Naval brass to discuss ways to strengthen ties with Indian Ocean region nations

NEW DELHI: The naval top brass will congregate here next week to discuss measures to further bolster military cooperation with countries in the Indian Ocean region (IOR) in the backdrop of China's expanding strategic footprint in the region.

"The three-day naval commanders' conference, chaired by Admiral Robin Dhowan, will discuss foreign cooperation initiatives and engagements to strengthen ties with IOR littorals, as has been stressed by Prime Minister Narendra Modi," said an officer.

The conference, which will be inaugurated by finance and defence minister Arun Jaitley on Tuesday, will dwell upon the Indian Navy's role to undertake "capacity-building" of the maritime forces of IOR countries. "Spanning 28 million sq km, the IOR is host to a third of the world's population, with a significant share of international trade passing through the sea lanes of the region," said the officer.

The top naval leadership will also take up the "combat readiness" of their force, strengthening of coastal security, optimal utilization of funds and human resources development, among other issues.

China's expanding maritime links with eastern Africa, Seychelles, Mauritius, Maldives, Sri Lanka, Bangladesh, Myanmar and Cambodia, among others, will however figure high on the agenda.

A recent US pentagon report held the Chinese navy was expanding its operational and deployment areas further into the Pacific and IOR, though its efforts are facing logistical and intelligence hurdles as of now, as was earlier reported by TOI.

"China desires to expand its access to logistics in IOR and will likely establish several access points in this area in the next 10 years. These arrangements will take the form of agreements for refueling, replenishment, crew rest and low-level maintenance," said the Pentagon.

India, on its part, has been stepping up its own engagement with IOR countries to counter China's moves. Apart from military assistance and training, Indian warships and Dornier reconnaissance aircraft have been regularly helping countries like Maldives and Seychelles in maritime and anti-piracy patrols, surveillance and hydrographic surveys.

Helpline soon for women facing violence in Chhattisgarh

RAIPUR: In a bid to provide protection to women facing violence, a first-of-its-kind integrated helpline-cum-crisis centre is soon to be launched in Chhattisgarh.

A 24X7 women's helpline, number-181, will soon be opened in the state which aims to provide aid for post-violence trauma as also protection to women from any form of violence.

As per the guidelines of the ministry of women and child development (WCD), the state government is taking up the initiative for which, initially, nodal agencies will be established at Raipur and Durg in collaboration with NGOs, state WCD department secretary, Subrat Sahu, told PTI.

"The trial of the system has already been started and it will be officially launched in a month or two," Sahu said, adding that enough publicity will be done to make people aware about it.

It is primarily designed to assist women facing any sort of crisis, including rape, molestation, trafficking, abuse and allegations of practising witchcraft, within their family, in society or at the workplace.

The helpline will also provide efficient and fast-response mechanisms for addressing post-violence trauma and to ensure protection of women from any form of violence.

That would be followed by rehabilitation through short and long-term physical and psychological treatment, including skill development, as per the guidelines from the WCD department.

The nodal agencies at Raipur and Durg will handle the calls from across the state and directly look after cases within a 50-km radius.

For cases beyond that ambit, they will pass on necessary instructions to police stations and other agencies at the relevant location, the guidelines added.

The other provisions under the facility include setting up of short-term shelter homes in Raipur and Bhilai-Durg (if required), residential transit care centres for treatment of 50 mentally-ill women at one time in Raipur and rehabilitative /residential transit care homes with facilities for vocational or skill development training for victims of violence.

As of now, a women's helpline, number-1091, is operational under police management.

As per state police records, 1,137 rape cases were reported between 2013 and January 15 this year in Chhattisgarh. The number for previous years was: 1,145 in 2012-13, 1,076 in 2011-12 and 1,128 in 2010-11.

MOS for home affairs Kiren Rijiju to attend Asian ministerial conference in Bangkok next week

NEW DELHI: A high-level Indian delegation, led by minister of state for home affairs Kiren Rijiju, will be engaging with Asian leaders in Bangkok next week in an inter-governmental meeting to draw up a strategy for inclusion of Asia's agenda in the successor to the Hyogo Framework.

