Senior US official meets relatives of Tibetan self-immolators

WASHINGTON: Families of three Tibetans who recently set themselves ablaze to protest China's oppression in Tibet, met this week with a top American diplomat in charge of human rights issues, a senior US official confirmed.

The meeting between the assistant secretary of state for democracy, human rights and labor, Michael Posner, took place at the Foggy Bottom headquarters of the State Department on Thursday, the official said, without giving details of the family members, for safety reasons.

"He (Posner) expressed our deepest condolences and our grave concern for the spiraling violence and harsh crackdown in Tibetan areas as well as, you know, grief with regard to the self-immolations," State Department spokesperson Victoria Nuland told reporters here.

"I think in order to protect them and their families, I won't go into any more details," she said.

"Altogether there were three families. I don't have the details," she said.

"You know our policy with regard to this and our concerns. We remain very concerned about rising tensions that result from counterproductive policies, including those that limit freedom of religion, freedom of expression, freedom of assembly and association in Tibet," Nuland said.

"We are disturbed by reports of violence between police and student protesters that left 20 students injured after a protest earlier this week by approximately a thousand Tibetan medical students in Qinghai province against a government-issued booklet which derided the Tibetan language, the Dalai Lama and self-immolators," she said in response to another question.

"We are going to continue to raise this publicly and privately and urge the Chinese government, at all levels, to address policies in Tibetan areas that have created tensions and that threaten the distinct religious, cultural and linguistic identity of the Tibetan people," she said.

Anna Hazare says he will campaign only for Arvind Kejriwal's party

BHUBANESWAR: Social activist Anna Hazare on Saturday said he will campaign only for candidates put up by Arvind Kejriwal and ruled out the possibility of supporting people from other parties.

"I will campaign only for Kejriwal's candidates," Hazare told reporters here. "There may be good people in other parties but who has the control?"

Criticizing other political parties for indulging in politics in the name of caste and communities, the 75-year-old activist also accused them of practicing unfair means to collect donations.

He said other political parties collected huge donations from vested interests and corporates but break them into amounts less than Rs 20,000 to hide the identities of the donors.

He also accused political parties of being controlled by individuals.

"I know Kejriwal. He has not done anything for himself. He is doing everything for the country," Hazare said, reiterating that he will however examine the candidates and back them only the deserving ones.

"I will check them. If they are found to be good, if they are proper candidates, I will campaign for those candidates," he said.

The India Against Corruption founder is on a three-day Odisha visit since Thursday. He addressed students, farmers and others.

Four engineering students injured during ragging in Mathura

MATHURA: Four students were seriously injured when an altercation broke out between them and their seniors at an engineering college over an alleged ragging incident here in the district, police said.

On Thursday night, some senior students of BSA Engineering college here tried to rag their juniors. Following which an altercation broke out which soon turned violent injuring four junior students.

The college warden reached the spot on time and the situation was brought under control, college registrar Bhagwan Das said.

Six senior students have been expelled from the hostel, he said.

The college discipline committee will take appropriate action in the incident, he said.

At least 32 killed as Congo plane hits houses, says Red Cross

BRAZZAVILLE: A cargo plane crashed into houses near Brazzaville airport while attempting to land during a thunderstorm on Friday evening, killing at least 32 people, a Congolese Red Cross official said on Saturday.

"We have already pulled 32 bodies from the crash site, but the search is ongoing, there could be more victims," the official said, asking not to be named.

The Soviet-made Ilyushin-76 cargo plane was coming from the Pointe Noire, the commercial capital of the Central African state.

Gujarat government demands resignation of Governor Dr Kamla

AHMEDABAD: The Gujarat government today demanded resignation of the state Governor Dr Kamla, saying it would make way for a "free and fair enquiry" into an alleged land scam pending against her in Rajasthan.

The demand from Gujarat government comes at a time when a metropolitan court in Rajasthan has ordered enquiry against the samiti members of a co-operative society, of which Dr Kamla is an executive member.

"How can a samiti in which Governor is an executive member flout the norms of co-operative act and demand transfer of plot in the name of each member showing its value at Rs 11 lakh as against Rs 3.5 crore of each plot," state government spokesperson and health minister Jayanarayan Vyas said.

"Now metropolitan court on November 20, 2012 ordered enquiry against the samiti members, so it would be fair on the part of the Governor to resign to allow free and fair enquiry," he said.

He also asked how a Governor can participate in the meetings of a society as executive member and sign minutes and become part of an illegal resolution.

Earlier, in May this year, BJP general secretary Kirit Somaiya, who is also coordinator of the party's Anti Corruption Cell, had alleged that the Governor had tried to acquire a huge chunk of land in Rajasthan by submitting false information about herself.

Dr Kamla had said she is a farmer and claimed to daily spend 14-16 hours to develop lease land and demand adequate compensation of residential and commercial plots in Jaipur city, he said.

The information is totally incorrect and false, Somaiya had said wondering how can a Governor spend 16 hours daily in the farm.

Governor's relationship with Modi had turned soured after she appointed Retd Justice R A Mehta as Lokayukta of Gujarat bypassing the state government last year.

The case of appointment by the Governor is pending in the Supreme Court.

Indian Air Force fighter jet crashes in Sikkim, pilot seriously injured

GANGTOK: A Jaguar fighter aircraft of Indian Air Force crashed in a forest near Lik in Upper Dzongu in north Sikkim on Friday, with the pilot suffering serious injuries.

The fighter jet crashed at 1:15pm with the pilot, Flight Lieutenant Yogesh Yadav, suffering critical injuries and the wreckage catching fire, Colonel Gurung of 27 Mountain Division stationed in North Sikkim told reporters.

According to eyewitnesses, there was a loud bang before the pilot bailed out.

