Russia bans congressman Jim Moran, 12 other Americans

MOSCOW: Russia has placed a US lawmaker and 12 other people connected with the Guantanamo Bay detention camp and the Abu Ghraib prison in Iraq on its list of those banned from entering the country.

In a statement on Saturday, foreign ministry spokesman Alexander Lukashevich said congressman Jim Moran, a Democrat from Virginia, was banned in response to the July 2 US ban on Russian parliament member Adam Delimkhanov. He said Moran had been repeatedly accused of financial misdeeds but didn't elaborate.

The other 12, including Guantanamo commander Rear Adm. Richard Butler and Lynndie England, a former soldier convicted of abusing prisoners in Abu Ghraib, were banned in response to the United States' adding 12 names in May to the so-called Magnitsky List of Russians sanctioned for human rights abuses.

Retired Brig. Gen. Ricardo Sanchez, who commanded US ground forces in Iraq in 2003-2004, retired Col. Janis Karpinsky whose command included the Abu Ghraib prison, and Gladys Kessler, a federal judge who rejected a Guantanamo inmate's complaint of being force-fed while on hunger strike, were also included.

Top AIDS official says 6 colleagues on Malaysia plane, not 100

MELBOURNE: International AIDS Society president Francoise Barre-Sinoussi on Saturday said six colleagues heading for a global conference in Melbourne were on a Malaysian plane that crashed over Ukraine, not 100 as reports suggested.

"The number that we have confirmed through our contacts with authorities in Australia, in Malaysia, and Dutch authorities as well is six people. It may be a little bit more, but not the numbers that have been announced," she said.

Australian newspapers yesterday said as many as 100 medical researchers, scientists, doctors and activists were on Malaysia Airlines Flight MH17 that went down en route from Amsterdam to Kuala Lumpur on Thursday.

All 298 people on board died, with US officials blaming armed Ukrainian rebels for downing the jet with a missile.

UNAIDS executive director Michel Sidibe had tweeted that "many" delegates to the 20th International AIDS Conference were on board, reinforcing fears of a high fatality rate.

Those confirmed dead include prominent Dutchman Joep Lange, a pioneer of cheap anti-retrovirals for the poor and a former International AIDS Society president.

Officials said Pim de Kuijer from STOPAIDSNOW was also on board, along with Lucie van Mens, director of AIDS Action Europe and her colleague Maria Adriana de Schutter.

World Health Organisation official Glenn Thomas and Jacqueline van Tongeren from the Amsterdam Institute for Global Health and Development also died in the crash.

Chardham yatra remains suspended for fourth consecutive day

DEHRADUN: With the wet weather continuing and roads to Himalayan shrines blocked by debris from landslips at several points, the chardham yatra remained suspended for the fourth consecutive day on Saturday.

Earlier the yatra was suspended only till Friday but the administration issued an advisory to districts on the yatra route not to resume the pilgrimage on Saturday.

"We have kept the yatra to Gangotri and Yamunotri suspended for today complying with the administrative advisory in the light of MeT department warning. It may be resumed tomorrow but that too depends on weather in the higher reaches and the condition of roads which are blocked at several places at present," Uttarkashi DM Ravishankar said.

However, he said it is not raining heavily in the district at the moment which indicates the weather may improve by Sunday.

But schools which were closed on Friday as a precautionary measure will reopen only on Monday.

Yoga guru Ramdev, who is on his way back from Gaumukh, has been advised to stay in Uttarkashi along with his followers till the road blocked at Nalupani in the district is cleared, the DM said.

"Ramdev and his team of followers, who are now at Uttarkashi will remain there till the road at Nalupani is cleared. We will allow him to go down only when the road is cleared and fit for use," he said.

yatra to Badrinath in Chamoli district and to Kedarnath in Rudrprayag district is also suspended with rains continuing intermittently and the highways leading to the shrines blocked at a number of places.

The Rishikesh-Badrinath Highway is blocked at Sirobagad, Lambagad and Patalganga whereas the Rishikesh-Kedarnath highway is clogged with debris at Agastyamuni, Fata and Ramnagar, District Disaster Management officials said.

The Rishikesh Gangtotri NH is blocked at Malla, Laldhang, Bhatukasaur and Devidhar wheras the Rishikesh-Yamunotri highway is blocked at Genwla, Ranachatti, Badia and Junglechatti, Disater Management officials here said.

The latest weather forecast for Badrinath, Kedanranth, Yamunotri, Gangotri, Hemkund sahib and the higher reaches of Pithoragarh district in Kumaon region said it would cloudy with heavy rainfall between 40-80 MM likely at a few places.

Wife of Mumbai fireman, who died in high rise blaze, refuses to accept husband's body

MUMBAI: Shubangi Ivlekar, 31, the wife of the deceased fireman Nitin Ivlekar who died at the fire which broke out at Lotus Park in Andheri on Friday, refused to take the body of her husband on Saturday even though the tradition of giving respect to fireman who die on duty was done at 9am in the morning.

She demanded in writing from the authorities that the education needs of her daughters aged 2 and 6 be taken care of. The fireman's wife who was inconsolable blamed the authorities for the death of her husband. She said in the past too he had mentioned to her how he fought through fire without proper fire equipments like gumboots and gloves.

The body lay in the ambulance till the reports last came in as the family is yet to get any assurance from the concerned authorities.

Bad weather prevents CBI from exhuming Badaun rape victims' bodies

LUCKNOW: Bad weather and surging Ganga waters threw a spanner in the CBI efforts on Saturday to exhume the bodies of Uttar Pradesh's Badaun gang-rape victims from the river bank.

The two teenaged cousins were gang-raped and hanged from a tree on May 27 in Katra Sadatganj village of Badaun district.

Officials said, a Central Bureau of Investigation (CBI) team assisted by forensic experts arrived to take the mortal remains from the two "kacchi" graves at the Ataina Ghat, fortified with sand bags over the past few days, as the Ganga river is in spate.

However, bad weather and surging river waters hindered the process and till late Saturday evening, the bodies were yet to be located.

The process was earlier scheduled for Sunday but the investigative agency decided to advance it by a day because of the rising river waters, which would have made things difficult.

Following extensive media coverage and national outrage, the state government had recommended the case to the CBI.

