As protests gather strength, Nasheed supporters ask for international scrutiny of Maldivian judiciary

MALE: Protests are brewing stronger in the Maldivian capital following the arrest threat against deposed president and Maldivian Democratic Party leader Mohamed Nasheed, who has taken refuge in the Indian high commission in Male. The MDP, meanwhile, has asked for international scrutiny of the Maldivian judiciary, which it thinks is plotting to keep Nasheed out of the race in September.

After more than 5,000 Maldivians took to the streets demanding the ouster of president Waheed Hassan Manik and setting up of a caretaker government on Thursday night, the MDP has decided to organise protests every night. "We will mobilise people every night to ensure that Nasheed gets justice and is allowed to contest the presidential election," MDP chairperson Reeko Moosa Manik told TOI.

Nasheed fears that he would be arrested by the Waheed government if he comes out of the Indian high commission. Nasheed faces charges of kidnapping in connection with the arrest of the chief judge of the criminal court last year. Nasheed, who became the first democratically elected Maldivian president ini 2008, had said that he was forced to resign by some conspirators after protestors turned violent last year after the judge's arrest.

The MDP chairperson said the special court set up to try Nasheed is unconstitutional. ""As per the Constitution, the special court should be approved by a judicial panel. This was not followed," he told TOI on Saturday, calling for international scrutiny. "There are widespread allegations even outside Maldives that the judiciary here is not impartial. Let an international panel like the International Court of Justice look at the system here and decide," he said.
Meanwhile, the Common wealth and European Union (EU) had on Friday called for a credible and inclusive presidential election in the Maldives. "I call on all parties to refrain from actions or statements which are liable to inflame the political climate in the country," EU High Representative Catherine Ashton said in a statement.

The present protests are reminiscent of last year's rebellion which resulted in Nasheed's ouster. On Friday night, anit-riot police and the military blocked protestors from moving towards the president's residents on Orchid Magu. A few people were injured when police used force. A few others were arrested. Male seems to be bracing for noisier nights as the protestors gather strength.

British PM David Cameron to pay official visit to India next week

NEW DELHI: British Prime Minister David Cameron will pay a three-day official visit to India beginning on Monday during which he will hold delegation level talks with Prime Minister Dr Manmohan Singh.

Cameron would be accompanied by a delegation including CEOs of leading business houses, vice chancellors of reputed universities, dignitaries and senior officials.

Cameron will visit Mumbai on February 18. In Mumbai, his programme includes visits to Hindustan Unilever headquarters, a Business Interaction at Taj Palace Hotel, a visit to St. Xavier School, and laying a wreath at the Police Memorial, amongst other engagements.

Cameron will hold delegation-level talks with Prime Minister Dr. Manmohan Singh on February 19 at the Hyderabad House here. He will call on President Pranab Mukherjee on the same day.

Cameron accompanied by a large official business delegation last visited India in July 2010.

India's multi-faceted bilateral relationship with the UK intensified with its upgradation to a Strategic Partnership in 2004. UK continues to be among India's major trade partners. The two-way merchandize trade during 2011-12 rose to US$ 16.157 billion, up 27 per cent from US$ 12.56 billion in 2010-11. UK cumulative equity investments in India are US$ 17.08 billion (October 2012).

About 700 Indian companies have operations in UK with over 70 of them listed on the London Stock Exchange. UK supports India's permanent membership at the United Nations Security Council and is an important interlocutor for India in the EU, G8, G20 and the global context.

Sushilkumar Shinde should clarify on Arun Jaitley surveillance issue: BJP

NEW DELHI: Condemning the "unauthorised surveillance" on its leader Arun Jaitley, BJP on Saturday said it will not take things "lying down" and asked home minister Sushilkumar Shinde to clarify on who ordered the collection of his call details.

BJP president Rajnath Singh also termed the issue as "serious" and demanded that all those involved in the incident should be brought to book.

"Further investigations are on. Whoever is involved in such an act should be brought to book. Someone who has dared to get the call details in such an unauthorised way is a serious matter," Singh said.

Party spokesperson Prakash Javadekar said, "BJP condemns this unauthorised surveillance on its leader Arun Jaitley. It is a serious issue. The Home Minister owes an explanation and must come clean as to who ordered the collection of information on call details of Jaitley."

Javadekar alleged that this was not the first time that attempts were made at more than one police stations in Delhi to seek the call details of Jaitley and questioned the government as to who ordered collection of such information.

"Who ordered such collection of call details and on whose orders. We are very serious about raising this issue," he said.

The BJP spokesman also "reminded" the Congress party that these were not the times of emergency that they were indulging in such acts.

"We want to remind the Congress that these are not the days of emergency that you can indulge in such activity. We will not take it lying down," he said.

A Delhi Police constable was arrested on February 14 for allegedly trying to access the call details of the Leader of Opposition in the Rajya Sabha.

The 32-year-old Arvind Dabas was arrested and a probe had been initiated to find out other two people who tried to access the details, police sources said.

Dabas allegedly tried to use the official email ID of an ACP to send a request to a mobile service provider for the call detail records of Jaitley.

Jaitley had not complained in the matter, but the police registered a case a few days ago.

Police launched a probe to ascertain whether any official had sought details about his call records or if it was a case of impersonation.

Reports had it that the nodal officer of a telecom service provider had called the police to inform that they had received a request from the police seeking call detail records of Jaitley.

