Left parties to launch nationwide campaign against communalism

Written By Unknown on Sabtu, 01 November 2014 | 08.20

NEW DELHI: In a first step towards expanding the Left block, six Left parties met on Saturday and decided to launch a joint nationwide campaign against communalism and the problems afflicting the people's lives and livelihood.

Leaders of two new entrants - Communist Party of India (Marxist-Leninist) - Liberation and Socialist Unity Centre of India (Communist), joined those of the CPI(M), CPI, RSP and Forward Bloc, at the two-hour meet where they decided to conduct a week-long protest campaign from December 8-14 in different parts of the country.

Charging that the Narendra Modi government was "being backed fully by the corporates and the Hindutva forces", CPI(M) general secretary Prakash Karat said, "We have put out a nine point charter of demands which includes the attack on MGNREGA by the Modi government, its decision to increase FDI in the insurance sector, its failure despite election promises to take firm steps to unearth blackmoney."

Taking on the RSS, he said it was trying to "infiltrate" the education system, various social and cultural institutions. "There is this so called 'love jihad' campaign by the RSS and the Hindutva outfits."

Asked about plans to join hands with other secular parties, Karat said, "First our effort is to strengthen the Left and unite the Left forces. After that we will see about other things."

"Its a process of widening and strengthening the left. There are other forces also in the Left. We will try to bring them together," he said.

During the protest, the parties would focus on price rise, "exorbitant" price of medicines and drugs, against hike in FDI in insurance, unearthing black money, stopping of 'love jihad' hate campaign and other forms of communal propaganda and atrocities on women, dalits and downtrodden sections.

Besides Karat, those who attended the meeting were Debabrata Biswas (AIFB), Kshiti Goswami and Manoj Bhattacharya (RSP), Swapan Mukherjee and Kavita Krishnan (CPI(ML)- Liberation), Manik Mukherjee and Ranjit Dhar (SUCI(C)), A B Bardhan and D Raja (CPI) and S Ramachandran Pillai (CPI(M)).

Suicide car bomber kills 9 Afghan police, soldiers

KABUL, Afghanistan: An Afghan official says at least nine members of the country's security forces have been killed in a suicide attack in eastern Logar province.

Din Mohammad Darwesh, a spokesman for the provincial governor, said Saturday that six police officers and three soldiers were killed by a suicide bomber in an explosives-laden vehicle.

Darwesh said that the blast wounded about 20 civilians, damaged three houses and destroyed a mosque in the province's Azra district.

No one has claimed responsibility for the attack. Taliban insurgents have intensified their attacks against both Afghan and Nato security forces across the country as most international security forces prepare to withdraw by the end of the year.

18 injured as farmers' protest turn violent on Gokul-Mathura road

MATHURA : Protesting against non-payment of compensation for their land inundated due to construction of Gokul barrage, hundreds of farmers today blocked road, torched two buses and clashed with police, who resorted to lathicharge, injuring at least 18 people including five policemen in the melee.

According to police, hundreds of farmers led by BJP activists blocked the Gokul-Mathura road near the barrage. The trouble started when Additional District Magistrate Dhirendra Pratap went to the spot to pacify the protesters.

The protesters pushed the Superintendent of Police (City) Manoj Sonkar during the negotiation, the ADM said, adding that police resorted to lathicharge to disperse the mob.

In the ensuing clash, at least five policemen were injured and have been hospitalised, Mathura SSP Manzil Saini said, adding that some protesters too were injured.

According to police sources, at least 13 protesters were injured and were undergoing treatment at the district hospital.

Inspector General of Police Sunil Kumar Gupta have reached the spot.

District Magistrate (DM) Rajesh Kumar and the SSP were taking round of Damodarpura, one of the seven villages where farmers have been affected.

The DM said the situation was under control. The residents of Damodarpura village had stayed away from celebrating Diwali this year in protest against the failure of the district administration to pay them compensation for their land submerged after construction of Gopal barrage, despite several assurances in the past.

Owing to faulty design of the barrage, around 1,000 acre of land of over 1,500 farmers got submerged in water, about two decades ago, said one of the protesters. "We have made several representations, but except for false assurance we could get nothing," the protester said.

70 Bajrang Dal supporters arrested during Assam bandh

Written By Unknown on Jumat, 31 Oktober 2014 | 08.20

GUWAHATI: Normal life was on Friday partially hit in Assam during a 12-hour state-wide bandh called by Bajrang Dal.

