US hopes will be adopted unanimously at Thursday's meeting encourages the governments of Liberia, Sierra Leone and Guinea _ the three hardest-hit countries _ to accelerate the rapid diagnosis and isolation of suspected Ebola cases and launch public education campaigns about the virus. It also encourages the three governments —to continue efforts to resolve and mitigate the wider political, security and humanitarian dimensions of the Ebola outbreak."

The draft, obtained by The Associated Press, also addresses the —detrimental effect" of the isolation of the affected countries and calls for the lifting of travel and border restrictions as a result of the Ebola outbreak, and stepped-up efforts to deliver health workers and supplies to deal with the outbreak.

US Ambassador Samantha Power told reporters the response to the draft resolution and US action by the Centers for Disease Control and Prevention to address Ebola —has been overwhelmingly positive."

The UN's response so far has drawn criticism, with the president of the France-based humanitarian group Doctors Without Borders on Tuesday calling it —dangerously behind."

Ban also said the disease could —affect political instability" if it isn't —properly contained and properly treated."

—This is not just a health crisis," Ban told reporters. —It has grave humanitarian, economic and social consequences that could spread far beyond the affected countries."

The Ebola outbreak has also reached Nigeria and Senegal. Ebola is spread through direct contact with the bodily fluids of sick patients, making doctors and nurses especially vulnerable to contracting the virus, which has no vaccine or approved treatment.

In his role as UN chief, Ban also said he has discussed the outbreak with President Barack Obama, along with leaders from the Britain, France, Italy, the European Union and Cuba. He added that he has urged leaders in the most affected countries to establish special centers that aim to isolate infected people from non-infected relatives in an effort to stem the spread of Ebola.

Many regional and major airlines in August suspended services to Liberia, Sierra Leone and Guinea, complicating efforts to bring medical workers and supplies to the region.

In the briefing, Ban reiterated an appealed for international airlines and shipping companies not to suspend services to countries affected by Ebola. Doing so, he said, hampers and prevents the UN and international health workers from providing humanitarian and medical assistance.

69th session of UN general assembly begins

UNITED NATIONS: The United Nations general assembly (UNGA) started its 69th session at the UN Headquarters in New York on Tuesday.

Sam Kahamba Kutesa, Uganda's foreign minister who was elected president of the 69th UNGA session June 11, said in his opening remarks that the coming year will be a momentous time for the UN.

"We will commemorate the seventieth anniversary of its founding, the twentieth anniversary of the ground-breaking Beijing Conference, fifteen years since the adoption of the Millennium Declaration and ten years since the World Summit of 2005," he said.

While with a lot of hard work ahead, Kutesa said, there is a historic opportunity to formulate the Post-2015 Development Agenda, which builds on the foundation and successes of the landmark Millennium Development Goals (MDGs) and contributes to achieving sustainable development in social, economic and environmental dimensions.

"It will also be our responsibility to ensure that adequate means for implementing the agenda, in terms of finances, technology development and transfer and capacity-building are mobilised," he added, calling for a strengthened global partnership for development, as well as enhanced cooperation amongst member states, the private sector, civil society, and all stakeholders.

"It is for this reason, that I chose the theme of the General Debate of the 69th Session to be 'Delivering on and implementing a Transformative Post-2015 Development Agenda,'" Kutesa said.

Three high-level thematic debates and one high-level event will be convened during this session, according to the UNGA president.

"The main objective of the debates and event is to provide an opportunity for member states and all relevant stakeholders to have in-depth deliberations on the selected topics, in an interactive and participatory manner, with a view to making contributions to the process of formulating the post-2015 development agenda," he said.

Fijians go to polls after 8 years of military rule

WELLINGTON (New Zealand): Thousands of Fijians got their first chance to vote in eight years Wednesday in an election that promises to finally restore democracy to the South Pacific nation of 900,000.

Yet as polls opened Wednesday morning, plenty of questions remain about how far military ruler Voreqe Bainimarama has tilted the outcome in his favor. Bainimarama is running as a candidate and polls indicate his party is by far the most popular of the seven contesting the election.