Afghan forces ready to secure country after 2014: Hamid Karzai

KABUL: Afghan President Hamid Karzai reiterated Saturday that the Afghan security forces are entirely ready to ensure national security after NATO-led forces withdraw from the country by the end of 2014.

"Once the foreigners leave, Afghans will demonstrate to the world that they are able to secure the country and provide security for the nation," Karzai said in his speech delivered at an army officers's gathering at Afghan National Military Academy, reported Xinhua.

"Our national security forces are entirely ready to take security charge by the end of 2014," Karzai said. "Afghans do not need foreign forces for the defence of their country."

Transition of security responsibilities from NATO-led forces to Afghan army and police began in mid-2011 and lasts till 2014 when Afghanistan is due to take over its full security duties from US and NATO-led forces.

Currently there are about 100,000-strong foreign forces, with nearly 66,000 of them Americans in the country.

Under US President Barack Obama's withdrawal plan, 33,000 US troops already pulled out of Afghanistan in September last year and another 34,000 will return home within one year.

The Afghan leader also called on Taliban and other insurgent groups to renounce violence and join the government-initiated peace and reconciliation process.

The Taliban, whose regime was ousted by a US-led invasion in late 2001, has renewed armed insurgency since then, staging roadside and suicide bomb attacks, killing combatants as well as civilians.

However, the Taliban has repeatedly turned down government's offer for peace talks, saying there will be no dialogue with the government in the presence of foreign troops in the country.

According to Karzai, even if the NATO-led forces leave Afghanistan, international financial support for the war-ravaged country will stay.

During an international aid conference in Japan in July last year, the donor countries pledged more than $16 billion in development aid for Afghanistan through 2015.

The US and its NATO allies also promised almost the same amount to support Afghan army and police after pullout of their troops.

At least 15 killed, dozen injured after blast in Pakistan's Quetta

QUETTA, PAKISTAN: A bomb killed 15 people in a Shia Muslim area of the Pakistani city of Quetta on Saturday, police officials said.

The officials said most of the dead were members of Pakistan's Shia minority, which has come under frequent attack from hardline Sunni militant groups this year. About two dozen people were wounded.

Italian PM assures 'correct governance' of Finmeccanica

ROME: Italian Prime Minister Mario Monti has said that his government would guarantee the "correct governance" of state-controlled defence firm Finmeccanica following arrest of its chief executive on corruption charges in the Rs 3,600 crore VVIP helicopter deal with India.

"The government was able to intervene with some measures to guarantee the correct governance of the company and the whole group," Monti said.

The prime minister had earlier promised to do "whatever necessary to clean up" Finmeccanica.

He also assured that the prosecution would do its duty in the case of Finmeccanica's jailed ex-chief executive officer Giuseppe Orsi.

"I am sure that the prosecution in this case will do its duty as in other similar cases," he told reporters.

Orsi on arrested by Italian agencies on Tuesday as part of their probe related to international corruption in a case involving the payment of bribes in the Rs 3,600 crore deal for 12 VVIP helicopters to India.

In February 2010, India had inked the deal to acquire the 12 three-engine AW-101 helicopters from AgustaWestland for IAF's elite Communication Squadron, which ferries the President, PM and other VVIPs.

The deal came under the scanner of Italian agencies after allegations of kickbacks given in India surfaced.

Finmeccanica, Italy's biggest defence contractor, appointed Alessandro Pansa as the new CEO to succeed Orsi.

Earlier, economy minister Vittorio Grilli had said that his ministry was working to make sure that Finmeccanica adopts a system of governance that provides management continuity, protects shareholders' interests and guarantees transparent decision-making.

Rains bring down temperature in Punjab, Haryana

CHANDIGARH: Overnight rains in most parts of Punjab, Haryana and Chandigarh today led to a dip in the mercury in the region.

"The minimum temperature oscillated between minus three degrees Celsius below normal to four notches above normal in Punjab and Haryana," a MeT office said.

He added that there is a possibility of rains or thunder showers at some places in the region during next 24 hours.

Karnal was the coldest place in the plains of Punjab and Haryana with a low of six degrees Celsius, three notches below normal.

While Bhiwani settled at a low of 8.2 degrees Celsius, the minimum temperature at Narnaul was 9.3 degrees Celsius.

Patiala had a low of ten degrees Celsius whereas Hisar recorded 10.6 degrees Celsius, one notch above the normal.

Among other places, Amritsar had a low of 11 degrees Celsius, four notches above the normal. Ludhiana settled at 12.2 degrees Celsius, two notches above normal.

Minimum temperature in Ambala was 12.4 degrees Celsius, three notches above normal, while Chandigarh settled at 13.2 degrees Celsius which was four notches above normal.

Besides, Hisar received one mm of rains and Karnal 1.8 mm of rainfall.

Pakistani Taliban rejects Rehman Malik's demand for ceasefire before talks

ISLAMABAD: The Pakistani Taliban have rejected interior minister Rehman Malik's demand that any peace talks should be preceded by a ceasefire, saying any truce will follow the dialogue process.

Tehrik-e-Taliban Pakistan spokesman Ihsanullah Ihsan said the issue of a ceasefire could be one of the topics on the agenda for possible talks.

In the past, Ihsan had completely ruled out the possibility of a ceasefire.

He criticized Malik for adopting what he called a "non-serious approach" towards the offer of peace talks.