Local people reached the crash site and rescued the pilot who was conscious and taken to a school at Lik, Col Gurung said.

The Army and Airforce were trying to land a helicopter in the schools grounds to evacuate the pilot to Siliguri, he said.

If the helicopter is unable to land, the pilot would have to be carried from Lik to the North Sikkim Highway from where he would be taken by road, he said.

The fire, which broke out in the wreckage of the aircraft, was under control, Col Gurung said.

The aircraft had taken off from Bagdogra airport near Siliguri in West Bengal, he said.

Parliament adjourned for the day after demise of IK Gujral

NEW DELHI: Both the Houses of Parliament were adjourned on Friday after news came in about the demise of former Prime Minister I K Gujral.

Home minister Sushilkumar Shinde made the announcement in both Lok Sabha and Rajya Sabha that Gujral (92) passed away in Medanta Hospital in Gurgaon at 3.31pm after a multiple-organ failure.

After the announcement, the two Houses adjourned for the day as a mark of respect to the departed leader.

Shinde made the announcement in the Lok Sabha when Arjun Ram Meghwal (BJP) was deliberating on a private member resolution seeking an action plan to rehabilitate persons displaced from Pakistan.

Meghwal had introduced the resolution on August 17 in the House during the Monsoon session.

Shinde made the announcement in Rajya Sabha immediately after withdrawal of a private member's resolution seeking electoral reforms and transparency in political funding.

The resolution was moved by Bhupender Yadav (BJP) on which law minister Ashwani Kumar had just finished his reply.

Foodgrain pricing panel asked to rework wheat MSP: Pawar

NEW DELHI: Government has rejected a top foodgrain pricing panel's recommendation for keeping unchanged the minimum rate to be paid this year to wheat farmers at Rs 1,285 per quintal, Agriculture Minister Sharad Pawar said today.

The government has asked Commission for Agricultural Costs and Prices (CACP) to rework the minimum support price (MSP) of wheat for 2012-13 keeping in mind the rise of cost of inputs like fertiliser and diesel, he told Rajya Sabha during Question Hour.

The CACP had recommended that MSP for wheat in current year should be the same as last year's level of Rs 1,285 despite cost of production going up from Rs 927 per quintal in 2011-12 to Rs 1,128 in the current year.

The MSP for wheat in 2010-11 was Rs 1,120 per quintal when cost of production was Rs 826, he said.

"The CACP recommendation has not been accepted by us," he said adding the expert panel has been asked to "go in-depth" into input costs like fertiliser, oil and labour charges in submitting a revised proposal.

"In next 15 days, we will announce the final price (for current year)," he said.

Pawar said MSP for paddy for current year was fixed at Rs 1,250 per quintal considering a cost of production of Rs 1,152. In the previous year, MSP was Rs 1,080 as against a cost of production of Rs 888 per quintal. In 2010-11, farmers were paid Rs 1,000 per quintal when their cost of production of paddy was Rs 742.

"The cost of production of agricultural commodities depends upon their yields as well as prices of various inputs like labour, seeds, fertiliser, pesticides, irrigation charges and mechanisation," he said.

The rise in cost of production is addressed through the mechanism of MSP.

New Jersey bridge collapses, train derailed; chemical leak reported

PAULSBORO, New Jersey: A rail bridge over a creek in southern New Jersey caused a Conrail freight train to derail, spilling hazardous chemicals at the scene, police said on Friday.

The incident occurred in Paulsboro, New Jersey, at a crossing near the Delaware River, police said. Paulsboro is just over the river from Philadelphia.

Additional details were not immediately available. Television images of the scene on CNN showed several cars partly submerged in the creek.

Conrail is jointly owned by rail operators CSX Corp. and Norfolk Southern Corp.

Law soon against use of dry toilets: Jairam Ramesh

BHOPAL: Union minister for Panchayat and Rural Development Jairam Ramesh on Friday said that the Centre will soon formulate a law to prosecute users of dry toilets. They could even be sent to jail.

Jairam Ramesh was in here in the Madhya Pradesh capital to address a rally organised for the eradication of manual scavenging. A large gathering of women from across the country who have left manual scavenging as a source of livelihood with the assistance of self-help groups started a march from Bhopal to New Delhi on Friday afternoon. The march named the Maila Mukti Yatra under the Rashtriya Garima Abhiyan (National Campaign for Dignity and Eradication of Manual Scavenging) will cover 200 districts through 18 states and reach New Delhi on January 31.

According to the 2011 census, there are still 26 lakh dry toilets in the country. Forty per cent of these are in the rural areas while 60% are in urban India. Every state government and the Centre keep appearing before the Supreme Court to claim total eradication of manual scavenging. But the truth is there are still two to three lakh families in the country who continue to work as manual scavengers. It is unlawful and we are concerned,'' Jairam Ramesh said.

The Union minister told the gathering that women self-help groups that work towards eradication of manual scavenging of dry toilets will be given priority under the National Rural Livelihood Mission. Such self-help groups will be provided bank loans and necessary training. He said it will take another decade for the country to be rid of the practice of open-area defecation. Some states have successfully overcome the problem.

Ramesh said that Sikkim was the first state of the country where practice of open-area defecation was eradicated followed by Kerala, Haryana and Himachal Pradesh. The minister for rural development informed that Rs 1500 crore will be utilised to convert dry toilets into flush lavatories under Nirmal Bharat Abhiyan. Ramesh said that India has made unprecedented progress in all sectors but it is unfortunate that 60% women still defecate in the open.

Only 22 of 1,517 housing projects completed under JNNURM: CAG

NEW DELHI: Only 22 of the 1,517 housing projects approved under Jawaharlal Nehru National Urban Renewal Mission were completed by the due date of March 2011, the Comptroller and Auditor General has stated, while noting that the ministries of central government were "not equipped" to monitor a project of this magnitude.