Around 70 Bajrang Dal supporters were arrested from all over the state for allegedly trying to damage property during the bandh, police officers said.

Guwahati Senior Superintendent of Police Anand Prakash Tiwari told that 18 Bajrang Dal supporters were arrested from the city for trying to forcefully implement the bandh, which has been called to protest the alleged links between AIUDF and jihadis in Bangladesh.

He said bandh supporters tried to obstruct traffic at many places by burning tyres but police cleared them immediately and picked up the activists.

The BJP state unit has also extended its support to the bandh.

At Rangia in Kamrup district, 40 Bajrang Dal activists were arrested when they tried to stop railway workers from joining duty in the morning.

A senior police official said the Bajrang Dal supporters also attempted to block the Indo-Bhutan road at Sitara by allegedly burning tyres but they were arrested and the route was cleared.

The police resorted to mild lathicharge on protesters when they tried to block traffic and forcefully close some shops at Tezpur in Sonitpur district, a police officer said.

"Over 10 activists have been picked up," he said.

Although many business establishments were closed, government offices remained open in the capital city.

Fewer vehicles were on the roads.

Patrolling has been enhanced and additional security personnel posted in vulnerable areas.

Meanwhile, AIUDF chief Badruddin Ajmal has denied the media report on the alleged link and termed it as "false, baseless and politically motivated."

Samajwadi Party announces Rajya Sabha list, door shut on Amar Singh

LUCKNOW: The Samajwadi Party (SP) on Friday announced the names of six party candidates for the Rajya Sabha elections scheduled for next month.

The party's central parliamentary board at a meeting in the national capital cleared the names of Ram Gopal Yadav, Javed Ali, Chandra Pal Singh Yadav, Neeraj Shekhar, Ravi Prakash Verma and Tanzeem Fatima.

While Neeraj Shekhar is the son of former Prime Minister Chandra Shekhar, Fatima is the wife of state urban development minister Mohd Azam Khan and Ram Gopal Yadav is the cousin of party chief Mulayam Singh Yadav.

Contrary to speculation, former party leader and outgoing Rajya Sabha member Amar Singh was not given a ticket though he had lobbied hard for it.

In the past few days he had met both Mulayam Singh and chief minister Akhilesh Yadav. But Ram Gopal Yadav and Mohd Azam Khan were bitterly opposed to the re-entry of Amar Singh and their will prevailed in the end, party sources said.

However, in an anti-climax, while Azam Khan succeeded in exhibiting his political muscle within the party by getting the parliamentary party to name his wife, Tanzeem Fatima turned down the offer after thanking the national leadership of the SP.

Earlier too, the state government had offered Fatima a rank equivalent to a cabinet minister by naming her chairperson of the UP Higher Education Service Commission but she had then also turned down the offer.

Polling for 10 Rajya Sabha seats from Uttar Pradesh is scheduled November 20.

All six candidates of the SP, based on its strength in the state assembly, are likely to sail through comfortably.

CBI arrests BJD MLA Pravat tripathy, party suspends him

BHUBANESWAR: In a major embarrassment for the ruling BJD in Odisha, the CBI on Friday arrested senior MLA and former government chief whip Pravat Tripathy for alleged link with the Artha Tatwa Group, a ponzi company involved in the multi-crore chit fund scam.

"Tripathy, an MLA from Banki in Cuttack district, has been arrested in Artha Tatwa scam case on the charge of criminal conspiracy," sources in the CBI said adding the BJD MLA had allegedly received a huge sum from the AT Group.

Minutes after being arrested by the CBI, Tripathy was suspended from the BJD, party sources said.

Earlier, Tripathy was summoned to the CBI state headquarters here this afternoon and taken in custody after a brief interrogation by the investigating officer.

Tripathy was asked questions on how AT group chief Pradeep Sethy could get the best cooperator award in 2011 when he (Tripathy) was the president of the State Cooperative Society, sources said.

This apart, the CBI had also laid its hand on an audio CD containing certain conversation between Tripathy and Sethy, sources said.

This was the fourth time Tripathy was asked to appear before the CBI. On October 25, the last time he was at the CBI office, Tripathy was grilled for two and a half hours by the Central investigating agency.

This is Tripathy?s second appearance before the Central investigating agency after the Odisha High Court rejected his anticipatory bail plea on October 20.