The question appears to be not whether his Fiji First party will receive the most votes, but whether it will gain an outright majority of parliament's 50 seats under Fiji's new proportional system. Anything less could force Bainimarama to share power, not something he's familiar with after years of ruling by decree.

If the election is deemed fair by international observers, it will likely wash away the last remaining barriers put up by western countries after Bainimarama first seized power in a 2006 coup. And a stable government afterward could see international investors return.

"This is a historic election," said Anil Kumar, a Suva taxi driver. "I'm excited that I will be able to cast my vote. I'm looking forward to it."

But Brij Lal, a professor at the Australian National University and longtime critic of the regime, said the international community is so eager to reward Fiji for holding the election that it's willing to overlook Bainimarama's troubling past.

Lal said that includes years of strict media censorship which ensured he was portrayed favorably, human rights violations, and meddling with the constitution to ensure he and other coup leaders would remain immune from prosecution.

He said many countries want to give Fiji a thumbs up and move on.

"They all realize the process will be flawed," he said. "But as long as Fiji goes through the motions reasonably OK, then that's fine."

There's no question Bainimarama enjoys wide support. In recent years he's made big improvements to the roads, an important point to many in a country with limited services.

He's favored among the large minority whose ancestors came from India. Bainimarama's coup was the fourth in 20 years and ethnic tensions played a big part in the unrest.

An indigenous Fijian, Bainimarama has promised to create a more egalitarian society. He hasn't set aside any seats for indigenous Fijians in the new Parliament and has disbanded the powerful Great Council of Chiefs, a group of powerful indigenous Fijians who mostly inherited their positions and enjoyed a privileged status in island life.

His main opponent is the Sodelpa Party, led by Ro Teimumu Kepa, a chief and former politician.

"We believe in democracy, they came in through treason. That's a major difference between us," she said in an interview. "They're telling the population they believe that all the citizenry are equal, yet they're giving themselves immunity. Where's the equality in that?"

Kepa said she wants to return Fiji to peace and harmony after all the turmoil of the coups. She said she's worried many voters in remote areas, who were required to vote early, appear to have been disenfranchised because voting has taken place on different days than promised.

Wyatt Creech, a former New Zealand lawmaker who is one of about 100 international observers posted to Fiji to determine whether the election is fair, said there have been problems and complaints on remote islands but nothing that appears deliberate or fraudulent.

"I have to emphasize that this is an extremely challenging place to hold an election," he said. "There are places with poor communications, poor roads, villages that are very remote, and places where English is not strong."

He said despite all that, some people have gone to extraordinary lengths to ensure they get to vote and the overall mood seems particularly positive.

If the election is considered fair by the observers, Fiji could be welcomed back into the Commonwealth group of nations as early as this month when they meet in New York.

"The Commonwealth has valued having Fiji as a full member in the past and looks forward to reinstating Fiji fully back in the family upon its credible transition back to civilian, constitutional democracy," Commonwealth spokeswoman Victoria Holdsworth said in an email.

For many Fijians, the election will be a chance to finally have their say. If, that is, they can figure out their voting papers.

For some reason, election officials decided to place all the candidates on the ballot not by name, but by a number assigned to them. For one day, at least, Bainimarama won't be known as anything more than number 279.

South Korea arrests American trying to swim to North Korea: Report

SEOUL: South Korean marines arrested an American man late on Tuesday who had been swimming in a river that flows towards North Korea and said he had been trying to go to the North to meet its leader, media reported.

South Korean marines guarding the Han river, which flows into an estuary and meets the North's Imjin river, found the man lying on the river bank, apparently suffering from exhaustion, the South's Yonhap news agency said, citing a South Korean government official.

The man, who is believed to be in his late 20s or early 30s, told South Korean authorities he wanted to get to North Korea to meet its leader, Kim Jong Un, Yonhap said.

The two Koreas are technically at war after their 1950-53 conflict ended in a truce and not a peace treaty. Their border is one of the most heavily militarised in the world and unauthorised bids to cross it can spark clashes.

South Korea's defence ministry could not immediately confirm details of the report but an official said an American man was picked up by the military late on Tuesday and was being questioned.

The incident comes after a young American man, Matthew Miller, was detained in the North after entering as a tourist in April. He was sentenced to six years of hard labour on Sunday for committing "hostile acts" towards the North Korean state.