The report, which was tabled in the Parliament today, also observed that a crucial objective of bringing about reforms in the governance of Urban Local Bodies (ULBs) could not be achieved through the scheme.

"We observed that a total of 1,517 and 1,998 housing and infrastructure projects respectively were approved for implementation between 2005 and 2011. However, as on 31 March 2011, in respect of the housing projects, only 22 of the 1517 approved projects were completed," the CAG report said.

"The status of dwelling units within these housing projects was only marginally better but remained low as only 26 per cent of approved dwelling units had been completed. In respect of urban infrastructure projects, we observed that out of the 1,298 projects approved, only 231 projects (18 per cent) were completed," the report stated.

The JNNURM is a central government scheme which is implemented by the ministries of Urban Development and Housing and Urban Poverty Alleviation with an aim to improve infrastructure and governance in Indian cities.

In the report, the CAG stated that the ministries of the central government were not equipped to monitor a project of JNNURM's magnitude.

Only 11 out of 216 sample projects selected by it for the period 2005-06 to 2010-11 had been completed and also referred to "various deficiencies" that it found in the implementation of these projects, the report stated.

"This included deficient preparation and appraisal of detailed projects, non availability of land, escalation in costs, change in design and scope etc. In the housing projects many dwelling units remained incomplete primarily for want of land," it said.

The report said that against an allocation of Rs 66,084.66 crore by the Planning Commission, the Government of India had only made an allocation of Rs 37,070.15 crore of which only Rs 32,934.59 crore had been released by March 31, 2011.

Chhattisgarh asks centre to exempt it from cash subsidy transfer scheme

RAIPUR: Armed with strength of Chhattisgarh's effective PDS system, chief minister Raman Singh on Thursday said his government was not in favour of cash subsidy to the beneficiaries in Targeted Public Distribution System saying that the state be exempted from the proposed cash transfer scheme.

"The present system was the only and viable and convenient option for access to food grains in the rural areas", he said in a letter to Prime Minister Manmohan Singh

Referring to the pilot project for transfer of cash subsidy through ration cards to the beneficiaries of various government schemes in 51 districts in the country and there were lot of problems in implementation of cash subsidy transfer under PDS. "In my view, Fair Price Shops under PDS are the only viable and convenient option for access to food grains in rural areas in the State. Financial inclusion and availability of IT infrastructure are preconditions to any scheme of cash transfers. There are substantial problems in the State on both accounts", the chief minister said it would be difficult to fix the monthly cash subsidies in view of fluctuation in market prices.

Singh said the system is also vulnerable to misuse of cash subsidy amount by the male heads of the households or purchase of non PDS commodities which would defeat the very purpose for which the subsidies are proposed to be transferred.

Pointing out that Chhattisgarh has been pioneer in terms of reforming the PDS and the state Model has not only been recommended for replication in other states by the centre, he said it has been the experience of the state that substantial improvement in service delivery at the Fair Price Shops could be achieved by bringing about qualitative changes in the existing system through reforms and by close monitoring of the whole PDS supply chain, substantially reducing instances of diversion and leakages in the PDS.

Stating that any changes in present PDS should only be implemented if the same result in better convenience to the beneficiaries, Singh said since implementation of PDS at state level is the responsibility of State Government, any changes in the system should be done only with the consent of State Government.

He said the state government was committed to reforms in PDS and is of firm belief that substantial improvement in PDS service delivery can be achieved through reforms and monitoring. Hence the State does not agree with transfer of cash subsidy to the beneficiaries in Targeted Public Distribution System (TPDS) and Chhattisgarh be exempted from the proposed cash transfer scheme, he added.

MUMBAI: The Securities Appellate Tribunal today dismissed an appeal by two Sahara group firms against Sebi in the high-profile case involving refund of about Rs 24,000 crore with interest to about 3 crore investors.

Sahara firms in their appeal had sought the tribunal's intervention in refund of investors' money and had accused the market regulator Sebi of wrongly charging them of non- compliance with a Supreme Court order in this regard.

The tribunal, however, said that any further direction in the case can be sought for and granted by the Supreme Court alone and dismissed the appeal.

"We, therefore, find the appeal premature as well as non-maintainable. Dismissed," the Securities Appellate Tribunal (SAT) said in its order passed today.

Passing the order on the appeal filed on November 27, SAT observed that "a contempt petition filed by the respondent Board (Securities and Exchange Board of India) and a review petition filed by the appellants (Sahara group firms) against the order dated August 31, 2012 are already pending before Supreme Court."

The apex court had asked Sahara India Real Estate Corporation Ltd (SIRECL) and Sahara Housing Investment Corporation Ltd (SHICL) to refund an estimated Rs 24,000 crore with an annual interest of 15 per cent, while Sebi was directed to facilitate the refund of this money to about three crore bondholders of the two firms.

The Supreme Court had asked these companies to furnish the documents related to these investors to Sebi within 10 days and refund the money within three months, failing which the regulator was asked to freeze the accounts and attach properties of the two firms.

Identity proof must for sleeper-class passengers from Saturday

NEW DELHI: It will be mandatory for sleeper- class train passengers to carry identity proof from December 1, this year as Railways firmed up steps to prevent misuse of tickets by touts and facilitate hassle-free travel by bonafide people.

From Saturday (December 1), passengers failing to produce original identity proof in sleeper class, as and when asked for, will be treated as "without ticket" and charged accordingly, said a senior Railway Ministry official.

The rule will apply for all forms of ticket, including those for sleeper class, issued by Railways through computerised passenger reservation system (PRS) or Internet.