The Asian ministerial conference will review 10 years of implementation of the Hyogo Framework of Action and discuss how to deal with increasing disaster risks, which are seriously threatening development gains and the region's economies.

"It is also the final opportunity for the region to discuss the Asian issues that will be included in the successor to the Hyogo Framework that will be announced at the Third World Conference on Disaster Risk Reduction in March 2015 in Sendai, Japan," said a press note from the UN office for disaster risk reduction (UNISDR).

India is among 86 countries which have set up a national platform for disaster risk reduction and already has a 10,000-strong highly trained force to work on rescue and relief operations in case of natural or man-made disasters. The 10 battalions of India's National Disaster Response Force comprise of soldiers drawn from its paramilitary forces trained in commando operations.

India's efforts on disaster risk reduction have been lauded by UNISDR chief, Margareta Wahlstrom, particularly when the local administration in Odisha successfully evacuated almost one million people before cyclone Phailin hit the state in October 2013.

"We have started work on documenting the Odisha success story and will highlight it as an example in the lead-up to the third World Conference on Disaster Risk Reduction, in 2015. It is easy to talk about problems and failures. We have to bring into people's minds what works," Wahlstrom had said.

India's national platform for disaster risk reduction provides important support to the implementation of the Hyogo Framework for Action, the global agreement on reducing disaster losses.

According to UNISDR, last year's disaster losses cost more than $ 53.8 billion in Asia, which represented almost half the global figure.

The Bangkok inter-ministerial meet next week will have 2,500 delegates, including 20 ministers and industry leaders from more than 39 countries in Asia and the Pacific.

The meeting, hosted by the Royal Thai government in collaboration with the UNISDR, is the last Asian regional inter-governmental gathering before the completion of the Hyogo Framework for Action that was adopted in Kobe, Japan in 2005 by 168 governments.

Southern Gujarat Chamber of Commerce and Industry’s railway committee oppose passenger fare hike

SURAT: The Southern Gujarat Chamber of Commerce and Industry's (SGCCI) railway committee has opposed the Railway ministry's decision to hike passenger fares by 14.2 per cent and the freight fares by 6.5 per cent effective from midnight tonight.

Wahab Belim, chairman of SGCCI's railway committee said, "We were hoping for Acche Din to come. But, unfortunately the hike in passenger fares points towards the Burre Din (Bad Days) for the common man travelling in the trains. UPA government has not taken such a harsh move increasing the passenger fares by 14.2 per cent"

Belim said, "There will be an extra burden on the passengers travelling in the trains, be it second class or the first class passengers"

Meanwhile, the Railway Minister's announcement for passenger fare hike and freight fare hike went viral on the social media sites including Facebook and Whatsapp. The users were not happy with decision of increasing the railway fares.

Tejas Patel, a bank employee said, "There should have been a conservative hike in passenger fares. But, 14.2 per cent is something very huge and seen as a great financial burden on those travelling in trains. It is not acceptable"

Amarnath Yatra to begin from June 28 via Baltal route

Written By Unknown on Kamis, 19 Juni 2014 | 08.20

SRINAGAR: The annual Amarnath Yatra, beginning June 28 this year, will start on schedule from the Baltal route in north Kashmir while a final call on allowing the pilgrims from the Pahalgam route in the south would be taken next week, the shrine board's CEO said Thursday.

"The annual Amarnath Yatra would begin on schedule from the Baltal route on June 28 while a final call on starting the Yatra from the Pahalgam route would be taken June 23. There is six feet snow in the area of the holy cave, four feet deep snow at Sheshnag, seven feet deep snow at Mahagunas top and four feet deep snow at Sangam halting points on the Pahalgam route.

"The track maintenance work is in full swing on both the routes but because of the heavy snow accumulation on the Pahalgam track, Governor N.N. Vohra (who is also the chairman of the Shri Amarnathji Shrine Board (SASB)) has directed that I visit the tracks on both sides on June 21 and June 22," said SASB CEO R.K. Gupta at a media conference here.

Gupta said around 193,000 pilgrims have registered for this year's Yatra for both the tracks.

"It is important that no Yatri undertakes the Yatra without registration and without the medical fitness certificate. This is in the interests of the Yatris themselves because the Yatra is difficult given the terrain involved," he said.