"We made the offer of holding talks. However, we have not received any response from the government so far," he said on phone from an undisclosed location.

Malik had said the government would be ready for a dialogue with Taliban if they announced a month-long ceasefire and formed a jirga of religious scholars to achieve purposeful results.

Malik had also criticised Ihsan and advised the Pakistani Taliban chief Hakimullah Mehsud and his deputy, Waliur Rehman, that their spokesman was "not loyal" to them.

Asmatullah Moavia, the chief of the Punjab chapter of the Tehrik-e-Taliban Pakistan, said the militants had agreed to form a high-level team for negotiations with the government.

The names of the members of this team will be revealed only after the Taliban feel that the government and military are serious about talks, he said.

Moavia claimed any political initiative would be ineffective without a "positive response" from the Pakistan Army.

In a related development, Ihsan told the media that the Taliban has convened an meeting of its Shura or council following a call by Pakistani political parties for settling the issue of terrorism through dialogue.

Ehsan said the Shura would hold its meeting at a location along the Pakistan-Afghanistan border.

Bangladesh bans Japanese cartoon Doraemon to halt Hindi invasion

DHAKA: Bangladesh has banned the Japanese manga cartoon Doraemon from its TV screens over fears that youngsters who are hooked on the Hindi-dubbed version are struggling to learn their native Bengali.

Information minister Hasanul Haque Inu told parliament on Thursday that television channels which have been screening Doraemon had been sent official notifications ordering them to take the series off air.

"The government doesn't want children's educational atmosphere to be hampered by Doraemon," the minister said.

The ban comes after several local dailies called for a ban on the cartoon, worried that Doraemon addicts were speaking Hindi to each other instead of Bengali.

Shahriar Alam, a ruling party lawmaker, had last week demanded that television stations should only be allowed to air foreign cartoons if they are dubbed in Bengali.

Created by manga artist Fujiko F. Fujio, Doraemon revolves around a robotic cat who travels back in time from the 22nd century to aid a pre-teen boy, Nobita.

Tokyo's foreign ministry appointed Doraemon as its first "anime ambassador" in 2008 in an effort to deepen foreign interest in Japanese culture.

Bangladesh is particularly sensitive about the cultural influence of its giant neighbour India with millions of households preferring to watch Hindi-language television beamed in via satellite.

North Korea tells China it is prepared for fresh nuclear test: Source

BEIJING: North Korea has told its key ally, China, that it is prepared to stage one or even two more nuclear tests this year in an effort to force the United States into diplomatic talks with Pyongyang, said a source with direct knowledge of the message.

Further tests could also be accompanied this year by another rocket launch, said the source who has direct access to the top levels of government in both Beijing and Pyongyang.

The isolated regime conducted its third nuclear test on Tuesday, drawing global condemnation and a stern warning from the United States that it was a threat and a provocation.

"It's all ready. A fourth and fifth nuclear test and a rocket launch could be conducted soon, possibly this year," the source said, adding that the fourth nuclear test would be much larger than the third at an equivalent of 10 kilotons of TNT.

The tests will be undertaken, the source said, unless Washington holds talks with North Korea and abandons its policy of what Pyongyang sees as attempts at regime change.

North Korea also reiterated its long-standing desire for the United States to sign a final peace agreement with it and establish diplomatic relations, he said. The North remains technically at war with both the United States and South Korea after the Korean war ended in 1953 with a truce.

Initial estimates of this week's test from South Korea's military put its yield at the equivalent of 6-7 kilotons, although a final assessment of yield and what material was used in the explosion may be weeks away.

North Korea's latest test, its third since 2006, prompted warnings from Washington and others that more sanctions would be imposed on the isolated state. The UN Security Council has only just tightened sanctions on Pyongyang after it launched a long-range rocket in December.

The North is banned under UN sanctions from developing missile or nuclear technology after its 2006 and 2009 nuclear tests.

North Korea worked to ready its nuclear test site, about 100 km (60 miles) from its border with China, throughout last year, according to commercially available satellite imagery. The images show that it may have already prepared for at least one more test, beyond Tuesday's subterranean explosion.

"Based on satellite imagery that showed there were the same activities in two tunnels, they have one tunnel left after the latest test," said Kune Y. Suh, a nuclear engineering professor at Seoul National University in South Korea.

Analysis of satellite imagery released on Friday by specialist North Korea website 38North showed activity at a rocket site that appeared to indicate it was being prepared for an upcoming launch (here).

North 'not afraid' of sanctions

President Barack Obama pledged after this week's nuclear test "to lead the world in taking firm action in response to these threats" and diplomats at the UN Security Council have already started discussing potential new sanctions.

The North has said the test this week was a reaction to what it said was "U.S. hostility" following its December rocket launch. Critics say the rocket launch was aimed at developing technology for an intercontinental ballistic missile.

"(North) Korea is not afraid of (further) sanctions," the source said. "It is confident agricultural and economic reforms will boost grain harvests this year, reducing its food reliance on China."

North Korea's isolated and small economy has few links with the outside world apart from China, its major trading partner and sole influential diplomatic ally.

China signed up for sanctions after the 2006 and 2009 nuclear tests and for a UN Security Council resolution passed in January to condemn the latest rocket launch. However, Beijing has stopped short of abandoning all support for Pyongyang.

Sanctions have so far not discouraged North Korea from pursuing its nuclear ambitions, analysts said.