The decision to introduce photo I-cards for sleeper class passengers is likely to deter touts from booking tickets under fictitious names and selling them to passengers at a premium, the official said.

In February, Railways had made it mandatory for AC-class passengers to carry identity proof with them. Passengers travelling on a Tatkal or an e-ticket are also required to carry I-cards while undertaking train journey.

"Earlier, it was mandatory for AC-class passengers to carry I-cards. Now, we have decided to make sleeper-class passengers also to carry I-card. This has been done to facilitate genuine passengers to avail confirmed tickets," said the official.

He said the non-AC travellers were kept out of the photo I-card decision at that time, adding, "The policy ambit is being widened now so that every passenger in reserved class onboard a train has a valid identity card."

Passengers can carry any of these ten ID proofs while undertaking train journey -- voter ID card, passport, PAN card, driving licence, photo identity card having serial number issued by central/state government, student identity card with photograph issued by recognised school/college, Aadhar card, nationalised bank passbook with photograph and credit cards issued by banks with laminated photograph.

Farooq meets Karunanidhi, thanks him for backing UPA on FDI

CHENNAI: A day after government secured the backing of key ally DMK on FDI, Union minister Farooq Abdullah on Wednesday met DMK chief M Karunanidhi and thanked him for his support to the UPA coalition in Parliament.

"I thank him for the support that he has given to UPA and in most of the things that are coming up in Parliament. We are very grateful to him," Abdullah told reporters after the meeting.

Asked whether the UPA government is in a strong position on the issue of FDI in multi-brand retail sector, he said, "We are on a very strong wicket and on most of the other things coming up in Parliament, we are on a strong wicket."

Abdullah, who is here to attend a function, said Karunanidhi was very close to his father and he came to pay his respects to him.

In a huge relief to UPA, DMK yesterday decided to support the UPA government in Parliament on the FDI in multi-brand retail sector when the discussion takes place.

The party has decided on this course with "bitterness" so that communal forces do not take advantage of the situation and come to power, Karunanidhi had said.

Former Oxford Dictionary editor secretly deleted Indian words: Books

LONDON: An eminent former editor of the Oxford English Dictionary attempted to rewrite it by deleting thousands of words with foreign roots, including those of Indian-origin, a new book claims.

Robert Burchfield deleted words like 'balisaur', a badger-like animal from India, 'Danchi', a Bengali plant and 'boviander', the name in British Guyana for a person of mixed race living on the river banks.

The Oxford English Dictionary (OED) is now re-examining words removed by Burchfield who edited the world respected dictionary during the 70s and 80s and who died in 2004 aged 81, the 'Daily Mail' reported.

Burchfield, who bizarrely blamed previous editors for it, has long been considered the editor who opened up the English dictionary to the wider world.

Sarah Ogilvie, also a former OED editor, in her new book 'Words of the World' reveals how Burchfield started a rumour that his earlier editors were inward-looking anglocentrics, when in fact the opposite was true.

After investigating Burchfield's rumours she discovered they were unfounded and that he was actually responsible for the deletion of words such as 'shape', meaning a Tibetan councillor and 'wake-up', a golden-winged woodpecker.

"I was the editor of the OED responsible for words from outside Europe and while editing these words I noticed a pattern that went against the general consensus: there were thousands of foreign words and words from varieties of English around the world in the dictionary and they had been put there by editor James Murray and his fellow editors," she said.

"The irony of the whole story is that although in the beginning the dictionary editors were criticised for putting too many 'outlandish' words in the dictionary that were 'decaying' our language, one hundred years later they were criticised for the opposite: for too many British words in the dictionary and not enough foreign words!

"But it turns out that this was a myth perpetuated by a 20th-century Chief Editor of the OED," said Ogilvie.

She compared Burchfield's four OED dictionaries published between 1972 and 1986 to a 1933 edition and found that he had erased 17 per cent of the 'loanwords' and world English words that had been included by editor Charles Onions, who included 45 per cent more foreign words than Burchfield.

Uttar Pradesh tops in communal tension and clashes

LUCKNOW: The Akhilesh Yadav led Samajwadi Party (SP) in Uttar Pradesh is already drawing flak from all quarters over deterioration of law and order including rise in communal clashes in the state after it came to power in March this year. Now another blow came from the union home ministry which in its report has disclosed that UP recorded largest number incidents of communal riots and crime against dalit women and children in 2012.

According to the report, as many as 104 cases of communal tension and clashes have been reported in the state so far in 2012. Around 34 people were killed and 456 were injured in these clashes. Major incidents were reported from Bareilly, Pratapgarh, Mathura, Faizabad, Ghaziabad, Moradabad, Meerut, Bhadohi, Kanpur, Allahabad and Lucknow. Maharashtra is at the second place with 83 cases of communal tension and violence followed by Madhya Pradesh and Karnataka with 78 and 54 cases respectively. In 2009, UP had registered 159 cases of communal tension, 121 in 2010 and 84 in 2011.

The UP is also amongst the top three states recording cases of crime against women. In 2011, while West Bengal registered 29,133 cases, Andhra -- 28,246 and UP -- 22,639. UP is also on the top in crime against dalit women and children. In 2009, around 7,522 cases of crime against dalit and women and children were registered in the state. Significantly, the number came down to 6,272 in 2010 but rose to 7,702 in 2011. Madhya Pradesh and Rajasthan registered 3,245 and 5,182 cases of crime against dalit women and children respectively in 2011. The report has been introduced in Lok Sabha for discussion.

China, India should get over unfortunate past: Chinese expert

NEW DELHI: China and India should get over the "infortunate incidents" of the past relating to their festering border issue and open a new page in relations as soon as possible, Li Junru, a top Chinese expert, said here Wednesday.

