Freedom fighters remembered on Quit India movement anniversary

MUMBAI: Floral tributes were paid to freedom fighters here on the occasion of the 72nd anniversary of Quit India movement on Saturday.

Maharashtra chief minister Prithviraj Chavan laid a wreath at the Matryrs Memorial at the August Kranti Maidan, from where the clarion call of "Do or Die" and "Quit India" was given.

Mumbai Congress president Janardan Chandurkar administered the pledge of protecting the party's ideals of secularism and all inclusive growth to the workers.

State Congress president Manikrao Thakre said the country was facing threat from communal forces.

"We need to defeat them like the British during the Quit India movement," he said.

Maharashtra CM, in his speech emphasised on the need to have intellectual freedom, which he claimed was under threat.

"Some people are intentionally or unintentionally trying to change rules and mislead people," Chavan said.

The CM said the state government in the last 15 years had worked for up-gradation of infrastructure in urban areas including Mumbai and also agriculture sector.

CBI reopens enquiry on IDBI Bank & other bank loans to Kingfisher

The Central Bureau of Investigation has reactivated a preliminary investigation into the Kingfisher Airline default case and has called for fresh information from IDBI bank and other lenders that have an exposure to the defunct airline.

The resumption of investigation comes a week after the bureau arrested Syndicate Bank chairman SK Jain on allegations of graft. In the case of KFA the bureau appears to be chasing the money trail and as of now no charges have been made against individual officers.

Speaking to ToI, Raghavan, chairman IDBI said that a preliminary enquiry was started on the KFA matter a couple of years ago. The case was dormant for some time and the CBI has again raised some queries. "This is not a fresh PE, the enquiry was started a couple of years ago. We believe that information has been sought from other banks as well," said Raghavan.

Incidentally, the matter refers to the amount lent to liquor baron Vijay Mallya's Kingfisher before 2010. In May 2010, IDBI was the first lender to recall its entire long-term loan of Rs 750 crore to the airline after it defaulted on a maturity payment of Rs 150 crore. IDBI has a total exposure of Rs 900 crore.

Lenders have been attempting to recover dues of Rs 5773 crore of which Rs 1580 crore is due to State Bank of India alone.

After KFA defaulted on its obligations and IDBI recalled its loans in 2010, the consortium of lenders restructured loans made out to KFA. The restructuring package included converting debt into equity, grant of working capital loans and fresh guarantees. However, the airline went deeper into the red and dues to banks mounted.

Lenders have said that there is not enough security to cover the loans. Although they have sold a few shares in some of the liquor companies they held as pledge bulk of the loans remain unpaid. Recently SBI chairman Arundhati Bhattacharya said that most of the bank's attempts to recover through sale of assets are being stymied by legal cases.

CBI lodges a preliminary enquiry when it either receives a complaint or information which indicates serous misconduct on the part of a public servant but when the information is not adequate to justify registration of a regular case under section 154 of the CrPC. When the verification of the complaint reveals a prima facie cognizable offence the PE is converted into a regular case.

No Ebola case in India, health minister Harsh Vardhan says

NEW DELHI: No case of Ebola virus has been reported in India so far and the government is taking all measures to prevent its spread, health minister Harsh Vardhan said on Friday.

"As of today, this moment, there is no Ebola case reported in India. There is no need to panic," he told reporters outside Parliament.

Harsh Vardhan said the government is taking all measures and keeping a close watch over the movement of people into the country from the African nations which are affected by the virus.

There are about 45,000 Indians in the Ebola affected countries.

The heath minister recently informed the Lok Sabha that there could be possibility of Indians staying in the Ebola affected countries travelling back to India.

The World Health Organisation (WHO) on Friday declared the Ebola virus disease (EVD) outbreak in West Africa as an international health emergency.

"A coordinated international response is deemed essential to stop and reverse the international spread of Ebola," the WHO said in a statement issued after a two-day meeting of its emergency committee.

It noted that the Ebola outbreak in West Africa constituted an "extraordinary event" and a public health risk to other countries.

India asks rich nations to 'walk the talk' on climate change issues

NEW DELHI: India on Friday said it was time for developed nations to "walk the talk" in addressing climate change with four BASIC nations jointly asking rich countries to take lead in dealing with the pollution induced global warming in accordance with their "historical responsibilities.''

"What we found out is that even on the mitigation front, actions of developing countries like South Africa, Brazil, China and India, are more concrete than the developed world", said Indian environment minister Prakash Javadekar.

"It's a high time that the developed world should walk the talk", he said after the ministerial meeting of the BASIC nations —Brazil, South Africa, India and China.

In what may be a bold step to showcase their actions at international forum, Javadekar said, "I will suggest that we will make a compendium of what we have done and put up before the forthcoming UN Climate Summit meeting in September.''