In its 35-day investigations so far, the CBI punched many holes in the initial postmortem examinations conducted by Pushpakant Tripathi, Rajeev Gupta and Avdhesh Kumar.

Ball is in LG's court to install a popular govt in Delhi: BJP's Jagdish Mukhi

NEW DELHI: Amid reports that his party was exploring possibilities of forming the government in Delhi, BJP leader Jagdish Mukhi on Friday said the ball is in the lieutenant governor's court to try his level best to install a popular government in the capital.

"The ball is in the court of the lt governor. He is under statutory duty to explore all the circumstances, to explore all the possibilities and try his level best to install a popular government.

"...He is to take the initiative. Once he consults various political parties, takes some initiative, we will immediately revert to you (the media)," he told reporters outside the Parliament.

BJP sources have said that Mukhi, Delhi's former finance minister, was the front-runner for the chief minister's post as he is known to have good equations with all quarters in the party.

BJP had on Wednesday indicated that it might take a shot at government formation in Delhi, which is under President's Rule after the Arvind Kejriwal-led AAP government resigned in mid-February.

Asked about his reaction to the Delhi budget presented in Parliament today, Mukhi said "it is a very good budget and the highlight is that there is no new tax".

He said with the reduction of service charge in the power sector, the budget has fulfilled one of the promises BJP made to the power consumers.

He said the step will not only offset the hike that was announced yesterday but will also provide relief to those who consume within 400 units.

With the removal of pension cap for senior citizens, he said, over 40,000 in this category will be benefited.

He also lauded the proposals to set up a medical college and a superspecialty hospital, the substantial allocation to the education sector, and establishment of a new school of planning, architecture and design in the capital.

Police complaint against Subramanian Swamy for anti-Church comments

PANAJI: A police complaint was filed on Friday accusing BJP leader Subramanian Swamy of "attempting to create and promote enmity against the Catholic Church" by posting on his Facebook page that the Church in Goa does not love HIV positive children.

The complaint was filed by Congress spokesperson Durgadas Kamat.

"The said person has put up a post on his page June 17, 2014, and tried to give a communal and political twist to a very sensitive issue by trying to portray the Church in Goa as not sensitive towards HIV+ve orphans," Kamat said in his complaint.

The conflict between the Parents-Teachers Association (PTA) and the management of the Fatima High School in Rivona village, located 55 km south of Panaji, over admissions to 13 HIV+ve children and 23 suspected HIV+ve children has grabbed the attention of the state.

While the Church-run school under pressure from the PTA had transferred 13 HIV+ve students to another school last month, the school authorities have now stood behind 23 other students, whom the parents want dropped from school claiming they too are HIV infected.

The Church has claimed that the 23 students are not HIV+ve. Both the 13 HIV+ve students and the 23 non-HIV students live in a Church-run orphanage also located in Rivona village.

A poster allegedly uploaded on Swamy's page, which was submitted as evidence by the Congress to the police, says: "In Goa, the Church loves everyone except HIV+ve kids." It also says: "Church-run school in Goa expels 13 HIV+ve orphans."

While accusing Swamy of allegedly giving the issue a communal twist, the Congress has defended the Church.

"We would like to bring to your notice that the orphanages where these kids are being taken care of are also run by the Church," the complaint says.

A police spokesperson confirmed receipt of the complaint and said that preliminary investigation has started.

"An FIR has not been registered yet. We will commence a preliminary investigation into the complaint soon," the official said.

Tax proceedings against Swiss account holders: Jaitley

NEW DELHI: Tax proceedings have begun against Swiss bank account holders, finance minister Arun Jaitley told the Lok Sabha on Friday.

Responding to a query from BJP member Anurag Thakur during a discussion on the union budget, Jaitley said: "Tax proceedings have begun...".

He said that "SIT (Special Investigating Team) is going into it" and details are being given to it.

Jaitley said there was a media report of a separate list, but when we wrote to the Swiss authorities, they said there was "no separate list".

He said the "present government has nothing to hide" and the issue of black money has been taken up "with some element of intensity".

The minister added that the government is "in process of communicating with the Swiss authorities".

The SC asked counsel appearing in the case to persuade former solicitor general Gopal Subramanium to take up special public prosecutor's job in the coal scam case.

The apex court also directed the Delhi HC to name a special judge for coal scam cases within a week.

University of Calcutta to confer a posthumous doctorate on anthropologist Antanas Poska

VILNIUS (Lithuania): In a rare honour, the University of Calcutta has decided to confer a posthumous doctorate on one of the world's greatest explorers - Lithuanian traveller anthropologist AntanasPoska.

In an exclusive interview to TOI, Lithuanian foreign minister Linas Linkevicius said that Poska - the man who undertook an incredible journey to India on a motor bike all the way from Vilnius in 1929 will be conferred the doctorate during the University's next convocation ceremony around September.

Confirming this to TOI from Kolkata, the University vice chancellor Suranjan Das said Poska "symbolised an eastern European's inquisitiveness about India" and was being conferred the doctorate "for his contribution in making India known to the outside world through his extensive writings".

Das told TOI "Poska's feat is unparalleled when it comes to popularising India in Europe. Poska also studied in the University of Calcutta. Developing a close relationship with Lithuania is a priority for the new Indian government and conferring the doctorate will help seal the friendship".

Das said "We have formally confirmed the University's plans to confer the doctorate on Poska. However, it has to be given by the governor of West Bengal who presides over our convocation. Since the earlier governor resigned recently and we are waiting for the chair to be filled, the date of the convocation is yet to be finalised. It could take place around September-October".

Lithuania's ambassador to India Laimonas Talat Kelpsa has plans to bring Poska's daughter Laimute Kiseliene to Kolkata to receive the doctorate.

It was TOI who had unveiled the extraordinary tale of Poska and a never before known facet of his work - the first ever translations of Rabindranath Tagore's works into the Lithuanian language.

TOI had dug out Laimute who is now professor of choreography and dance methodology at Lithuanian University of Education. She for the first time ever unveiled to TOI a set of three binded books with "Tagore" written on them and a small palm sized journal made from birch tree barks.

She had received it from a frail old woman who had showed up at her door one day with these manuscripts.

The handwriting on them was familiar - it was that of her father who had written them during his exile.

Post 1929, when Poska returned to Lithuania from an eight year long journey across the world, the Soviet government packed him off on an 18-year-long exile to Siberia "without any formal reason".