Li, addressing Indian media on China's once-in-a-decade leadership change, said talks on the border issue between the two countries had helped to bring in more understanding.

He said "unhappy and unfortunate incidents in the past" over the border have "hindered further development" in relations between the two countries. Five decades of the 1962 India-China war were marked in October-November this year.

But putting behind the past both countries "should open a new page as soon as possible", said Li. This, he added, "will benefit people of both countries".

Li said he was "happy to see that we are engaged in negotiations, and though a breakthrough yet remains, we have more understanding of each other."

He was referring to the joint mechanism set up on the border issue. India's National Security Adviser Shivshankar Menon is to meet China's special representative Dai Bingguo in Beijing later this month to take forward the boundary talks, their 16th such.

The top Chinese expert said both sides "should make compromises... meet each other half way for early settlement of the border issue."

"I believe when it (border issue) is solved, there will be nothing in the way of China-India relations."

He said China and India relations are very important and the Chinese see Indians as friends.

"We are two large developing countries.. exchanges between the two countries will benefit both sides and contribute to peace in the world."

The two-way trade between India and China can touch $100 billion by 2015, if both sides "work harder and find ways to boost trade", said Li.

The two-way trade has grown from $4.9 billion in 2000 to $73.9 billion last year.

Prime Minister Manmohan Singh had met outgoing Chinese Premier Wen Jiabao in Phnom Penh Nov 19, which was their 14th meeting in eight years. During their 45-minute bilateral talks, Wen had told Manmohan Singh he was "very happy they had been able to develop an equation".

The two countries are holding a "strategic economic dialogue" at the end of November in New Delhi. The Indian side would be led by Planning Commission Deputy Chairperson Montek Singh Ahluwalia, while China is to send a large economic delegation, comprising economic experts.

Adobe enables electronic issue of official documents in 18,000 Gujarat villages

AHMEDABAD: Villages in Gujarat can now easily access their official documents, certificates and other government services online. Adobe Systems Incorporated has deployed its software across 18,000 villages in the state, transforming all the paper-based work into digital system.

This project is a collaboration between Adobe and the Panchayat Rural Housing and Rural Development Department, Government of Gujarat. Under the initiative, a range of services including certificates of birth, death, income, caste, domicile, property, residence proof, agriculture, tax collection, marriage, family information and land ownership will be issued, managed and stored electronically.

Umang Bedi, managing director, South Asia, Adobe said, "Besides transition from the old, paper-based system to the digital era, the project will also remove red tape, waiting period and bring in an effective grievance system. The design is so simple that even a non-savvy user can avail the services with ease."

The initiative of the Gujarat Government aims to bridge the digital divide between urban and rural Gujarat by providing citizens access to digital information for all government documentation.

"This technology will truly touch the grassroots of India. We have been progressively testing and adding the service to each village over the last six months. Our engineering centres in Gandhinagar will take up queries in terms of any doubt or technical glitch," said Bedi.

A K Rakesh, development commissioner, Government of Gujarat said, "Earlier, citizens had to travel to the district taluka for these requirements. Life has become much simpler for them."

UK picks Canadian Mark Carney to lead Bank of England

LONDON: The British government has chosen Mark Carney, a Canadian, to become governor of the Bank of England, the first time a foreigner has been tapped for the position since the central bank was founded in 1694.

Treasury chief George Osborne announced the surprise choice to the House of Commons on Monday, saying Carney — who is currently the head of Canada's central bank — would apply for British citizenship.

"Mark Carney is the outstanding candidate to be governor of the Bank of England and help steer Britain through these difficult economic times," Osborne said. "He is quite simply the best, most experienced and most qualified person in the world to do the job."

Besides his job as a central banker, Carney is also head of the G-20's Financial Stability Board, a global supervisor, and spent 13 years at Goldman Sachs. He had been speculated as a possible choice but was not considered a front-runner.

"I'm honored to accept this important and demanding role," said Carney, who will start July 1, at a news conference in Ottawa.

"It's a decisive period for reform of the global financial system including its leading financial center, the City of London. And it's a crucial point in the Bank of England's history as it accepts vital new responsibilities."

Carney will succeed the current governor, Mervyn King, when his term ends next year. As well as chairing the committee which sets the U.K.'s main interest rate, the governor will be given the new responsibility of supervising the country's banking industry. Carney told Osborne that he will only serve five years of the usual eight-year term.

King said Carney was "an outstanding choice" and represents "a new generation of leadership."

Ed Balls, economic spokesman for the opposition Labour Party in the House of Commons, said Carney "has a track record of handling tough and complex challenges" and is "a good choice".

Osborne had boasted that this was the first time that the Treasury had advertised the governor's job, but Carney said he hadn't applied.

"I didn't apply as part of the formal process to the position," he said. "These discussions really only intensified in the last two weeks."

Carney, 47, was appointed to a seven-year term as governor of the Bank of Canada in February 2008. He will step down on June 1.

He gained a bachelor's degree in economics from Harvard University in 1988, and master's and doctoral degrees in economics from Oxford University.

Carney was employed by Goldman Sachs for 13 years, working in London, Tokyo, New York and Toronto, before being appointed deputy governor of the Bank of Canada in 2003.

The Canadian Carney is not the first ex-Goldman Sachs employee to lead a central bank, President of the European Central Bank Mario Draghi is also a former employee of the U.S. investment bank.

"I'm not without ties to the United Kingdom. My wife is a British and Canadian national. My children are both. I lived there for a decade. I know a lot of people in the City, in industry, in the U.K.," Carney said.

"Obviously I think I can play a constructive role as the next governor in relaunching this institution with its new responsibilities, contributing to price stability, to financial stability and to insuring that the rebalancing of the U.K. economy, which is under way, but is seen through over the course of the next five years."