The summit on climate change will be hosted by UN secretary general Ban Ki-moon in New York on September 23 for generating "political momentum on climate action" ahead of the December climate deal negotiation talks in Lima, Peru.

Highlighting how seriously the developing countries are working on cutting emissions of greenhouse gases, vice chairman of the National Development and Reform Commission of China, Xie Zhenhua said, "Around 60% of the cut in emission is contributed by the developing countries.''

Asked whether separate discussions on bilateral levels like Indo-US and US-China talks would dilute the principles of multilateral dialogue on climate change, Zhenhua said discussions between US and China at the bilateral level was shared with the BASIC countries.

He dismissed such apprehensions that bilateral meetings were diluting principles of multilateral convention. Indian minister Javadekar held the similar view.

The four nations also issued a joint statement after the conclusion of the two-day meet on Friday, reaffirming their position that the future global climate deal must fulfill the principles of equity and 'common but differentiated responsibilities' (CBDR) under UN convention.

Idea of reaffirming this well understood point at all successive ministerial meetings of this block is to ensure that the differentiation between developed and developing countries finds its place by all means in the 2015 global climate deal in Paris.

Sending strong message to rich nations, the four countries also made pitch for early and substantial capitalization of the Green Climate Fund (GCF) and need for all parties to communicate their intended nationally determined contributions (INDCs) as early as possible.

Referring to the GCF, the joint statement said, "The ministers proposed that a part of the funds to be made available under the Green Climate Fund could be utilized to secure intellectual property rights (IPRs) of relevant climate friendly technologies for deployment in developing countries".

The ministers urged developed countries to implement their commitments under the UN Convention towards developing countries for provision of finance, technology and capacity building support.

The joint statement also reiterated that the Kyoto Protocol remains the essential and legally binding basis for addressing pre-2020 mitigation ambition and called for the expeditious ratification of the second commitment period of the protocol.

South Africa was represented by its environmental affairs minister Edna Molewa while Brazilian delegation was led by the country's deputy environment minister Francisco Gaetani. The next round of the BASIC ministerial meeting will take place in South Africa in October.

Eye of Tropical Storm Iselle makes landfall on Hawaii: Report

WASHINGTON: The eye of Tropical Storm Iselle made landfall on Hawaii's Big Island on Friday with strong winds and heavy rain, the US Central Pacific Hurricane Center said.

The centre said Iselle had weakened to a tropical storm as it moved over Hawaii.

Iselle is being closely followed by Julio, a Category 3 hurricane set to reach Hawaii on Monday.

Centre to allot land for a new Gujarat Bhawan in Delhi

NEW DELHI: Gujarat's chief minister Anandiben Patel called on urban development and housing minister Venkaiah Naidu on Friday and discussed a slew of projects pertaining to the state.

The projects include Ahmedabad Metro Rail Line, allotment of land for construction of a new Gujarat Bhawan in the national capital, housing schemes, capacity building of urban local bodies and employment generation in urban areas, according to a close aide of Naidu.

Naidu said that 'in-principle' decision has been taken to allot land for a new Gujarat Bhawan and this proposal would be sent to Cabinet for approval.

He said the issue of loan from Japan International Cooperation Agency (JICA) for Ahmedabad Metro would be discussed with the department of economic affairs and proposal would be sent soon for Public Investment Board's clearance.

Patel suggested making in-built provision for toilets under housing programmes for urban poor, to which Naidu responded positively.

Naidu complimented the Gujarat chief minister for her government's good performance under JNNURM and housing programmes for poor. Both the leaders agreed on the need to strengthen urban local bodies.

Patel tied a 'rakhi' on Naidu who in turn presented her with a saree.

UK supports US air strikes in Iraq but won't engage its military in the region: Report

LONDON: Britain said it supports US strikes on Iraq but has ruled out the use of British military force in the country.

British forces, however, will drop food aid for Iraqi refugees under threat from militants.

Defence secretary Michael Fallon said UK will support US in its planned air strikes on militants with surveillance and refuelling along with food drops, helping members of the Yazidi community trapped on a mountainside.

British Prime Minister David Cameron said he was extremely concerned "by the appalling situation in Iraq and the desperate situation facing hundreds of thousands of Iraqis".

Condemning the barbaric attacks being waged by ISIL terrorists across the region Cameron said he welcomes "President Barack Obama's decision to accept the Iraqi government's request for help and to conduct targeted US air strikes, if necessary, to help Iraqi forces as they fight back against ISIL terrorists to free the civilians trapped on Mount Sinjar. I fully agree with the President that we should stand up for the values we believe in — the right to freedom and dignity, whatever your religious beliefs."

Cameron said he was especially concerned for the minority Yazidi community now trapped on Mount Sinjar, where they have fled for their lives.

"They fear slaughter if they descend back down the slopes but face starvation and dehydration if they remain on the mountain. The world must help them in their hour of desperate need," Cameron said.