The court had earlier given him interim relief on September 30 for about 20 days preventing his arrest by the CBI.

Tripathy's house was also raided in August by the CBI in connection with its probe into the chit fund scam. The BJD MLA had moved the Orissa High Court seeking interim bail which was also rejected.

Tripathy is the first politician and sitting MLA in Odisha to have been arrested by the CBI in the chit fund scam.

Coast Guard ships to rescue fishing boats from Cyclone Nilofar

Written By Unknown on Kamis, 30 Oktober 2014 | 08.21

AHMEDABAD: Taking precautionary measures ahead of Cyclone Nilofar, Indian Coast Guard (ICG) on Thursday deployed its four ships at Porbandar coast to search and rescue fishing boats sailing along the Gujarat coast and to place them at the nearest safe harbours.

"Four Indian Coast Guard (ICG) ships Vijit, Meerabehn, Rajratan and Amritkaur fully equipped with search and rescue (SAR) equipments have been pressed into service from Porbandar today for search and rescue operations as well as shepherding fishing boats operating along the Gujarat coast to the nearest safer harbour," a statement issued from Indian Coast Guard's Gandhinagar headquarters said in Ahmedabad on Thursday.

However, Cyclone Nilofar which was earlier described as a Very Severe Cyclonic Storm (VSCS) over the west-central Arabian sea, is now expected to make its landfall near Naliya in Kutch tomorrow as a "depression", an MeT Department release said.

The Indian Coast Guard is also quipped with aircraft to tackle any eventuality.

"Two daily air sorties are flown in search and rescue (SAR) configuration, while two Dornier aircraft and two ALH helicopters are also on standby at Porbandar," the Coast Guard statement said.

The Coast Guard has kept a logistics and medical contingencies plan ready for an immediate response.

Coast Guard stations have also been equipped with a power back up and sufficient fuel for alternate power supply for unhindered response during the cyclonic phase, it said.

Regular advisory for mechanised sailing vessels and the fishermen community for safe berthing and discontinuation of sea operations are being passed through seven radar stations along the Gujarat coast, Coast Guard aircraft and ships on patrol, it said.

Zambia in mourning for president as US urges peaceful transition

LUSAKA: Zambia holds a second day of mourning Thursday for president Michael Sata, who died in a London hospital, as his deputy Guy Scott becomes, pending elections, Africa's first white leader since South Africa's apartheid era.

US President Barack Obama led the international condolences, while urging the southern African nation to conduct "a peaceful constitutional transition of power as the country moves forward during this time of sorrow".

Even though officials had long denied he was sick, Sata, 77, died Tuesday while undergoing treatment in London's private King Edward VII hospital for an unspecified illness, the Zambian government reported.

Sata, nicknamed "King Cobra" for his sharp rhetoric, died only days after Zambia celebrated half a century of independence.

United Nations Secretary-General Ban Ki-moon was "saddened" by the news of Sata's death and noted "Zambia's long record of smooth and orderly presidential transitions".

Officials had long denied Sata was sick, even prosecuting journalists who questioned his long "working vacations" to Israel and elsewhere.

Some Zambians responded to the news by asking why he died in an upscale foreign hospital and expressed anger over government secrecy, including claims he was going to London for a check-up.

"They were cheating," said Mundia Akapelwa, a young mother visiting Lusaka's Soweto market.

'You can't hide death' -

"They knew well that he was going to seek medical attention. You can hide sickness but you can't hide death. Now the whole world knows that the man has died in hospital."

In the hours following Sata's demise it was unclear who would lead the country, or his Patriotic Front party, which has been accused of creeping authoritarianism.

Sata had named Defence Minister Edgar Lungu as acting president before he left for Britain, despite doubts about the constitutionality of that move.

But it later emerged that Sata's deputy Scott, 70, will take the reins until elections are held within 90 days.

Scott — whose parents came from Scotland -- becomes the first white president of an African nation since FW de Klerk ruled apartheid South Africa more than 20 years ago until 1994.

But he is not eligible to stand in upcoming elections, thanks to a constitutional rule barring presidential candidates whose parents were born outside Zambia, a former British colony.

In an address to the nation Scott vowed to uphold the constitution and announced a period of mourning.

"We will miss our beloved president and comrade," he said.

US State Department spokeswoman Jen Psaki welcomed Scott's appointment as interim president until elections are held.

Station cleaner to president -

Sata was elected in 2011 to preside over his landlocked, southern African nation of 15 million people.