Paul Tucker, one of the two deputy governors of the Bank of England, had been the betting favorite to become governor. Osborne said he hoped Tucker would remain at the Bank, adding that he had extended the term of the other deputy, Charles Bean, for another year until mid-2014.

With Bean's time running short and a disappointed Tucker possibly ready to leave, "today's appointment could well usher in a period of significant upheaval at the Bank of England," said Philip Shaw, chief economist at Investec Securities.

Canada's commodity-rich economy has experienced a better market rebound than the other G-7 nations. The country did not suffer from a mortgage meltdown or subprime lending crisis during the Great Recession of 2008, and its banks are rated among the soundest in the world.

Canadian Prime Minister Stephen Harper on Monday praised Carney for his work in helping the government steer his country away from the worst impacts of the global economic woes.

Alok Joshi appointed next RAW head

NEW DELHI: Alok Joshi, a 1976 batch IPS officer of Haryana cadre, has been appointed chief of India's external intelligence agency, the Research and Analysis Wing (RAW).

Joshi has been appointed for a period of two years or until further orders, whichever is earlier by the Appointments Committee of the cabinet. He will replace S K Tripathi, who completes his tenure on Dec 29, according to an official statement.

Joshi is presently special secretary of RAW, which is under the Cabinet Secretariat.

Yashovardhan Azad, an IPS officer of 1976 cadre from Madhya Pradesh, and currently special director, Intelligence Bureau, has been appointed secretary (security), at the Cabinet Secretariat in place of A B Mathur, who has retired.

TY Das, an IAS officer of the 1982 batch and presently joint secretary, in the development of North Eastern region (DONER) ministry, has been appointed secretary, Central Information Commission, in the rank and pay of Additional Secretary. Das has been appointed to fill the vacancy created by Bipin Bihari Srivastava, IAS officer from Bihar of 1978 batch, the release said.

Govt to launch cash transfer scheme in 51 districts from January 1

NEW DELHI: Benefits under 29 welfare schemes being operated by different ministries would be transferred through Aadhaar-enabled bank accounts in 51 districts spread over 16 states from January 1 next year, finance minister P Chidambaram said here on Tuesday.

The scheme of cash transfer into bank accounts, the minister said, would enable the government to extend benefits to the needy at the click of a button without any fear of misuse or duplication.

"...roughly about 29 schemes are ready to start from the January 1. It is possible that one or two schemes may start a few days or a couple of weeks late. But ultimately we want to load all these schemes on the system. Out of the 42, we think about 29, give or take one or two, will be ready," Chidambaram said while addressing a press conference at Congress office.

At present, government operates about 42 schemes, of which 29 would be covered by the cash transfer scheme that is to be launched from January 1, 2013 in 51 districts. The second roll-out to cover more districts would be launched in April 2013, he said.

The schemes which would come under the purview of the cash transfer scheme would include those of ministry of social justice and empowerment, human resources development (HRD) minority welfare, women and child development, health and family and labour and employment.

With the introduction of the direct cash transfer scheme, Chidambaram said, "falsification and duplication will be practically eliminated and I believe that (it) would result in considerable savings to the exchequer."

Prime Minister Manmohan Singh on Monday had directed all the ministries concerned to work in close coordination to ensure success of the scheme.

Gujarat riots case: Zakiya Jafri loses right to file petition against SIT's closure report

AHMEDABAD: A local court today ruled that Zakia Jafri, whose husband and former Congress MP Ehsan Zafri was killed in Gujarat riots, has lost the right to file protest petition against the SIT report, giving a clean chit to Gujarat chief minister Narendra Modi, due to lapse of time.

Ehsan Jafri was among 69 people killed burnt alive by a mob during the riots at Gulburg Housing Society here on February 28, 2002.

Metropolitan Magistrate B J Ganatra ruled that Jafri cannot file the protest petition as she failed to file it despite being given sufficient time.

The court ruled that Jafri can now only make oral submission regarding her protest against the SIT report.

The court order comes at a time when the state is in midst of assembly poll campaigning and Modi is seeking a fourth term as Chief Minister of Gujarat.

The SIT had submitted its final report in the court regarding Gulburg Society riot case giving a clean chit to Modi and others in 2002 riot cases in February.

The SIT had provided a copy of the report to Zakia in May asking her to file a protest petition within the stipulated time of two months. However, the protest petition has not yet been filed by Jafri.

Jafri's lawyer S M Vohra told the court that they have approached the Supreme Court seeking a clarification on certain issues and the next date of hearing of the case in the apex court is December 3.

Vohra sought time from the court till the hearing in the case is over in the Supreme Court.

Vohra later told PTI that generally local courts await the outcome of the case in the Supreme Court. However, this court has chosen not to wait for the same and given an order which is "very shocking."

"We will convey this to the Supreme Court before December 3," Vohra said.

Red alert ahead of Guru Nanak Jayanti in wake of TTP threat

LAHORE: Pakistani authorities have put in place extensive security arrangements for Indian Sikh pilgrims attending events to mark the birth anniversary of Guru Nanak in the wake of the Taliban's threat to target Indians in retaliation for the execution of Ajmal Kasab.

A red alert has been issued at all places where the Sikhs will join events organised to mark Guru Nanak's birth anniversary, and no vehicle without a special sticker issued by police will be allowed to enter Nankana Sahib district, officials said today.

Over 2,000 Indian Sikhs are in Pakistan to attend the birth anniversary celebrations at Gurdwara Janamasthan in Nanakana Sahib, the birthplace of Guru Nanak located 80 km from Lahore.

They will also travel to other places. Pakistani authorities were tight-lipped about the reasons for the heightened security though officials of the Indian High Commission acknowledged they were linked to the recent threat from the Tehrik-e-Taliban Pakistan.