UK chaired a meeting of the United Nations Security Council on Friday "to ensure a strong international response to the crisis".

The defence secretary also chaired a COBRA meeting on Iraq.

"I have tasked officials to urgently establish what more we can do to provide help to those affected, including those in grave need of food, water and shelter in the Sinjar area," Cameron added.

After chairing a meeting of COBRA, Fallon said "We are offering aid of our own, which we hope to drop over the next couple of days, in support of the American relief effort, particularly to help the plight of those who are trapped on the mountain."

He added "We welcome what America is doing in particular to bring humanitarian relief and to prevent any further suffering — but our focus is on assisting that humanitarian mission, using our military in support of the Americans in terms of refuelling and surveillance, and add to it with food drops with our own."

A Downing Street spokeswoman said the UK was "not planning a military intervention".

Bombay high court stays trial against former Maharashtra CM Ashok Chavan

MUMBAI: The Bombay high court on Thursday stayed the trial proceedings against former chief minister Ashok Chavan in the Adarsh case.

The HC was hearing a petition filed by CBI against an order passed by a trial judge rejecting its application to drop Chavan's name from the chargesheet as the Maharashtra governor had refused to grant the prosecution sanction and hence it needed to drop his name.

The HC after hearing both the CBI and others stayed proceedings against Chavan in the trial court but it clarified that the proceedings against the other 12 accused are on.

Eight hurt in accident at NTPC Korba plant in Chhattisgarh

RAIPUR: In yet another industrial accident, eight people including two engineers were injured following the release of ash from a boiler at the National Thermal Power Corporation (NTPC) unit in Korba on Wednesday night.

The injured were admitted to Apollo Hospital, Billaspur, where their condition was stated to be out of danger. All the victims have reportedly suffered burn injuries, with one of them sustaining 60-65% burns.

The incident comes close on the heels of the last week's massive explosion at the Navbharat Fuse Company Ltd, at Chote Urla Village, Abhanpur Block, that claimed five lives. Earlier, on June 13 six people had died due to methane gas leak at Bhilai Steel Plant.

According to NTPC officials, the mishap occurred while the cleaning of ash from the Unit 7 Boiler was being done. There was a sudden release of ash affecting the eight people working in the vicinity.

All the injured were initially treated at the NTPC Hospital and later shifted to Apollo, Bilaspur. Officials said since the routine cleaning work of the boiler was scheduled on Wednesday, the Unit had been shut down a day earlier.

NTPC officials said all the victims, including six contract workers of Indwell and two engineers of NTPC Korba, are out of danger. Three of them are likely to be released today. One of the injured workers, Bond Ram Prajapati (34), who has reportedly suffered more injuries, is likely to remain under treatment longer.

Devesh Gopal, Spokesperson of the Apollo Hospital, told TOI that five of the injured, including the two engineers, had suffered minor burns. However, of the remaining three, two had sustained burn injuries up to 40 per cent and one had more than 60-65 per cent burns.

Om Prakash Kohli assumes additional charge as Goa governor

PANAJI: Gujarat governor Om Prakash Kohli on Thursday assumed the additional charge as governor of Goa after taking oath of office in a function held at Raj Bhavan here.

He was administered the oath by Chief Justice of the Bombay high court, Mohit Shah at a ceremony, which was attended by state chief minister Manohar Parrikar, opposition leader Pratapsingh Rane and other ministers.

The new Governor was given the guard of honour after the ceremony.

Earlier, Rajasthan governor Margaret Alva was given additional charge of Goa after previous governor B V Wanchoo resigned on July 4, a day after CBI had quizzed him in the VVIP chopper deal case.

Kohli, a former member of Rajya Sabha from 1994 to 2000, had led Delhi unit of BJP as its president in 1999-2000.

A post-graduate in Hindi from the University of Delhi, Kohli had served as a lecturer at Hansraj College and Deshbandhu College, for over 37 years.

He has penned three books in Hindi, namely 'Rashtriya Suraksha Ke Morche Par', 'Shiksha Niti' and 'Bhaktikal Ke Santon Ki Samajik Chetna'.

Syndicate Bank bribery scandal: CBI arrests Bhushan Steel vice chairman

NEW DELHI: CBI on Thursday arrested Neeraj Singal, vice chairman and managing director of Bhushan Steel Ltd (BSL), in connection with Rs 50 lakh bribery scandal involving CMD of Syndicate Bank S K Jain.

Singal, who was allegedly evading arrest, has been nabbed from here, the agency sources said.

He has allegedly gone missing from his residence after the agency had carried out searches and did not appear on Saturday before the officials of the agency for examination.

Singal has applied for anticipatory bail application but it was rejected by special CBI court of Swarana Kanta Sharma.

Sharma dismissed the anticipatory bail plea of Singal, observing that the offence alleged in the case was serious in nature as it involves huge amount of public money.