It was a triumphant post for a man who rose from sweeping London railway stations, through to being a policeman and trade unionist.

Once in power, though, he proved to be an authoritarian populist who inveigled against political foes, the media and sometimes even allies, earning him his snakey sobriquet.

His admirers saw him more as a no-nonsense man of action.

Sata had not been seen in public since returning from the UN General Assembly last month, where he failed to make a scheduled speech.

Even before Sata's death, analysts had said a power struggle for Zambia's top job was already well under way within the Patriotic Front.

They now face a divisive primary battle, before a possible general election challenge from former president Rupiah Banda, who is facing graft charges, has hinted at a possible return to active politics.

"I am legally eligible to stand," he told AFP early this month, citing calls from his supporters to return to the political fray.

Tributes to Sata -

British Foreign Secretary Philip Hammond said Sata "played a commanding role in the public life of his country over three decades."

African leaders also paid rich tributes.

Kenya's President Uhuru Kenyatta hailed him as an "outstanding son of Africa".

In London, the British flag over the parliament building was lowered to half-mast, a convention to mark the death of a Commonwealth leader.

Commonwealth Secretary General Kamalesh Sharma said he was struck by Sata's commitment to improving the lives of his countrymen.

South Africa's ruling ANC party said: "Zambia has lost not only a president who prioritised the poor, but also led the Zambian government at a time when the continent is working to reclaim its place in the global governance and economy."

Seven Bodo insurgents arrested on way to Myanmar

GUWAHATI: Seven Bodo insurgents, who were on their way to Myanmar for training, have been arrested here in Assam's main city and Dimapur town in Nagaland, police said on Thursday.

The arrested cadres are from the National Democratic Front of Bodoland (NDFB) faction opposed to peace talks with the government.

Additional Director General of Police (Law and Order) R M Singh said five cadres were arrested from Guwahati on Wednesday night, while two were later nabbed from Dimapur.

"All the arrested cadres are new recruits of the outfit and they were on their way to Myanmar for undergoing arms training at camps in the country," the police official said.

The NDFB's anti-talk faction, led by its leader I K Songbijit, has about 300 cadres at present. Police said it was carrying out fresh recruitment in Udalguri, Darrang and Sonitpur districts of Assam.

Meanwhile, George Lahiri, a 23-year-old cadre of the outfit, on Thursday surrendered before police. He handed over a pistol and four rounds of ammunition.

Police said he had joined the outfit in 2011 and underwent training in Myanmar for over two years.

Sri Lanka says no hope of finding mudslide survivors

KOSLANDA: Hundreds of desperate Sri Lankan villagers dug with bare hands through the broken red earth of a deadly landslide on Thursday, defying police orders after a top disaster official said there was no chance of finding more survivors at the high-elevation tea plantation.

There were conflicting reports of how many people were missing in the slide, which struck Wednesday morning in the island nation's central hills after heavy monsoon rains.

Disaster Management Minister Mahinda Amaraweera said the number of dead at the Koslanda tea plantation would be fewer than 100. But Sri Lanka's Disaster Management Center — which Amaraweera oversees — reported 190 people missing.

Villagers, meanwhile, said the death toll could easily exceed 200.

"I have visited the scene and from what I saw I don't think there will be any survivors," Amaraweera told The Associated Press on Thursday. "But that number is less than 100."

Frustrated relatives who had watched the search from the sidelines tried to follow a politician into the search site but were stopped by police. However the politician argued with police and took villagers with him who joined hundreds of soldiers who were searching through the mud for survivors.

The search was suspended Thursday evening because of heavy rain.

Also Thursday, President Mahinda Rajapaksa visited the disaster site and spoke to residents who are taking shelter in schools and temples. According to his website, Rajapaksa ordered officials to expedite rescue and relief for the victims.

Television footages showed Rajapaksa inspecting the disaster from the air and meeting with relief officials. Later he was seen distributing sleeping mats and boxes with essential items to the displaced people and consoling weeping men and women.

Amaraweera said the government had asked the National Child Protection Authority to take charge of children orphaned the disaster.

Many children had left for school before the slide Wednesday morning and returned only to see their homes buried with their parents. A government minister told Parliament that they have found 75 such children.

"The government will be fully responsible for them, we will not give them to anyone other than somebody from immediate family because they can be sent for child labor," he said.

