LUCKNOW: If the Congress leaders in Uttar Pradesh (UP) are to be believed, Priyanka Gandhi is also of the view that the central government should increase the cap on the number of subsidized LPG per domestic connection from six per annum to 12.

Priyanka, who was on two-day visit to her mother Congress president Sonia Gandhi's Lok Sabha constituency Rae Bareli on Friday, shared her feelings with the Congress workers who came to meet her for redressal of their problems.

According to the Congress leaders present in the meeting, Priyanka told party workers that as a housewife she understands problems of the people and that the Centre is considering an increase the limit of subsidized LPG cylinders.

Priyanka said that her brother Rahul Gandhi, who is also Congress general secretary, will ask the government to provide some relief to the public. She said that she will ask her brother to take up the matter with the Prime Minister.

Earlier on Thursday, Rahul had also promised workers in his Lok Sabha constituency Amethi that he will speak to the government to hike the number of subsidized LPG cylinders, to at least one subsidized refill per month.

Two killed as part of old structure collapses in Chandigarh

RAIGARH: Two persons were killed and four injured when a portion of an old structure collapsed when it was being razed today, police said.

The mishap occurred at the Civil Hospital campus in Kharsia town in the district.

"Banshidhar Rathia (35) and Samaru Yadav (45) were killed when the part of the two-storeyed structure, which was being demolished, caved in," Raigarh SP Anand Chhabra said, adding the debris fell on the onlookers there.

Six persons, who were trapped under the rubble, were shifted to hospital where Rathia and Yadav were declared brought dead.

The district health department was building doctors' quarters by pulling down the old structure in the hospital campus.

25 dead and more than 100 injured in Myanmar train blast, fire

YANGON, Myanmar: Authorities casualties from a fiery train accident in Myanmar are now 25 dead and more than 100 injured. Saturday's report raised the number of injured after one of the tanks burst into flames.

State television had said Friday that 64 people were injured in an explosion and fire after dozens of people rushed to skim fuel from a derailed tanker train's overturned carriages.

An official from the Myanma Railways department said Saturday that engineers are trying to clear the track to allow rail service to continue after Friday morning's accident near Kantbalu, about 800 kilometers (500 miles) north of Yangon.

The train was travelling from Yangon to the Kachin state capital of Myitkyina. The official refused to give his name because he was not authorized to speak to the press.

SpiceJet plane returns to IGI after pilot detects tech snag

NEW DELHI: A Jabalpur-bound SpiceJet plane, with 81 people onboard, had to return to the IGI airport today after its pilot detected a technical snag soon after take-off.
The SpiceJet flight (SG 2431) took off around 8.10 AM from the IGI airport for Jabalpur but the pilot experienced some technical snag and decided to return back, an airline spokesperson said.
The pilot of the Bombardier Q400 aircraft asked for a technical landing from the air traffic control (ATC) and made a safe landing with all 77 passengers and four crew members, the spokesperson said, adding that it was not an emergency landing.
Later, passengers were boarded in an another aircraft and the plane left for Jabalpur at 10.30 AM after a delay of about two hours.

Sri Lanka prison riot: All seven Indian prisoners are safe

COLOMBO: None of the seven Indian prisoners in Sri Lanka's main Welikada jail was affected by the riot that left 27 inmates dead and nearly 50 people, including security personnel, injured, officials said today.

Sarath Dissanayake, the External Affairs Ministry spokesman, said he was informed by the Ministry of Prison Reforms that prisoners of foreign nationalities had not been affected.

A total of 27 inmates were killed and nearly 50 prisoners and security personnel injured in one of the worst riots in the history of the Welikada jail.

"Secretary to the Prisons Ministry assured me that no foreigner was injured," Dissanayake told PTI.

According to jail authorities, there were around seven Indian prisoners in the Welikada jail when the riot broke out last night.

Apart from Indian inmates, Afghan and Pakistani prisoners were among the foreigners lodged in the crowded jail, the officials said.

Sri Lankan government has confirmed the safety of the Indian prisoners with the Indian High Commission here, according to local media.

The riot started after authorities launched a search for drugs within the prison, and the inmates turned against the operatives of the police's Special Task Force (STF).

Prisons Minister Chandrasiri Gajadeera said in a statement said that a three-member probe committee would examine the events which led to the riot.

The situation was brought under control today after the deployment of the Army's Commando troops, officials said.

Some seven inmates, who had fled the jail during the riot, have been apprehended, police said.

A similar search operation in the same prison in 2010 had also ended in a riot which seriously injured nearly 50 policemen.

Pak suspends seven policemen for leaving Indian delegation unguarded

LAHORE: Seven policemen of the Elite Force of Pakistan's Punjab province have been suspended from service for leaving deputy chief minister Sukhbir Singh Badal and his delegation unguarded while they went to have dinner at a reception here, officials said on Friday.

The incident occurred when a group of businessmen hosted a dinner for Badal and his 45-member delegation at the Royal Country Palm Club on Wednesday.

The Elite Force policemen deputed to guard the Indian delegation rushed off to have dinner, leaving the Indian delegation unprotected.