On August 2, CBI had arrested six accused, including the chairman-cum-managing director of Syndicate Bank S K Jain, for allegedly taking bribe of Rs 50 lakh for increasing credit limit of some companies in violation of banking rules.

CBI has filed two cases against Jain — accusing him of receiving a bribe of Rs 50 lakh through conduits and abusing his official position to enhance the credit limits of some companies in violation of laid down procedures.

"The intercepted conversation also needs to be put to the accused. An employee of applicant Neeraj Singal, who had taken the alleged bribe amount to Bhopal, is also not yet traced. The co-accused Purushotam Totlani is also absconding.

"The offence in question is serious in nature, requires custodial interrogation especially when bribe amount of Rs 50 lakh has been recovered from the possession of co-accused in consonance with the alleged intercepted conversation," the judge had said.

The court also said "accused Neeraj Singal is the vice chairman and MD of M/s Bhushan Steel and is thus one of the key accused and one of the key beneficiaries ..." the judge said.

UK confirms destruction of Syria’s chemical weapons

LONDON: UK has completed incineration of Syria's chemical weapons.

On Thursday, Britain confirmed that it has completed incineration of around 190 tonnes of Syrian chemical material, intended for use by Bashar al-Assad's regime to manufacture nerve gas.

The destruction was carried out at Ellesmere Port.

The UK had agreed to destroy approximately 15% of the total declared Syrian chemical stockpile in commercial facilities.

The entire stockpile of one category of chemicals, known as "B precursors", along with a smaller volume of hydrochloric acid also from the Syrian chemical weapons programme, arrived in Britain three weeks ago.

The chemicals were then transferred to the High Temperature Incinerator operated by Veolia at Ellesmere Port, where they have been destroyed, under the verification procedures of the Organization for the Prohibition of Chemical Weapons (OPCW).

Britain's minister for the Middle East and North Africa, Tobias Ellwood said "By destroying these chemicals, the UK has played its part in the international effort to ensure that Assad's chemical weapons can never again be used against the Syrian people. The removal, and now the destruction in four countries, of the declared Syrian chemical stockpile show what can be achieved when the international community, including Russia, agrees to work together for the common good.''

"Completing destruction of the declared stockpile does not mark the closure of the chemical weapons chapter. Gaps and inconsistencies in Syria's declaration need to be resolved. There continue to be credible reports of attacks using industrial chemicals such as chlorine. The OPCW Fact Finding Mission's interim conclusions stated that the available information lent credence to the view that these attacks were being systematically orchestrated. The Mission must leave no stone unturned in its investigation, and the perpetrators of such barbaric acts must be held accountable.''

The B precursors are two industrial grade chemicals which if combined with chemicals known as A precursors produce nerve agent. As a safety and security precaution, the type A and type B precursors were never transported by the OPCW together.

The UK offered in December to destroy the entire batch of B precursors on behalf of the OPCW, using an existing MOD contract with Veolia. Subsequently, the OPCW requested the UK destroy an additional 44 tonnes of hydrochloric acid and six tonnes of hydrogen fluoride.

The chemical stockpile declared by the Assad regime comprised 1300 tonnes. Part of the remainder is being destroyed at commercial facilities in Finland and the United States, whilst the chemicals posing the greatest concern are first being hydrolysed at sea aboard the US ship Cape Ray. The resulting less harmful effluent will then be destroyed in Germany and Finland.

The effort to remove the Syrian chemical stockpile has been led by the OPCW, with significant contributions from several nations. Denmark and Norway led the maritime task force which transported the chemicals out of Syria; Russia and China contributed naval escorts needed for security off the coast of Syria; the Royal Navy also provided naval protection in the eastern Mediterranean; Finland provided specialist technical expertise; Italy provided a port for transhipment of material; and the USA, Germany and Finland are all contributing to the subsequent safe handling and destruction of the chemicals.

Compensate rape victims in 24 hours, expedite induction of more cops: Delhi HC

NEW DELHI: The Delhi high court on Wednesday ordered that compensation to rape victims be paid within 24-hours of the award and directed the city government and state legal services authority to devise a plan for the same.

The court also directed the Centre to expedite induction of over 14,000 additional personnel into Delhi police saying "it is the crying need of the hour".

"We are not happy with the current procedure followed. Two weeks is too long. Do it (disbursal of compensation) immediately. We want it done the same day or within 24 hours. Tell us how. Don't be vague. Give us specifics," a bench of justices B D Ahmed and S Mridul said.

It directed that the "complete plan" be jointly prepared by Delhi State Legal Services Authority (DSLSA) and Divisional Commissioner, Revenue Department, and be placed before it by August 13, the next date of hearing.

On the induction of additional 14,689 personnel into Delhi police, the bench said "do not hold back. It is the crying need of the hour. Expedite it. Previous government didn't do it. We expect this government to do something. This issue (of additional force) has arisen in several PILs over last 10 years but nothing has been done."