There have been no cases of Americans entering North Korea from the South without legal authorisation in recent years.

A South Korean man was shot and killed by South Korean soldiers in September as he was apparently trying to enter the North by floating across a border river.

President Pranab Mukherjee wraps up Vietnam tour, leaves for home

HO CHI MINH CITY: President Pranab Mukherjee today wrapped up his four-day state visit to Vietnam and left for home after inking key pacts and declaring a united Indo-Vietnam stand for free navigation in the disputed waters of South China Sea and adjoining maritime areas.

The President was seen off at the airport by the vice-chairman of People's Committee of Vietnam Tat Thanh Cang and Ambassador of Vietnam to India Nguyen Thanh Tan.

On the last day of his state visit, the President visited the iconic 'Cu Chi Tunnels' which are one of the most visible and historical vestiges of Vietnam's national liberation war.

During his stay in Vietnam, Mukherjee held talks with the top leadership of Vietnam including President Truong Tan Sang, Prime Minister Nguyen Tan Dung, general secretary of the Communist Party Nguyen Phu Trong and Secretary of the Party Committee of Ho Chi Minh City Le Thanh Hai.

Both the sides signed important deals including in the crucial and strategic sectors of defence procurement, oil exploration and air connectivity.

The specific signing of a Letter of Intent (LoI) between the ONGC Videsh Limited and Petro Vietnam for exploration of two blocks in the sea adjoining the southeast Asian nation has been opposed by China on Tuesday.

The two nations also brought out a joint resolution after the bilateral talks which asserted that there should be a free navigation in the South China Sea, a move being seen by experts as a subtle message by the two countries to China which has been exerting its influence in this maritime zone.

On the second leg of his tour, the President reached this historic city, formerly called Saigon, where he lauded the initiatives and policies of Prime Minister Narendra Modi's new government and expected hope that these would lead the Indian economy to a good stead.

Mukherjee said these roots, apart from Buddhism, connected the two countries since ages and will continue to do so in the future. He had already assured the country while delivering a banquet speech in Hanoi that India will be Vietnam's "all weather" friend.

In order to underline the strength and long lasting friendship between the two nations, Mukherjee had also gifted a 'Bodhi Tree' sapling to the country which was planted by both the heads of state in the Presidential Palace in Hanoi.

US in first air strike near Baghdad on IS: Officials

WASHINGTON: The United States bombed the Islamic State near Baghdad, the first time the US has targeted the militants close to the Iraqi capital, US officials said Monday.

A US defense official told AFP on condition of anonymity that American warplanes carried out one air strike near Baghdad and another near Mount Sinjar, in the north of Iraq, in the past 24 hours.

The United States last month began a campaign of air strikes against IS positions in northern Iraq, but Monday's announcement that US warplanes had targeted the militants near Baghdad marks an escalation in the scope of the mission.

"US military forces continued to attack ISIL (IS) terrorists in Iraq, employing attack and fighter aircraft to conduct two airstrikes Sunday and Monday in support of Iraqi security forces near Sinjar and southwest of Baghdad," US Central Command said in a statement.

"The air strike southwest of Baghdad was the first strike taken as part of our expanded efforts beyond protecting our own people and humanitarian missions to hit ISIL targets as Iraqi forces go on offense, as outlined in the president's speech last Wednesday."

The strikes destroyed six IS vehicles near Sinjar and an IS fighting position southwest of Baghdad that had been firing on Iraqi forces.

"All aircraft exited the strike areas safely," the statement added. "These strikes were conducted under authority to protect US personnel and facilities, support humanitarian efforts, and help Iraqi forces on the offensive against ISIL terrorists."

They bring the number of US air strikes across Iraq to 162. The news comes as the world's top diplomats pledged to support Iraq in its fight against IS by "any means necessary", including "appropriate military assistance."

The international community is scrambling to contain the IS jihadists, who have rampaged across Iraq and Syria and could number as many as 31,500 fighters, according to the CIA.

Four dead in armed clashes at Bolivia prison

LA PAZ: Rival gangs armed with guns and knives clashed at an overcrowded prison in central Bolivia on Monday leaving four inmates dead and 11 others wounded, officials said.