A large number of children in Sri Lanka's tea plantations drop out of schools and work as domestic helpers or waiters in tea boutiques. Many times their parents themselves send their children to work due to poverty or alcoholism.

On Thursday displaced people spent their second evening crammed inside a dark, cold school classroom atop a misty mountain. Government officials had begun a survey of the dead and missing and doctors attended to the sick and wounded.

A 48-year-old truck driver who gave his name only as Raja said he lost all five members of his household — his wife, two sons, daughter-in-law and his 6-month-old grandchild.

"I left for work early morning and got a call asking me to rush back because there was an earth slip near my home," Raja said, weeping. "I came back and there was no trace of my home, everyone was buried."

A local government officer familiar with the tea plantation said he believes 200-250 people may have been buried, based on the number of people usually in the area at the time. There were many houses, a big Hindu temple, a playground and two milk collection centers where farmers bring their milk for selling.

He spoke on condition of anonymity because government rules prevent him from speaking to the media.

The tea plantation in Badulla district about 140 miles (220 kilometers) east of Colombo was one of many in the higher altitudes of Sri Lanka, formerly called Ceylon, one of the world's leading producers of tea.

Most of Sri Lanka has experienced heavy rain over the past few weeks, and the Disaster Management Center had issued warnings of mudslides and falling rocks. The monsoon season here runs from October through December.

Vettiyan Yogeswaran, who lives on a part of the tea plantation that was not affected by the landslide, said authorities had warned people that the area was vulnerable to mudslides and they should move. But he said no housing alternatives were offered.

"There are 50-70 families living in my neighborhood in the bottom of a mountain. If a mudslide happens we all will be buried," Yogeswaran said. "We want to leave but we have not been given a proper alternative."

Kolhapur MLC may succeed Fadnavis as Maharashtra BJP chief

Written By Unknown on Rabu, 29 Oktober 2014 | 08.21

MUMBAI: BJP MLC from Kolhapur Chandrakant Patil is tipped to replace Devendra Fadnavis as Maharashtra BJP president after he assumes chief ministership on October 31.

"Patil's elevation could come within a day or two of the swearing-in of the new BJP government at the Wankhede Stadium here in the presence of Prime Minister Narendra Modi," a party leader said.

BJP president Amit Shah had launched his poll campaign for the October 15 Assembly polls from Kolhapur, which also happens to be the place where his in-laws hail from.

With deep roots in RSS, Patil enjoys good rapport with the Sangh Parivar.

Sources close to him said he preferred the organisational post over handling a ministry in the Fadnavis-led government and would like to be the bridge between the party organisation and government.

With reports of BJP Mumbai unit president Ashish Shelar likely to be given a ministerial berth, the Mumbai party chief's post may also fall vacant.

Vile Parle MLA Parag Alavani's name is doing the rounds as probable replacement for Shelar as Mumbai BJP chief.

Around 100,000 Hungarians rally for democracy as internet tax hits nerve

Reuters | Oct 29, 2014, 10.30AM IST

BUDAPEST: About 100,000 Hungarians rallied on Tuesday night to protest at a planned tax on data traffic and the broader course of Prime Minister Viktor Orban's government they saw as undermining democracy and relations with European Union peers.

It was by far the largest protest since his center-right government took power in 2010 and pursued moves to redefine many walks of life, drawing accusations of creeping authoritarianism, although it was re-elected by a landslide this year.

Orban's government has imposed special taxes on the banking, retail, energy and telecommunications sectors to keep the budget deficit in check, jeopardizing profits in some parts of the economy and unnerving international investors.

The internet data levy idea was first floated in the 2015 tax code submitted to the Central European country's parliament last week, triggering objections from internet service providers and users who felt it was anti-democratic.

The crowd, which was organized by a Facebook-based social network and appeared to draw mostly well-heeled professionals, marched through central Budapest demanding the repeal of the planned tax and the ouster of Orban.

Many protesters held up makeshift signs that read "ERROR!" and "How many times do you want to skin us?"

Zsolt Varady, an internet entrepreneur and founder of a now-defunct Hungarian social network iwiw.hu, told the crowd that the tax threatened to undermine internet freedoms.

"Between 2006 and 2006 iwiw motivated many people to get an internet subscription," Varady said. "People were willing to pay for the service because they knew, saw and felt that their lives were becoming better... The internet tax threatens the further growth of the Internet as well as freedom of information."