Additional solicitor general Sanjay Jain assured the court that the matter of inducting more personnel is being taken up as a special case and while no firm commitment can be given with respect to the time it will take, it is being done expeditiously.

Observing that additional force of 14,689 personnel is "essential need of Delhi police to maintain safety and security", the court directed the Centre to inform it within three weeks about the progress made in this regard.

On the issue of setting up additional Forensic Science Laboratories (FSLs), the bench directed Delhi government to file an affidavit within three weeks indicating the expected time of commissioning of the labs.

Chennai police establish identity of man, woman who fell from Adyar flyover

CHENNAI: The Chennai police have established the identity of a man and a woman who fell from the Adyar flyover while they were travelling on a motorcycle on Tuesday afternoon.

The man suffered serious injuries and was declared brain dead. The woman, who didn't suffer any serious injuries, escaped from the accident site immediately.

Police identified the man as Ramesh, 25, of Elangovan Street, R A Puram. He was a painter. The woman has been identified as Deepa, a friend of his wife, Rosy.

Deepa is employed as an assistant at a private clinic in Mandaveli and stays in the same area.

Deepa, who escaped from the spot soon after the accident, informed Ramesh's wife about the accident only at 9pm. Later, Ramesh's friend, who came to Government General Hospital, identified him.

When the police interrogated Deepa, she told them that she had been going to Thiruvanmiyur to buy clothes and Ramesh had offered her a lift.

Deepa told them that she had escaped from the spot as she panicked over the accident.

Bombay high court reserves Jignesh Shah bail plea

MUMBAI: The Bombay high court on Wednesday reserved for orders a bail plea filed by MCX promoter Jignesh Shah in the Rs 5000 crore NSEL scam.

The Mumbai police's Economic Offences Wing (EOW) had on Monday filed the 9300-page chargesheet with details of how Shah made the alleged plans behind the crime. He has been charged with criminal misappropriation, forgery, criminal conspiracy, inducement for cheating and even under the MPID Act.

The judge who had reserved the matter for order recently after hearing Shah's plea for bail had said he would wait till he saw the chargesheet. Now that the chargesheet has been filed, investors are keenly awaiting the order in the bail plea.

Shah, chairperson of Financial Technologies India Ltd was arrested on May 7 in connection with Rs 5600 crore scam at FTIL subsidiary National Spot Exchange Ltd (NSEL). Shah's counsel Mahesh Jethmalani said there is not even a prima facie case against his client who as a non executive director of NSEL had no role in the alleged scam and it was the amount that was prejudicial aspect in the case against him. He challenged the rejection of his bail plea last month by a sessions court. The lower court said he might tamper with evidence if granted bail.

FTIL owns a 99.99% stake in NSEL. The 47-year-old Shah and his family own 45.5% stake in Financial Technologies which in turn now is learnt to own a five percent stake in MCX.

NSEL is a national level, institutionalized, electronic, transparent spot market. Jethmalani said the offence alleged that investors' money was misappropriated. It's the amount -Rs 5600 crore—that is the real prejudicial aspect in the case against Shah who the sessions court wrongly held may be involved prima facie. Shah is in custody now for almost 70 days and is entitled to bail since the 60-day period for filing a chargesheet is over, said Jethmalani.

Lawyers for the investors said Shah is the real culprit as FTIL benefitted directly from the paired contracts investors were made to enter in and in which they lost all their money as commodities they invested in never existed.

Jethmalani said all other accused are already out on bail including the main accused managing director of NSEL Anjani Sinha. The only material which the police have is the inadmissible 'revised statement' given by Sinha to implicate Shah, he said. He added that the allegations against Shah were ''unsustainabale''.

WHO medical experts meet in Geneva over Ebola outbreak

LONDON: Top medical experts of the World Health Organisation are meeting in Geneva over two days to decide whether to declare the Ebola outbreak a global health emergency.

The meeting over Wednesday and Thursday will also discuss new measures to tackle the outbreak.

If a public health emergency is declared, it would include plans and efforts to identify, isolate and treat cases besides imposing travel restrictions on affected areas.

Chaired by Dr Sam Zaramba, former director general of health services or Uganda and co-chaired by professor Robert Steffen from WHO Collaborating Centre for Travellers' Health, University of Zurich, the meeting also includes top experts from Saudi Arabia, Australia, South Africa, US and France.

Dr Amara Jambai who is the director of Disease Prevention and Control is representing one of the worst affected countries - Sierra Leone. Experts from Chile, UK and Canada are also attending the meeting.

Interestingly, Dr Anthony Evans who is the chief of Aviation Medicine Section at International Civil Aviation Organization is also there to decide whether travel bans need to be imposed on affected countries.

On Wednesday, a man suspected to have contracted Ebola died in Saudi Arabia. If confirmed, this will be the first Ebola-related death outside of Africa.