The violence erupted overnight in the El Abra prison outside the city of Cochabamba and police lost control of the jail for several hours as inmates attacked each other after an alcohol-fueled party.

"So far we have counted four dead and 11 wounded. The dead have now been removed and the wounded taken to hospital," said Andres Cuevas, a regional government official.

Rivalry between Bolivian and foreign prison gangs was to blame, according to the regional police commander, Alberto Suarez.

"Because of these power struggles, fighting has broken out in which unfortunately people have been wounded by knives and firearms," Suarez told Radio Fides.

He did not name the nationalities of the foreign inmates. Bolivian media reports said they were Colombians jailed for drug trafficking.

The four dead were all Bolivian and included a prison gang boss named Ariel Tancara, whose throat was reportedly slit.

Bolivian TV channels showed images of his sister outside the prison screaming: "I want my brother's body! Give me my brother!"

Witnesses said the inmates had organized a party Sunday night that included alcohol and live music.

Inmates' family members condemned prison officials for allowing alcohol into the prison, accusing them of corruption.

It is the worst prison violence in Bolivia since August last year, when 35 inmates were killed in riots at Palmasola prison in the eastern city of Santa Cruz.

Bolivia's prisons are the most crowded in Latin America after El Salvador's, according to the Organization of American States.

Its jails have the capacity to hold 3,738 prisoners, but currently house 13,840, OAS reports.

Domestic building of ships & dredgers to push "Make in India"

NEW DELHI: In an initiative to push the agenda of "Make in India", the government has decided that Cochin Shipyard will invest Rs 1,200 crore for facilities to make liquefied natural gas (LNG) carrier ships. Two more such vessels will be made in other shipyards.

"This will be the first-of-its-kind to be made in India. Each of these LNG carrier ships will cost approximately Rs 1,500 crore," shipping and road transport minister Nitin Gadkari said. These vessels can be used by the Gas Authority of India Ltd (GAIL).

Gadkari said the Cochin Shipyard will also undertake building of dredgers for Paradip port and Dredging Corporation of India in collaboration with foreign players. The first dredger would be around Rs 500 crore.

In another move to promote shipping industry, the ministry will come out with a comprehensive ship building scheme to encourage Indian shipyards to bag such orders and to meet domestic needs.

Highlighting the achievements of his ministry after 100 days of Narendra Modi government, Gadkari said India's waterways could contribute at least 2% cent to the country's GDP and a revolution is waiting happen in the next few years in this sector.

"We give subsidy to the polluting roadways and impose surcharges on the non-polluting water transport... developing the waterways is our top priority," he said. He said the government was planning to introduce sea-planes, water buses, hovercrafts and floating hotels and restaurants to connect coastal towns.

On the issue of sensitive Ram Sethu (Adam's Bridge) Gadkari said there is no question of breaking it and his ministry will take it to the Cabinet in the next one month.

Islamic State group issues new curriculum in Iraq

BAGHDAD: The extremist-held Iraqi city of Mosul is set to usher in a new school year. But unlike years past, there will be no art or music.

Classes about history, literature and Christianity have been "permanently annulled."

The Islamic State group has declared patriotic songs blasphemous and ordered that certain pictures be torn out of textbooks.

But instead of compliance, Iraq's second largest city has a" at least so far responded to the Sunni militants' demands with silence. Although the extremists stipulated that the school year would begin September 9, pupils have uniformly not shown up for class, according to residents who spoke anonymously because of safety concerns.

They said families were keeping their children home out of mixed feelings of fear, resistance and uncertainty.

"What's important to us now is that the children continue receiving knowledge correctly, even if they lose a whole academic year and an official certification," a Mosul resident who identified himself as Abu Hassan told The Associated Press, giving only his nickname for fear of reprisals.

He and his wife have opted for home schooling, picking up the required readings at the local market.

The fall of Mosul on June 10 was a turning point in Iraq's war against the jihadi group that calls itself the Islamic State.

The US-trained Iraqi military, harassed for months by small-scale attacks, buckled almost instantly when militants advanced on the city. Commanders disappeared. Pleas for more ammunition went unanswered. In some cases, soldiers stripped off their uniforms and ran.