Punjab Police chief Haji Habibur Rehman had taken serious note of the "security lapse" and ordered an inquiry.

DIG (Operations) Rai Tahir recorded the statements of the policemen involved in the incident.

Tahir found inspector Muhammad Akmal and six other policemen responsible for the security lapse and suspended them from service.

He also issued them notices to explain why action should not be taken against them.

Badal and his delegation left for home on Friday after a five-day visit to Pakistan's Punjab province that was aimed at boosting cooperation between the two sides.

Britain officially announces end to new financial aid to India

MUMBAI: The UK government on Friday officially declared an end to new financial aid to India with a view to end existing programmes by the end of 2015.

"After reviewing the programme and holding discussions with the Government of India this week, we agreed that now is the time to move to a relationship focussing on skills-sharing rather than aid," stated development secretary Justine Greening in a press statement issued on Friday.

By skill sharing UK authorities mean British experts sharing their expertise with India in areas of trade, skills, investment and health. They would provide technical expertise and look out for investment in the private sector. The aid cuts would result in the UK saving around £ 200 by 2015.

UK authorities insist that they would fulfil all commitments that were previously made but India should brace itself for the potential impact such withdrawal of aid could have. Experience of the past has shown that projects where aid has dried up are terminated at short notice without a proper evaluation of impact on communities where the project was run.

The withdrawal of foreign aid agencies also highlights the need for India to invest more in its social sector, with both the government and corporates enhancing existing financial investments. After all, this is only the beginning of more to come.

Anna Hazare to hold first meeting of his group tomorrow

NEW DELHI: Anna Hazare will hold the first meeting of his apolitical anti-corruption movement's Core Committee here tomorrow here in which former Army Chief V K Singh will be a special invitee.

Hazare, who was in Guwahati to attend some events there and returned to the capital this afternoon, will along with his close aides deliberate on future strategies at the meeting.

Sources close to Hazare said the former Army chief will be a special invitee to the meeting.

The activist's new team will have Kiran Bedi, Santosh Hegde, Medha Patkar, Akhil Gogoi and former DG (Prisons of Punjab) Shashi Kant as among the 16-17 members.

Sources said Hazare will expand the team after the first meeting where he will be having people with whom he had worked earlier. Activists like P V Rajagopal, Rajinder Singh and others will also join the group, they said.

Bedi said the new team comprises of "old and new" members. The new members include former IAS officer Avinash Dharmadhikari, agriculture expert Viswajeet, Kant and Brigadier (Retd) Brijender Kokhar.

"There will be a Core group, an advisory group," she said.

She said Hegde will not attend tomorrow's meeting due to his preoccupation but has sent a letter to Hazare informing him about accepting the invitation to the Core Committee.

25 dead, dozens hurt in Myanmar train fire: Government

YANGON: Twenty-five people were killed and dozens more injured Friday in a large fire sparked by a train accident in northwest Myanmar, the government said.

Two petrol tankers loaded onto the train overturned when it derailed, and local villagers collecting the fuel were burned to death in the ensuing blaze, according to the information ministry website.

Sixty-two people were hurt in the accident, which happened at about 10:00 am in Kanbalu in Sagaing Region, it said.

"While some people from nearby villages were collecting the oil, the fire spread and 25 of them were killed and 62 injured, according to initial information," the ministry website said.

It said authorities were investigating the accident and the casualties had been rushed to hospitals in the area.

No time frame set for Kingfisher's revival plan: Director General of Civil Aviation

HYDERABAD: Aviation regulator DGCA today said that no time frame has been set for the debt-ridden Kingfisher Airlines to submit its comprehensive revival plan.

Director General of Civil Aviation Arun Mishra said the proposal will be examined in all aspects before taking decision on revoking its license.

"They (Kingfisher) said they will submit the revival plan. There is no timeframe for that. Whenever they are ready they can come. We have not got any indication from them when they are going to come to us," Mishra said on the sidelines of ACI Asia-Pacific Small Airport seminar here.

The DGCA had suspended Kingfisher's Scheduled Operators Permit (SOP) on October 19 till further orders after a lockout and its failure to come up with a viable plan of financial and operational revival.

DGCA had said Kingfisher had failed to run a "safe, efficient and reliable operations."

The SOP suspension came after a lockout by the management on October 1 following an impasse with its employees who struck work from September 30 demanding payment of overdue salaries.

The lockout was lifted on October 25.

"We are totally open (on renewing the licence). We always maintain that we would like to have more airlines and more connectivity. If they are prepared to run the airlines we are ready to renew license, then regulator said.

The ailing airline has indicated that they are in talks with investors until those talks are finalised they will have to run the airlines with their internal resources, the DGCA said.

Replying to a query, he said Kingfisher has good slots in various sectors which have not been given to any other airlines.

"But we cannot keep them vacant for a long time. We have not approved their winter schedule also," Mishra said.

He said the DGCA has received a letter from Mumbai International Airport asking the regulator to hold the renewal of Kingfisher's license until the airport's dues are cleared.