The frail lady then told Laimute that her father had returned from India as one of the biggest admirers of Rabindranath Tagore.

He then translated some of the poet's works into Lithuanian - the first ever for any Indian literature to be done in that country.

Lack of paper during the exile forced him to use birch tree barks to write on. He also wrote poetry during his exiled years, copying Tagore's style.

He had then given the documents to the lady in confidence who then worked in a Soviet controlled publishing house.

He wanted them published but the government destroyed most of his works.

Poska also gave her a note that read "These translations are a small bit of light for all those in despair".

The lady instantly realised that they were "great cultural heritage" and hence hid them from the Soviets.

After knowing Poska is now survived by a daughter, the old lady had landed up at Laimute's door many years later to hand over the manuscripts.

In an exclusive interview to TOI, Laimute had said "I was amazed when I received these manuscripts. He was a great fan of India and I grew up listening to stories of Tagore and Gandhi. My father never told anyone about these translations. Tagore's works made a great impact on my father and hence took great pains to translate them thinking it would help those under Soviet oppression to see hope. These are real treasures of cultural heritage".

"I would gladly give them to any publisher who would publish the translations now. There is nobody in Lithuania to validate the translation," Laimute who has never shown these manuscripts to anyone before, said.

She added "The dream of his life was to translate the Vedas to Lithuanian".

One of the translated works "dated 1932 at Shantiniketan" that TOI saw read in the introduction "While being a guest of a great Indian poet. With his personal help, I have prepared a small present for Lithuanians. This is a pearl of Tagore's work called Fruit Gathering".

Laimute revealed that Poska and Tagore met twice during his stay in Kolkata.

Laimute said "While in Shantiniketan, he waited for three days to meet Tagore. My father later revealed that the first meeting between him and Tagore wasn't warm. Only when Tagore learnt of his interest in India, his travels, he became interested in Poska. Poska had expressed interest to Tagore of translating his works - an offer Tagore didn't like. Tagore supposedly told him he looked down upon foreign translators who he felt 'made it a business to make money from his works'".

Poska in his journals also had nice things to say about the people of Bengal.

"During his next visit to Bengal. Poska found the people to be as warm, kind and creative as Tagore's stories," Laimute said.

Poska met Laimute's mother Maria while on exile.

Laimute was born in Petro Pavlovsk in Kazakystan in 1950. She was nine years old when the family finally returned to Lithuania from their exile.

"Poska was never told why he was being exiled by the Soviets. So when he was ever asked the question, he would jokingly say it is because he stole Stalin's pipe. One of Poska's close friends and linguists from Bengal professor Suniti Kumar Chatterji gifted him a photo of Tagore which he always carried with him," Laimute who took to being a professor of dance after hearing her father's stories on Indian dances, said.

Poska and his co-traveller Matas Å alcius set out for an incredible journey to India on a motorbike in 1929. Their ways parted in Iran and each of them reached India separately in

1930. While Å alcius traversed India and continued his journey east up to the Philippines, Poska stayed on in India for five years, studying at Bombay University, later at Calcutta University and working at the Anthropology Laboratory of the Indian Museum in Kolkata.

He devoted these years to the study of commonalities between Lithuanian language and Sanskrit, Indian Vedas and Lithuanian folklore, making friends among Indian intelligentsia and expressing his passionate support for Indian independence.

He was a passionate advocate of the Esperanto language - international language of peace that was created by Ludwik Zamenhoff of Lithuanian Jewish origin in the end of the 19th Colonial India.

During the Soviet occupation, Poska was arrested for being well travelled and knowledgeable about the world beyond the Iron Wall.

He was first sentenced to hard labour in Siberian gulags, later transferred to Central Asia.

In Osh (Kyrgyzstan), he discovered and described an unknown Palaeolithic settlement and rare fossils.

Laimute finally revealed "Matas Salcius didn't know how to ride a book. So it was father who drove all the way through so many years of travel".

Gas leak in Mahanagar Gas Limited's underground pipeline at Worli creates scare

MUMBAI: Fear gripped the otherwise busy Worli Naka area when a CNG pipeline leading to a nearby petrol pump got damaged resulting in a gas leakage. While nearby residents and shop owners pulled their shutters, the vehicular traffic avoided the route.

The gas line belonged to Mahanagar Gas Ltd (MGL) which is responsible for the city's CNG and PNG supply network. The incident took place at around 2.15 pm which was noticed by the people nearby. MGL's control room too received an alarm immediatey after the leakage started thus averting a major mishap.

Immediately the police nearby alerted the Fire brigade whose personnel reached the spot with fire tenders within 10 minutes. The personnel cordoned off the area following which the repair works were started by the MGL technicians.

"Neither there was any blast or fire nor anyone fell unconscious. The damage has been rectified," said MGL spokesperson. According to sources such incidents do happen during monsoon as soil and water exerts pressure on the underground utilities.

Central Railway announces bookings for Ganesh special trains

MUMBAI: The bookings for Ganesh festival special trains on the Central Railway will commence from July 19.

The bookings will be available for 52 reserved specials. There will also be 38 unreserved special trains during the festival season, officials said. "The special trains will help us clear the rush during the festive time,'' a spokesperson said.

The 01033/01034 reserved special train between Mumbai and Madgaon will have 28 services. Similarly, the 01039/01040 reserved special train between LTT and Karmali (Goa) will have six services and the 01041/01042 reserved train between CST and Goa will have ten services.

There will be two special reserved specials between Mumbai and Kolhapur.

Turkey's 'youngest novelist' dies in balcony fall: Reports

ISTANBUL: A Turkish teenager who won fame as a fantasy novelist has died in a mysterious fall from an Istanbul balcony which police are investigating as a possible suicide, reports said on Thursday.

Eren Demir, 16, earned renown at the age of 12 with his fantasy novel "Kristal Kilic" ("The Crystal Sword") and Turkish media dubbed him as the second youngest novelist anywhere in the world.

Demir was talking to one of his friends on the phone when he plunged 10 floors to his death on Tuesday night from his house in Atakoy, an upscale residential area on the European side of the city.

The young man died on the spot, Hurriyet newspaper reported. Police — who found Demir's destroyed cell phone by his body — were investigating the circumstances surrounding the death which they suspect could be suicide, it added.

Demir's parents, both prominent Turkish psychiatrists, were not at home when their son died.