"It is like watching the same movie over and over again," said Lee Woo-young, a professor at the University of North Korean Studies in Seoul.

"The idea that stronger sanctions make North Korea stop developing nuclear programmes isn't effective in my view."

The source with ties to Beijing and Pyongyang said China would again support UN sanctions. He declined to comment on what level of sanctions Beijing would be willing to endorse.

"When China supported UN sanctions ... (North) Korea angrily called China a puppet of the United States," he said. "There will be new sanctions which will be harsh. China is likely to agree to it," he said, without elaborating.

He said however that Beijing would not cut food and fuel supplies to North Korea, a measure that it reportedly took after a previous nuclear test.

He said North Korea's actions were a distraction for China's leadership, which was concerned the escalations could inflame public opinion in China and hasten military build-ups in the region.

The source said that he saw little room for compromise under North Korea's youthful new leader, Kim Jong-un. The third Kim to rule North Korea is just 30 years old and took over from his father in December 2011.

He appears to have followed his father, Kim Jong-il, in the "military first" strategy that has pushed North Korea ever closer to a workable nuclear missile at the expense of economic development.

"He is much tougher than his father," the source said.

Atleast nine, including six militants, killed in terror attacks in northwest Pakistan

Islamabad: At least nine people, including six militants, were killed and ten others injured in two separate terror attacks in Pakistan's restive northwest today.

The militants attacked Maryan police station in Bannu area of Khyber-Pakhtunkhwa province at 6.30 am, triggering a fierce gun battle that continued for about 90 minutes, killing six militants and injuring a policeman.

The attack was successfully thwarted and six militants killed, District police chief Nisar Tanoli told reporters.

Reports said several of the attackers blew themselves up while others were shot dead. Tanoli said a policeman was injured and the police station was slightly damaged.

He said the attackers appeared to be Uzbeks.

The banned Tehrik-e-Taliban Pakistan claimed responsibility for the attack.

Taliban spokesman Ihsanullah Ihsan told reporters by phone that suicide bombers were involved in the attack, which was launched to avenge the killings of militants who were in the custody of authorities.

Officials said the Taliban militants fired rockets before attempting to storm the police station.

Bannu, which lies between the settled area of Khyber- Pakhtunkhwa and the restive North Waziristan tribal region, has witnessed several militant attacks in recent years.

Meanwhile, three persons were killed and nine others injured when a vehicle was targeted with an improvised explosive device in Orkazai tribal region, officials said.

The incident occurred at Hasanzai Bazar in Orakzai Agency, one of Pakistan's seven semi-autonomous tribal districts.

The injured were taken to a nearby hospital, where doctors described the condition of some as critical.

Personnel from the Khasadar militia cordoned off the area and launched a search operation.

No group has claimed responsibility for the attack.

DA case: Jagan's judicial remand extended till Feb 27

HYDERABAD: A special CBI court today extended till February 27 the judicial remand of YSR Congress president Y S Jaganmohan Reddy and others accused in the case of alleged disproportionate assets involving him.

Jagan and the others accused - including former minister Mopidevi Venkata Ramana Rao, industrialist Nimmagadda Prasad and senior bureaucrat K V Brahmananda Reddy (all accused in Vanpic aspect of Jagan assets case) - who are currently lodged in Chanchalguda Central Prison, were produced before the CBI court here through video-conferencing, after which their judicial custody was extended by another 14 days.

Andhra Pradesh Roads and Buildings Minister Dharmana Prasada Rao, who is also an accused in the case, did not appear before the court.

Jagan, the MP from Kadapa, was arrested on May 27 last year by CBI on corruption charges.

The court also extended the judicial remand of former Karnataka minister Gali Janardhan Reddy, his brother-in-law B V Srinivas Reddy and another accused - Mehfuz Ali Khan - in the illegal mining case involving Obulapuram Mining Company (OMC) till February 27 after they were produced before it through video link.

In a related development, the court also extended the judicial remand of Emaar scam accused Sunil Reddy till the same date.

Suspended IAS officer B P Acharya, the prime accused in the Emaar township scam and another accused, senior IAS officer and Executive Officer of Tirumala Tirupati Devasthanams (TTD) L V Subrahmanyam, also appeared before the court.

On January 31, the court had taken "exception" to the non-appearance of Subrahmanyam before it.

Earlier, CBI court Principal Special Judge U Durga Prasad Rao sought to know from CBI the status of probe carried out by it in the Jagan assets case, OMC and also Emaar scam.

He also asked the agency to inform the court about progress made with regard to investigation done in all the three cases by the next hearing date.

Kolkata police chief removed over mishandling of college clashes

KOLKATA: Two days after Special Branch sub-inspector Tapas Chowdhury was shot dead in violence at Garden Reach here, the Commissioner of Kolkata Police RK Pachnanda was shunted out from his post on Thursday.

Additional DGP (Law and order) Surojit Kar Purakayastha was appointed the new city police chief, Home Secretary Basudeb Banerjee said.

No reason was officially cited for the removal of Pachnanda who was made director of chief minister's security, Banerjee said.

The removal of Pachnanda came shortly after Chief Minister Mamata Banerjee visited the residence of the slain SI at Thakurpukur and said that the law would take its own course.

The chief minister, who was away in Digha on an official programme since Tuesday, expressed displeasure that FIRs had not been filed against some people for the Garden Reach violence and the killing of the police officer.

