Thakur has stated in her petition that India declared its defence production policy in 2011. This policy gave special emphasis on self reliance in defence production. But in reality, she has stated, today around 70% of India's defence goods are being imported. As per 2012 report of Stockholm International Peace Research Institute (SIPRI), India has become the largest defence goods importer of the world, the petitioner has claimed.
Thakur has alleged that many powerful people with vested interests do not want India to be self reliant in defence production because heavy bribe is involved in defence deals as it has been seen from 1948 Jeep scam to today's Helicopter scam. Thakur has prayed that the high court direct the defence ministry and the prime minister office to comply with its defence production policy 2011. She has also prayed for formation of a high-level team under a retired Judge to study each defence item currently being imported.