Demir was a 9th grade student at Uskudar American Academy, one of the most academically rigorous private high schools in Istanbul.

He was a fan of heavy metal, Japanese "manga" comics as well as fantasy and science fiction TV series and had aspired to be a computer scientist, according to a 2011 interview with Turkish media.

He also wrote several articles on child psychology for the non-academic Turkish journal "Psychiatry and Thought".

"The Crystal Sword" takes place in an imaginary country where elves and dwarves live happily together.

According to Turkish media, Demir was the second youngest person to write a full published novel after Switzerland-based Christopher Beale who penned a novel, "This and Last Season's Excursions", when he was six.

Aim to reach 100% rural tele-density in 3-4 years: Telecom secretary

NEW DELHI: Increasing telecom infrastructure at the village level and taking rural teledensity to 100 per cent will be the prime focus areas for telecom secretary Rakesh Garg who took the charge on Thrusday.

"It will be prime objective to take broadband connectivity to village level, that is to increase telecom infrastructure. Second priority is take rural telecom penetration from 44 per cent to 100 per cent in coming 3-4 years," Garg told PTI.

He said Prime Minister Narendra Modi and telecom minister Ravi Shankar Prasad have assigned this task to the department of telecom and his main focus will be to fulfil their vision.

The appointments committee of the Cabinet approved the appointment of Garg, UP Cadre IAS, on July 12 in place of MF Farooqui who superannuated on June 30.

Garg said DoT will overcome all hurdles in way of increasing telecom services in rural area.

"Consumers want to have telecom connectivity in every part of the country. They do not want to stay away from phone. Like it is said that every village should have road, power... similarly, in every village not only telephone but broadband connectivity should also reach," he said.

Telephone connectivity is now no longer limited to voice but people want access to data (Internet), he added.

"We will look at and resolve all issues hampering increase of rural telecom penetration," Garg said.

Government has set target to roll-out optical fibre network in 50,000 panchayats by March 2015, another one lakh by March 2016 and all the 2.5 lakh by March 2017.

The Cabinet has already approved Rs 20,000 crore for this project in October 2011.

CBI court adjourns hearing of Amit Shah's discharge plea

MUMBAI: A special court here on Thursday adjourned hearing of the discharge plea of BJP chief Amit Shah in the Sohrabuddin Sheikh and Tulsiram Prajapati encounter cases after Sheikh's brother told the judge his plea against his predecessor's transfer was pending before the Bombay high court.

CBI court judge B H Loya ordered the hearing on the discharge petition of Shah and similar pleas and bail applications of other accused to be "kept in abeyance" till August 1 after he was informed by Rubabuddin Sheikh's lawyer that he had petitioned the high court seeking revocation of transfer of earlier judge J T Utpat.

Rubabuddin's counsel Feroz Khan told the court that he had written to the HC to seek recall of the order to transfer Utpat to Pune as the Supreme Court had, while transferring the case from Gujarat to Mumbai, said a single judge will conduct the entire trial.

Loya then adjourned the matter till August 1 and asked Rubabuddin to apprise the court of the status of his plea in the high court.

Shah did not turn up before the court again today, saying he was busy in Delhi, and sought exemption from appearance. The CBI opposed his plea saying no plausible reason was given for seeking exemption. However, the court granted Shah's prayer.

Earlier, there was drama in the courtroom when just before the start of the proceedings Khan requested the constable present to ask all accused to vacate as Rubabuddin felt threatened by them. The constable obliged.

Taking note of the incident, judge Loya noted in his order that "(Khan) is made aware that if he has any complaint he should submit to the court and should not interfere in the consideration of the court".

Khan insisted that the accused should only be made to sit in the dock provided for them after which some of the accused were made to sit in the box.

The CBI has charge-sheeted Shah, a former Minister of State for Home of Gujarat, and 37 others, including several police officers, in the two cases of alleged fake encounters.

Afghanistan to begin massive vote audit on Thursday: Official

KABUL: The Afghan election commission is set to start on Thursday an unprecedented audit of all 8.1 million votes cast in the June 14 run-off presidential election, an official said.

The audit, which will take at least three weeks, was agreed by the two rival candidates Abdullah Abdullah and Ashraf Ghani at the weekend following two days of frantic diplomacy by US secretary of state John Kerry.

"The auditing will officially begin on Thursday, it will be done in Kabul and in commission's headquarters," Noor Mohammad Noor, spokesman for the Independent Election Commission (IEC), told reporters.

"National and international observers will be able to observe the process that will take around three weeks."

He said their staff would work in two shifts auditing around 1,000 ballot boxes a day, with NATO forces helping to transport the boxes from across the country to Kabul.

Shortly after the second round run-off on June 14 Abdullah claimed massive fraud had robbed him of victory and boycotted the vote count by withdrawing his team's observers.

The bitter impasse over the vote to succeed President Hamid Karzai plunged Afghanistan into crisis and raised fears of a return to the ethnic violence of the 1990s.

But on Friday, Kerry flew in and after around 48 hours of intense negotiations with the candidates and Karzai the audit agreement was signed.

24 airports including Ahmedabad's to get dedicated cargo terminal

AHMEDABAD: As the Union government plans to expand domestic air connectivity, the civil aviation ministry has identified 24 airports, including Sardar Vallabhbhai Patel International Airport, for developing dedicated domestic air cargo terminals. According to sources, the government plans to create a national logistic network for a faster movement of goods.

The Airports Authority of India (AAI) identified these airports for development of dedicated cargo terminals like those at Coimbatore, Trichy and Mangalore, at a review meeting chaired by civil aviation secretary Ashok Lavasa recently in New Delhi.

"The secretary directed AAI to draw up plans for creating such cargo terminals across the country in sync with the government's plans to establish a national logistics network for faster movement of cargo goods," said a senior official.

"Currently, one or two non-scheduled cargo flights land at Ahmedabad in a week. The dedicated cargo terminal will require infrastructure development as well including inventory capacity building," said R K Singh, airport director.

In 2013-14, city airport handled 51,637 tonne of cargo including gold and silver with over 60% of cargo coming from domestic sector. The cargo at city airport is essentially managed by Gujarat State Exports Cargo Ltd (GSECL).