The Yatra will conclude Aug 10 coinciding with the Shravan Purnima festival.

Intelligence Bureau reports 'malicious', says Greenpeace

NEW DELHI: Greenpeace on Thursday termed as "malicious" the Intelligence Bureau's two reports against it and said the NGO has been "specifically targeted" as it emerged as one of the primary voices opposing coal mining and nuclear power projects in India.

The environmental NGO's fresh statement came a day after the central agency in a fresh report, submitted to Prime Minister's Office and National Security Adviser, recommended cancellation of permission given to it for collecting funds abroad besides reassessment of its tax compliance.

The Greenpeace India said that it believes that the leak of IB reports is a "concerted effort by parties with vested interest to ensure elimination of any opposition."

"The strategy, it seems, is to discredit the organisation towards the long term goal of removing obstacles for pushing fast clearances. But discrediting Greenpeace will not save the world from climate change. Ours is probably the last generation that can make a difference to curb climate change," Samit Aich, Executive Director, Greenpeace India said.

The NGO said that over the past few years Greenpeace India's activities has led to anger among people in the government as well as corporate entities.

"And the timing and the purpose of the leak seem very suspicious. Such malicious reports however, will not stop Greenpeace India in fighting for a better future," it said.

"They plan to create a wave of anger and discontent amongst the public and over a quarter million supporters with blatant lies and half truths. Both the reports are riddled with mistruths and factual errors," Aich said.

He said the NGO will continue to challenge fossil fuels and dangerous technologies across the world and in India.

"We will campaign for greater investments in ecologically sustainable, clean and safe practices both in agriculture and energy, and demand for equitable development," he said.

"Such efforts to crush the spirit of individualism and social justice can never be successful," Aich added.

17 soldiers killed in armory blast in Hunan province of China

BEIJING: An accidental explosion ripped through an armory in central China and killed 17 soldiers while they were stacking ammunition, state media said on Wednesday.

The blast took place on Tuesday afternoon in the Hunan province city of Hengyang and its cause was under investigation, the official Xinhua News Agency said.

A Hengyang city policewoman surnamed Xiao confirmed the accident on Wednesday and said no civilians were injured. The armory is in a rural township on the outskirts of Hengyang.

China's military operates with a high degree of secrecy and information about explosions, plane crashes and other accidents is usually tightly controlled.

With 2.3 million members, China's military is the world's largest. It has enjoyed massive upgrades to equipment and living conditions for soldiers, fueled by two decades of soaring defense spending. Despite that, conditions for much of the sprawling land-based forces remain basic and oversight is often lax.

While the explosion was called an accident, Chinese security forces have come under attack in recent years from Islamic extremists fighting for independence for the northwestern region of Xinjiang.

Sharma was sentenced to life imprisonment by the high court in December 2006. The life term was upheld by the Supreme Court.

Delhi Police had opposed Sharma's parole plea saying his conduct was not satisfactory when he was granted parole in 2009.

Iraqi Christians flee homes amid militant push

Written By Unknown on Senin, 16 Juni 2014 | 08.20

ALQOSH, Iraq: Over the past decade, Iraqi Christians have fled repeatedly to this ancient mountainside village, seeking refuge from violence, then returning home when the danger eased. Now they are doing it again as Islamic militants rampage across northern Iraq, but this time few say they ever want to go back to their homes.

The flight is a new blow to Iraq's dwindling Christian community, which is almost as old as the religion itself but which has already been devastated since the 2003 US-led invasion. During the past 11 years, at least half of the country's Christian population has fled the country, according to some estimates, to escape frequent attacks by Sunni Muslim militants targeting them and their churches.

Now many of those who held out and remained may be giving up completely after fighters belonging to the Islamic sate of Iraq and the Levant swept over the city of Mosul and a broad swath of the country the past week.

''I'm not going back,'' said Lina, who fled Mosul with her family as the militants swept in and came to Alqosh, about 50 kilometers (31 miles) to the north.

''Each day we went to bed in fear,'' the 57-year-old woman said, sitting in a house for displaced people. ''In our own houses we knew no rest.'' Like other Christians who fled here, she spoke on condition she be identified only by her first name for fear for her safety.