The virus has already killed nearly 900 people since February in West Africa. The outbreak began in February in Guinea, and has since spread to Liberia, Sierra Leone and Nigeria.

Two US aid workers who contracted Ebola in Liberia appear to be improving after receiving an unapproved medicine called ZMapp. The drug has been tested on monkeys.

Meanwhile, professor Peter Piot, who discovered Ebola in 1976 said Africans must be given access to the drug being used in the US.

He said "A virologist carrying out mouse experiments in a lab in Hamburg five years ago accidentally pricked her finger. The syringe contained the Zaire Ebola virus, the same strain wreaking havoc today in Guinea, Liberia and Sierra Leone. There is no approved treatment or vaccine for Ebola, or even one that has passed the first phase of safety trials in human volunteers. Yet unlike those exposed to Ebola in West Africa recently, the Hamburg virologist was quickly offered an experimental vaccine. This vaccine hadn't yet been tested on humans, but it had been shown to offer primates some protection against Ebola infections. For the virologist, it wasn't a good option, but it was the only one available in the face of a virus with an extremely high mortality rate. She chose to take the vaccine.''

"The Hamburg researcher didn't fall ill. It is unclear exactly how the vaccine worked, or indeed whether she was ever infected. What is important is that immediate access to an experimental vaccine allowed her to try something with the potential to protect her. It is highly likely that if Ebola were now spreading in Western countries, public-health authorities would give at-risk patients access to experimental drugs or vaccines. Indeed, there are reports that two U.S. relief workers infected with Ebola in Liberia have been offered experimental therapies, which they have accepted.''

There are antiviral drugs, monoclonal antibodies and vaccines under study that have shown varying degrees of effectiveness in animals that have been infected with or exposed to the Ebola virus. Medical agencies in rich counties affected by Ebola would begin discussions with companies and labs developing these products and then make rapid decisions about which of them might be appropriate for compassionate use.

"The African countries where the current outbreaks of Ebola are occurring should have the same opportunity. African governments should be allowed to make informed decisions about whether or not to use these products, for example to protect and treat health-care workers who run especially high risks of infection. The World Health Organization could assist African countries with developing rigorous protocols for the use and study of experimental approaches to treatment and prevention, while coordinating more traditional containment measures. As the only body with the necessary international authority, it must take on this greater leadership role," professor Piot said.

Professor Piot has warned that the epidemic is now so extensive that "we can expect it to last for some months yet.''

Meanwhile, the World Bank is allocating $200 million in emergency assistance for countries battling to contain Ebola.

Two police officers injured in Naxal firing in Gadchiroli

NAGPUR: Two sub-inspectors of police (PSIs) attached to the Sawargaon police station were injured when a group of Naxals opened fire in Dhanora tehsil of Gadchiroli district of Maharashtra this afternoon.

PSI Arjun Mohite and PSI Chandrakant Patil were rushed to the city for treatment, police said.

A group of about 40 to 50 armed Naxals opened fire on police team, which returned the fire, police said.

Thane: Techie jumps out of auto to foil abduction bid, seriously hurt

THANE: A 24-year-old software professional suffered serious injuries, when she jumped to safety from a moving auto-rickshaw here after the driver allegedly tried to abduct her, police said.

The incident took place on Friday when Swapnali Lad, a TCS employee, was on her way back to her home. Around 9.15pm, she boarded a rickshaw at the Kapurbawdi Naka to go to her residence at Kolshet, senior police inspector S S Kadam, Kapurbawdi Police Station said.

When the driver instead of proceeding to the destination, turned the rickshaw towards Bhiwandi, the girl got scared, Kadam said, adding, she raised an alarm and jumped out of the vehicle, which left her badly wounded in the head and the stomach.

The girl was immediately admitted to a nearby hospital from where she was later shifted to the Jupiter Hospital.

The police have registered a case under sections 364 and 511 of the IPC based on a complaint by her father Nitin Lad on Sunday.

According to the parents of the victim, she is 'critical' and has undergone two major surgeries till now. The girl has not regained consciousness since the mishap.

Meanwhile, a manhunt has been launched for the unidentified rickshaw driver, police added.

5.3-magnitude earthquake strikes Johannesburg

JOHANNESBURG: A 5.3-magnitude earthquake struck parts of South Africa south of the commercial capital Johannesburg on Tuesday, the United States Geological Survey reported.

The tremor was felt by office workers in Johannesburg but there were no immediate reports of damage or casualties.

The earthquake was centred six kilometres (3.7 miles) east of Orkney, which is 180 kilometres (112 miles) south of Johannesburg, at 10:22 GMT.

More than half an hour after it struck, no reports of casualties had been received by one of the country's largest emergency services ER24.

The tremor was also felt in neighbouring countries of Botswana and Mozambique.

Ex-BBC DJ admits 29 sex offences against boys

LONDON: A former top BBC radio disc jockey on Tuesday pleaded guilty in a British court to a string of sex offences against boys.