Tax reduced after first protest

The government had planned to tax internet data transfers at a rate of 150 forints per gigabyte. After analysts calculated this would total more than the sector's annual revenue and an initial protest drew thousands on Sunday, Fidesz submitted a bill that capped the tax at 700 forints per month for individuals and 5,000 forints for companies.

That did not placate Tuesday's protesters.

"I am a student, my parents are not well off, neither am I, so I work hard," said Ildiko Pirk, a 22-year-old studying nursing. "I doubt the internet companies won't build this tax into their prices. And I have a computer, a smartphone, as does my mother and my four siblings... That adds up."

She said the internet was vital for her to get the books she needs for her studies but also to read unbiased news that is not under the control of Hungary's ruling political elite.

She and other protesters said the government's other moves also bothered them, such as a perceived mismanagement of the economy and a recent dispute with the United States over alleged corruption of Hungarian public officials.

The Orban government denied any anti-democratic agenda, saying it aimed only to get all economic sectors to share the tax burden and was tapping into a trend of telecommunications shifting away from already-taxed telephony and text messages.

The European Commission also criticized the proposed tax.

"It's part of a pattern... of actions which have limited freedoms or sought to take rents without achieving a wider economic or social interest," said Ryan Heath, spokesman for outgoing Commission Vice President Neelie Kroes.

Heath said the tax was economically misguided because it was based on data traffic now growing rapidly around the world.

Around 100,000 Hungarians rally for democracy as internet tax hits nerve

Written By Unknown on Selasa, 28 Oktober 2014 | 08.20

SURAT: Heavy to heavy rains are expected in the parts of the coastal areas in south Gujarat including Valsad, Navsari and Surat following cyclone Nilofar, a very severe cyclonic storm likely to hit Saurashtra and Kutch on October 31.

An alert has been sounded in the coastal areas in South Gujarat including union territory of Daman to prepare for Nilofar

Though the effect of the cyclonic storm would be at a much lesser scale in the coastal belts of south Gujarat with heavy rains predicted by the meteorological department, but the district administration in Surat, Valsad and Navsari are taking no chances.

Official sources said that due to the cyclone, the coastal districts in south Gujarat will be experiencing a bad weather on October 30 and October 31. There is all likelihood of heavy to heavy rains in the coastal areas till November 1. The sea will be rough and the cyclonic winds are also likely to blow. We have strictly conveyed to the fishermen community not to venture out in the sea till Saturday. All those fishermen who had gone for fishing have been summoned back after passing alert message on the wireless system," said additional district collector of Valsad, IJ Mali.

Hong Kong activists mark one month of 'Umbrella Movement'

HONG KONG: Hong Kong democracy activists on Tuesday marked one month of mass protests, calling on supporters to gather for an evening rally wearing the masks they have used to ward off police tear gas and pepper spray.

Organisers striving to inject new momentum into the movement told crowds to gather at the main protest camp opposite the city's government headquarters for commemorations starting with an 87-second silence at 0957 GMT.

At that time on September 28, riot police shot 87 volleys of tear gas at crowds of largely peaceful protesters who had taken over a highway near the city parliament.

That decision backfired, drawing tens of thousands of sympathisers onto the streets and kickstarting a movement that has become the most concerted challenge to Beijing since the bloody 1989 Tiananmen protests.

Demonstrators are calling on Beijing to rescind its insistence that candidates standing to be the city's leader in 2017 must be vetted by a loyalist committee — an arrangement demonstrators deride as "fake democracy".

But the Chinese government shows no sign of backing down and protest leaders are unsure of how to achieve their goals.

Occupy Central, one of the main protest groups, called on supporters to don the same protective masks and goggles they wore to defend themselves when the street rallies descended into chaotic confrontations.

The protests have been dubbed the "Umbrella Movement" following the creative ways demonstrators used to shelter themselves from the heat, torrential rain, pepper spray and police batons.

A Facebook group has called on supporters to open umbrellas en masse at 6 PM to "express our disappointment and outrage" over police heavy-handedness and the lack of political progress. Nearly 10,000 people have so far pledged to take part.

Hu Jia, a prominent Chinese dissident on the mainland currently under house arrest, said he would unfurl his own umbrella in solidarity with Hong Kong.

"I will participate in this event. In my home prison in Beijing," he told AFP.

25 booked under charges of gang rape during communal violence in Muzaffarnagar

MUZAFFARNAGAR: Twenty-five persons accused of gang rape during Muzaffarnagar riots have been booked under one more section which includes charges of gang rape during communal or sectarian violence.