In leaving, the Christians are emptying out communities that date back to the first centuries of the religion, including Chaldean, Assyrian and Armenian churches. The past week, some 160 Christian families— mosly from Mosul— have fled to Alqosh, mayor Sabri Boutani told The Associated Press, consulting first on the number with his wife by speaking in Chaldean, the ancient language spoken by many residents.

Alqosh, dating back at least to the 1st century BC, is a jumble of pastel-painted homes nestled at the base of a high craggy hill among rolling plains of wheat fields. The village's population of 6,000 is about half Christian and half ethnic Kurds. Located just outside the autonomous Kurdish zone of northern Iraq, Kurdish fighters known as peshmerga have moved into the town to protect it.

Many Christians are deciding that the comparatively liberal and prosperous Kurdish regions are their safest bet.

''Every Christian prefers to stay in Kurdistan,'' said Abu Zeid, an engineer. He too said he wouldn't be going back to Mosul.

''It's a shame because Mosul is the most important city in Iraq for Christians,'' he added. Mosul is said to be the site of the burial of Jonah, the prophet who tradition says was swallowed by a whale.

Iraq was estimated to have more than 1 million Christians before the 2003 invasion and toppling of Saddam Hussein. Now church officials estimate only 450,000 remain within Iraq borders. Militants have targeted Christians in repeated waves in Baghdad and the north. The Chaldean Catholic cardinal was kidnapped in 2008 by extremists and killed. Churches around the country have been bombed repeatedly.

The exodus from Mosul— a Sunni-majority city that during the American presence in Iraq was an al-Qaida stronghold—has been even more dramatic. From a pre-2003 population of around 130,000 Christians, there were only about 10,000 left before the Islamic state fighters overran the city a week ago.

Abu Zeid estimated that now only 2,000 Christians remain in the city.

Christians who have not left Iraq completely often flee their homes to other parts of Iraq when the danger is highest in hopes of returning later.

Boutani, the mayor, said this was the sixth time in 11 years that Christians from other areas have flocked to Alqosh for refuge. He himself fled here from Baghdad in 2009 after a church bombing in the capital.

This is the third time that Adnan, a 60-year-old Mosul shoe shop owner, has sought shelter in Alqosh. He came in 2008 after a priest in Mosul was killed, then again in 2010 after rumors spread of an imminent attack on Christians. Each time, he and his family returned after Iraqi security officials guaranteed Christians' safety.

''They said, we will protect you,'' he recalled. ''But now- where's the government?''

The Vatican for years has voiced concern about the flight of Christians from the Middle East, driven out by war, poverty and discrimination.

During his recent trip to Jordan, Pope Francis met with Iraqi and Syrian Christians and denounced the wars, weapons and conflicts that have forced them from their homes.

''All of us want peace!'' Francis told a gathering of refugees near the river Jordan. ''I ask myself: who is selling arms to these people to make war?''

In Alqosh, the newcomers and the residents united in prayer at Sunday Mass in the Chaldean Church of the Virgin Mary of the harvest, held by Friar Gabriel Tooma.

On the church floor was spread a mosaic made of beans, lentils, wheat and other produce from the area, assembled to commemorate the upcoming harvest. Before the service, volunteers hurried to finish the images of Jesus and Mary, and were filling out the details of Pope Francis' face, sketched out with white beans.

''People are afraid of what's coming next,'' Tooma said. ''I fear there will be a day when people will say: `There were once Christians in Iraq.'''

As he walked with his wife and daughter in the 7th century St Hormoz monastery, built into the hill overlooking Alqosh, Abu Zeid said he went back to Mosul on Friday to see if his house was still standing.

Some of the militants in control of the city tried to show that Christians were welcome.

Gunmen stopped him and asked if he was a Christian, Abu Zeid said. When he nodded back, a gunman told him: ''Welcome to your home.''

The Chaldean church in Mosul was looted, he said, and he saw gunmen drag the accused thieves to the church and order them to return stolen property.

He and other displaced Christians highly doubt the shows of goodwill. Still, some said they have no choice but to eventually return.