Chris Denning, 73, admitted 29 charges involving boys aged nine to 16 during an appearance a London court.

But he denied a further 12 charges and was remanded in custody until November 24, when he will face trial on those counts.

The offences he admitted took place between 1967 and 1984.

Denning was one of the original presenters when BBC Radio 1 was launched in 1967 as a direct response to the pirate offshore stations broadcasting pop music.

He was also the first announcer heard on BBC2 when the corporation launched its second television channel in 1964, Britain's third TV station and the first in Europe to broadcast regularly in colour.

Denning was first arrested in June last year by detectives from Operation Yewtree, a police investigation into historic allegations of sex abuse set up after revelations that broadcaster Jimmy Savile was a prolific abuser.

Manual scavenging continues in India: Minister

NEW DELHI: The practice of manual scavenging continues in various parts of the country, social justice and empowerment minister Thaawar Chand Gehlot said on Tuesday.

"The practice of manual scavenging, arising from the continuing existence of insanitary latrines, still persists in various parts of the country," Gehlot said in a written reply in the Lok Sabha.

The minister added that as existing laws were inadequate in eliminating the evils of insanitary latrines and manual scavenging, parliament had enacted the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013.

"This legislation came into effect from Dec 6, 2013," the minister said.

The first act passed by parliament to end manual scavenging was the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act in 1993.

He added the government had also constituted a central monitoring committee to monitor the implementation of the act.

"The implementation of the act has already been reviewed in Andhra Pradesh, Assam, Chhattisgarh, Delhi, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal," said Gehlot.

According to the Houselisting and Housing Census, 2011, there were 794,390 insanitary latrines in the country. Another survey says there are 11,584 manual scavengers identified in 12 states.

Nick Clegg says Britain will not act as a mediator between India and Pakistan over Kashmir

LONDON: Britain's deputy prime minister Nick Clegg said that Britain does not want to be a mediator between India and Pakistan over Kashmir.

In an exclusive interview to TOI, Clegg said "Kashmir can only be resolved by the two neighbours — India and Pakistan through dialogue. UK does not intend to be a mediator between the two countries."

The House of Commons recently agreed to have a special debate on the state of human rights in Kashmir.

Calling the "ongoing Kashmir dispute a threat to regional and global peace", British MP David Ward informed the Backbench Business Committee that new Indian government has been "quite aggressive in terms of its stance towards Kashmir" which was "opening up a whole new area of uncertainty."

A formal date for the debate is yet to be decided.

Clegg however was categorically clear that he didn't oppose such a debate.

Clegg told TOI: "The British parliament is a sovereign institution and is free to debate on any issue it likes. II definitely don't curtain the right to debate. But as far as the government's position on Kashmir is, it remains the same. This is a long-running conflict, and we stand by to help; but ultimately it can be resolved only by the two countries in question."

Ward recently informed the Committee that he had 40 MPs backing him up through a signatory campaign who would like Westminster to hold a debate on the human rights violations in Kashmir.

They said "Why should Kashmir be discussed in the parliament when Britain has always been of the view that Kashmir is a bilateral issue between India and Pakistan?"

Ward told the Committee that "Kashmir has been a constant source of misery over many years to many people. In the region of 500,000 to 600,000 Indian Army troops are in the area on a permanent basis. It is an area of tension and some 500,000 people have died there in the past 60 or so years."

"This is why I think it is an important subject: 3 million members of the Indian/Pakistani community; 100,000 Kashmiris in Bradford. The reason why I think it is important now to have a debate of this kind is, first of all, it is three years since we had a debate in the Chamber on this crucially important subject. It is considered by many to be the forgotten conflict. You are talking about two nuclear powers facing each other. We do believe it is worthy of a debate, because of its international dimensions as well".

Ward said the motion of the petition says "This House believes that the ongoing Kashmir dispute is a threat to regional and global peace; further that the dispute is causing insecurity, instability and human rights violations; and further that the State of Jammu and Kashmir should be given the right to self-determination."

Magnitude 6.3 earthquake hits China's Guizhou province

A magnitude 6.3 earthquake struck the Chinese province of Guizhou on Sunday, according to the US Geological Survey. The quake registered at a shallow depth of less than 1 mile.

Guizhou is located in the southwestern part of the country and borders the provinces of Sichuan, Hunan and Yunnan. The quake struck near the city of Liupanshui, which has a population of nearly 3 million.

Agriculture minister mum on anti-cow slaughter bill, says will protect them

PANAJI: Union agriculture minister Radha Mohan Singh, who recently launched the national 'Gokul' mission, refrained to comment on the demand for anti-cow slaughter bill.

The minister remained tight-lipped on the issue and only said the ministry has been working towards 'preservation and protection' of cows.