WASHINGTON: Defeated Republican challenger Mitt Romney congratulated President Barack Obama on his re-election and vowed to reach across the aisle to meet the critical challenges faced by the nation.

"This is a time of great challenges for America and I pray that the president will be successful in guiding our nation," the former Massachusetts governor told cheering supporters in Boston in a short concession speech.

"At a time like this we can't risk partisan bickering and political posturing," he said shortly before 1am.

"Our leaders have to reach across the aisle to do critical work," Romney said urging an end to partisan gridlock as he thanked his family, staffers and supporters.

Romney also thanked his wife saying "she would have been a wonderful first lady", his sons, his campaign staff, his volunteers and his running mate, Paul Ryan.

"Paul and I have left everything on the field. We have given our all to this campaign. I so wish I had been able to fulfil your hopes to lead the country in a different direction, but the nation chose another leader," Romney said. "Ann and I join with you to earnestly pray for him and this great nation."

He ended with a "You guys are the best" and a "Thanks, guys" to the crowd.

Romney's speech came after the US media projected Obama as getting about 300 electoral votes, a comfortable victory from the magic figure of 270 needed to win.

His wife, children and grandchildren came up on stage after the speech.

100 missing as Bangladesh boat sinks: Coastguard

DHAKA: Around 100 people are missing after a boat carrying Rohingya refugees sank off Bangladesh as it headed to Malaysia early on Wednesday, coastguard officials said.

Bangladesh Border Guard commander Lieutenant Colonel Zahid Hasan said the vessel was carrying around 110 passengers when it went down off the southwestern Cox's Bazaar coastal district. "We have rescued 11 survivors with the help of local fishermen and a search and rescue operation is underway," Hasan said.

US President Obama's re-election celebrated around world

JAKARTA, Indonesia: From his old school in Indonesia to a Japanese beach town that happens to share his name, people around the world cheered US President Barack Obama's re-election Wednesday and expressed hope that he will help allay global conflicts and economic woes.

The results of Tuesday's election were closely watched in many countries. Several U.S. embassies held mock elections and threw parties as returns came in.

At Jakarta's Menteng 01 Elementary School, which Obama once attended, students happily marched with a poster of the president from one classroom to another after hearing that he had defeated Republican Mitt Romney to win a second term. "Obama wins ... Obama wins again," they shouted.

A statue of a young "Barry" Obama, as he was called as a child, stands outside the school.

"I want to be like him, the president," student Alexander Ananta said.

The news also thrilled Obama's former nanny in Indonesia, Evie, who became well known this year following reports of her struggles living in the conservative country as a transgender.

"Hopefully, he will contribute to the betterment of not only American citizens, but to the world as well," said Evie, who like many Indonesians uses only one name.

China's Foreign Ministry said President Hu Jintao and Premier Wen Jiaobao phoned Obama to congratulate him. Vice President Xi Jinping, who is to begin taking over this week in China's once-a-decade leadership transition, phoned Vice President Joe Biden to congratulate him.

British Prime Minister David Cameron posted his regards on Twitter: "Warm congratulations to my friend (at)BarackObama. Look forward to continuing to work together."

Though Iranian media have long said the country saw little difference between Obama and Romney on tensions over Tehran's nuclear program, that did not stop the semiofficial Fars news agency for rolling out the vivid headline, "Republican's elephant crushed by Democrat's donkey."

Israeli Prime Minister Benjamin Netanyahu, who has had a strained relationship with the American president over his policies on Iran and the Israeli-Palestinian conflict, congratulated the president in a text message to reporters. "I will continue to work with President Obama to preserve the strategic interests of Israel's citizens," he said.

The Western-backed Palestinian Authority has been disappointed that Obama did not pressure Israel to make greater efforts to make peace with the Palestinians, including a freeze on all settlement construction. In the absence of negotiations, senior Palestinian official Saeb Erekat urged the U.S. president to reverse course and support Palestinian efforts to seek U.N. General Assembly recognition of an independent state of Palestine.

"We have decided to take our cause to the United Nations this month, and we hope that Obama will stand by us," Erekat told Wafa, the official Palestinian news agency.

In China, Obama's re-election was good news for people concerned about Romney's vow to label China a currency manipulator if elected. Some feared that would ignite a trade war between the world's two biggest economies.

"His re-election is in line with what the Chinese people want," said Hong Zihan, a graduate student who monitored the results at a U.S. Embassy event in Beijing.

For Obama, Japan, the president's re-election means more opportunity to capitalize on their shared name. Obama means "little beach" in Japanese.

The western coastal town threw a party as they watched the election returns. Hula dancers known as the Obama Girls swayed in homage of the president's home state of Hawaii, said Obama city hall official Hirokazu Yomo.

"Four more years," Yomo said. "So we are happy this will continue and help with building our city."

In Myanmar, which is pushing political reforms forward after five decades of military rule kept it isolated from much of the rest of the world, some said they were relieved Obama was re-elected because he chosen to engage rather than sanction their country.

"It is good that President Obama is re-elected. President Obama is very flexible and international relations have improved during his term," said Thit Oo, a 42-year-old car mechanic.