"That should have been done," Banerjee said. She said that she would inquire into the matter and would take a decision.

Earlier in the day, chief secretary Sanjay Mitra held a meeting with Pachnanda at Writers' Buildings.

Narendra Modi as PM will dent India's image: Shabana Azmi

BHOPAL: Narendra Modi should never become prime minister of India as he still has the blood of innocent lives on his hands. In case he comes to power, India's image would be maligned, said film actor Shabana Azmi in the state capital to attend the campaign #onebillionrising (OBR) on Thursday.

"Someone, who is still unapologetic, whose name hasn't been cleared yet in the Godhra riots and is still denied the US visa, how can he (Modi) be a good candidate for the post of the prime minister in the 2014 Lok Sabha elections?" said Shabana talking to the TOI during her visit to Bhopal.

Though she did not back Rahul Gandhi as the alternative, she only said India needs a 'proper candidate' as a PM.

"In the recent times after the Delhi-gang rape, public servants, politicians and religious gurus have made all sorts of comments regarding women, across all political affiliations. Some attributed rapes to skimpy clothes (Andhra Pradesh police chief V Dinesh Reddy) while others pinpoint free mixing with men as the cause of rapes ( Mamata Banerjee)," she said.

"Samajwadi Party (Abu Asim Azmi) and CPM (Abhijit Mukherjee) politicians too have courted controversies with their derogatory comments. Even spiritual gurus like Asaram Bapu come up with ridiculous notions like calling the gang-rapists 'brothers' and using some magic mantra of his for a change of their hearts. He (Bapu) should use his 'magic mantra' so that good sense (sadbuddhi) prevails on him," said Shabana.

She also slammed Modi for his derogatory remarks against Sunanda Pushkar, (Shashi Tharoor's wife) and calling her his '50 crore girlfriend' on Twitter.

"The parties should expel such politicians to show that they actually mean what they say about expressing solidarity with women," she demanded while addressing the gathering #onebillionrising (OBR)

Item songs bad for women's image

Shabana Azmi also criticised the trend of 'item songs' in films which stereotype women.

Decrying recent item numbers, she said, "When there are songs like 'Main to tandoori murgi hoon yaar, Gatkaa le saiyyan alcohol se,' which are instigating men to attack us, then what kind of a message we are really putting out there?"

"The portrayal of women in films is generally not as strong characters. Filmmakers should be conscientious about the kind of films they make and take responsibility for it. However, there shouldn't be any moral policing, which has made a joke of the Censor Board in recent times," Shabana said.

Recently, at the Jaipur Literary Fest, her husband Javed Akhtar had also slammed the item songs and the writers who are penning them.

Strong 6.8 magnitude earthquake hits remote Russian Far East

MOSCOW: A strong 6.8 magnitude earthquake shook Thursday the remote and largely uninhabited Sakha region in Russia's Far East, ITAR-TASS quoted the local emergency ministry service as saying.

There were no immediate reports of damage or injuries from the quake, whose epicentre was recorded 300 kilometres (185 miles) north of the village of Ust-Nera.

The quake struck 10 kilometres (six miles) below ground at 5:13 Moscow time, the Sakha emergency ministry said.

RAIPUR: Bharatiya Janata Party president Rajnath Singh gave Chief minister Raman Singh a pat on the back for introducing the unique Food Security Act and other welfare schemes saying that he would lead the party to score a hat-trick in the upcoming assembly elections.

Talking to newsmen here on his arrival here to attend a meeting of Bharatiya Janata Yuva Morcha (BJYM), he said Chhattisgarh has set a milestone with the enactment of a legislation to ensure food security through an efficient public distribution system.

"Next assembly polls, under leadership of chief minister Raman Singh, will see that BJP scoring a hat-trick", he added.

Referring to the UPA government at the centre, the BJP chief said all its economic policies have miserably failed, leading to price rise and putting the country's economy on the down slide.

Mughal Gardens set to open for public from February 16

NEW DELHI: The warm spring sunshine graciously bathes the floral carpets of exquisitely manicured lawns of Mughal Gardens adorned with myriad flowers of every description. Rashtrapati Bhavan's treasured gardens are set to be opened to the public from Friday.

While there are 120 varieties of roses across the 15-acre Mughal Gardens, this time around the main attraction are the 2,500 dahlias that will certainly grab eyeballs.

A floral wall of dahlias can been seen encircling the Circular Garden -- a part of the Mughal Gardens.

Scarlet flax, sweet william, christian dior and rose scentimental are among the flower varieties that embellish this sprawling garden.

"Though this year we don't have tulips, we have planted cyclamen. These flowers will be in full bloom in a fortnight," said Nigam Prakash Semiwal, officer on special duty (horticulture) at Rashtrapati Bhavan.

Semiwal said the hailstorm earlier this month affected the quality of flowers.

The grandeur of the sprawling gardens is the result of conscientiousness of 35 gardeners who work here.

While it will be President Pranab Mukherjee's maiden 'Udyanoytsav' on February 15, he strolls around the garden every morning.

"He likes to take a walk every morning and enjoys watching peacocks dance in the evening," Venu Rajamony, press secretary to the president, said.

The Mughal Gardens will remain open to general public from February 16 to March 17 while the differently-abled and the visually impaired people can visit it till March 19.

"The president wants Rashtrapati Bhavan to be more accessible to public. He also wants the entire premises to be eco-friendly," Rajamony said.