The city would come to represent the expanding power and influence of the extremist group, which was born in Iraq but spread to Syria, where it grew exponentially in the chaos of the country's civil war.

Abu Bakr al-Baghdadi, the group's reclusive leader, made his first video appearance in Mosul in July to announce his vision for a self-styled caliphate an Islamic state of which he would be the caliph, or leader.

Quake strikes northeast of Tokyo, no reports of serious damage

TOKYO: An earthquake with preliminary magnitude of 5.6 shook buildings in eastern Japan, including the capital Tokyo, on Tuesday but there were no reports of serious damage.

The earthquake was centred in Ibaraki Prefecture, just northeast of Tokyo, Japan's Meteorological Agency said. The depth of the earthquake was 50km and there was no risk of a tsunami, it added.

Japan Atomic Power Co and Tokyo Electric Power Co (Tepco) reported no irregularities at their three nuclear plants in eastern Japan.

A Japan Atomic official said there have been no irregularities at the 1.1-gigawatt Tokai Daini plant, which has been shut since May 2011. A Tepco spokeswoman said there has been no irregularities at the Fukushima-Daiichi nuclear plant, wrecked by the March 2011 quake and tsunami, and Fukushima-Daini plant, which has been shut since March 2011.

Bombay HC issues contempt notice to Maharashtra chief secretary

MUMBAI: Bombay high court on Monday issued notice for contempt of court to the chief secretary of the Maharashtra government for failing to disburse compensation amount to the next of kin of four men who were killed in the 13/7 blasts.

A division bench of justice Abhay Oka and justice Girish Kulkarni were miffed when they were informed that despite the court's direction on August 12 to the government to authorize the Thane collectors to pay Rs 3 lakh each under a central scheme, the compensation was not paid. State's advocate Samir Patil informed that on August 31 a letter was written to the government referring to the order and direction of the court to issue authorization .''Not withstanding the said letter, the government has not issued the the authorization,'' said the bench. The judges directed that the state or the collector should ensure that the payment is made to the next of kin not later than 5 pm on September 17. The notice issued to the chief secretary is posted for hearing on October 6.

On July 13, 2011, three bombs exploded at Opera House, Zaveri Bazar and a bus stop in Dadar, claiming 27 lives. Mira Road residents Himmatbhai Gadiya and Bhupatbhai Navadiya, Baburam Das from Bhayander and Lalchand Ahuja from Ulhasnagar died in the blast at Opera House. The issue of the 13/11 victims came up in a public interset litigation activist Prakash Sheth seeking immediate release of funds under the central scheme for assistance to civilian victims of terrorism/communalism/naxal violence to the kin of the four victims. Sheth's petition followed a pending PIL by advocate Rajeshwar Panchal stating that the compensation for terror victims is meagre.

Senior IAS officer among three booked for violation of PC&PNDT Act in Madhya Pradesh

BHOPAL: A district court in Madhya Pradesh on Monday ordered the registration of a case against three top bureaucrats including state's principal secretary, secretary and former director of health for violation of Pre-Conception and Pre- Natal Diagnostic (Prohibition of Sex Selection) (PCPNDT) Act, 1994 and 1996.

Judicial magistrate first class (JMFC) Gwalior K N Ahirwar registered a case against senior IAS officer Praveer Krishna, secretary Suraj Damor and Dr Ashok Sharma and issued summons. Next hearing has been posted for October 13.

Action comes in the wake of petition filed by an RTI activist Dr K K Dixit who accused these authorities of violating the Act, which subsequently has resulted in the cases of female feoticide in the Gwalior Chambal region.

"They have not conducted even a single meeting of the board as per the law," Dr Dixit told TOI.

As per the Supreme Court ruling, central supervisory board and the state and union territories supervisory boards, constituted under sections 7 and 16A of PC&PNDT Act, should meet at least once in six months, so as to supervise and oversee how effective is the implementation of the PC&PNDT Act.

Also the state advisory committees and district advisory committees should gather information relating to the breach of the provisions of the PC&PNDT Act and the Rules and take steps to seize records, seal machines and institute legal proceedings, if they notice violation of the provisions of the PC&PNDT Act.