Washington has started focusing more on Asia since Obama took office. Some Asian countries, including the Philippines and Vietnam, have been looking more toward the U.S. as tensions flare with China over disputed territories in the South China Sea.

"In Asia, he needs to fine tune the building of alliances without overtly appearing anti-China," Ramon Casiple, a political analyst in the Philippines, said of Obama. "At the same time, he needs to encourage countries with border disputes with China that he's on their side."

A spokesman for the main Syrian opposition bloc, the Syrian National Council, expressed hope that the election victory would free Obama to do more to support those trying to oust Syrian President Bashar Assad.

"We hope this victory for President Obama will make him free more to make the right decision to help freedom and dignity in Syria and all over the world," SNC spokesman George Sabra said on the sidelines of an opposition conference on the Qatari capital of Doha.

Sabra renewed the opposition's appeal to the international community to supply rebel fighters with weapons.

The Obama administration and its Western allies have ruled out military intervention in Syria. The U.S. has also been cool to opposition rebels' demands for weapons such as anti-aircraft missiles, out of concern that they could fall into the wrong hands. The U.S. and other foreign backers of the Syrian uprising have urged the fractured, largely exile-based opposition to unite and include more representatives from inside Syria.

Subramanian Swamy to move court challenging EC decision on Congress

The Election Commission (EC) on Tuesday quashed Janata Party chief Subramanian Swamy's plea seeking derecognition of the Congress for loaning Rs 90 crore to a company.

NEW DELHI: Janata Party chief Subramanian Swamy on Wednesday decided to move court challenging the Election Commission's decision rejecting his petition for de-recognition of Congress.

He shot off a letter to the commission a day after it dismissed his petition for de-recongition of Congress on the ground that the party violated laws by providing a Rs 90 crore loan to Associates Journals which ran the now-defunct National Herald newspaper.

Maintaining that he was not given an opportunity to present his case from a legal point of view, he said Election Commission must realize that it has not only to dispense justice as a tribunal but they must be seen to have dispensed justice.

"In my petition that was before you regarding which you have washed off your hands of conducting an inquiry, and through the motivated leaks to the newspapers in advance of the view you took on my petition.

"...the Election Commission has in fact suffered a serious loss of credibility amongst the people. I shall now have to settle the issues in Court," he said.

Seeking to find fault with EC's decision, he said the commission has "essentially washed off" its hands by stating that it has no power to de-recognize a political party for violating Section 29A-C of the Representation of the People Act, 1951 and there was a need for hearings before taking a final call.

"These sub-sections specify what a party can do and therefore by harmonious construction with the General Clauses Act it should be taken to mean that omission of any activity from those approved under these sub-Sections is prohibited.

"Hence this is an arguable point of law on which you ought to have conducted hearings and heard both sides," he said.

Swamy alleged that when AICC starts giving loans that ends up in buying real estate and public interests are to be safeguarded. "It is truly the question of interpretation as to the scope and your responsibility under the Model Code of Conduct," he said.

He also accused the Commission of adopting double standards, claiming that it sat on a petition seeking "de-registration" of his party following his remarks in an article in a newspaper.

Swamy said the EC sent the petition to him for comments despite the fact that Supreme Court had earlier held that it had no power to re-register any party.

When he pointed out this, he alleged, the Commission "sat on his petition and did nothing whereas in my petition to regarding Congress' violation of the election law, you moved so swiftly that I wonder whether you had any time even to reflect on the precedents".

NEW DELHI: The Supreme Court today said the CBI probe into the allegations in Aircel-Maxis deal involving former telecom minister Dayanidhi Maran and a Malaysian business tycoon "prima facie indicates a nexus".

A bench of justices G S Singhvi and K S Radhakrishnan, which perused two reports filed in a sealed cover by the CBI, said, "The allegations levelled and investigations prima facie indicates a nexus."

The CBI told the court that it has completed the domestic investigations into the deal but the overseas probe was being delayed due to the influence of the firm's owner in Malaysia who is "powerful politically".

"We have completed the domestic probe and have to complete the investigation about the deal in Malaysia and Mauritius. Letters Rogatory have been sent to those countries.

"The gentleman in Malaysia who is involved in it is economically powerful and he is also powerful politically," the agency's counsel K K Venugopal submitted without taking any names.

The submission was made by Venugopal, who was reading the relevant portions of CBI's fresh progress report on its investigation into the 2G spectrum scam.

Maran has been accused of "forcing" Chennai-based telecom promoter C Sivasankaran to sell the stake in Aircel to a Malaysian firm Maxis Group in 2006 owned by Kuala Lumpur-based business tycoon T Ananda Krishnan.

The agency submitted that overseas probe was important to track the money trail as the funds for the deal had come through Mauritius.

"We have to go into the source of fund. Information is that the money came through Mauritius," the CBI counsel said adding that "we want to show the link on the source of money to show the quid-pro-quo involved in the deal."

When the bench wanted to know "why there was a delay in probe in Malaysia and Mauritius," the CBI said those countries are repeatedly seeking clarification on one or the other issues.

The bench also said if there was any effort by powerful orinfluential or CBI was working under any influence then "this must be stopped".