''I'm 60 years old,'' said Adnan, the shoe salesman. ''It would be hard to start over again.''

PM Modi leaves Bhutan for home after first foreign visit

THIMPHU: Prime Minister Narendra Modi on Monday left for home from Bhutan, concluding his first foreign trip after assuming office last month.

He was given a warm send off by Bhutan Prime Minister Tshering Tobgay and several of his Cabinet colleagues at the Paro airport.

Modi drove from Thimphu to Paro airport, a distance of about 50 kms, traversing through the picturesque mountainous ranges.

Common people, including children, in colourful attire lined up most of the road between Thimphu and Paro, waving Indian and Bhutanese flags.

The Prime Minister stopped at two places and interacted with children, inquiring about their names, schools and other things. He also posed for photographs with them.

His motorcade also stopped at a busy market where he interacted with locals and posed for photos with them.

Modi was accompanied by external affairs minister Sushma Swaraj, NSA Ajit Doval and foreign secretary Sujatha Singh.

During his two-day visit, Modi called on Bhutan's King Jigme Khesar Namgyel Wangchuk and held talks with Prime Minister Tobgay.

He also addressed the joint session of the Parliament. He inaugurated one of India's assistance projects — the building of the Supreme Court of Bhutan and laid foundation stone of the 600MW Kholongchu Hydro-electric project, a joint venture between India and Bhutan.

Wrapping up his visit, Modi declared India's commitment to good neighbourly relations and sent out a clear message that a "strong and prosperous" India can help smaller countries in the region.

Modi assured the Himalayan country that all the commitments made by earlier governments would be implemented by his government.

He said that change in government will not alter the dynamics of Indo-Bhutan ties, as he vowed to further deepen the relationship through certain new proposals like organising joint sports events between Bhutan and India's northeastern states and setting up a Himalaya University for joint research.

The fact that the Prime Minister chose Bhutan as his first foreign destination assumes significance since China has lately intensified efforts to woo it and establish full- fledged diplomatic ties with Thimphu.

NEW DELHI: Congress spokesperson Sanjay Jha today tendered an unconditional apology to BJP leader Subramanian Swamy for calling him a CIA agent in a tweet and said that he had no wilful intention to defame him.

The BJP leader had sued him for Rs 3 crores after the tweet was published on April 25 this year. Jha was served a legal notice on May 12.

When contacted Jha said that he has tendered a statement of apology to Swamy.

In the apology, Jha said that the tweet by him was "nothing more than a spontaneous enquiry" on the despatch authored by a US department of state diplomat, which was leaked out in Wikileaks.

"Therefore solely to invite discussions in social media to seek perspectives and in good faith, the undersigned had submitted an opinion based this published Wikileaks item. Hence it was never the intention of the undersigned to malign Dr Swamy, to sully his reputation at all or to defame him," he said in the statement.

Jha noted that the Wikileaks has itself denied any such imputation by it and therefore the source of the said leak does not confirm or even suggest that Swamy is a CIA agent.

Maintaining that he had "misread and misunderstood" the Wikileaks disclosure, Jha said he tenders an "unconditional apology" for publishing the impugned tweet" and promised to delete that. Weak stand of UPA on PM nominee a reason for defeat: Praful Patel

Written By Unknown on Minggu, 15 Juni 2014 | 08.20

GONDIA: Rajya Sabha member and former MP of Bhandara — Gondia Praful Patel said Congress's weak stand on UPA's prime ministerial nominee was one of the reasons for the its debacle in the recently-concluded general elections.

Patel, who visited the region for the first time after election results were declared on May 16, said, "No clear stand of the Congress party on UPA prime ministerial candidate against BJP's Narendra Modi, was one of the reasons behind the defeat of UPA in the Lok Sabha election."

The former Union civil aviation minister was recently elected unopposed to the Rajya Sabha.

He said Congress failed to take their good work to people and that the then prime minister should have spoken openly at times, when it was required.

"We failed to counter campaigns of Opposition on scams like 2G, coalgate, etc, whereas in reality there was nothing serious. At times, when the prime minister should have come forward and needed to give reply, he kept mum," Patel said.

Replying to a query on his unexpected defeat in his home constituency, Patel said it is for the people to think and he will continue to work the people.