Terminal 3 which has been lying vacant at city airport is expected to be used for cargo terminal. "All airlines have some or the other arrangements for handling cargo and charge different rates. A dedicated cargo terminal will streamline all the process and rates. This step will definitely boost cargo movement," said Samir Mankad, director, GSECL.

The decision was taken in the backdrop of the recently-created cargo terminal buildings at Coimbatore and Trichy. The AAI has also established separate international and domestic cargo facilities at the Mangalore airport. Similar facilities will be developed at 24 airports too.

Air cargo represents an average of about 10% of the airline industry's revenue and about 35% of goods traded globally is transported by air.

In 2013-14, all operational airports taken together had handled two million metric tonnes (MT) of cargo — 1.4 MT international and 0.8 million MT domestic — registering a 4% growth over the previous year.

According to a study by AAI on air cargo in India, at a growth rate of 5% by 2017-18, air cargo is expected to touch 2,79, 6000 MT in the country and at the rate of 8.2%, it is may touch 4,14,2000 MT by 2022-23.

Eight killed as taxi plunges into Chenab river in Jammu

JAMMU: Eight people were killed after their vehicle plunged into the Chenab river in Kishtwar district of Jammu region on Wednesday, police said.

"A taxi went out of the driver's control and fell into the river at Dachan," a police officer said. "Eight passengers were killed in this accident."

He added two people were injured and three are still missing.

The bodies have been recovered and the injured have been shifted to a hospital.

"Efforts are on to trace the three missing passengers," the officer added.

Pirates attack Malaysian tanker in South China Sea

KUALA LUMPUR: Pirates have attacked a Malaysian tanker and stolen the gas oil cargo before releasing it in the latest attack in Southeast Asian waters, officials said on Wednesday.

The MT Oriental Glory was hijacked late Tuesday in the South China Sea off southeast Malaysia, the navy said in a statement.

Pirates stole its gas oil cargo before setting it adrift with damaged communication equipment and engine, the statement said.

Noel Choong, head of the International Maritime Bureau's Kuala Lumpur-based Piracy Reporting Centre, warned of the increasing number of incidents in the area.

The ship, whose crew was unhurt, was travelling from Singapore to Sandakan in the Malaysian part of Borneo island.

"This is the ninth attack in these waters recently... It's a big concern," he said, urging ships to be vigilant so that pirates could not surprise them.

Earlier this month pirates hijacked a Singapore-managed tanker in the South China Sea, stealing part of its cargo and damaging its communication equipment.

The spate of attacks has raised fears that Southeast Asia's vital shipping lanes could once again become a hotspot for piracy unless countries in the area quickly step up patrols.

Regional cooperation to crack down on the menace has successfully curbed such attacks in the past.

In Bihar, school kids exceed children population: CAG

PATNA: The number of children enrolled in government-run schools was more than their population in the 6-14 age group in Bihar's four districts, revealed a CAG 2013 report.

The four districts are Gaya, Sitamarhi, Khagaria and Kishanganj, says the Comptroller and Auditor General (CAG) of India in its report, released on Tuesday.

In Gaya, 871,428 children were found enrolled in schools, which was more than the population of children (8,58,434) in the district.

Similarly, in Sitamarhi, number of children was 6,65,640 but as many as 6,67,354 were enrolled in schools.

In Khagaria, the number of children was 350,053 but 369,106 were on the school rolls. In Kishanganj, 343,962 children lived in the district but 394,897 were shown as attending school.

According to the report, the school enrollment figure exceeded the actual population by 84,696 children in these four districts.

The report also pointed to two percent enrollment fall during 2012-13 in comparison to the previous year, besides inflated enrolment figures.

"In many schools, presence of children was less than actually shown in the attendance register and the shortage ranged from 10 percent to 99 percent," the report said.

It added that scrutiny of admission and attendance registers of class I in 125 schools in Nawada, Rohtas, Kishanganj and Saran for 2012-13 showed that 5,104 children were shown as enrolled against the admission figure of 3,691.

Other findings of the report said of the 71,762 schools, 357 were running without any teacher while 5,002 schools were making do with just one teacher each as of March 2013.

The number of school dropouts in the state was 9.50 lakh and 43 percent posts of teachers were vacant. As many as 1,896 areas where people reside were deprived of school facility as of March 2012.

Even the student and teacher ratio of 53:1 in 2008-09 worsened to 59:1 during 2012-13. The norm is 40:1.

"Despite availability of funds, only 56 percent new school buildings, 60 percent additional classrooms and 26 percent headmasters' rooms could be completed in the past eight years," the report said.

The report said the objective of universalization of elementary education in the state is yet to be achieved due to "non-preparation of perspective plan or preparation of annual plans on unreliable data, deficient management system, under utilization of funds and resultant non-receipt of central government's share to the tune of Rs.12,231.60 crore".

Paid news issue: BJP MP seeks disqualification of Ashok Chavan

NEW DELHI: The paid news issue was raised in the Lok Sabha on Tuesday by a BJP member who sought immediate disqualification of any member convicted of such malpractices, days after the Election Commission slapped a notice on former Maharashtra chief minister Ashok Chavan.

Raising the matter during the Zero Hour, Kirit Somaiya said the poll panel had served a notice on paid news to an elected representative and urged the government to consider it as it had "adversely affected" the poll process.

The issue was raised two days after the EC slapped a showcause notice on Chavan, a Congress member of the house, for failing to lodge his election expenses as an MLA in a paid news case and asked him why he should not be disqualified.

Somaiya alleged that a lot of money was being spent on publishing advertisements and paid news by some candidates and those who do so "should be disqualified promptly."

"Urgent action is required to deal with such cases," the BJP member from Mumbai Northeast said.

Mumbai: Central Railway to run 90 special trains for Ganesh festival

MUMBAI: The Central Railway will run 90 special trains to cater to the rush during Ganesh festival.

"We will run 52 reserved special trains and 38 unreserved trains during the ensuing Ganesh festival," said CR spokesperson A K Singh. There will be 28 reserved specials between Mumbai and Madgaon. The trains for Madgaon will leave CST at 12.20am for six days (except Thursday) from August 26 to September 10 and reach destination 2.10pm same day.

The train from Madgaon will leave at 2.40pm (except Thursday) from August 26 to September 10 (14 trips) and will arrive CST at 4.35am next day.