Declare deluge in Andhra Pradesh as national calamity, demands TDP

HYDERABAD: The Telugu Desam Party has asked the Centre to declare the deluge caused by cyclonic storm Nilam as a national calamity and extend full support to Andhra Pradesh.

In a letter to Prime Minister Manmohan Singh on Tuesday, TDP chief N Chandrababu Naidu requested the former to personally visit the state "to have first hand information about the grave calamity" so that the Centre would be able to extend liberal assistance to the affected families.

The leader of opposition also requested the Prime Minister to send central teams to AP within the next two days to assess the actual damage.

"The state government has failed miserably in managing the disaster and the chief minister is not responding to the crisis effectively. The state government machinery had failed miserably in preventing the extent of damage and in providing rescue and relief to the affected people.

The chief minister and the revenue minister were not in Hyderabad to monitor the situation despite forecast of heavy rainfall," Chandrababu pointed out.

While 50 people lost their lives in the calamity, crops in 14 lakh acres were destroyed.

Close to 7,000 houses were damaged and 68,000 people were still in relief camps while power supply was cut off in 225 villages, the former chief minister said.

He wanted special centres to be opened for procurement of paddy and other farm produce in the affected districts.

He also requested the Prime Minister to direct departments like railways, telecommunications and National Highways Authority of India to restore communication facilities on a war-footing to facilitate rehabilitation work.

Alleging "lack of seriousness" on part of the Central government in assisting Andhra Pradesh, Naidu recalled that only Rs 600 crore out of the Rs 1,000 crore promised by the Prime Minister during the Krishna floods in 2009 were released to the state.

"I, therefore, request you to declare the unprecedented deluge as a national calamity and extend full support to the state," Chandrababu requested the Prime Minister.

Akhilesh Yadav refers Rs 1200 crore sugar mill scam under Mayawati rule to the Lokayukta

LUCKNOW: Seventh month after coming to power, the Samajwadi Party (SP) government finally on Tuesday decided to refer Rs 1200 sugar mill sale scam to the Lokayukta. The scam, which took place during Mayawati regime, caused Rs 1200 crore loss to the state exchequer.

Chief minister Akhilesh Yadav had promised action people responsible for the scam after assuming power in March but later put it on the backburner, inviting widespread criticism that he has gone soft on Mayawati and is trying to protect officers apart from an influential businessman, who is also a liquor baron, said to be involved in the scam.

However, even now, the state government has not followed the recommendation of the Comptroller and Auditor General (CAG), which had found large scale anomalies in the sale of the sugar mills. The CAG had recommended a detailed inquiry through the Enforcement Directorate and other competent agencies.

The SP had in its election manifesto announced to form an inquiry commission to probe into all the alleged scams which took place during Mayawati government but after coming to power it did nothing. Akhilesh Yadav tabled the report in the assembly during monsoon session in June but in a written reply to a query of its own party MLA, he said that there is no need for another inquiry.

However, after facing flak from all quarters, the government announced to set up a nine member committee headed by the chief secretary to probe anomalies in sale of sugar mills. And, now the government has decided to hand over the case to the Lokayukta. The step, many fear, would only delay action against the guilty officers, politicians and businessman.

The Mayawati government had decided in 2007 to privatise 10 operational sugar mills belonging to the UP State Sugar Corporation Limited and the 11 closed mills belonging to UP Rajya Chini Evam Ganna Vikas Nigam Limited. The 21 mills were sold between July 2010 and March 2011. The CAG found anomalies at every step -- from undervaluation of land and plant machinery to bid rigging and from disclosure of expected prices to stamp duty evasion.

The CAG found that under-valuation of the sugar mills upto 30% was done by the authorities. After under-valuation, expected prices reduced further by 50%. Though on papers there were several bidders but in reality there were three players -- one group having links with liquor baron Ponty Chadha and second led by a Muslim BSP leader and third the Indian Potash Limited.

While the cartel linked to Ponty Chadha grabbed five mills, the one with BSP leader on board lapped up 10 and the Indian Potash Limited bought six. The mills were sold to the two cartels at throwaway prices. All the decisions related to sale were taken by the Mayawati cabinet on the recommendation of the core group of secretaries. In defence, Mayawati government had denied charges and claimed that cabinet decisions do not fall under CAG's jurisdiction.

SURI (WB): At least 27 policemen, and six villagers were injured in pitched battles early on Tuesday in West Bengal's Birbhum district, officials said.

Residents of the Loba village in the Khairasole police station area attacked the police party which went there early on Tuesday to recover a earth-moving machine of a project which was forcibly kept by the villagers.

West Bengal home secretary Basudeb Banerjee told reporters in Kolkata that 27 policemen and six villagers were injured in the clash.

He said that the police did not resort to firing and had shown patience.

Banerjee said that DVC-EMTA was working on a project there and there was some dispute with the local people following which the villagers kept the earth-moving machine.

He said that the injured were being treated at Suri hospital and Burdwan medical college hospital.

The home secretary said that the district magistrate has been asked to take steps to resolve the problem through dialogue.