Moreover, the committees mentioned above should report the details of the charges framed and the conviction of the persons who have committed the offence, to the state medical councils for proper action, including suspension of the registration of the unit and cancelation of license to practice.

These authorities should also ensure that all Genetic Counselling Centers, Genetic Laboratories and Genetic Clinics, Infertility Clinics, Scan Centers etc. using pre-conception and pre-natal diagnostic techniques and procedures should maintain all records and all forms, required to be maintained under the Act and the Rules and the duplicate copies of the same be sent to the concerned district authorities, in accordance with Rule 9(8) of the Rules.

States and district advisory boards should ensure that all manufacturers and sellers of ultra-sonography machines do not sell any machine to any unregistered centre, as provided under Rule 3-A and disclose, on a quarterly basis, to the concerned state/union territory and central government, a list of persons to whom the machines have been sold, in accordance with Rule 3-A(2) of the Act.

"Steps should have been taken by the state government to educate the people of the necessity of implementing the provisions of the Act by conducting workshops as well as awareness camps at the state and district levels, but nothing has happened in this state so far," said the activist.

Vijayawada, Vizag to be developed as smart cities: Venkaiah Naidu

VIJAYAWADA: Union urban development minister M Venkaiah Naidu on Monday said Vijayawada and Visakhapatnam in Andhra Pradesh would be developed as 'smart cities'.

He also said that Vijayawada, Guntur and Tenali would be provided metro rail services.

Notably, the state government had recently announced that the new capital of Andhra Pradesh would be located "around Vijayawada".

"As a part of the Centre's decision to develop 100 smart cities in the country for making urban life comfortable by improving living conditions there, Vijayawada and Visakhapatnam in AP would get a chance to be developed as smart cities," Naidu said.

He was participating in a seminar on 'smart cities' conducted by the Andhra Chamber of Commerce and Industry here.

The smart cities would be required to provide round-the-clock drinking water, power, transport and health services at affordable prices to the public, he said.

The development of a smart city needs political will and guts to enforce proper taxation system, implement good governance, weed out corruption and check unauthorised constructions, he said.

He also appealed to the public to pay taxes properly to avail the amenities and services.

The Centre has so far not decided on the places for the smart city project. The state governments have to propose the names for it, he said.

However, the four metros, the capitals of states and major cities and their surrounding areas would be developed as smart cities, he said.

Lok Sabha MP G Ganga Raju and Andhra Chamber of commerce and industry president M Murali Krishna were among others present on the occasion.

Police have detained 81-year-old Chinese writer Huang Zerong, wife says

BEIJING: A well-known 81-year-old Chinese writer was taken from his Beijing home and detained by police after he wrote several articles critical of a senior politician, his wife said on Monday.

Police took away Huang Zerong, better known as Tieliu, on Sunday and issued a notice later that he had been detained on the vague charge of causing trouble, his wife, Ren Hengfang, said.

She said police also detained Huang's medical caregiver on the same charge on the same day. There was no explanation of why the caregiver was detained.

Beijing police did not immediately respond to a request for comment.

Huang's wife said he recently wrote several articles criticizing Liu Yunshan, a member of the powerful Politburo standing committee and the ruling Communist Party's propaganda chief, for tightening controls over the news media.

She said the articles appeared on overseas websites. China's leadership has become less intolerant of criticism, and authorities are increasingly using coercion and detentions to suppress dissent.

Ananth Kumar takes chartered jet, Amit Shah awaits delayed flight

BHOPAL: Last month, Prime Minister Narendra Modi and BJP national president Amit Shah asked Union ministers and party leaders to travel by regular airlines so they can stay connected with the common man. But ministers who visit Madhya Pradesh do not seem to have comprehended that message correctly.

On Sunday, Union minister for chemicals and fertilisers Ananth Kumar was here to attend various functions ranging from a cardiologists' seminar, a felicitation at the state BJP office to a religious programme at the CM House - the official residence of chief minister Shivraj Singh Chouhan. At the end of his one-day visit, Ananth Kumar took a chartered flight from Bhopal to Bangalore. Sources at the Raja Bhoj International Airport said Ananth Kumar flew out in a Simm Samm Airways small jet at 9:30 pm. Sources also said that two other Union ministers who also made short trips to the state recently took the chartered flight return trip.