The Evacuee Trust Property Board, which looks after the shrine of Pakistan's minority communities and makes arrangements for visits by Indian pilgrims, said it has put in place unprecedented security measures for the visiting Sikhs.

"We have almost double the usual number of Elite Force personnel and local police, and we have set up a good number of check posts (in Nankana Sahib). We have also installed more security gates and cameras inside and outside the gurdwara," ETPB Deputy Director Fraz Abbas told PTI.

For the first time, no vehicle will be allowed to enter Nankana Sahib during the three days of the Sikh festival without security clearance from law enforcement agencies.

"The district police chief's office is issuing a special sticker for vehicles after clearance is given at entry points," Abbas said.

The paramilitary Pakistan Rangers too had been put on high alert.

India deploying more troops in Ladakh due to threat: Farooq Abdullah

NEW DELHI: India is befriending China on one hand and remaining "cautious" on the other by deploying more troops in Ladakh region due to "threat" perception, having learnt lessons from the past, Union minister Farooq Abdullah said on Monday.

Addressing young students, scholars and scientists at the Northern Regional Science Congress here, Abdullah broached the topic when he was referring to the abundant wind energy resources available in Ladakh region.

"We people have Army there (in Ladakh). (We have) one full division there and now we are putting another division there because we have threat from China and I don't say that outside but I am telling you because you are Indians.

"I want to tell you that in one place we are befriending China but we have also learnt a lesson from China and that is why we remain cautious as well because we had one division we will be keeping another one there," he said.

The minister also noted that China was indulging in huge infrastructure building on the Arunachal Pradesh border while "we are still thinking."

On energy, he said India will be a power surplus country by 2030 and the government is looking forward to produce energy through clean coal and nuclear energy as well.

Abdullah said the government has set the target of producing 22,000 MW of energy through renewable sources by 2022.

He said the government is offering subsidies for using solar power water heaters at homes and would also provide loans to buy appliances run on solar power and urged people to adopt solar and other alternative energies.

The minister blamed the US for global warming and said that India is one of the lowest producers of global gases even lower than China.

He also motivated young students and scholars to take up sciences and research as it is the only way to progress forward.

The Northern Regional Science Congress was organised by Indian Science Congress Association (ISCA) and Department of Science of Technology , government of India.

No proof of UFOs flying over India-China border: Antony

NEW DELHI: There is no conclusive proof of Unidentified Flying Objects (UFOs) flying over the India-China border, but government is monitoring all developments in the neighbourhood which could have a bearing on national security, defence minister A K Antony on Monday said.

He gave the information in a written reply in the Lok Sabha to a question as to whether Army's Leh-based 14 Corps had reported about mysterious UFOs flying over the India-China border during the last three years.

Assuring the House of the measures taken by government, Antony said, "Required measures have been initiated through development of infrastructure and operational capabilities to achieve desired levels of defence preparedness to safeguard the sovereignty, territorial integrity and security of India."

To a separate question on situation in Jammu and Kashmir, he said it has stabilised due to persistent anti-terrorist operations carried out by the government. "The situation in J&K has stabilised due to the persistent proactive counter terrorist operations carried out by the government," he said.

For return and rehabilitation of Kashmiri migrants to the Valley, he said, "A comprehensive package of Rs 1618.14 crore was announced by Prime Minister in 2008... Government acts as facilitator for making all facilities available to migrants for their permanent rehabilitation in the Valley."

Antony also provided details of civilians and terrorists killed in J&K during last three years. While 13 civilians were killed between 2009 and October 2012, 58 terrorist were gunned down during the corresponding period last year. The highest number of 245 terrorists were killed in 2009.

Mauritius, Bihar to jointly host 'Bhojpuri Mahotsav' annually

PATNA: Mauritius and Bihar which share historical bonds have decided to organize 'Bhojpuri festival' every year to keep the language alive.

The festival would be organized jointly by government of Mauritius and Bihar tourism department and both Mauritius Prime Minister Rajkeshwar Prayag and state chief minister Nitish Kumar have consented to holding the festival, state tourism minister Sunil Kumar Pintu told reporters here.

Prayag would be visiting Patna in the first week of January on Kumar's request, he said.

Pintu, who visited the south east Asian country recently to attend a tourism meet, said Bhojpuri is still spoken by the elder generation in Mauritius but the younger people hardly speak in the language.

The people there had requested him to open a Mauritius information centre at Patna where they could get the details of their forefathers and Kumar had given his consent for it, he said.

About 70 per cent of the population of Mauritius is of Indian origin and almost half of them hailed from Bihar.

Pintu, who had also visited England recently in connection with a tourism festival, said British Royal army officials signed an agreement with Bihar tourism department as part of which 4000 of its officials with their families would visit Bodh Gaya in January.

Direct cash transfer facility for UID cardholders: Nilekani

NEW DELHI: The Unique Identification project has enrolled 270 million people in last three years and the data collected through it can be used to provide various benefits like direct cash transfer to cardholders, UID project chief Nandan Nilekani said on Monday.

Addressing a gathering here, Nilekani also expressed the need to make the project irreversible by providing "compelling services" to the people.

"This is three years since we launched this project. We have enrolled 270 million people into the system and issued unique numbers to 220 million people. We enroll at the rate of over a million people a day. So lets say we can do Finland in a week and Australia in three weeks," he said.

Replying to a question on the future of the project under a new government after the 2014 general election, Nilekani said, "What is required is to make it irreversible, that is the way to look at this problem."

"In our view, if half a billion people in this country have this identity number and if they are getting a couple of very compelling services through this number then their voices will speak for it," he said.

Nilekani described the UID project as a platform which can be used to provide various benefits to the people.