Rashtrapati Bhavan, the president's official residence, is spread over 330 acres and was designed by British architect Edwin Luteyns.

Mahakumbh: Controversial godman Nityanand's appointment as mahamandaleshwar draws flak

LUCKNOW: Swami Nityanand, who hit the headlines in 2010 in connection with a sex scandal and was jailed on charges of sexual harassment, has been awarded the title of 'mahamandaleshwar' by the Panchayati Mahanirmani Akhara in the ongoing Maha Kumbh mela in Allahabad. The ceremony was carried out late on Tuesday night. On Wednesday, as soon as other akharas came to know about it, they demanded Mahanirmani Akhara to strip Nityanand of the title or face boycott. However, Mahanirmani Akhara defended its decision by saying that Nityanand has not been convicted by any court.

Nithyananda, who is founder of Dhyanapeetam ashram based in Banglore, was in controversy in March 2010 when a sleazy tape showing him surfaced. Later, he was also accused of sexual harassment. He had then claimed that video was morphed and had vehemently denied all charges. However, he went underground after a case was lodged against him by the police. He was arrested from Arki near Shimla, Himachal Pradesh, in April 2010. Later, he was granted bail.

Though Nityanand announced to resign as the head of his Dhyanapeetam ashram and from all the trusts associated with it to live life in 'spiritual seclusion', the controversy continued to haunt him. Again in April 2012, Nityanand was in the eye of the storm when he was appointed as the 293rd pontiff of the Madurai Adheenam Mutt in Tamil Nadu, one of the oldest Saivite mutts in India but was later sacked following widespread protests.

Now, Mahanirmani Akhara's decision to grant mahamandaleshwar title has created another controversy. Mahandaleshwar is also among the highest ranking post in the akhara hierarchy. The duty of a mahamandaleshwar is to propagate religion and serve people. Mahanirvani Akhara said that Nityanand has been conferred with the title in recognition of his and his Guru's long standing association with the Aakhara. However, Mahant Gyandas, head of the Akhara Parishad, a body having representatives of all the 13 akharas, described Nityanand's appointment as a blow to the cause for which akharas were formed.

"We are supposed to propagate and protect religion. For this, we need to teach people right values and lead by example. A person carrying out this responsibility should be spotless," he said and added "It is a sad day for the seer community and we will oppose the move tooth and nail."

Pak court orders speedy trial in Benazir assassination case

ISLAMABAD: A Pakistani court today directed an anti-terrorism court to conduct daily hearings in the 2007 Benazir Bhutto assassination case and to conclude the trial within three months.

The Rawalpindi bench of the Lahore high court issued the order after prosecutors from the Federal Investigation Agency complained that the trial had not been completed though five years had lapsed since Bhutto's assassination.

The two-judge bench heard a petition filed by the FIA, which asked it to direct the anti-terrorism court of Judge Chaudhry Habib-ur-Rehman to conduct daily hearings.

The FIA said Bhutto was killed in a suicide attack on December 27, 2007 and it was regrettable that the high-profile case was in court even after the lapse of five years.

Special Prosecutor Chaudhry Zulfiqar Ali contended that under the Anti-Terrorism Act of 1997, the anti-terrorism court is bound to hold daily hearings of cases for their speedy disposal.

Ali informed the Lahore High Court that the lawyers for all the accused were using delaying tactics, which was evident from the fact that no other cases from 2007 were still pending in the anti-terrorism court.

Bhutto was killed by a suicide attacker shortly after addressing an election rally in Rawalpindi in December 2007.

Judge Chaudhry Habib-ur-Rehman is also conducting the trial of seven men, including Lashkar-e-Taiba commander Zakiur Rehman Lakhvi, who have been charged with involvement in the 2008 Mumbai terror attacks.

That trial too has been hit by numerous delays.

Facebook case: HC asks Maharashtra govt about action taken against cops

MUMBAI: The Bombay high court today directed Maharashtra government to file an affidavit stating what action it proposes to take against the police officials who arrested two girls from nearby Palghar district for posting comments on Facebook.

The girls had posted comment on social networking site Facebook on the bandh during Bal Thackeray's funeral in November last year.

A division bench of Justices P V Hardas and A M Thipsay asked the state to file its affidavit by February 26.

The direction was passed on a PIL filed by former journalist Ketan Tirodkar seeking appropriate action against erring policemen, who ordered for the arrest of the two girls.

In his petition, Tirodkar said that an inquiry into the arrests was made by IGP (Konkan region) Sukhwinder Singh and a report was submitted to the government but no action has been initiated yet.

The two teenage girls were arrested following a complaint made by the local Shiv Sena head. While one of the girl had posted a comment against the bandh observed in the city, the second girl had 'liked' the post. They were later released on bail.

Following public outcry, the government had said it would direct the police to withdraw the complaint.

Sabarmati jail staff under scanner after jailbreak attempt

AHMEDABAD: Sabarmati prison staff were today under the scanner of the Police probing the daring jailbreak attempt by serial blasts accused amid questions how iron rods and the jail map found its way into the barrack and the tunnel digging work went undetected for two months.

"The fact that the tunnel digging work was going on without being detected for two months, there seems to be some alleged lack of transparency in patrolling and administration by the Sabarmati Central Jail officials which we will investigate," said a senior official of detection of crime branch (DCB) which is conducting the investigations.