Investigation officer Mala Yadav has added section 376 (2) (g) (rape during communal or sectarian violence) of the IPC against 25 persons accused of six gang rape cases during last year's riots.

The section was added after the Special Investigation Team, probing the riot cases, sought permission from the court here on Monday.

The case was not added earlier by the police which had booked the accused only under section 376 (d) of the IPC, SIT officials said.

Seven gang-rape cases, one in Lank village and six in Phugana in the district, were registered by the police during riots.

One case of gang rape in Phugana was closed due to lack of evidence.

18 out of the 25 accused have been arrested while remaining seven were absconding.

Chief Judicial Magistrate Narender Kumar had summoned the accused who were arrested in this connection.

The court has already initiated attachment proceedings against absconding accused of Phugana village.

Russia to recognise Ukraine rebel vote

MOSCOW: Russia plans to recognize elections being organised next weekend by rebels in east Ukraine in defiance of the government in Kiev, foreign minister Sergei Lavrov said in an interview on Tuesday.

"We expect the elections will go ahead as agreed, and we will of course recognise the results," Lavrov told Izvestia daily ahead of Sunday polls staged by two pro-Russian separatist regions to elect leaders and parliaments.

"We are counting on it being a free vote and that it will go ahead unhindered," Lavrov said of the simultaneous polls in the self-proclaimed people's republics of Donetsk and Lugansk.

Lavrov said the elections, opposed by Kiev, would be "important from the point of view of legitimizing the authority" of the regions' rebel leadership.

The Russian minister also said Russia was likely to recognize parliamentary elections held by Ukraine on Sunday, although it would wait for the verdict of the OSCE observers.

The Ukraine elections were not held in the rebel-held regions, home to three million voters.

"I think Russia recognises the results of the vote," Lavrov said.

"It's very important for us that authorities finally appear in Ukraine who are not engrossed in infighting or pulling the country now to the West, now to the East, but in the real problems that the government faces, as it thinks how to unify the country."

Lavrov said of the continuing violence in east Ukraine that "there were violations on both sides," largely due to the fact that the two sides cannot agree a demarcation line from which they should withdraw heavy armaments under the Minsk peace accord struck last month between Kiev, Moscow and the separatists.

"The line itself is still not finally agreed," Lavrov said.

Goa announces e-auction of 19 lakh metric tonne of iron ore

PTI | Oct 26, 2014, 07.54PM IST
PANAJI: Goa Mines and Geology Department has put 19 lakh metric tonne of iron ore on the block through e-auctioning, to be held on November 6 and 7.

In its notification uploaded on its website on Sunday, the department has announced two phase e-auctioning on November 6 and 7, through which 10 lakh and 9 lakh metric tonne of iron ore would be auctioned respectively.

The department has announced a detailed schedule of the iron ore e-auctioning which would be monitored by a Supreme Court appointed committee.

While lifting its two-year long ban on export of iron ore from Goa, the Supreme Court had allowed e-auctioning of iron ore which was extracted during the 2007-2012 period.

The state has a total of 15 million metric tonne of iron ore lying at various jetties, stacking yards, mining leases and the Mormugao Port Trust.

During the Goa government's earlier four e-auctioning events, five million metric tonne of iron ore were already sold to various buyers.

The Supreme Court appointed committee which is closely monitoring the e-auctioning had said that it was satisfied with the action of the Goa government.

"We are quite satisfied with the process adopted by the Goa government to electronically auction the ore," the committee member U V Singh had told to PTI.

The committee which recently visited Goa had conceded that the e-auctioning process is moving at a slow pace due to inappropriate prices of iron ore in the international market.

"There are several factors responsible for the slow pace of e-auctioning. The state witnessed rainy seasons since April till date. Also iron ore prices in the international market are low," the committee member U V Singh had told PTI.

He had said that the Goa government is the owner of the iron ore and hence it must rationalise the sale in such a way that it gets a better price.

The slowdown in China's economy, along with a reduction in steel production in that country had proved detrimental to iron ore export, Singh added.

He stated that the percentage of Goa iron ore which is consumed domestically is very marginal.

"Very little iron ore is consumed in the domestic market. I know that there is only one buyer in Karnataka which takes the ore, but for that too, there are constraints in transporting the ore. Because of this, the buyer purchases the ore from Karnataka itself," he had said.