The halts will be at Dadar, Thane, Panvel, Roha, Mangaon, Veer, Khed, Chiplun, Savarde, Aravali Road, Sangameshwar, Ratnagiri, Adavali, Vilawade, Rajapur Road, Vaibhavwadi Road, Nandgaon Road, Kankavali, Sindhudurg, Kudal, Zarap, Sawantwadi Road, Madure, Pernem, Thivim and Karmali.

There will be six services for reserved specials between LTT and Karmali from August 25 and 10 services of specials between CST and Karmali from August 26 among other services, officials said.

Sources said that Western Railway too has planned 26 specials for Ganesh festival.

18 dead after Filipino rebels attack tribesmen

MANILA, Philippines: Dozens of communist rebels attacked armed tribesmen, who were later reinforced by army troops, in a southern Philippine province on Tuesday, igniting pockets of fighting that killed 18 combatants, military officials said.

It was one of the bloodiest, single-day attacks this year from Marxist insurgency, which has been going for 45 years.

New People's Army guerrillas attacked Manobo tribesmen in a village of Prosperidad town in Agusan del Sur province after dawn, sparking a two-hour gunbattle that killed 12 insurgents and four tribesmen, said army Maj. Gen. Ricardo Visaya.

Visaya said army troops were deployed to reinforce the tribesmen and block possible escape routes of the guerrillas, igniting more fighting in nearby villages that killed a soldier and another rebel. Army troops tipped off the Manobos about a possible rebel attack, allowing the tribesmen to brace for the battle, he said.

The Maoist guerrillas withdrew into the woods, and army troops, backed by rocket-firing helicopters, pursued them, military officials said.

The rebels were trying to recruit the tribesmen, but that turned violent when the tribesmen refused, according to regional military commander Lt. Gen. Rainier Cruz.

It was not immediately clear if the fighting was linked to longstanding rivalries over control of small gold-mining activities in parts of Agusan del Sur, about 830 kilometers (515 miles) southeast of Manila.

"The Manobos didn't want to be disturbed. They would like to have a peaceful community," Visaya told reporters.

The guerrillas have been fighting since 1969 but the number of their armed fighters has dwindled over the years due to battle setbacks, surrenders and factionalism. But they still remain one of the country's most serious security threats.

Govt urges UPSC to postpone Civil Services preliminary examination

NEW DELHI: Amid demands by Civil Service aspirants for scrapping the CSAT test, government on Tuesday urged the Union Public Service Commission (UPSC) to postpone the preliminary examination scheduled next month till there is clarity on the syllabus and exam pattern.

"We are also urging upon the UPSC and the committee that was constituted to look into the matter that not only report be constituted at the earliest, considering the urgency of the matter and the concern of all sections of the society... they should also consider postponing the date of the preliminary examination," Union minister Jitendra Singh told reporters outside Parliament.

The prelims entrance exam is scheduled to to be held on August 24.

On Monday, ABVP activists had staged protests outside the UPSC office demanding scrapping of Civil Services Aptitude Tests (CSAT), saying such a pattern was putting Hindi language aspirants at a disadvantage.

Singh, who is also minister of state for department of personnel and training and Prime Minister's Office, said, "Till the report about the final conclusions in the matter is out, these young guys and girls would not be able to make out the kind of preparation they have to do for the exam.

"Therefore, till there is a clarity over the syllabus and exam pattern they should be given sufficient time. It is quite legitimate on their part that we are suggesting to concerned authorities to consider postponement of the preliminary examination of IAS (UPSC) exams," he said.

A group of students also met Singh over the issue today. The minister said senior officials would meet the protesting students and urge them to end their hunger strike.

"We were all deeply concerned when we found our students were resorting to hunger strike. We have succeeded in convincing them. They should not resort to such extreme measures," he said.

Recruit northeast Indians in government service, police: Report

NEW DELHI: A committee of retired bureaucrats formed by the home ministry in wake of the murder of Arunachal Pradesh youth Nido Tania has recommended people from northeast be recruited in the city police force and other government departments.

The committee has submitted an 800-page report to minister of state for home Kiren Rijiju. The report makes several recommendations including cultural awareness about the region and inclusion of Northeast culture and history in textbooks. Drafted after consulting over 1,500 individuals, organizations and departments in Delhi, Mumbai, Pune, Chennai, Hyderabad and Kolkata, the report was submitted to the home ministry on July 11.

North East India Forum Against Racism (NEIFAR), the only non-government body that was co-opted in to the committee, said they are eagerly waiting for the report to be reviewed and publicized by the ministry.

A member of the committee said recruitment of people from Northeast in police is one of the most important integration strategies. "Meetings with the community revealed that having people from the Northeast in all services, particularly police, can help a lot. The DGP Chennai, Kolkata metropolitan police chief and Mumbai police chief also had the same views during meetings. Even Delhi municipal officials told us that having them in the corporation can help," the NEIFAR member said. The report calls for cooperation of various departments including the ministry of culture, labour department and tribal affairs department to initiate effort to integrate the community.

Members of NEIFAR claimed that "three members of the committee who are also legal experts recommended an anti-racial law but others were of the view that existing laws should be strengthened or amended. It is up to the ministry to decide this," he said. The committee, headed by MP Bezbaruah, former IAS officer and member of North Eastern Council, also recommended that labour laws be reviewed to address harassment of people from Northeast in the unorganized sector. "We have also suggested that the ministry of tribal affairs review its policies as their schemes are very traditional and meant only for people still living in remote parts of the Northeast. The SC and ST communities from Northeast have started moving to cities in large numbers, so they need policies to protect them here," said another member.

Members of NEIFAR said they were apprehensive that these recommendations may be ignored and the report itself may be "forgotten" like many other government reports. To address this, members have recommended that a standing committee be constituted by the home ministry immediately to oversee implementation.

Govt to change laws to permit cars to run on different fuels, Nitin Gadkari says

NEW DELHI: Government will make necessary changes in law and bring it on par with international standards to enable cars, especially those running on bio-fuels, to ply on Indian roads, road transport minister Nitin Gadkari on Monday said.

He said the government will try to introduce the changes in the next session of Parliament.

"There is a requirement to make changes in the law and bring it on par with international standards, which can enable us to permit cars that run on different fuels, especially bio-fuel.

"We will try to introduce the changes in the next session of Parliament. The government has already announced to make necessary changes in law for e-rickshaws that will give employment to over 2 lakh people," Gadkari said.