In sharp contrast, however, was BJP national president Amit Shah who visited the state for a day. Shah landed in Indore airport by a regular morning flight on Saturday morning and headed to Mandleshwar, a distance of 80 kms by road, to meet bereaved family members of RSS functionary Bhiayyaji Joshi who lost his brother Gajanand on September 1. From there he travelled to the Mahakaleshwar temple in Ujjain travelling for 132 km by road. In the evening, he was scheduled to return by the Mumbai-Bhopal-Delhi Indian Airlines flight.

The flight was delayed by two hours and the BJP national president waited in the airport VIP lounge meeting state party leaders there. The flight's scheduled arrival was at 3:30 pm but landed at 5:40 pm. It finally departed at 7:20 pm. BJP president Amit Shah had two tickets on the flight—one for himself and the other for his PA.

In mid-August, Amit Shah had asked party leaders to follow PM Modi's instructions of regular flights travel instead of chartered aircrafts. The party has decided to keep only one chartered plane which is to be used under emergency situations. When veteran leader LK Advani demanded a chartered flight for his travel last month, the party offered him a regular flight ticket.

When TOI asked state BJP spokesman Brijendra Singh Sisodiya why Union minister Ananth Kumar took the chartered flight despite strict party directions against it, he said, "I don't know if he travelled by chartered flight. The party gave him a routine flight ticket. I did not go to see him off at the airport but I think he took a regular flight."

Eminent educationist Kireet Joshi passes away at 83

PUDUCHERRY: Eminent educationist and former education adviser to the government of India, Kireet Joshi, passed away here on Sunday after battling cancer. He was 83.

Joshi, who was education adviser to the government of India in 1976, passed away early on Sunday morning.

"Saddened by demise of Shri Kireet Joshi. He will be remembered as a fine scholar & educationist, devoted to the principles of Sri Aurobindo," Prime Minister Narendra Modi tweeted condoling Joshi's death.

"As adviser to Gujarat CM, Kireet Bhai played a key role in setting up of Children's University & Institute of Teacher Education," he said.

Joshi was a philosopher, who also studied law at the Bombay University. He was selected for IAS in 1955 but resigned the very next year to devote himself to the study and practice of the Integral Yoga of Sri Aurobindo and the Mother.

He was the first registrar of Sri Aurobindo International Centre of Education (SAICE). In 1976, the then Prime Minister of India, Indira Gandhi, appointed Joshi as education adviser. He also served as the chairman of the Indian Council of Philosophical Research.

In 1983, he was appointed special secretary to the government of India, and held this post until 1988. He was also the vice-chairman of the UNESCO Institute of Education, Hamburg, from 1987 to 1989.

US embassy in Uganda tells citizens to seek shelter amid anti-terror operation

KAMPALA: The US embassy in Uganda told its citizens to seek safety on Saturday, warning that local authorities had uncovered a "terrorist cell" run by Somali militant group al Shabaab, which they believed was planning an imminent attack.

Ugandan police later said it had foiled an attack in central Kampala and was increasing security at hotels and other public places, but declined to say who was behind the attack.

The embassy, in a statement published on its website, said it was not aware of specific targets but said the authorities had increased security at key sites including Entebbe International Airport.

"Today Ugandan authorities reported the discovery of an al-Shabaab terrorist cell in Kampala, Uganda," the embassy said. "We remain in close contact with our Ugandan counterparts as investigations continue into what appears to have been planning for an imminent attack."

At a news conference later, Ugandan police said they had seized explosives and arrested an unspecified number of foreigners after foiling an attack.

But Fred Enanga, a spokesman for Uganda Police, declined to say if he believed the cell was connected to Islamist militants al-Shabaab or to name the nationalities of those detained.

Uganda, as one of the countries that contribute forces to an African Union peacekeeping mission battling al-Shabaab in Somalia, has suffered militant attacks in recent years, and al-Shabaab has threatened more.

The US embassy, shortly before issuing its announcement, told its citizens, in a message posted on Twitter, to stay at home or proceed to a safe location while Ugandan authorities completed operations against a suspected cell in Kampala.