"I feel the cattle should be protected. The ministry talks about their protection and preservation. Whatever is possible through my ministry, we will do for the cause," Singh told reporters.

The recent All India Hindu Convention, organized by the Hindu Janajagruti Samiti in Goa, had demanded that a bill banning cow slaughter should be enacted in India.

"The country has 17 per cent foreign and 83 per cent local breed cattle, if we protect indigenous breeds then there will be an increase in the production of the milk," the minister said.

He said that recently the national 'Gokul' mission has been launched which will work towards preservation, protection of the cattle, increasing quality of local breeds, and also talks about cow sanctuary.

"The guidelines of the mission have already been issued," he added.

The minister also announced an institution to promote cashew and spice cultivation in Goa.

"It is a small state but it is very important destination for cashew and spices. Institutes will be established in the state to increase the production of spices and cashew," he said.

He also informed that the state government's proposal to set up second milk cooperative union in Goa is also under consideration of the state.

PM Modi reunites Nepalese youth with parents after 16 years

KATHMANDU: It seemed to be a scene taken out from a Bollywood movie but the only thing was that it was real — the story of lost and found.

It was an emotional reunion of 26-year-old Jeet Bahadur, a Nepalese youth, with his family after about 16 years of separation. Prime Minister Narendra Modi has had a key role in this reunion.

Bahadur had got lost in India and Modi found him in Ahmedabad. Since then he played the role of a guardian to him, looking after him and ensuring his education and well-being. He also made the special effort of ensuring that Bahadur's family is located in Nepal and he is reunited with them.

Soon after arriving here for a two-day visit, Modi handed over Bahadur to his mother Khagisara and brother Dasharath Sarumagar and younger sister. Dasharath's wife and children were also present at the emotional reunion.

"How happy are you now? You should be happy after seeing your lost son after so many years," Modi told Bahadur's mother during the reunion.

The grateful mother expressed thanks to Modi for looking after her son and educating him like his "dharma putra".

The poor family, which lives in a slum colony of Nawaalparas district of Nepal, had concluded that Jeet Bahadur had got lost for ever after Dasharath failed to locate him about 16 years ago.

"He (Modi) looked after me like his younger brother ever since I came in contact with him at the age of about 8-10 years. I don't think even my mother would have done so much for me," said Jeet Bahadur while talking to PTI.

"It is my good luck that I lived with a VIP but I never felt that I was living with a VIP," said Jeet, who was a huge attraction here.

The second year student of BBA plans to continue his studies in India despite his family being located after so long. He now cannot speak his mother tongue Nepali although he understands it but is fluent with Hindi.

Centre urges states to provide 33% reservation to women in police

NEW DELHI: Inspired by Gujarat government, the Centre has urged all the states to provide 33 per cent reservation for women in their police forces to effectively deal with cases of sexual violence and crime against women.

Women and child development minister Maneka Gandhi has written to chief ministers of all states to take inspiration from Gujarat's recent decision to enforce 33 per cent reservation for women in the police force.

"I wrote letter to every single chief minister, saying that please replicate it," Gandhi said while expressing resolve to put in place effective mechanism to deal with cases of violence against women.

Last month, Gujarat chief minister Anandiben Patel had announced that her government would enforce 33 per cent reservation for women in the police force as part of efforts to empower them.

Officials in the ministry of women and child development said they think increase in number of women police force would encourage the victims to lodge complaints and will also help proper investigation.

Expressing strong resolve to ensure welfare of women and children, Gandhi told PTI in an interview that her ministry was contemplating a series of measures including plugging the loopholes in implementation of the Integrated Child Development Scheme across the country.

The minister said the government was also mulling steps to ensure protection to the older people like in disputes relating to properties through amendment in the Domestic Violence Act or by other measures.

"I feel quite strongly that older people have no protection from their families," said Gandhi while giving examples of harassment of the older people by their sons and daughter-in-laws in cases relating to property disputes.

The minister said government does not want to amend the Domestic Violence Act in such a way that it loses the effectiveness to protect the daughter-in-laws from any sort of violence. But, she added that at the same time, government was looking at protecting the older people as well.

The current law was enacted primarily to provide protection to the wife or female live-in partner from domestic violence at the hands of the husband or male live-in partner or his relatives. The law also extends its protection to women living in a household such as sisters, widows or mothers.

Encephalitis toll in north Bengal touches 121

KOLKATA: With two more deaths due to "different types of Encephalitis" reported in north Bengal in the last 24 hours, the toll from the disease in north Bengal rose to 121 on Sunday.
"Two deaths have been reported in north Bengal and four new cases have also been reported in the state," West Bengal health services director Biswaranjan Satpathy said.
Taking into account the death of 20 persons from other states in north Bengal due to Encephalitis, the toll was 141 since January this year.
Claiming that the situation in the seven districts of north Bengal was under control, the medical officer said there has been no trace of the Japanese Encephalitis (JE) virus in the city.