Tremors of low intensity hits Himachal Pradesh, no loss of life reported

SHIMLA: Tremors of an earthquake of light intensity hit Himachal Pradesh Tuesday, triggering panic.

No loss of life or damage to property has been reported.

"Tremors of an earthquake measuring 4.1 on the Richter scale were felt for some seconds at 5.51 p.m.," state Meteorological Office director Manmohan Singh said.

He said the epicentre was on the border of Chamba and Kangra, near Jammu and Kashmir.

Last month, the hill state was twice hit by earthquakes of light intensity. The epicentre of both the quakes was on the border of Chamba and Lahaul and Spiti districts.

SEOUL: South Korea has been forced to shut down two nuclear reactors to replace components provided with fake quality certificates, a minister said on Monday, warning of "unprecedented" power shortages.

Knowledge economy minister Hong Suk-Woo stressed that the "non-core" components posed no safety threat and were unrelated to a string of systems malfunctions at reactors this year that triggered calls for a safety review.

The two affected reactors at the Yeonggwang nuclear complex in the southwest may have to remain offline until early January, as engineers replace more than 5,000 fuses, cooling fans and other parts provided by eight suppliers.

"Comprehensive safety check-ups are necessary at these two reactors where the uncertified parts were used extensively," Hong said.

"It's inevitable that we will experience unprecedented power shortage during the coming winter with the two reactors shut," he added.

Hong said prosecutors had been asked to investigate the suppliers who faked the quality certificates as well as possible collusion by officials of the state-run Korea Hydro and Nuclear Power.

South Korea operates 23 nuclear power reactors which meet more than 35 percent of the country's electricity needs. It plans to build an additional 16 reactors by 2030.

MUMBAI: Shiv Sena chief Bal Thackeray, who has long opposed India-Pakistan cricket ties, on Monday asked party activists "not to permit" the forthcoming matches between the two countries anywhere in India.

In a front-page appeal in the party mouthpiece Saamna, the 86-year-old leader also lashed out at home minister Sushilkumar Shinde for his statement "to forget the past" and play cricket with Pakistan.

The proposed Pakistani tour in India begins on December 25. The series would comprise three one-day internationals and two Twenty20s.

"Mr Shinde, why are you taking this immature step of playing cricket with Pakistan? How can you say that we should forget the past? How and why should we forget the past?" Thackeray questioned.

He referred to the 26/11 terror strike and other attacks in different parts of the country.

The Sena chief said that although he was bedridden, his blood boiled at Shinde's statement and the planned cricket matches in New Delhi, Kolkata, Chennai, Bangalore and Ahmedabad. He had earlier termed them as "a national shame".

He pointed out that Maharashtra government has already dismissed the mercy petition of Ajmal Amir Kasab, the lone gunman caught alive after the Nov 26-28 terror siege of Mumbai four years ago, and now the central government should also reject it.

He lamented that it was India's misfortune to get such "immature leadership".

Last week, Thackeray had termed the BCCI's decision to go ahead with the India-Pakistan cricket matches "as betrayal" of the country for money and Indian cricketers were part of that betrayal.

Incidentally, even his nephew, Raj Thackeray of Maharashtra Navnirman Sena has opposed the forthcoming Pakistan cricket tour in India.

LUCKNOW: Congress president Sonia Gandhi will pay a two-day visit to her constituency Rae Bareli from November 7 to flag off the first batch of coaches at the Rail coach factory in Lalganj.

According to the detailed programme released here by the Congress office, Gandhi would flag off the new coaches made at the Rail Coach Factory Lalganj on the first day of her visit and lay the foundation stone of Rae Bareli-Utratiya rail line and multi-purpose complex at the railway station.

She will also be presenting the appointment letters, as promised, to those who had given their land for setting up the coach factory.

Earlier on her arrival, she will visit FDDI, Fursatganj and lay the foundation Stone of low-cost housing units at Barvaripur and later in the afternoon take part in the convocation of NIFT and lay the foundation stone of its new building.

On the second day, she will attend the meeting of vigilance and monitoring committee and meet people of her constituency before leaving for New Delhi.

University system not producing well-educated graduates: Shashi Tharoor

HRD minister Shashi Tharoor has said the national education policy in the past has been out of step with the times.

NEW DELHI: The university system was not producing "well-educated" graduates to meet needs of Indian companies, giving an opportunity to firms to enter the sector in the "guise" of training, minister of state for higher education Shashi Tharoor said on Monday.

He also said that the national education policy in the past has been out of step with the times.

"The major problem remains that our national education policy in the past has remained out of step with the time. Whereas countries in the Middle-East and China are going out of their way to woo foreign universities to set up campuses in their countries, India turned away many academic suiters who have come calling in recent years," he said.

Speaking at a two-day Higher Education Summit, Tharoor said, "Companies are entering the higher education space in the guise of training. Our University system simply is not producing well educated graduates to meet the needs of Indian companies today."

The HRD minister said there will be no need for many Indian students to go abroad to study if good higher education institutes were set up in the country. "We will also work towards putting our reform agenda back on track," he said.