The embassy has said Uganda faces a "continued threat" and has issued other alerts during the year about possible attacks.

Al Shabaab, which is aligned with al-Qaida, claimed responsibility for the attack on the Westgate shopping mall in Nairobi in neighboring Kenya a year ago, in which 67 people died.

This month the group warned of revenge against its enemies after it said its leader Ahmed Godane had been killed in a US air strike on his encampment in Somalia.

In 2010, Al Shabaab bombed sports bars in Uganda where people were watching the soccer World Cup on television.

Hurricane Odile intensifies off Mexico's Pacific coast

MEXICO CITY: A rapidly strengthening Hurricane Odile intensified into a strong storm on Saturday night and appeared headed for a possible close brush with the southern end of Mexico's Baja California peninsula.

The US National Hurricane Center in Miami said Odile's maximum sustained winds had increased to 110 (175 kph) by Saturday night, just below a Category 3 hurricane. The storm's centre was about 410 miles (660 kilometres) south-southeast of the southern tip of Baja California and moving faster to the north-northwest, at 12 mph (19 kph).

Mexican officials posted a hurricane warning from Los Cabos at the peninsula's tip northward along the west coast to Cabo San Lazaro and the east coast to La Paz. High winds and dangerous surf were expected along the shore beginning Sunday, and heavy rains were possible for Baja and nearby mainland areas.

Center forecasters said Odile was likely to become a major hurricane overnight. They said its core would remain well out at sea into Sunday, then pass near or over the southern end of Baja California on Sunday night and Monday.

Far out in the eastern Atlantic, Tropical Storm Edouard also gained strength and the U.S. centre said it could become a hurricane on Sunday although it is expected to remain at sea and pose no threat to land.

The centre said Edouard had sustained winds of 65 mph (100 kph) late Saturday. It was centred 1,010 miles (1,620 kilometres) east of the northern Leeward Islands and moving northwest at 14 mph (22 kph).

Deaths from Nigeria church guesthouse collapse rise to 41, rescuers say

LAGOS: The number of people killed in the collapse of a guesthouse under construction at the Lagos headquarters of one of Nigeria's best-known Christian evangelical pastors rose to 41 on Sunday, rescuers said, as they worked to clear the site.

"We have 41 dead now," Ibrahim Farinloye, spokesman in Lagos for Nigeria's National Emergency Management Agency (NEMA), told Reuters. The building in the Ikotun neighbourhood of Lagos collapsed on Friday.

Benoy Konar, CPI(M) leader, dies in Kolkata

KOLKATA: Benoy Konar, a front-ranking CPI(M) leader in West Bengal, died at a city nursing home on Sunday after a prolonged illness, party sources said.

He was 84. Konar, a leading figure in the militant peasants' movement in the state during 1960s and early 1970s, is survived by his wife, two sons and two daughters.

A former CPI(M) central committee and state secretariat member, Konar was the party's prominent peasant leader from Burdwan district.

A former party legislator, he was elected to the West Bengal legislative assembly from Memari constituency in Burdwan district three times — in 1969, 1971 and 1977.

Konar was elected as chairman of the five-member CPI(M) central control commission in 2012, an internal vigilance wing of the party.

But he was dropped from the state secretariat, the party's policy-making body in the same year as he had requested to be relieved of the responsibilities on health ground.

Konar had not been keeping well for the last several months.

He was known for making caustic remarks against the Trinamool Congress and its chief Mamata Banerjee which had drawn flak even from allies during Singur and Nandigram agitations.

Konar had also taken potshots against the then West Bengal Governor, Gopalkrishna Gandhi, after the Nadigram killing in 2007.

Taking exception to Gandhi's description of the Nandigram outrage as a "cold horror", Konar had said at a public meeting "Gandhi should come out of Raj Bhavan and carry the Trinamool flag."

He was the brother of Hare Krishna Konar, a fire brand leader of the CPI(M), who played a major role in land reforms in West Bengal.

Konar served as the national president of the CPI(M)'s peasants' front All-India Kisan Sabha for years and was the organisation's vice-president at the time of his death.

He was also the secretary of the state CPI(M)'s peasant wing Paschimbanga Pradeshik Krishak Sabha.