"I am here back as Parliamentarian (as a Rajya Sabha member) and will continue to work for the people of Bhandara and Gondia districts. Perhaps, I am among those parliamentarians, who worked successfully to bring development in the constituency and remain constantly in public touch. It is up to the people to give a thought. May be they have elected someone better than me," he said.

On the upcoming assembly election in Maharashtra, Patel said presently they (NCP) are in alliance with Congress.

"Party will decide after holding inter-party meetings as to with whom election will be contested. There is no kind of old formula and all talks will be done afresh," he said.

Speaking on the issue of separate Vidarbha state, he said NCP has always been in favour of the move.

"It is our demand also and after the formation of Telangana, there should be separate Vidarbha state. If there is any resolution for Vidarbha state, we will support it," Patel said.

Jazz singer Jimmy Scott dies

LONDON: Jazz singer Jimmy Scott, also known for his appearance on drama 'Twin Peaks', has died. He was 88.

The 'Everybody's Somebody's Fool' star's wife, Jeanie Scott, said he died of cardiac arrest at their Las Vegas home, reported The Guardian.

He had battled health problems stemming from a genetic hormone deficiency and had been under the care of a home nurse.

"He was an Earth angel. He was different from any person I ever met. He was kind, humble. Everyone he met he made them feel special. He had a hard life, but he didn't hold any resentment," Jeannie Scott said.

She said her husband stopped touring two years ago but continued recording. He is expected to be buried in Cleveland.

The vocalist, whose first major hit was 'Everybody's Somebody's Fool' in 1949, alongside the Lionel Hampton Band, gathered new generations of fans during the 1960s and in the 1990s when he toured with Lou Reed and sang on the track, 'Sycamore Trees' for the series finale of 'Twin Peaks'.

Born into a family of 10 in Cleveland, Ohio, on July 17 1925, Scott sang in a church choir as a child. His signature high voice came from Kallmann's syndrome, which kept him from experiencing puberty and stunted his growth.

He stood just under five feet as an adult and his voice did not change.

Although that trait ultimately helped Scott stand out as a singer, he also suffered from congestive heart failure and had a lifestyle that included heavy drinking and smoking.

Despite his youthful sound, Scott brought heavy emotion to his delivery, often dramatically drawing out lyrics and singing far behind the beat and won praise for this technique.

The album 'Falling in Love Is Wonderful' in 1960s, is widely considered to be his masterpiece, although he largely disappeared from view until his 1990s career revival.

Scott performed at Dwight Eisenhower's and Bill Clinton's presidential inaugurations and was inducted into the R&B Music Hall of Fame in 2013.

Pak court orders probe into hand chopping of thieves by police

LAHORE: A Pakistani court has finally taken notice of a gruesome incident in which police allegedly chopped off the left hand of two thieves in Punjab province and asked a lower court to investigate the incident.

The Lahore High Court directed the Vehari District and Sessions Judge to probe the incident and submit a detailed report within a week.

"A judicial inquiry will thoroughly probe the matter and fix the responsibility," the LHC office said.

Last month, police arrested Ghulam Mustafa, 30, and Liaquat Ali, 28, from Ghagoo Mandi in Vehari district of Punjab, some 340 kilometres from Lahore, in connection with cellphone and electric wire theft.

During interrogation, the police officials allegedly cut off the left hands of the accused.

Khuda Bakhsh, father of Mustafa, said police subjected his son and the other accused to severe torture in the custody after they failed to get a bribe.

"The policemen responsible for the gruesome act should be given exemplary punishment," he demanded.

Islamic laws suggest the punishment of chopping off the hands of a person for committing theft.

The police official accused in the incident, however, had claimed the accused had attempted to commit suicide by cutting off their left wrists.

Station House Officer Aslam Cheema said both the suspects had cut their wrists with blades in a bid to "commit suicide".

Although Sadiq Ali Dogar, district police officer Vehari, suspended five police officers, including Cheema, and registered a case against them, the police have managed to get a statement from the accused, saying they cut off their left hands to commit suicide.

Doctors at the hospital, where both the accused are being treated, say it was not possible for the accused to cut off their left hands on their own.