Tharoor said there is a proposal to establish 50 centres for research in frontier areas of science, design innovation centres, innovation centres in different universities and also research parts of the IITs and other technical institutions.

"If finally established, it would transform the research environment in our country," he said.

Tharoor favoured expediting setting up of National Mission for teachers and recommendations of the Narayana Murthy Committee and the Kakodkar Committee besides increasing the spending of 2 per cent on research.

The minister said with the ranks of educated unemployed in the country swelling in the absence of adequate employment opportunities, there is possibility of their falling prey to the activities of terrorists and Maoists.

"We must give them a better chance of employment through more and improved educational possibilities. My message is it is time to let a thousand educational flowers bloom," he said.

He said even though India with 621 universities and 33,500 colleges has one of the largest network of higher education institutes across the world and second in terms of student enrolment, our gross enrolment ratio of 18.8 per cent in 2011 is still less than the world average of 26 per cent.

He said there was need to develop higher levels of education and skill development and an environment must be created in which not only the economy grows rapidly but also enhances good quality employment.

Tharoor said as India aims to grow at 8.2 to 8.5 per cent GDP, the country needs to invest in education and help improve the quality of education.

Referring to a few world-class institutes like IIT's and IIMs and some colleges, the Minister said, "These are still islands in a sea of mediocrity".

Citing a UGC survey of 1,471 colleges and 111 universities, he said 73 per cent of the colleges and 68 per cent of the universities are found to be of medium or low quality.

He also said that a FICCI survey has revealed in 2009 that 64 per cent employers are "somewhat satisfied" with the quality of new graduates coming out of engineering institutes.

The minister lamented that spending on education is only 1.22 per cent of GDP, against USA's 3.1 per cent or South Korea's 2.4 per cent. He also said that the student-teacher ratio in India was 26:1 against the global average of 15:1.

He said the rapid expansion of higher education sector has also led to shortage of faculty.

J&K chief minister Omar Abdullah for security at Indo-Pak match venues

JAMMU: With a call to delink sports from politics, Jammu and Kashmir chief minister Omar Abdullah on Monday said he had "full faith" that security arrangements would be in place during the upcoming India-Pakistan cricket matches.

"I hope and have full faith, wherever these (Indo-Pak matches) are played, all security arrangements would be made," Abdullah told reporters here after reopening of the bi-annual darbar offices at Civil Secretariat in the winter capital.

He was replying to questions about the reported threat by Shiv Sena chief Bal Thackeray that Indo-Pak matches would be stalled by his party wherever they are held, in protest against 26/11 Mumbai attacks.

"It will not have any impact on the state as there are no matches being played in Jammu and Kashmir," he said.

"As far as effects on Indo-Pak relations are concerned, we will never desire that sports should be linked to politics," the chief minister said.

"We will desire that they (Pakistan) should come here and play matches in good and cordial environment irrespective who loses and wins," he said.

"Bal Thackeray and his party leadership has political compulsion that he keeps on raising such issues...But this is not for the first time that India and Pakistan are playing matches after 26/11," Abdullah said.

"They might have played matches at any other place...but they have played. If they had reservation to these matches between India and Pakistan, they should have also opposed them in past and that time," he said.

Two CISF jawans killed in naxal attack in Chhattisgarh

RAIPUR: Two CISF personnel were killed on Sunday in an attack by alleged naxals in Dantewada district of Chhattisgarh, police said.

Dantewada SP Narendra Khare told PTI that naxals attacked Central Industrial Security Force (CISF) personnel deployed at the mines of National Mining Development Corporation in Akash Nagar area of the district this morning.

Khare said naxals, disguised as locals waiting for bus, attacked the CISF team near the check post in Akash Nagar.

While a jawan died on the spot, a constable was critically injured and succumbed at the hospital in Bacheli.

The ultras then fled taking away an AK-47 and an Insas rifle from the spot.

A hunt is on to nab the attackers.

LUCKNOW: Samajwadi Party (SP) chief Mulayam Singh Yadav has offered Lok Sabha ticket to Olympic bronze medallist and ace shuttler Saina Nehwal from Aligarh in Uttar Pradesh (UP).

Addressing convocation ceremony of a private university in Aligarh, on Saturday, in which Saina alongwith five other Olympic medal winners were felicitated by the university with honorary doctorate degrees, Mulayam spoke at length on status of higher education in UP and challenges before SP government in the state. In between, he devoted few minutes on praising the London Olympic medalists, particularly Saina.

In a lighter vein, he asked the ace badminton player to contest the next Lok sabha elections from Aligarh.

Amid cheers and applause from the audience, Mulayam said that the SP would be happy to give her ticket from Aligarh Lok Sabha seat. Mulayam said that Saina has done the country proud and he wants her to prosper in life. The election ticket would be his blessing to her, he added. Saina thanked Mulayam for his appreciation but did not respond to the offer.

She, however, said that the university has giver her something which has more worth than the Olympic medal. She said that her father always wanted her to get a doctorate degree but she could not do so because of her career in sports but today her father's dream has been fulfilled. The shuttler recently won her fourth title of the year by clinching the Denmark Open Super Series Premier Trophy.

