Prasar Bharti declines to provide info on Pak sought under RTI

LUCKNOW: Why should people be deprived of information related to Pakistan, or about leaders who went to Pakistan prior to Independence? It's one of the most important period of Indian history and information relating to that period should be disclosed said the central information commission in the case pertaining to RTI activist Subhash Agrawal who raised number of queries relating to the recording of the speeches of late Muhammad Ali Jinnah and such other prominent leaders of India who went over to Pakistan in 1947. He was informed by the CPIO, Prasar Bharti, that the recordings could not be disclosed to him because, in the CPIO's opinion, this would be exempted under Section 8(1)(a) of the Right to Information (RTI) Act.

The appellate authority endorsed the stand taken by the CPIO that providing such an information may affect the country's foreign relations, may incite violence or threaten its sovereignty and integrity.

The chief information commissioner (CIC) observed that more than 60 years after Independence, time has come when all concerned must decide what all information realting to the period prior to the independence should be made available to the general public. This has become all the more necessary because of the enactment of the Right to Information (RTI) Act. To keep all the information relating to Pakistan or leaders who went there as secret and confidential is a regressive stand.

The CIC directed the All India Radio undertake an exercise in the next six months to evaluate the recordings available in the archives and to publish, proactively, a list of all such recordings on their website for everyone to know. Prasar Bharti, however, has decided to provide the recordings.