A jailbreak planned by Ahmedabad serial blasts case undertrials at the Sabarmati Central Jail was thwarted by prison officials who found on Sunday night an 18-feet-long tunnel dug in the barrack, where 14 of them were lodged. "We will also check the register to establish who came to visit the blast accused," the official said.

The official further said they were also investigating about how the accused got equipment like iron rods, sharp utensils, pointed asbestos sheets, besides a bulb and the jail map, used for digging the 16.5 feet deep and 26.5 feet wide tunnel.

Out of 68 accused of the serial bomb blasts case, 14 were lodged in the barrack No. 4 called the 'Chhota Chakkar'. However, the remaining accused will also be interrogated, the official said.

Non-use of Closed Circuit Television Cameras (CCTV) in high security area, where the accused were jailed, has also perturbed the Crime Branch officials.

Crime Branch will also interrogate the accused at its office here for which they will have to revoke Section 268 of the Code of Criminal Procedure (CrPC).

"We will have to revoke Section 268 of the CrPC to bring the accused here and interrogate them," the official said, adding that the accused may be brought here in batches as bringing all of them together could be difficult.

Sources said that Usman Agarbatti, a civil engineer and one of the 14 accused put up in the barrack, is allegedly the mastermind behind the plan, sources said.

The sources said the tunnel was being dug with such finesse that the plan was to link it with an underground sewer line that passed beneath the main gate of the jail premises.

Trial of the serial blasts case is being conducted inside Sabarmati Central Jail, as the state government has invoked section 268 of the CrPC against all the accused in the case, restricting their movement.

World must allow Syrians to 'defend themselves': Saudi foreign minister

RIYADH: Saudi Arabia's foreign minister on Tuesday said the international community should allow Syrians to "defend themselves" against President Bashar al-Assad's regime if it is unable to intervene on their behalf.

"If the international community is not willing to do anything, then they must allow Syrians to defend themselves," Prince Saud al-Faisal told reporters. "The (Syrian) regime's savage aggression demands allowing the people to do so."

Despite being a close US ally, regional heavyweight Saudi Arabia had not shared Washington's position against arming Syrian rebels who have been locked in a 23-months bloody conflict with troops loyal to Assad.

On Friday the White House defended its decision not to arm Syrian rebels to ensure that weapons provided by Americans did not end up in the wrong hands and to shield Syrian civilians, Israelis and its own security.

Saudi Arabia, joined by Qatar, has repeatedly called for arming the rebels.

But in October, the New York Times said that discouraged by lack of US support, Saudi Arabia and Qatar have stopped short of arming Syrian rebels with the heavier weapons that could turn the tide of the war.

Prince Saud said there was "a need to unify the international vision towards the Syrian crisis," adding that "a UN intervention was necessary to end the violence" that killed over 60,000 people.

"The real problem is in the Syrian regime that rejects a transfer of power or any peaceful solution," the Saudi foreign minister said during a joint new conference with his Austrian counterpart Michael Spindelegger.

Indian economy may grow at 7% next fiscal, Rangarajan says

NEW DELHI: India's economic growth is likely to rebound to 6.5-7% in the financial year beginning April 1, 2013 and over 8% in the subsequent years, chairman of the Prime Minister's economic advisory council C. Rangarajan said on Tuesday.

Rangarajan admitted that despite India's fast recovery from the global financial crisis, investment trade did come down, "but that was not much to justify" the current growth rate.

He said the incremental capital output ratio rose because of problems in the availability of raw materials in the power sector — like coal and gas.

According to data released by the Central Statistics Office (CSO) last week, India's GDP growth is likely to slump to 5% in the current financial year, the weakest in a decade, due to poor performance of manufacturing and services sectors.

"Once we fix problems in the availability of raw materials, the growth rate will pick up," said Rangarajan, who is also a former governor of the Reserve Bank of India (RBI). He was addressing an event organized by Observer Research Foundation here.

Underlining that growth is very important to find resources to fund programmes meant for poor, Rangarajan stressed the need for having the appropriate balance between regulation and innovation.

"We should not draw wrong lessons from the financial crisis. While regulation is important, innovation is also important. We should strike an appropriate balance between regulation and innovation," he said.

Pakistan prisoner Chamel Singh's family appeals to Omar Abdullah

AMRITSAR: Nearly a month after the brutal death of Indian prisoner Chamel Singh in Pakistan's Kot Lakhpat Jail, Deepak Singh , 20, son of deceased has appealed to chief minister of Jammu and Kashmir Omar Abdulalh to intervene to bring back the body of his father from Pakistan so that the family could perform his last rites.

While talking to TOI over phone from his village Mulle falling under Praghwal post office of Akhnoor tehsil in Jammu district Deepak said that it had been nearly a month since his father had died in mysterious circumstances in Pakistan jail and the family had no official word about it.

"The government has not even done anything to bring back my fathers body" he said. Chamel Singh was beaten by the Kot Lakhpat's jail staff including senior officials after they objected over using of a water tap for washing clothes on January 15th following which he was admitted in Jinnaha Hospital, Lahore where he died after a couple of days , this was informed by a Pak advocate Tehseem Khan who was also lodged in the same jail.

Khan who is president of a Pak based NGO Jesus Rescues was released from jail on January 18th following which he told that he was witness to the brutal thrashing of the Chamel Singh."My father had gone missing in 2008 and we had no trace of his whereabouts ,the family had thought that he had met with some accident and died until we received a letter from him in July , 2012 written from Pakistan , this is second time we mourned his death, think of my mother " said Deepak who is second of the four brothers.