Along with Saina, boxer Mary Kom, shooters Vijay Kumar and Gagan Narang and wrestlers Yogeshwar Dutt and Sushil Kumar were also conferred the honorary doctorate at the ceremony.

Referring to spurt in communal clashes in UP, Mulayam, in his speech, also cautioned people against external and internal designs which cause animosity between different sections and said it was imperative for all the sections to remain united for broader national interest. Without naming any person or organization, Mulayam said that certain sections which have not succeeded in the political arena are indulging in activities which would have a divisive fall out in society.

He said that the SP government was aware of the activities of the forces which were trying to disturb the peaceful atmosphere in the state.

On challenges in the field of modern education, Mulayam said that the private sector had now emerged as a major player in the sphere of higher education. He said the private sector will also have to cater to the needs of the rural areas which is still way behind the rest of the country in the field of health and education.

Apart from sports personalities, those awarded Honoris Causa degrees included Rajendra Pachori, director general, Energy and Resources' Institute; VK Saraswat, scientific advisor in the ministry of defence; Salma Ansari, chairperson of Al-Noor Social and Charitable Society and Tessy Thomas, senior defence scientist.

Pak President Asif Ali Zardari to visit Qatar for dialogue on bilateral and regional issues

Islamabad: Pakistan President Asif Ali Zardari will visit Qatar for two days from Tuesday for dialogue on bilateral and regional issues, officials said Sunday. The issue of raging Taliban-led insurgency in Afghanistan is also likely to be discussed during the visit.

The president will hold talks with Qatar's Emir and the prime minister with particular focus on promoting trade and investment ties in a bid to boost bilateral ties, an official was quoted as saying by Xinhua.

During his visit Zardari will also meet eminent Qatari businessmen and invite them to invest more in Pakistan.

He is likely to discuss with the Qatari leadership the issue of import of liquefied natural gas (LNG) and finalisation of trans-national formalities for it.

Pakistan and Qatar enjoy good bilateral ties in diverse fields ranging from trade and infrastructure, officials said.

Pakistan exported $95 million worth of goods to Qatar and imported $302 million worth of commodities from Qatar in 2011-12.

Sources say the Afghan issue is likely to come up for discussion during the talks as Qatar is host to the political office of the Afghan Taliban, where Taliban had been engaged in talks with the US officials.

Taliban suspended talks with the US in March 2012, blaming the "ever-changing position" of the US after controversy surfaced over the release of Taliban prisoners from Guantanamo detention centre.

Bhartiya Kisan Union cancels plan to gherao UP CM Akhilesh Yadav

MEERUT: The Bhartiya Kisan Union, on protest at Delhi-Haridwar toll plaza for the last five days demanding exemption for farmers from the toll tax, today cancelled its proposed gherao of UP Chief Minister Akhilesh Yadav during his visit to the district on November 10.

"The proposed gherao Yadav has been cancelled, but the Union will continue its occupation of the plaza until our demands were met," BKU spokesperson Rajesh Tikait said.

The gherao was called off following a meeting between BKU leaders and district authorities, sources said.

In favour of its demand to exempt farmers from the current rate of toll tax, the BKU has occupied the toll plaza for the last five days.

As BKU activists continue to occupy the Delhi-Haridwar toll, vehicles had a free run and crossed the plaza without paying the toll tax.

"The plaza has been converted into BKU office where farmers have been asked to stage-in protests to seek the solution of their problems. The union has also demanded the local administration to appoint a magistrate on the plaza," he said.

The BKU has called a mahapanchayat on November 7 to draft the strategy of the protest, which, Tikait said, would go beyond Meerut if farmers are not exempted from the current rate of toll tax.

BJP leader and former Union Minister Satpal Malik and party's state president Laxmikant Vajpayee visited the plaza to extend support to the agitating farmers.

Shiv Sena executive president Uddhav Thackeray's second angioplasty successful

MUMBAI: Shiv Sena executive president Uddhav Thackeray Sunday underwent a successful second angioplasty procedure at the Lilavati Hospital here, a party official said.

Uddhav underwent the first angioplasty in the same hospital July 20 when three blockages in his artery were successfully removed after surgery lasting nearly three hours.

"The procedure involving one more stent in his artery has been performed successfully. He is responding well and also spoke to (father) Bal Thackeray after the procedure," party spokesperson Sanjay Raut said.

Uddhav arrived at the hospital with his wife Rashmi and children Aditya and Tejas. Maharashtra Navnirman Sena chief and estranged cousin Raj Thackeray was also present.

A party official said the second procedure was suggested for Uddhav during follow-up checkup after the first angioplasty in July.

Singer Lata Mangeshkar and Shiv Sena leader Manohar Joshi were among those who visited the hospital during the angioplasty. Mangeshkar also went to see Bal Thackeray at his residence in suburban Bandra in northwest Mumbai as he has been unwell for the past few months.

The implications of Uddhav's health condition are a matter of concern for his family and the Shiv Sena as well as its allies -- Bharatiya Janata Party and Republican Party of India.