He was addressing delegates at a seminar organized by BJP's non-conventional energy cell at the party headquarters. Gadkari said suggestions would be sought from delegates before taking a policy decision is taken over the issue.

He said the ministry would also study automobile laws in the United States, Canada, Brazil and Germany before making any change.

Gadkari, who also holds additional charge of rural development ministry, said there was a need to look for alternative sources of fuel as the country imports fuel and edible oil worth more than Rs 6 lakh crore and Rs 800 crore respectively.

"There is a need to diversify agriculture and make better use of waste land in villages. Ethanol could be made from different sources, especially from biomass of cotton straw and sugarcane. But biomass can also be used to produce bio-digester CNG.

"We will try to see if a biodigester can be set up in every village. This can enable people to use bio-gas for different activities," Gadkari said.

Metal removed from Pune blast survivor's head, handed over to police

PUNE: A metallic substance which was part of a ball bearing was surgically removed from the head of one of the five injured in the July 10 low intensity blast here.

The operation was carried out at a private hospital on Sunday after the blast victim, Jaswant Singh, discharged after first aid on the day of explosion, complained of persistent headache and nausea to the owner of the 'Vada Pav' shop where he worked.

The owner of the snack centre, located adjacent to the blast spot, Datta Jadhav, said that he took Singh to the private hospital as the CT scan machine at the government-run Sassoon hospital was not functional.

Singh was successfully operated for removal of a 1mm metallic substance from the rear of his head and was in a stable condition, a hospital spokesman said.

The removed metal part was handed over to police by hospital authorities along with his medical reports, he said.

The low intensity explosion set off by an IED planted in a stolen motorbike at Faraskhana police station's parking lot here on July 10 had resulted in superficial wounds to five people including Singh, whose re-admission to hospital resulted in detection of a major head injury.

Strong 6.4-magnitude earthquake hits off Philippines, no damage

MANILA: A strong 6.4-magnitude earthquake was detected at sea in the southern Philippines today, the US geological survey said, but there were no reports of damage and no tsunami warning issued.

The Philippine Institute of Volcanology and Seismology measured the quake at 6.1 magnitude.

The quake was detected 88 kilometres southeast from the coastal town of Don Marcelino but was barely noticed by residents, said the chief government seismologist Renato Solidum.

"It is not alarming," he said. The quake was tectonic in origin and had a depth of about 10 kilometres, he added.

BJD accuses govt of ignoring Odisha's interest on Polavaram project

NEW DELHI: BJD on Monday accused the government of being "unresponsive" to its objections on raising the height of the Polavaram project and claimed that thousands of tribals would be affected by it in four districts of Odisha.

"We have raised the issue during Zero Hour today. On Friday, when the Andhra Pradesh Re-organisation (Amendment) Bill had come for the transfer of certain areas of Telengana to Andhra Pradesh, we had raised the issue.

"The manner in which the government is going ahead with the Polavaram project is totally unfortunate and is against the interest of Odisha," party MP Bhartuhari Mahtab told reporters outside Parliament.

He said the affected four districts of Odisha are observing hartal today against the construction of Polavaram project because it will "inundate" large parts of land.

He also accused the UPA and the previous Andhra Pradesh government of taking a one sided "unilateral" decision of raising the height of the project following which Odisha government took the matter to the Supreme Court.

"Therefore, since the matter is under consideration, no decision should be taken which would trample the rights of the tribals," he said.

Government decides to digitize and micro-film all files of home ministry

NEW DELHI: Assuring members in Rajya Sabha that not a single file pertaining to India's freedom struggle was destroyed by his ministry, Union home minister Rajnath Singh on Monday told the Upper House that the government has decided to digitize all the files.

"Prime Minister Narendra Modi has advised us to scan, micro-film and digitize all the files...we have nothing to hide ... we are an open government (khuli kitab) ... we have already taken the decision to digitize all the files," said Singh while responding to members' concern over the destruction of 11,100 files by his ministry.

The home minister said that the government would not do anything to disturb the continuity (flow) of history. "History is not being destroyed or re-written ... Members should not worry ... their apprehensions are misplaced," he said, while clarifying that all the 11,100 files were destroyed under a well laid-down rules/procedures.

He also emphasized that many files were destroyed (weeded out) as per the decision taken by the UPA government during 2012-13.

Seeking clarification on the issue, CPM member Sitaram Yechury said, "India is the only country which has no rules on transferring the files to National Archives. We can find files of Mughal era and British period, but we can't find files of independent India."

He even wanted to know the reasons which prompted the new government to destroy the 11,100 files, if not the 1.5 lakh files alleged earlier.

The home minister, on his part, reminded the members of his suo motu statement over the allegation in Parliament on July 11.

Giving details of the status of files in the backdrop of the recent decision, Singh had, on July 11, said, "The Prime Minister had discussions with all the secretaries to government of India on June 4, where he stressed on improving work culture and work environment including hygiene and cleanliness of the work space. This was followed up by a written instruction by the cabinet secretary."

The cabinet secretary had accordingly asked the ministry that "files and papers should be weeded out in accordance with the rules of record keeping ... This exercise should be completed within three-four weeks."

"In accordance with the instructions mentioned above, files lying in the different sections of the ministry of home affairs were reviewed and a total of 11,100 files were destroyed, during the period June 5 to July 8," said Singh.

He said, "I would like to inform the august House that none of the 11,100 files so destroyed, relate to Mahatma Gandhi's assassination. This is also to inform that none of the files so destroyed, related to either Rajendra Prasad, Lal Bahadur Shastri or Lord Mountbatten as alleged by the MPs."

He also informed, "Fifty-two and 67 sets of exhibits containing 11,186 pages relating to Mahatma Gandhi assassination are in safe custody of National Archives."

US, Iran say major disputes remain in Vienna nuclear talks

VIENNA: US secretary of state John Kerry on Sunday said that there were major differences between Iran and six world powers negotiating on Tehran's nuclear programme, remarks that were echoed by a senior Iranian negotiator.

"Obviously we have some very significant gaps still, so we need to see if we can make some progress," Kerry said ahead of meetings on Iran with European Union foreign policy chief Catherine Ashton and other European foreign ministers who came to the Austrian capital to join the talks.

