The NCPRI activists said people have the right to know about political parties which are run on the money donated by the public. So, the amendment curtailing the right to know is unconstitutional and cannot be taken without discussing it with the public and taking its consent, they added.
The Central government has proposed amendment to exclude political parties from the RTI Act. The move came after the Central Information Commission last month declared the political parties as public authorities, hence liable to part information to public under the RTI Act.
On behalf of the NCPRI, the letter has been signed by activists Aruna Roy, Anjali Bhardwaj, Nikhil Dey, Shailesh Gandhi, Shekhar Singh, Harsh Mander, Venkatesh Nayak, Bhaskar Prabhu and Rakesh Dubbudu.
Describing the proposed amendment as unfortunate, NCPRI in its letter has said that the government had assured in Parliament that there would be meaningful and widespread public consultation before any amendment in the RTI. But, now the government has gone back on its word, the letter states.
The NCPRI said if the government felt that the CIC order was not legally sound, then it should have appealed in the court. The activists have also asked political parties to clear their stand on the proposed amendment. Parties have also been asked to explain if they want exclusion from RTI, they why all other private/NGOs, which are substantially financed by the government, come under the ambit of the RTI law.