"The first big application we are doing on this is direct cash transfer. Government spends billions of dollars in giving benefits to people like pensions, scholarships etc. We are building a system along the banking sector to electronically credit money into people's bank account," he said.

Car bomb rocks church in Nigerian military barracks

KADUNA, Nigeria: A car bomb was detonated at a church inside military barracks in Jaji in Nigeria's Kaduna state on Sunday, two military sources said.

"A car drove into the church premises ... then detonated the bomb," one of the military officers told Reuters, asking not to be named.

The National Emergency Agency confirmed there had been an explosion inside the barracks and said it was "likely at a worship centre".

Kaduna state in northern Nigeria has been the target of several bomb attacks this year, including on churches. Some have been claimed by Islamist sect Boko Haram, a group which has killed hundreds in an insurgency this year

Syrian rebels say that they have captured helicopter base in east of Damascus

AMMAN: Syrian rebels said on Sunday that they had captured a helicopter base 15 km (10 miles) east of Damascus after an overnight battle, the second military facility on the outskirts of the capital to fall to President Bashar al-Assad's opponents this month.

An Internet video which activists said was filmed at the Marj al-Sultan base showed rebel fighters carrying AK-47 rifles touring the facility. An anti-aircraft gun could be seen positioned on top of an empty bunker and a rebel commander was shown next to a helicopter.

"With God's help, the Marj al-Sultan airbase in eastern Ghouta has been liberated," the commander said in the video. Eastern Ghouta, a mix of agricultural land and built-up urban areas, has been a rebel stronghold for months.

Activists said two helicopters were destroyed in the attack as well as a radar station, and that 15 personnel were taken prisoner.

With severe restrictions by Syrian authorities on non-state media, independent verification was not possible.

Footage from Saturday evening showed rebels firing rocket-propelled grenades at the base, and what appeared to be a helicopter engulfed in flames.

Last week rebels briefly captured an air defence base near the southern Damascus district of Hajar al-Aswad, seizing weapons and equipment before pulling out to avoid retaliation from Assad's air force.

12 die after drinking adulterated cough syrup in Pakistan

LAHORE: At least 12 men died and several others were in a serious condition after drinking adulterated cough syrup in this eastern Pakistani city today, police said.

The men had drunk the cough syrup to get intoxicated, police said.

Doctors at a state-run hospital said the men fell ill as the medicine was adulterated.

Over 20 men fell ill or fainted after drinking the cough syrup in Shahdra Town of Lahore.

Four of them died instantly while eight more died in hospital.

At least seven men were being treated in hospital and several of them were in a serious condition, police said.

Police claimed most of those who fell ill after drinking the cough syrup were drug addicts.

Officials said they had registered a case against several dealers and two stores that sold the syrup.

Bottles of the same cough syrup were found in the possession of the men and the factory where the drug was made had been sealed, officials said.

Several stores were selling the cough syrup for Rs 25 to Rs 40 a bottle, they said.

Hundreds of gay rights activists march through New Delhi on Sunday

NEW DELHI: Hundreds of gay rights activists marched through New Delhi on Sunday to demand that they be allowed to lead lives of dignity in India's deeply conservative society.

Dozens of demonstrators carried a nearly 15-meter (50-foot) -long, rainbow-colored banner and waved placards demanding that the government extend the scope of anti-discrimination laws to schools, workplaces and public and private spaces.

Activists said that three years after the Delhi High Court made changes in India's colonial-era law that made gay sex a crime, homosexuals are still not socially accepted in India.

In 2009, the court decriminalized gay sex, which until then had been punishable by up to 10 years in prison.

Conservative groups have asked India's top court to overturn the lower court's order, and Supreme Court judges are currently hearing opinions from a range of people, including conservative groups and gay rights activists. It's unclear when the court will make a ruling.

"If only the Supreme Court comes out on our side, and if gay marriage became legal, what could be better," said Zorian Cross, a New Delhi-based theater actor and playwright at the parade.

"Queer and loving it" and "Give us your support" read some of the placards carried by the activists as they marched to the beat of traditional drums and music. Other supporters distributed badges and rainbow-colored flags and scarves.

The march ended in a public meeting at Jantar Mantar, the main area for protests in the heart of the capital. Many gay rights group members and their families danced and sang as drummers and musicians performed.

Vimal Kumar, an activist with the National Alliance of People's Movements, said the government had to ensure that all forms of discrimination against gays, lesbians and transgenders are ended.

"The government has to listen. Our struggle has gone on for very long, and we are hopeful the government will listen and act on our demands," Kumar said.

Gay rights activists are demanding that the government allow people to record the gender of their choice in the national census, voter identity cards and all other government documents.

"We are demanding that all people be allowed to exercise their right to live their lives with dignity and freedom, regardless of their gender or sexual orientation," said a statement issued by rights groups at the parade.

Kumar said people's attitudes were gradually beginning to change and there was greater understanding among families in urban areas as television campaigns and gay parade marches caught on. But the pace of change is slow, he said.

In some big cities, homosexuality is slowly gaining acceptance, and a few high-profile Bollywood films have dealt with gay issues.

Still, many marchers Sunday covered their faces with scarves or wore masks because they have not told their friends and families about their sexuality.

Two suicide car bombs kill nine at military church in Nigeria

KADUNA: Two suicide car bombs were detonated at a church inside the Jaji military barracks in Nigeria's northern Kaduna state on Sunday, killing at least 9 people and wounding dozens, a military source said.

"A Kia branded car drove into the church premises ... and detonated," a military source who witnessed the bombings told Reuters, asking not to be named.

"Then an ash-coloured Toyota Camry drove in and exploded while people came to help after the first bomb. Most people died from the second blast," he said.