Kerry's sentiments were echoed by a senior Iranian negotiator, deputy foreign minister Abbas Araqchi, who was quoted by state television as saying that "disputes over all major and important issues still remain. Wall collapses in Mumbai's Tardeo, 2 people killed, 5 injured

MUMBAI: Two people died after the wall of a building in Tardeo collapsed on them.

Five people were injured in the incident and they were rushed to the hospital. Two of them were declared dead, one is critical and two were treated and sent away.

Pakistani held with Indian currency in Bangladesh

DHAKA: A Pakistani national was detained at the Shahjalal International Airport on Sunday for carrying a large sum of Indian currency.

The airport officials said Abdur Rahim,35, came to Bangladesh on a Qatar flight July 7, bdnews24.com reported.

He went to the airport early Sunday to retrieve two bags, Israt Jahan Ruma, assistant commissioner (customs), said.

Around Rs 5 million (about $83,000) in cash were found concealed in the bags.

However, it was not immediately clear whether the banknotes were fake or real and whether the man holding a Pakistani passport was a member of any racket. Investigation is going on.

US lawmakers expected that a promising budget deal reached after a government shutdown last year would herald a new normal for passing annual spending bills, moving Congress away from the crisis-driven approach and resulting economic jitters of recent years.

But the spending bills have been derailed in the Senate by election-year politics and a war over Republican amendments that range from thwarting curbs on power-plant carbon emissions to restoring potatoes to a government nutrition assistance program.

With a new fiscal year looming on October 1, a stopgap funding measure of the type that has kept the federal government afloat in fits and starts for five years looks increasingly likely, along with the risk of another government shutdown.

Congress starts a five-week recess on August 1 and has about 10 work days in September before lawmakers break for a month of campaigning for November congressional elections.

"Prospects don't look good at the moment" for the 12 spending bills, said Senator Richard Shelby, the top Republican on the Senate Appropriations Committee. "This is an election year and this is tough politics."

Nothing has illustrated that sentiment more vividly than the brawl over an amendment fighting new Environmental Protection Agency rules to curb power plant carbon emissions that Senate Republican leader Mitch McConnell tried to attach to a package of three spending bills.

McConnell, locked in a heated re-election fight in coal-rich Kentucky, argued that a simple majority for amendments should apply to appropriations bills, rather than the 60-vote threshold he has insisted on in the past.

As the pro-coal amendment was likely to draw significant support from Democrats also facing re-election battles, Senate Majority Leader Harry Reid refused to budge on the 60-vote threshold and pulled the three bills from the floor in June.

The two sides remain deadlocked.

Ross Baker, a political science professor at Rutgers University in New Jersey, called the dispute election-season "trench warfare," with Reid moving to protect his vulnerable majority from votes that might cost Democrats seats in November.

Lawmakers had seen a strong chance of properly executing their constitutional spending powers this year because the post-shutdown budget deal had set top-line spending levels for discretionary programs for two years, eliminating a major source of division. All they had to do was divide up the money.

Now some on Capitol Hill are wondering what lawmakers' work will come to this year if that opportunity is squandered. Allocating taxpayers' money makes up a significant part of Congress's work: about a third of the House of Representatives' roll call votes so far this year, 115 out of 378.

Getting nowhere

"It seems to me we spent all week doing, so much of the time, nothing," Reid said during an appropriations debate last month. "Sadly, I am sorry this is the norm around here."

Things are somewhat better in the Republican-controlled House, where six of 12 spending bills have passed. But the latest, a $34 billion energy and water programs bill approved on Thursday, drew a veto threat from the White House because it included provisions to block some new environmental regulations.

The last time Congress succeeded in passing all 12 bills on time was in 1996. In almost 40 years, lawmakers accomplished the task just four times.

Greater political polarization has increased Congress's reliance on stopgap measures to fund the government, political science professor Sarah Anderson found in a 2012 study at the University of California, Santa Barbara.

Anderson said spending bill delays are even longer when one party is split. With the rift between mainstream Republicans and the conservative Tea Party wing, the situation now is "probably pretty close to as bad as it gets," she said.

Senate Appropriations Committee Chairwoman Barbara Mikulski, a Democrat, is refusing to give up on the spending bills. She insists she has not started work on a continuing resolution, or CR, to extend funding past September 30.

A CR would rely on the previous year's funding levels until lawmakers hammer out a final bill. This places a burden on federal agencies, making it impossible for them to carry out some basic functions such as hiring because of budget uncertainty.

Mikulski did not rule out an "omnibus" spending bill that combines individual appropriations bills and acknowledged that amendments are threatening to derail the process.

"For anybody that has other amendments, leave us alone. Let us get our bills done," she implored in a committee hearing on Thursday.

The same politics driving those legislative embellishments — looking good in an election year — may help avoid a government shutdown a month before voters go to the polls.

"I think both parties would ultimately vote for a CR," said Shelby, who is from Alabama. "Nobody wants to shut the government down."

Allow UN team to stay in Chennai to conduct probe into war crimes in Sri Lanka: PMK

CHENNAI: PMK chief S Ramadoss on Sunday said India's decision not to extend support to a UN probe into the alleged war crimes in Sri Lanka is shocking.

The PMK is an ally of the ruling BJP.

Ramadoss said India should allow the UNHRC team to stay in Chennai and conduct the inquiry in the wake of Sri Lankan parliament's recent resolution not to allow the probe team into the country.

Ramadoss was reacting to media reports that external affairs minister Sushma Swaraj had told her Sri Lankan counterpart, GL Peiris, that the Modi government would uphold the objections to a UN probe that India articulated in April while abstaining from a vote against Colombo.

"We feel that international bodies need to address human rights concerns in a cooperative manner with the countries concerned, and not in a punitive manner," foreign ministry spokesperson Syed Akbaruddin said after the meeting between Sushma and Peiris in Delhi on July 11.

Ramadoss said, "It is regrettable that the foreign minister and the official spokesperson assured the Sri Lankan government that the Indian government would follow the previous UPA government's stand."

When the previous government took a neutral stand on voting for a UN probe, political parties in Tamil Nadu opposed it, according to him.

Countries, including the US, England and Canada, had been demanding an independent international inquiry against Sri Lanka, Ramadoss said.

Even five years after the end of the civil war, the Sri Lankan government had not taken any action against the war crime accused. Instead, the government had been inflicting suffering on the Tamils with the help of the armed forces, he alleged.