Meanwhile UK based right activist and an advocate Jas Uppal whom Deepak had given express authority to contact both Indian and Pakistani authorities to request an immediate postmortem of his father's body and his repatriation said that "It has been nearly one month since Chamel Singh's suspicious death in prison custody. His body remains in Pakistan. Singh's distraught family are no closer to knowing the circumstances surrounding his untimely death".

She said it was of considerable concern that nearly one month after Singh's body was still in Pakistan, neither the postmortem had been undertaken nor the provisions had made for the release and repatriation of his body to his family in India to attend his cremation. "It is a disgrace that there has been no contact by the Indian or Pakistani authorities with Chamel's family" adding that she had also reported the matter to Omar Abdullaha .

Antony, Digvijaya have potential to become PM not Modi: Govindacharya

BHOPAL: Former BJP leader Govindacharya has said senior Congress leaders AK Antony and Digvijaya Singh have the "potential" to become Prime Minister, but not Narendra Modi or Congress vice president Rahul Gandhi.

"In my view, defence minister AK Antony and former Madhya Pradesh chief minister Digvijay Singh have potential to become Prime Minister. I am saying this as both have administrative experience to do good work," Govindacharya said.

He was speaking to reporters after attending the All India Electricity Labourers Federation conference here last evening.

"I feel both Narendra Modi and Congress vice president Rahul Gandhi are not fit to be the Prime Minister of the country," he said.

Replying to a query on the ongoing debate over who could be the BJP's prime ministerial candidate in the 2014 polls, Govindacharya said, "LK Advani could still be the BJP's Prime Ministerial nominee."

Responding to a question on the suitable profile for Modi if the BJP formed the next government, he said "Modi is fit to be the Home Minister."

Earthquake jolts Garhwal region, no casualties

DEHRADUN: An earthquake of moderate intensity on Monday shook Garhwal region and its adjoining areas in the hill state of Uttarakhand but there were no reports of any loss of life or damage to property.

The quake, measuring 4.3 on the Richter scale, occurred at around 1619 hours, state MeT Director Anand Sharma said.

Panic-stricken residents rushed out of their houses as the temblor jolted the Garhwal region, including Mussoorie and Dehradun, he said.

There were no immediate reports of any loss of life or damage, Sharma said.

Army chief General Bikram Singh leaves for Japan to bolster military ties

NEW DELHI: With India and Japan further cranking up their military ties across the entire spectrum, Army chief General Bikram Singh left for Tokyo on a four-day visit on Monday evening. There is a definite upswing in the strategic-military partnership with Japan.

General Singh's visit is part of the ongoing high-level exchanges between the two countries and highlights the importance of India's ties with Japan. A bilateral defence policy dialogue has been established. Army-to-army staff talks have also been institionalised,'' said an official.

General Singh will be meeting with the Japanese defence minister, the chief of general staff and the Army chief to discuss how to further strengthen bilateral ties. He will also visit some defence establishments,'' he added. The visit comes soon after India and Japan, both wary of the increasingly assertive behaviour of China and the rapid modernisation of the People's Liberation Army, held their first-ever maritime dialogue on January 29.

Ranging from joint combat exercises and coordinated anti-piracy patrols to counter-terrorism and service-to-service exchanges, India and Japan are implementing a new action plan to advance security cooperation''. The nine-point action plan, which dwells upon strategic and defence cooperation as well as coordination in tackling terrorism, piracy and proliferation, is meant to reinforce the strategic focus in the global partnership'' between India and Japan, say officials. India and Japan have similar views on several global and regional issues like extremism, terrorism and WMD-proliferation.

The two are also keen to ensure the safety of sea lanes in the Indian Ocean Region and Asia-Pacific because both depend largely on maritime traffic for their energy and trade needs,'' said an official. In addition to regular exercises between Indian and Japanese Coast Guards, our naval warships are also conducting coordinated anti-piracy patrolling in the Gulf of Aden. We also have regular Navy-to-Navy staff talks,'' he added.

New India-Italy pact may help two undertrial Italian naval guards

NEW DELHI: Italian naval guards facing trial in India for shooting two fishermen may become beneficiaries of a new agreement between Italy and India that allowed convicts serving a prison sentence to be transferred to their home country to serve the rest of the sentence there. India and Italy had signed this agreement a year ago, but it was only ratified by the Indian government on November 16, 2012, and notified a month later.

The agreement states that "a person sentenced in the territory of one contracting state may be transferred to the territory of the other .... In order to serve the sentence imposed on him." The shooting incident occurred off the waters of Kerala last February, weeks after the agreement was signed.

The two marines — Massimiliano Latorre and Salvatore Girone — are being tried in a special court after the Supreme Court, in a judgment on January 18, ruled that while India had jurisdiction to try the marines, they would have to be tried in a special court in New Delhi. They were shifted from Kerala to Delhi and are in the protection of the Italian Embassy, while they await the constitution of the special court.

The agreement, which was signed before the incident, says the transfer of a sentenced person can happen after the final judgment, and if there is no pending case against him. It does not apply to death sentences or cases being tried under military law. The Italian government has maintained that all they wanted was to bring the marines "home". If this agreement is implemented it would help the Italian government to fulfill this promise, as well as repairing frayed ties with India.
